Vegetation Index(VI) derived from remote sensing data is used to assess ecosystem factor in Environmental Impact Assessment(EIA) process. Ecosystem factor has been prepared by Degree of Green Naturality(DGN) mainly in Environmental Impact Statements. But DGN has room for improvement of assessing actual ecosystem situation. The objectives of this study are to define the relationship between field measure DGN and VI, and to develop methodologies to use VI for assessing the status and conditions of natural ecosystem. For verification of DGN and VI, 35 sites using global positioning system are selected and reviewed. Correlation coefficients of DGN and VI shows highly as 0.69. Also VI in EIA found it can be applied to assess ecosystem. It concluded that VI as well as DGN can be applied to assess ecosystem newly and largescale.
The introduction of strategic environmental assessment (SEA) has strengthened and extended the value of environmental impact assessment (EIA) as a foundational tool for sustainable development. In particular, SEA helps to overcome the limitation of project EIA as a 'stand alone' approach, applied relatively late in the decision making cycle. SEA is applied to policy, plan and programme (3P) proposals, when major alternatives are open and systematic consideration can be given to their environmental effects. This process also corresponds to options appraisal of development proposal to find the best practical outcome having regard to all potential impacts. There are imperatives for sustainable development (SD) that are shaping future directions for EIA and SEA internationally, regionally and locally. There is a shift toward more integrative approaches of using EIA and SEA as sustainability tools in cooperated environmental management system (EMS). Korea has established and applied EIA for over twenty years for various projects. Given its coverage, the current EIA system is SEA exclusive. The Prior Environmental Review System (PERS), which is a SEA-type of system, was applied in the late 1990s, mainly for various developing planning programs. The current PERS has been modified as a SEA type system, but in general, policy is not going to be covered.
With its more than 35 years of experience with EIA of NEPA in United States, the extensive knowledge base of EIA could be the most suitable place for initial field of HIA to explore lessons available for. However, caution is needed as the technical differences in analysis, different policy context, and distinct professional culture between EIA and HIA might be. The successe of EIA of NEPA is the integration of environmental goals into decision making process, improved planning, and increased transparency and public involvement, whereas shortcomings of it were defined as the excessive volume and complexity of EIA documents, the limited and adversarial public involvement, the procedural process (not substantive), focus on projects (not on policies and programs), and the limited consideration of health impacts. Integrating HIA into existing EIA process is positive in two reasons that the human health is closely related with natural environment and EIA process is a fully established process that effectively cuts across bureaucratic and sectoral boundaries. Also, integrating of HIA into EIA might be a way with least resistance for the widespread use. A freestanding HIA separated from EIA is desirable in terms of excessive volume of EIA documents and the procedural and legal focus of EIA. It is needed to develop the formulated methodologies for advancing HIA whether it is a part of or separated from EIA, and to estimate the potential values of HIA in the substantial society context. When possible, HIA should be established on the ways that EIAs have been used successfully.
Environmental Impact Assessment (EIA) is a kind of planning technique to seek ways to minimize environmental impact, a scheme to encourage sustainable development. With the launch of the Ministry of Environment in 1980, the EIA was introduced in Korea. Its full operation was initially driven by regulations on documenting EIA reports in 1981, which was piloted as a decision-making scheme where final decision were made at the development department after considering opinions suggested by the Ministry of Environment. At that time, dominance of the economic logic overwhelmed environ-friendly opinions, but thanks to the fourth revision of the Environmental Conservation Law in 1986, private projects came to be included on the EIA list. This was a turning point for the EIA to become a regulatory system. Local governments are also conducting the EIA regardless of the national-level EIA. In order to prevent and resolve increasingly severe environmental problems in Seoul in advance due to various construction projects, the Seoul Metropolitan Government, for the first time as a local government in Korea, legislated city decrees to introduce the EIA which has been underway from September 1, 2002. In particular, the Seoul government, unlike the Ministry of Environment, has included construction works on the list of evaluation projects, adopting the scoping and screen procedure scheme. In addition, complementing operational setbacks, the city government has revised and implemented decrees and enforcement laws on the Impact Assessment on Environment, Transportation and Disasters by shortening the consultation period, eliminating the submission of reports on construction, and expanding the waiver requirements in consultation over the reports. Therefore, development measures for the EIA scheme of the Seoul Metropolitan Government will be the target of the research. To that end, the up-to-date data of the Ministry of Environment, the Seoul government and local governments was collected, and latest materials from the EU, previous research and the Internet were gathered for analyses. By doing so, the flow of the EIA was reviewed, and the EIA schemes of local governments under the national EIA were analyzed. Furthermore, based on the Seoul government's recent data on the EIA based on the decrees, the background and legislation of the Seoul government's EIA were analyzed along with the developments for the environmental organizations. Setbacks were derived from the implementation period, evaluation procedures, consultation period and details of the EIA, and corresponding development measures were proposed.
Environmental monitoring system has been adopted and supplemented as inspection measures for the quantitative and qualitative changes of environmental impact assessment (EIA). Meanwhile it has been continuously pointed out that there is insufficient connection between environmental monitoring system and EIA. Often the agreed environmental impact assessment has not been fulfilled due to the argument of the cost, timing and situations of construction sites. Thus the purpose of this study is in search of the rationalized environmental monitoring system in order to harmonize the development and environmental conservation through the improvement of unreasonable aspects of the current EIA execution process. As to comply with the purpose, this research was carried out with three different but complimentary sources: environmental laws and regulations, foreign case studies of Japan, U.S.A. and Canada, and interviews with 73 experts. Finally, improved environmental monitoring system has been introduced reflecting the present process of EIA.

Since the government of Korea (Ministry of Environment, MOE) introduced the policy applying 'Biotope-Area-Ratio-Indicator (BARI)' to huge residential land developments which Environmental Impact Assessment (EIA) should be performed, MOE has come to have the necessity to apply the indicator concretely at the stage of Prior Environment Review System (PERS) and EIA in various types of large scale land development projects. This study was conducted with the aim of supporting the application of BARI and related decision making in various other types of EIA projects as well as residential development projects through remodeling the system to apply the indicator of the past. Through the analysis of the problems in applying the past BARI and experimental appraisals to 11 types of EIA projects, the results and implications as follows were drawn. First, it's possible to extend the range of applications of BARI, which has been applied to only residential land development project, to all kinds of projects with area-typed land use pattern out of environmental impact assessment target projects. Second, it's also possible to set a target value into which regional characteristics and differences among locational properties are reflected. In addition, it's come to be able to differentially apply the target value of BARI according to the condition of the existing site. Third, it's improved to be able to suggest a macroscopic target value at the stage of PERS and to set detailed target values in each detailed land use at the stage of EIA. The key point underlies inducing methodology to determine target values to secure more permeable land coverage ratio for detailed land use patterns at the stage of EIA by making it possible to calculate BARI of the present land cover condition of the EIA target projects.
Environmental protection and precaution are the most frequently considered issues in the recent research fields for our present and future surroundings. However, it seems that these environmental issues were less reflected in local-level development plans, and caused several cases of environmental pollution, therefore it became a major concern of local governments and the communities. The role of a 'Local EIA(Environment Impact Assessment)' can be a core issue for the positive preferences of the local-level development plans. Cases of Local EIA in Germany which have been implied successfully are reviewed to generate a local EIA movement and to produce a guideline for Korean local governments. The local EIA in Germany was broadly commenced in the middle of 1980s, and a decade later it was carried out for over 200 of local governments. To produce a better suggestion for Korean local EIA, comparison and analysis of detail data of the German local EIA was carried out, and tested for fourteen cities in Korea based on five categories: i) assessment subject, ii) assessment procedure, iii) main office for assessment, iv) assessment factor and v) assessment standard. Prior suggestions for greater preference of local EIA in Korea are: it is necessary that I) launch of a support system in central government to help the movement of local government; Ⅱ) a knowledge-based expert group in local government which has by all means of exclusive responsibility far any action(new application or performance of local EIA) : 111) establishment of 'environmental protection measure' in local government level for environmental precaution based on individual environmental character and values in their communities.
For managing and analyzing effectively diverse and complicated environmental informations, informations should be built systematically, and techniques should be developed. Environmental Information System(EIS) is composed of environmental informations, GIS, and manpower. Recently it is applied to Environmental Impact Assessment and environmental management, etc.. For effective application, EIS techniques will be improved. This article has four components. First, it describes building of environmental information comprising geographic and attribute data using GIS in Chuncheon district. Second, it explains programming for effective information analysis and management using AML(Are Macro Language in ARC INFO). Third, it provides specific functional capabilities including suitability analysis. Based on these analysis, this study makes some examples for systematic analysis and management of environmental information using interactive system.
