Design of Enterprise Architectures Framework using Architecture Unit and Domain Specific Method (도메인 기반 모델링과 구조 유니트를 이용한 기업 구조 프레임워크의 설계방법)

  • An Enterprise Architecture (EA) Framework is a tool which supports implementation of the Enterprise architecture that is used to enhance the interoperability of the IT components. In this paper, we propose a framework named as ENAE (ENterprise Architecture Framework) which combines enterprise architecture unit (AU), reference model, and association relationship between domain model. Architecture Unit is defined as a minimum set of a business process and its associated components such as application system and technical components. An EA can be designed and implemented by the aggregating the related AUs including association relationship between Architecture Units. Because UML model has limitations to describe business domain semantics because it is designed for general purpose, we adapt the DSM (Domain Specific Modeling) concept. We describe association relationship between Architecture Units designed by Domain Specific Modeling through Topic Map. Session 2 describes related works about Enterprise Architecture frameworks, Domain Specific Modeling, and Topic Map, while Session 3 explains components of the ENAF. Finally Session 4 shows the case study for implementation of the new Framework called ENAF.

  • When Enterprise Architecture(EA) is defined and applied, it is needed to assess the EA capability, and to identify guides for improvement. According to these needs, this paper presents an enterprise architecture maturity model to assess the EA capability, to identify the details for improving EA, to suggest the guides for improvement, and to support decision-making for investment. The model which refers to the continuous representation of CMMI consists of 5 maturity levels, 4 capability areas including 15 capability elements, and capability indications to make a determination of maturity level by capability elements. The model concentrates on the development/stabilization of EA and the connection/coordination over the federal agencies.

  • The Law of effective building and operation for the information systems took effect at Dec. 2005. Every government and public agency have to build own enterprise architecture(EA), sometimes it's called the Information Technology Architecture(ITA), by this law. The Ministry of National Defense(MND) built the enterprise architecture(EA) during 2006. 12$\sim$2007. 11 by this law too. We knew the specific characters of the public sector thru the EA project. The public sector is less active than commercial sector and most members of the public sector are just looking on the project as a spectator. So the most of key for the success of EA is how to catch the Sponsorship and Participation of members. In this paper we propose the effective building methodology for the Enterprise Architecture of public agency applying the MND-EA. The other governments and public agencies can build own the EA easily by the proposed methodology.

  • The purpose of this research is to propose a practical guideline for activating EA which has been operated in the public institutions. For this purpose, how EA is being operated in the public sector, was analyzed from the viewpoint of IT Governance and on the basis of the result, key activities for EA managers could be developed. The key activities were also compared between the two different groups in terms of EA Maturity Level and the difference in the key activities between the two were examined. As a result, it was found that the use of EA has effect on building and improving IT management systems. It is suggested that the Relational Mechanism should be better understood and recognized as necessary activities for activating EA. In addition, the higher the level of EA maturity is, the more likely such various effects as the enhancement of IT management system, user satisfaction, IT utilization, and the improvement of business can be produced. This result could be interpreted that such desired outcomes of EA could be realized only when EA is actively utilized.

  • Gartner predicts that by 2012, 40% of EA programs will be stopped due to poor execution and the failure of delivering business value. An organization needs a practical solution to achieve an EA vision. The EA essential approach should be that of business service and process orientation than systems and IT orientation. We propose an Actionable Enterprise Architecture (AEA) which is based on BPM (Business Process Management) and SOA (Service Oriented Architecture), and connected to service & process orientation and engineering. The architecture proposed provides traceability between service-oriented enterprise architecture and its solution. The proposed architecture can transform enterprise architecture from conceptual to physical levels (solutions) with a service and business process paradigm.

  • This paper presents GDOCF(Government Document Enterprise Architecture Framework) based on the direction of EA(Enterprise Architecture) framework to build GDOCEA. The construction of EA for GDOC offered various types of information technology Platform which advanced the interoperability between Government Information Systems. In addition, it insured the interoperability between the e-Government Initiatives and helped a consistent management for information resource. As a result, MOGAHA could support a policy decision and capital investment plan for information. Also, all the information needed for the operation and management of GDOC has been being referenced, shared and utilized as EA repository. Eventually Pilot EA would be a corner stone to build EA master plan considering all the information systems in MOGAHA.

Liberating and Reviving the Concept of EA Business Architecture (EA 비즈니스 아키텍처 개념의 개방과 확대에 대한 제언)

  • The performance of Enterprise Architecture (EA) in the Korea's public IT domain produces mixed results and responses. On the one hand, EA earns positive remarks and enthusiasm as a central government-wide IT governance framework with its significant IT budget saving records. At the same time, however, the response to EA at the department and agency level is tainted with disappointment, fatigue, and reluctance. This essay suggests that this is perhaps caused by the sterile lackluster concept of EA Business Architecture employed in the current EA practice of the enterprise. The possibility for liberating and reviving the concept of EA Business Architecture is explored. Various conceptual axes and branches of EA Business Architecture are identified based upon extensive EA field experience and observations, and discussions are made on how the concept of EA Business Architecture can be expanded and amplified on those conceptual axes and branched. The resulting EA Business Architecture conceptualization is consolidated into an illustrative typology for EA Business Architecture. In the end the theoretical and practical implications of the research are discussed along with its contribution and limitation.

  • 최근 Enterprise Architecture(EA)에 대한 관심이 매우 높아지고 있다. 공공분야 뿐만 아니라 민간분야에서도 정보화 노력에 아키텍처의 개념을 도입하려 하기 때문이다. 그러나 실제로 이들 조직에서 아키텍처의 개념을 도입하려는 노력은 매우 다양하다. 즉, 아키텍처 도입의 목적, 범위, 접근 등의 관점에서 매우 다양할 뿐만 아니라 시대에 따라 변해오고 있다. 이러한 아키텍처 도입의 다양성은 아키텍처의 본질적 모습에 대해 많은 혼란을 초래하고 있다. 최근 이 EA의 도입이 가시화되고 있는 실정에 비추어 이 EA의 개념적 실체를 보다 분명히 할 필요가 있다. 따라서, 본 연구에서는 현재 수행된 EA 산출물을 분석해봄으로써 EA 노력을 체계적으로 분류하고 이들 노력의 특성을 밝히고자 한다. 이러한 연구결과는 EA를 보다 정확하게 이해하고, EA 도입 프로젝트의 방향을 설정하는데 기여를 할 것이라고 본다.

Enterprise Architecture for e-Government Monitoring and Evaluation Reporting System Based on Customer Satisfaction Perspective in Indonesia

  • Refining the monitoring and evaluation reporting is an important thing in e-Government. Indonesia which has had e-Government roadmap since 2000, has not had the systematic mechanism to monitor and evaluate e-Government in which the report can be easily accessed by the public and used to be the best practice to improve other e-Government implementation. Enterprise architecture (EA) has the major objective to straighten an enterprise to its necessary requirements. It can be used to propose the required system and that was the purpose of this paper. It was started by reviewing the literature about e-Government monitoring and evaluation, using quality of service as the means, and understanding TOGAF as one of EA framework. The second step was comparing EA and the evaluation of e-Government in Korea and Indonesia to get the best practices. And the last step was creating EA for the monitoring and evaluation reporting system based on Korea and the literature reviewed. It is expected that the formulized EA can be a tool to improve e-Government implementation in Indonesia.

A Governance Framework for MND- Enterprise Architecture (국방아키텍처 거버넌스 프레임워크)

  • The Korean military is aware that EA(Enterprise Architecture) is an important tool for transforming national defense and building Korean NCW, being developing the Ministry of National Defense Enterprise Architecture(MND-EA). However, unlike the importance of MND-EA, they are building MND-EA without the explicit EA governance system Many researchers have emphasized that it is difficult to develop the useful EA without EA governance. In this study, we present the EA governance framework for implementing the effective MND-EA. Through the investigation of the state of EA development and EA governance of home and abroad public institutions, we recognize the importance of EA governance, identifying the EA governance components. We set up the basic governance model consisted of principle, organization and process, designing the MND-EA governance framework by mapping the model to governance scope and target. The proposed governance framework provides direction for explicit and formal MND-EA governance system.
