When Enterprise Architecture(EA) is defined and applied, it is needed to assess the EA capability, and to identify guides for improvement. According to these needs, this paper presents an enterprise architecture maturity model to assess the EA capability, to identify the details for improving EA, to suggest the guides for improvement, and to support decision-making for investment. The model which refers to the continuous representation of CMMI consists of 5 maturity levels, 4 capability areas including 15 capability elements, and capability indications to make a determination of maturity level by capability elements. The model concentrates on the development/stabilization of EA and the connection/coordination over the federal agencies.

장기간동안 여러 기관의 협력을 통해 이루어지는 전사적 아키텍처(Enterprise Architecture, EA)의 특성상, 기관에서 EA를 도입부터 운영 및 정착, 그리고 고도화시키기 위해서는, 조직의 EA업무 수행 능력을 평가하고 개선하기 위한 적합한 EA기준이 필요하다. 하지만 국내 EA에 대한 연구는 아직 도입단계이기 때문에, EA조직의 수준측정을 위한 EA성숙도모델에 대한 연구는 활발하지 않다. 이러한 상황에 따라, EA조직의 수준측정을 위한 EA성숙도모델에 대한 연구는 활발하지 않다. 이러한 상황에 따라, EA성숙도 모델을 정의하고, 측정을 위한 평가항목과 해당 지침을 제시하고자 한다. EA성숙도 모델은 CMMI의 연속형 모델을 참고하여, EA성숙도 모델의 선진사례 분석과 정부 '정보시스템의 효율적 도입 및 운영 등에 관한 법률'을 기반으로 하여 총 4개영역 15개평가요소를 정의하였다. 성숙도 단계는 인식부터 최적화 단계까지 총 5단계로 정의하였으며, 이 중에서 첫 번째 단계인 인식단계의 평가항복별 지침을 제시하였다. 이렇게 각 항목에 대한 측정 대상자들의 이해를 높임으로써 좀 더 정확한 성숙도 평가 결과와 이를 기반으로 EA고도화를 위한 좋은 기준을 제시하고자 정의하였다.

Enterprise architecture is a business transformation effort. In an effort to assess an organization's EA effort and to identify complementary measures, most of countries utilize an EA maturity model. In Korea, the EA maturity model v2.1 has been used for this purpose. Since some limitations in the model were reported recently and there was much change in EA-related policy or approach with the advent of the new government, the need of modifying the current model has occurred. In this regard, our paper proposes an improved EA maturity model. The new model was developed through a series of systematic analysis such as an in-depth comparison of existing EA models, elicitation of alternatives for each decision-making element, and interviewing of experts.

오늘날 급격한 정보기술(IT)의 발전과 그에 대한 막대한 투자는 공공기관들로 하여금 IT를 효과적으로 관리할 수 있는 방법론을 마련하도록 하고 있다. 이에 따라 국내 공공기관들은 새로운 방안으로서 정보기술아키텍처(EA)를 활발하게 도입하고 있으나, 그 시도와 관심이 EA 도입단계에 치중되어 있고, EA 도입이후의 관리 및 활용에는 아직 미흡한 부분이 많다. 따라서 본 연구에서는 EA 도입보다는 EA 도입이후의 운영 및 관리, 활용 등 중 장기적으로 기관의 경영활동이라는 것에 기초하여 EA 성숙도 역량 수준을 높일 수 있는 영향요인을 도출하는데 초점을 맞추었다. 특히 본 연구는 공공기관들이 EA를 도입 및 운영할 때 영향을 주는 EA 영향요인이 무엇인지를 도출하고, 그러한 EA 영향요인들이 발생하였을 때 EA 성숙도 수준에 어떠한 영향을 미치는지를 밝히고자 한다.

The purpose of this research is to propose a practical guideline for activating EA which has been operated in the public institutions. For this purpose, how EA is being operated in the public sector, was analyzed from the viewpoint of IT Governance and on the basis of the result, key activities for EA managers could be developed. The key activities were also compared between the two different groups in terms of EA Maturity Level and the difference in the key activities between the two were examined. As a result, it was found that the use of EA has effect on building and improving IT management systems. It is suggested that the Relational Mechanism should be better understood and recognized as necessary activities for activating EA. In addition, the higher the level of EA maturity is, the more likely such various effects as the enhancement of IT management system, user satisfaction, IT utilization, and the improvement of business can be produced. This result could be interpreted that such desired outcomes of EA could be realized only when EA is actively utilized.

2006년 07월 정보시스템의 효율적 도입 및 운용을 지원하기 위해 ITA/EA 구축이 법제화 된 이후 ITA/EA 구축 기관의 수가 급격히 증가하고 있는 추세이다. 행정안전부의 자료에 따르면 2007년 10월 기준으로 약 36개 기관이 ITA/EA를 도입하였으며, 향후 총 49개 중앙행정기관, 총 16개 광역지방자치단체가 ITA/EA 도입계획을 제출하였다. 향후 5년간($2007{\sim}2011$) 약 1900억 원에 이르는 소요예산이 계획되어 있다. 그러나 활발한 구축 열기에 비해 기 구축된 아키텍처 정보의 관리 및 활용에 대해서는 다소 미흡한 부분이 있다. 행정안전부가 발표한 ITA/EA 기 구축 기관의 ITA 성숙도 측정결과 총 4개의 성숙도 측정 영역(투입, 산출, 관리, 활용) 중 "관리", "활용" 두개 영역의 성숙도가 가장 떨어지는 사실이 이를 반증하는 결과이다. 이러한 이유로 아키텍처 정보의 관리 및 활용에 대한 이슈는 최근 ITA/EA 추진하는 조직의 최대 관심사가 되고 있다. 넥스젠엔씨지는 이러한 현행의 ITA/EA 추진의 이슈를 해결하기 위한 방안으로 기 구축된 아키텍처 정보의 현행화를 위한 ITA/EA 현행화 프레임워크(NAMF)와 구체적인 현행화 절차를 개발하였다. 또한 최근 이를 적용하여 대규모 아키텍처 정보에 대한 현행화를 완료하였다. 넥스젠엔씨지의 아키텍처 현행화 방법론과 적용 사례는 현재 ITA/EA 도입을 계획하거나, 기 도입한 조직의 아키텍처 정보 현행화 이슈 해결하는데 이바지 할 것으로 기대된다.

Recently EA(Enterprise Architecture) has been receiving growing attentions again from the public sectors. It is because EA maturity result is reflected to the organization's informatization level and EA maturity ratio has been enlarged. There has been more participation from the Chief Information Officers of the public sectors. EA research in the public sectors has influenced IT environment since the research started in late '90, the legislation work done in '05, and the maturity model developed in '06. However, there are some remaining tasks to solve. EA policy is introduction oriented, its contribution to the consecutive the best UN e-Government rank is limited, and its user-friendly responding system is still lacking. Related research outcomes are rather microscopic focusing only on the models and maturity than implicating on the public policy in a macroscopic manner. In this respect, this study will provide the implication on how EA policy should be. Requirements derived from EA stakeholders and the tasks will be arranged in accordance with its domain, then the performance and tasks will be demonstrated. As guiding EA stake holders and information related officers to setup the EA policy with these results, this study is expected to support information the policy drivers.

체계적인 정보화 투자 및 관리를 위한 전사적 아키텍처(EA)를 도입한 기관과 기업이 늘어남에 따라, EA 도입의 성과를 명확하게 평가해야 할 필요성도 높아지고 있다. EA를 도입한 나라의 약 36%에서 EA의 도입 현황과 성과를 측정하고 있으며, 국내에서도 범정부 정보기술아키텍처 성숙도 평가모형을 개발하는 등, 다양한 접근 방법으로 EA 평가를 위한 방안을 연구하고 있다. 그러나 EA를 통해 추구하는 목적이 매우 다양하고, EA의 활용과 관리에 대한 표준체계가 없어 EA 평가모형의 적용 범위와 효용성은 매우 제한적이다. 본 연구는 조직의 EA 평가목적에 적합한 평가 대상 및 척도를 체계적으로 도출하기 위한 EA 평가모형 개발 프레임워크를 제안한다. 프레임워크는 IEEE Std 1471의 아키텍처 표현 개념 프레임워크를 EA에 적용하여 EA 평가모형 체계를 구성하고, EA 내부와 외부 이해당사자의 관심사항을 토대로 GQM 기법을 적용하여 EA 평가의 대상인 관점(viewpoint)과 평가 척도(metric)를 도출한다. 제안된 프레임워크를 적용하면 기업 및 조직의 EA 이해당사자가 의도하는 목적이 반영된 EA 평가모형을 개발할 수 있다. 모형의 상세화와 더불어 프레임워크를 실무에 적용하기 위해서 필요한 객관적인 평가기준과 모형 개발과 적용을 지원하는 도구에 대한 연구가 향후 과제이다.

Today, a corporate and the government is making significant investments in informatization in order to enhance competitiveness however, question on the outcome of information-oriented investment has continuously been posed and in order to resolve such problems, the technique of Enterprise Architecture (EA) Despite such fact, in the case of the central administrative institute, even if the EA maturity standard has continuously improved through continuous investment when compared to the past without deviation between institutes, the establishment of EA and the work utilization of EA compared to the management competence still is analyzed to be relatively weak. This study completed the preliminary feasibility study in 2012 for Korea Customs Service which has been appointed as the representative institute that best utilizes EA in the field of information operation and evaluation field in the 2010 EA Maturity Evaluation and it can become a case study that can contribute to more continuous development and improvement of other public institute EA by introducing the performance of EA-based 4th Korean National Customs Information Network which has entered into total reconstruction in 2013 and by identifying the implications of EA performance arising from such.

ITA법 제정 이후 많은 공공기관들이 ITA/EA 도입 및 구축을 추진하고 있으나, 명시적인 성과를 보여주는 경우는 많지 않은 것으로 조사되고 있다. 특히, 공공기관 EA 성숙도 수준 평가 결과 EA 도입에 비하여 관리 및 활용 영역의 수준이 낮게 나타나고 있다. 본고는 EA의 활용성을 저해하는 제 원인 중 EA 관리체계의 부실에 주목하였다. EA 도입과 함께 EA관리 체계가 수립됨에도 불구하고 EA 관리 및 활용 수준이 낮은 이유는 첫 번째로, EA관리 조직 설계 시에 EA 산출물의 작성 주체 및 협업 방안이 구체화되지 않은 상태로 관리 조직 및 역할이 수립되는 경향을 지적할 수 있다. 두번째로 EA 관리체계 설계 시에 각 EA 산출물의 특성이 고려되지 않은 획일적 관리 프로세스의 설계로 인하여 관리체계가 오작동하는 문제를 지적할 수 있다. 본 연구에서는 이러한 문제의식을 근간으로 개별 산출물에 대하여 요구되는 정확성과 정합성 수준에 따라 범정부 EA 산출물들을 구성도/정의서(Diagram/Description)형, 모델(Model)형, 정보자동생성(Auto Description)형, 설계서(Description)형, 서지정보(Metadata)형으로 유형화하고, 각각의 산출물 유형에 따른 조직의 역할과 협업 방안, 관리 프로세스를 제시하였다. 본 연구를 통해 향후 EA 관리체계 수립 및 조정 시에 산출물 유형별로 작성 주체 및 관리 조직간 요구되는 역할과 관리절차를 명확히 함으로써 효율적인 EA 산출물 관리가 이루어지도록 하고, 이를 통해 궁극적으로 EA 활용도 증진 및 EA의 근원적 목적 달성이 가능할 것으로 기대한다.
