Many countries have implemented EA as a core tool for planning and managing IT resources. Due to its importance, there have been many studies for the successful implementation of EA. However because most previous studies simply focused on either a certain time horizon as a cross sectional study or a list of success factors, they failed to raise fundamental issues investigating inherent difficulties or efforts to overcome. This research conducted a case study based on interviews with EA experts and derived five practical guidelines for the successful EA implementation. Simultaneously we propose a future research model for an empirical validation based on current findings.

EA (Enterprise Architecture) is an SI (System Integration) approach, i.e., a comprehensive plan for SI, which shows the elements of SI and the relationships among them. Since EA can be utilized in every stages of SI, the more large-scaled and complicated SI projects are, the more important EA is. Although many central government agencies and wide local governments implemented EA, the current level of EA utilization is still low. One of the reasons is the low level of EA updating. Some reasons of the low level of EA updating are the low frequency of EA updating, and the shortage of workers, as well. In order to improve the frequency of EA updating and alleviate the workloads of SI officers, MLTM (Ministry of land, transport, and maritime affairs) standardized the processes and documents for SI projects, and implemented PMS (Project Management System) that can support the unifying management of SI projects and be connected with EA system. We expect that EA information are updated efficiently, the level of EA utilization is boosted, and the qualities of SI products are improved, by the implementation of the PMS connected with EA system.

An Enterprise Architecture (EA) Framework is a tool which supports implementation of the Enterprise architecture that is used to enhance the interoperability of the IT components. In this paper, we propose a framework named as ENAE (ENterprise Architecture Framework) which combines enterprise architecture unit (AU), reference model, and association relationship between domain model. Architecture Unit is defined as a minimum set of a business process and its associated components such as application system and technical components. An EA can be designed and implemented by the aggregating the related AUs including association relationship between Architecture Units. Because UML model has limitations to describe business domain semantics because it is designed for general purpose, we adapt the DSM (Domain Specific Modeling) concept. We describe association relationship between Architecture Units designed by Domain Specific Modeling through Topic Map. Session 2 describes related works about Enterprise Architecture frameworks, Domain Specific Modeling, and Topic Map, while Session 3 explains components of the ENAF. Finally Session 4 shows the case study for implementation of the new Framework called ENAF.

The NCO effectiveness analysis related elements and their relationship are more complicated than the PCW. However, Effectiveness analysis models provide single effectiveness element centric effective analysis method so far. Therefore, A model to provide unified view and common language about NCO effectiveness is required. EA use reference model as a common language to control complexity and change. The objective of this study is presenting a methodology to develop NCO effectiveness analysis model based on reference model and implementation model concept. To do this, First, the concept of EA based reference and implementation model is studied, Second, we study related effectiveness analysis method and model component and their relationship identification methodology, third, we propose methodology to develop NCO effectiveness analysis model. Finally, we prove the effectiveness of the methodology using case study.

It is necessary to implementation of system contain intelligent decision making algorithm because discriminant and prediction system for Red Tide is insufficient development and the study of red tide are focused for the investigation of chemical and biological causing. In this paper, we designed inference system using case based reasoning method and implemented knowledge base that case for Red Tide. We used K-Nearest Neighbor algorithm for recommend best similar case and input 375 EA by case for Red Tide case base. As a result, conducted 10-fold cross verification for minimal impact from learning data and acquired confidence, we obtained about 84.2% average accuracy for Red Tide case and the best performance results in case by number of similarity classification k is 5. And, we implemented Red Tide monitoring system using inference result.

Architecture framework (AF) is a guideline to define components needed to develop and operate enterprise architecture (EA), and to define relationships among the components. There are many architecture frameworks to operate EA of governments and businesses such as Zachman framework, DoDAF, TOGAF, FEAF, and TEAF. DoDAF is the most representative AF to support the development of the EA in the military domain. DoDAF is composed of eight viewpoints and 40 views that are affiliated with the viewpoints. To develop an AF for a specific goal, system architects decide a set of views. Furthermore, they determine data that are needed for a view modeling. However, views and data in DoDAF are structurally inter-related explicitly and/or implicitly. So, developing an AF for a specific goal is going to be a project to be carried out over a long haul. To reduce the burden of its development, in this paper, we develop ONT-SAF (Ontology for DoDAF) that can infer inter-relationships like referential and transitive relationships and the sequences among the views. Furthermore, to promote reusability and consistency of the views and the data within an AF, we adopt the view-data separation strategy. ONT-DAT contains classes like 'viewpoint', 'view', 'data', 'expression method', and 'reference model', and 11 properties including 'hasView.' To prove the effectiveness of ONT-SAF, we perform a case study.

Today, IT governance has also become a subject of attention along with recent technologies such as ITSM (IT Service Management), PPM (Project Portfolio Management) and Compliance. At the national level, the market is fairly recent. and therefore, lacks detailed research in the field. Models specifically related to EIM has not yet been presented to this day, hence, firms that are considering EIM as a potential part of their information management system may fall into a state of disorder in the process of its implementation. To this end, this research attempts to construct an IT governance model for EIM based on existing models, surveys and interviews. In particular, E-discovery has been applied as means of protecting information assets and its use as evidence. In addition, by applying the research model to a particular global firm and then assessing its documentation management system, the overall feasibility of the research model has been tested.
