A Research on the Development Initiative for Public Practices of Local Governmentsin Korea - Focused on the Local Adaptation Planning in Ecosystem Sector - (지자체 기후변화 적응실무 발전방향 연구 - 생태계 분야 기후변화 적응 시행계획 수립 및 이행을 중심으로 -)

  • This study aimed at analyzing the current status and further needs of ecological information which is provided with the civil servants in the process of climate change adaptation planning in ecosystem sector and at providing suggestions for future development of ecological knowledge on climate change. Therefore, we conducted a questionary survey titled as "the knowledge-base and information needs for climate change adaptation in ecosystem sector" with the civil servants who are engaged with adaptation practices in the ecology related divisions in 17 regional local governments (RLG) and the affiliated basic local governments (BLG) in Korea. As a result, the characteristics of ecological information which is applied in public practices was analyzed and strategies for improved utilization was suggested. 75% of the respondents (RLG 85% and BLG 72%) were aware of the relativeness between the existence and utilization of ecological information and the execution of climate adaptation practices in ecosystem sector. They were agreed with the necessity of ecological information not only in adaptation practices but also overall affairs in the ecological related division in the local government (RLG 82% and BLG 72%). The current situation of utilizing ecological information which is produced from central orlocal government to civil affairs were only represented as 64 persons (28%) in RLG and 42 persons (18%) in BLG. One of the major obstacles that the respondents confront with when applying ecological information to public practices was deficit of prior knowledge on the ecological information itself, such as awareness of the characteristics of ecological information and the link with public affairs for adaptation plans. Therefore, delivering current knowledge and ecological information on climate change by educational and promotional method is an urgent priority to the civil servant. The future needs on ecological information for local government servants were deduced as basic information on local ecosystem and applied knowledge on local development to meet the biodiversity conservation and ecosystem services at the same time. The respondents expected not only the specific guidelines for using ecological information to apply on the adaptation plans in the relevant divisions of the local governments but also the institution where the usage activation of ecological information would be operated and managed to enhance the information utilizing structure in the local government. In the nation-wide, the capacity of local governments should be enhanced with adaptation knowledge and the application of appropriate information to the public practices by central government's aiding with the better quality of information, its public promotion, and the applicability to civil affairs.

The Process of River Landscape for 10years in Tan-chun Ecological Landscape Reserve (탄천 생태경관보전지역에서의 10년간 하천경관 형성과정)

  • This study illustrated the process of bar structure and vegetation coverage to understand historical changes of riverbed and suppose adaptive management in Tan-chun ecological landscape reserve. The study site that lower reach of the Tan-chun are known as habitats of migratory bird and aquatic species with dynamic riverbed. Aerial photos from 2006 to 2016 and surveyed vegetation data in 2006 and 2016 were used by analysis of landscape changes and comparison of vegetation coverage. Study area is classified into 3 sites (A: straight site, B: meandering site, C: meandering and junction with Yangjae-cheon). The result showed that bar area of A and C sites gradually increased, B site decreased during 10 years. Also, ratio of bar area to vegetation coverage and level of vegetation coverage increased in all sites during 10 years. All sites seem to have experienced the terrestrialization with time. On the other hand, ratio of annual vegetation increased and ratio of perennial vegetation decreased in C site in 2016 compare to 2006. Because area of Japanese Hops (Humulus japonicas) as one type of annual vegetation increased, other vegetation could not grow up by its powerful expandability. It is time to make active adaptive management based on not only continuos monitoring but also revaluation of river conditions in order to enhance habitat quality and quantity in Tan-chun ecological landscape reserve.

Phenotypic Diversity of Shea(Vitellaria Paradoxa C. F. Gaertn.) Populations across Four Agro-Ecological Zones of Cameroon

  • Vitellaria paradoxa commonly called shea is an important agro forestry and fruit-bearing species present in four agro-ecological zones of Cameroon. The goal of this work was the morphological characterization of certain populations of V. paradoxa which will serve as a necessary step for a subsequent genetic study of the species. Morphological observations related to 20 agronomic traits, studied on 8-13 trees selected from each of the eight shea populations across four different agro-ecological zones located in four provinces of Cameroon were studied. The study showed that there was a variation between the populations, related to the traits measured on the trunk, fruit, nut, and leaf. Three shapes of the tree(ball, broom, and trained), five shapes of the fruit(round, oblong, reversed pear, ovoid, and oblong), three colors of the nut(clear brown, dark brown, and blackish brown) were identified. The principal component analysis(PCA) carried out on the quantitative characters revealed 72% of the total variance expressed on the first and second main axis. This variation was essentially explained by the traits measured on the fruits and on the nuts. The analyses showed that only the traits of the fruits and the nuts were discriminative. The shea populations studied were structured into two distinct groups using these discriminative traits.

Improving the Designation Criteria of Coastal and Marine Protected Areas through the Application of AHP (AHP를 이용한 연안.해양보호구역 지정기준 개선 연구)

  • The Korean government has put mamy efforts into the protection of ecological values of coastal and marine ecosystems since the mid 1990s, recognizing ecological values and economic contributions of coastal and marine ecosystems. Rapid increase of coastal and marine protected areas in terms of number and size implies the innovative change of national policy regarding ecosystem protection. As of the end of 2006, the total number and size of the protected areas account for 425 and $10,666.8km^2$ respectively. Despite of this achievement, the current policy regime on the protected areas has not been quite successful dealing with in managerial issues. The ambiguity and the lacking objectivity of designation criteria have, been causes of pending issues such as conflict outbreaks, 'paper parks', duplicated designation, etc. This paper aims at improving current designation criteria based on AHP(Analytic Hierarchy Process). The suggestion of the study covers both the new designation criteria and the weighing factor on each criterion considering different ecological and socio-economic characteristics of 'wetland protected area' and 'marine protected area'.

Crossing Mythical Boundaries and Homing in Witi Ihimaera's The Whale Rider (위티 이히마에라의 『고래 타는 사람』에 그려진 신화적 경계 허물기와 귀향)

  • This study explores Witi Ihimaera's The Whale Rider (1987) from ecological and postcolonial perspectives. Ihimaera is one of the prominent Maori writers who have critically voiced their concerns about the fragmentation of Maori tradition and the alienation of an environmentally friendly culture in New Zealand. Throughout the novel The Whale Rider, with his mythic imagination and cultural sensitivity, Ihimaera raises ecological awareness in terms of environmental justice and promotes critical consciousness regarding sociocultural and histo-political realities of the Maori people as alienated others in their ancestors' land. Revolving around the developmental process of a young Maori girl named after a mythical Maori ancestor Kahutia Te Rangi also known as the Whale Rider to inherit the Maori leadership, the novel describes the historical, cultural, emotional landscape of the Maori community in the white-centered society of New Zealand. In particular, this paper analyzes the leaving and homing process of narrator Rawiri which is deeply embedded in Maori myth and philosophy toward an eco-friendly culture and postcolonial reality. Indeed, Ihimaera skillfully juxtaposes young man Rawiri's experience outside the Maori community and young girl Kahu's life at the Maori home. In the end, while Kahu achieves her destiny in a mythical way to foster a new vision of harmonious co-existence that is rooted in Maori heritage and compatible with Western culture, Rawiri comes to understand the interrelatedness of all existence and embraces both the rational knowledge of scientific empiricism and the traditional knowledge of spiritual experiences. The novel The Whale Rider was also turned into a film by New Zealand's most influential female film director Niki Caro in 2002, and the film Whale Rider received international acclaim.

A Survey of Expert's Perceptions about Landscape Elements in Organic Farmland (유기농경지 농업생산경관 구성요소에 대한 전문가 인식 조사)

  • With increasing public concern for environmentally friendly agriculture, ecological aspect of landscape management is of growing importance. AHP (Analytical Hierarchy Process) analysis were conducted based on the delphi survey of 31 experts to evaluate the relative importance and the preference of landscape elements. Landscape components of organic farmland were classified into 2 landscape fields, 5 landscape types, 14 landscape units, and 37 landscape elements. Overall relevance score for the proposed landscape components were about 5.5 on the seven point scale. While the relative importance weight of cropland landscape field was 0.71, the weight of intra-structure landscape field was 0.29. Among the cropland landscape, relatively higher weight was assigned to farming system (0.47) and margins (0.31), as compared with hydrological system (0.22). In the farming system, crop (0.40) and farm land (0.39) were the most important landscape units. In the margins, higher weight was given to Buffer zone (0.44) and Trees (0.42). Biological habitat (0.43) ranked the highest score in the hydrological system. Preferable landscape elements were glass house, companion plants, rice paddy field, diverse crop species, small pond, and small river, which are representing ecological advantage of organic farming systems. This result indicated that the landscape elements identified in the study would be suitable to evaluate ecological aspect of rural landscape in organic farmland.

The urban biotope mapping and a building of biotope information system as a specialized tool of urban ecological landscape planning (도시지역 생태복원계획의 핵심토대로서 도시소생물권 도면화작업과 정보시스템 구축방법론 개발에 관한 연구 -대구시를 사례지로-)

  • There are numerous plant and animal species which are adapted to the conditioins of the urban environment. The objectie of landscape and nature conservation in cities can be considered as the perservation of these organisms as the basis for a direct contact between urban dwellers and the landscape elements. However, after 1980 in Korea, green and biotope oases started to develop in the center of the urban area, from which the surrounding population benefited, at least indirectly. Thus urban biotope mapping and biotope informatioin system as a specialized tool of urban ecological landscape planning will make clear the orientation for the preservation of species and renaturalizing measures. The results are as follows : 1) Biotope types in the study area were separated to 21 biotope. 2) The written description of the biotopes took place on the computerized forms. The basis for the uniform inclusion and description of all biotopes surveyed was a codeplan. Additional details were included on the urban biotope mapping. 3) The evaluation of the mapped biotopes was completed to the following aspect, namely " species diversity and biotope conservation value" and "nature experience value". 4) UBM and BIS represent an important basis for decision aid for the city administration within the context of the ecological urban and landscape planning process. 5) The methodology of UBM and BIS in this study area could be extended to whole urban area.to whole urban area.

Validating Iconic Memory According to the Phenomenological and Ecological Criticisms (현상학적, 생태학적 비판에 기초한 영상기억의 타당성)

  • Since last several decades, iconic memory has been accepted theoretically valid for its role of the first storage mechanism in visual memory process. However, there have been relatively less interests in iconic memory among researchers than their interests in visual short- and long-term memory. Such little interests seem to arise from a lack of detailed understandings of theories and methodologies about iconic memory and visual persistence. This study aimed to achieve the understandings by reviewing theories and empirical studies of iconic memory and visual persistence. The study further discussed future direction of iconic memory research according to the essential aspects of phenomenological and ecological criticisms against the validity of iconic memory.

Traditional Agricultural Landscape as ail Important Model of Ecological Restoration in Japan

  • The traditional Japanese agricultural landscape, In which a set of varied land-use patches functions as a sustainable ecosystem landscape unit, not only provides the local people tilth a stable food supply, but also offers a variety of habitats to many species of wildlife. Therefore, remaining natural habitats including those in the traditional agricultural landscape should be maintained whenever possible. In addition, restoration work should be implemented in areas where the natural habitat has been destroyed or severely degraded by human activities. This basic approach to the natural environment is a combination of maintenance and restoration. Types of maintenance and restoration can be classified into three categories according to the countermeasures employed: preservation, conservation and protection types of maintenance, and improvement, reconstruction and creation types of restoration. Four steps are proposed for ecological restoration and maintenance of a target area: exploration, diagnosis, prescription and care. In this process, a model for approaching the goal is important. One of the most important models should center on the traditional agricultural landscape involving a sustainable farming ecosystem. It is necessary to protect traditional landscapes and ecosystems from the degrading impact of urbanization and industrialization, as well as to enhance efforts at restoration.

Re-establishment of a Conservation Area in Odaesan(Mt.) National Park based on Ecological Values (생태적가치 기반의 오대산국립공원 보전지구 재설정 방안 연구)

  • This study aimed to re-establish the conservation area reflecting landscape ecological value through scenario program, targeting Odaesan National Park. The basic data were mapped in watershed planning units, which were set considering topographical and ecological values. The framework of Marxan with Zones, using an indexation process, was using the mapped indicators. Each best solution according to the scenarios was assessed through sensitivity analysis, and a final solution was selected among the best solutions, considering criteria including area ratio of conservation area and grouping. Lastly, the final solution was verified in the overlap analysis with recent zonation. As a result, through the framework of Marxan with Zones, the best solution of scenario 1, which was set by the highest conservation criteria was selected as the final solution, and the area ratio of conservation area and grouping was excellent. As for the overlap analysis, the suggested conservation area was improved compared to recent zonation in terms of the area ratio (39.4%), biotope grade I (35.6%) and the distribution points (7 places) of legally protected species.
