Management of Electronic Navigational Charts Using XML Database (XML 데이터베이스를 이용한 전자해도의 관리)

  • Electronic Navigational Charts (ENCs) are digital charts encoded in S-57 format, which contain navigational informations such as coastlines, depth areas, and nautical marks. Although they have been successfully used for the safe navigation of ships, they have limited usages and applications because of their specialized data format and access systems. To cope with such drawbacks, S-57 ENCs need to be transformed into more generalized format such as Geography Markup Language (GML). The transformed GML ENCs can be kept in a database for efficiency, and can be accessed through Internet for usability. This paper proposes a new method for transforming and managing ENCs with XML database. S-57 ENCs are lust transformed into GML format, and then stored in a XML database. On the database, users can query for their needs. To validate the feasibility of the proposed method, we developed a protype system, and then conducted several test runs. The system can provide users with easy access to the marine information contained in ENCs. It also provides compatibility and efficiency by virtue of GML and XML database, respectively.

  • Electronic Navigational Charts(ENCs) are a database for the use of supporting the safety of navigation in marie voyage embedded within the navigational information in the Electronic Chart Display & Information System(ECDIS). Recently IMO made a decision on the mandatory equipment resolution of ECDIS for the international SOLAS vessels until 2018. With this regulation intention together the spontaneous uses from the wide range of marine applications are accelerating the increasing demand for ENCs at both of the navigational purpose and the non-navigational purpose. But there seems to be not enough guidelines or systematic approach for the service of the non navigational purpose. This paper deals with ENCs distribution issues. We present a integrated solution for the ENCs service of both user domains and also demonstrate the implemented results.

A Study for the Dynamic ENC Development (다이나믹 전자해도 개발연구)

  • The ENCs, which is a database for the use of maritime navigation within the ECDIS on the ships are recently being utilized in wide marine applications. But, even though official ENCs have been produced according to the IHO S-57 and S-52 standards, current ENCs are limited to their static characteristics of contents and structures being inherited from the analog media style of the traditional paper charts. Thus these limitations are often recognized as barriers to the full use of high resolution and advanced digital technologies. This paper presents prototype development results which demonstrate dynamic ENC features using high density ENCs and simulated tidal information to support various marine GIS fields as well as efficient and safe navigation purpose.

  • Electronic Navigational Charts (ENCs) are digital charts which contain a great variety of data on coast and sea regions. Although they contain much information that ordinary people are interested in, there is no easy way to access because they are coded in the specialized data forma, and can be visualized by using specialized system. Therefore, supporting systems need to be developed for ordinary people to easily access ENCs. This paper proposes a framework for the ENC systems based on the Web. It relies on quite general standards such as Ceography Markup Language (GML) and Scalable Vector Graphics (SVG). In the framework, ENCs coded in S-57 format are first translated into GML to be stored in a database. Once the database is built, users can request to the database what they want. According to the user request, relevant data are retrieved, and then translated into SVG to be displayed on the Web browser. By using the framework, ordinary people may easily access coast and sea information contained in the ENCs. Furthermore, the framework may provide interoperability by virtue of XML-based standards such as GML and SVG, and efficiency by virtue of database. To validate the feasibility of proposed framework, a prototype system is developed and tested.

  • ENCs are encoded using a numerical charts developed for publishing paper charts and serviced in forms of grid styles. For this reason, the density of ENCs' sounding information is not consistent and that requires improved methods. In this study, K-Means, ISODATA clustering algorithm as classification methods for satellite image was reviewed and adopted to this case study. The designed algorithm includes loading module for ENC data, improvement algorithm of sounding information, writing module of ENC data. According to the results of algorithm, we could confirm the improved result.

Mariners have difficulty reading information because of clutter problem if display scale of ECDIS is lower than compilation scale of ENCs. IHO made SCAMIN improvement model included in S-65 Standard to settle this ENC clutter problem. This SCAMIN model includes both simple restriction that should safety some requirement and share geographic information. and hard restriction that should overlap with area object such as depth area, land area, dredge area. It also apply SCAMIN step of sounding value according to importance of safety navigation. In this paper, we analyzed the restrictions for SCAMIN model of S-65 Standard, developed algorithm and application to apply theses restrictions reasonably and mechanically. Also we applied this algorithm and application to Korea ENCs and evaluated the result of performance.

  • IMO adopt the revision of SOLAS convention on requirement systems for ECDIS and considered an ECDIS as the major system for E-Navigation strategy on marine transportation safety and environment protection. ENC(Electronic Navigational Chart) as the base map of ECDIS is considered as a principal information infrastructure that is essential for navigation tasks. Because ENCs are not easy to utilize for being encoded according to ISO/IEC 8211 file format, used for navigational purpose mainly, it's required to utilize in parts of Marine GIS and various marine application. In this paper, we developed KML conversion technology for ENC application. In details, we analyzed data model and encoding method of ENC, schema structure and data file of KML. Based on this results, we developed the program of KML conversion of ENCs.

A Study on the Application of Nautical Charts보 Information Using GIS (GIS를 이용한 해도정보의 활용방안 연구)

  • A nautical chart is an essential material not only for the safety of navigation at sea, but also for the research and understanding of the ocean. Paper nautical harts have been used for navigational purposes for several hundreds years, but it was show that paper nautical charts have certain limitations, because the speed of ships has increased dramatically, and Global Positioning Systems (GPS) are now available at sea. Thus, the development of digital charts has been conducted by a number of countries. As a result, the International Hydrographic Organization (IHO) has developed a standard format, Special Publication No. 57 (S-57), as a guideline for the production of electronic navigational charts (ENC). Even though ENCs are a state-of-the-art navigational tool because they are produced on the basis of Geographical Information System (GIS) technology, they can be utilized for various purposes. in this paper, the usage of paper nautical charts, ENCs, and digital charts is reviewed. Also, the various application system that make use of electronic navigational harts and digital charts, as a basic geographical source of information, will be examined on the basis of GIS.
