This paper attempts to find a desirable way to effectively integrate the roles of the central government of Korea and the Seoul Metropolitan Government in terms of e-government environments. Electronic intergovernmental relations(e-IGR) are analyzed from the multiple perspectives such as technological, institutional, and behavioral aspect. Among these. this paper found that the behavioral aspect deserves more academic and policy interests. Both the horizontal and vertical integration among departments and agencies will enable the e-government to serve people better.

In this paper, we propose a meta-search engine which provides distributed product information through a unified access to multiple e-commerce. The meta-search engine proposed in this paper performs the following functions: (I) The user is able to create a category-based user query, (2) by using the WordNet, the query is semantical refined fined for increasing search accuracy, and (3) the meta-search engine recommends an e-commerce site which has the closest product information to the user's search intention, by matching the user query with the product catalogs in the e-commerce sites linked to the meta-search engine. An experiment shows that the performance of our model is better than that of general keyword-based search.

This paper investigates forces on a charged particle used in the e-paper application. The particles were inserted into the pixels and according to the applied voltage, particles moves up or down to the electrodes. So, to design the e-paper, the force analysis is very important for the stable operation of e-paper. For these purposes, we divided forces into 4 different forces and numerically evaluated each force. From the simulation results, we confirmed that the minimum voltage to detach the particle from the bottom electrode can be obtained for the given condition.

The remarkable growth of the Internet since mid-l990s has expanded the e-learning market and brought the transformation of educational environments and methodology. It can be said that the e-learning has changed the educational paradigm. Korean government is firmly determined to support the diffusion of e-learning because of the benefits of e-learning. People seem to accept the e-learning when its contents have high quality. A lot of research have been conducted on e-learning, however, it was mostly about user's usage intention, satisfaction and educational effect. It can't seem that sufficient research efforts have been put into figuring out the role of e-learning contents quality in the expansion of e-learning. In this paper, we present the empirical study on the influence of e-learning contents quality on user's satisfaction and educational effect. We conducted an questionnaire survey on college students to collect data and found that the quality of e-learning contents has significant influence on the users' satisfaction.

Recently, electronic-book (e-book) market is growing rapidly due to the evolution of information technology and e-book standard EPUB. Users can search e-book on-line and download easily to their e-book readers such as amazon's kindle or smartphones. On the other hand, there is lack of e-book contents for the reading disabled people because of high cost of making e-book accessibility for the reading disabled people. If we can translate EPUB specified e-book contents to the alternative e-book contents suitable for the reading disabled people, then there are many advantages to acquire various types and large volumes of e-book contents for the reading disabled people. This paper suggests a new electronic publishing ecosystem for the reading disabled people using e-book translation method. It also suggests a promotion strategy of e-book market for the reading disabled people.

Based on the levels of inter-organizational information flow and the degrees of suppliers' power, this study aims to develop a framework useful for classifying four types of the buyer's e-commerce strategies in manufacturing firms: e-marketplace, e-partnership, e-procurement and supplier's e-marketplace (e-distribution). We adopted a multi-methodological approach by mixing both qualitative and quantitative methods. After developing a framework, through the cases of Cisco, JAL, Toyota Motor, KIST, AMP, and 3M, this paper aims to confirm the actual existence of the four forms of e-commerce. The results from the cases supported the four types of e-commerce strategies in manufacturing firms. With the empirical data, we also demonstrated the configuration of the framework and the four types of e-commerce strategies, and identified the characteristics (i.e., size, age, actual adoption rate of the each type of e-commerce, and supply-chain performance) of the organizations employing each strategy.

In this paper, I examined the trends of standardization and electronization of trade documents and SWIFT network. Also, I reviewed on emerging electronic documentary credit for electronic payment and electronic presentation of documents. New international trade customs and practices are being established and changed as a result of the growth of the Internet and other on-line networks. At the same time there is increasing pressure to move from existing paper-based documentary credit to electronic documentary credit. Several projects devoted to development of an electronic letter of credit infrastructure have recently been proposed such as Bolero, SWIFTNet, UNeDocs and eUCP, etc. Yet, little can be done until the presentation process is electrified between traders and banks. Also, interbank communication of letters of credit has long been electronic, mainly through the SWIFT. However, it is not functioned between applicant and beneficiary, although the solution of SWIFTNet has recently been developed. The Banking Commission of International Chamber of Commerce established a working group consisting of experts in the related fields to prepare the appropriate rules as a Supplement to UCP 500 for Electronic Presentation: eUCP. The eUCP will provide the necessary rules for the presentation of the electronic equivalents of paper documents under letters of credit. Some problems of electronic presentation under the eUCP, exist such as format, presentation of electronic records and the way of beneficiary's notice for completeness under the Article e5 if more than one record is to be presented electronically by third parties. Therefore, it is encouraged to provide more detailed guide for eUCP Article e5.

The objective of this study has two folds. The first is to investigate current global certification system and the second is to suggest some possible solutions for expanding global e-trade networks. Both research and industrial communities recognize the importance of global certification problems in connection with global e-trade payment because global e-trade volume continue to grow. But not many research results have been reported to the communities in identifying some barriers against active global certification systems. This paper intents to suggest some possible solutions for improved global certification system and the results are summarized as follows: First, strict certification structure has to be relaxed by considering diverse mutual certification methods in global e-trade practice. This paper provides some comparative results about mutual certification methods among different nations. Second, numerous business models have to be derived such that they can be applied to other global certification applications than global e-trade. Third, global certified networks have to be expanded beyond mutual certification level. Once the certified structure among different nations have been established then diverse certified authority channels have to be implemented. Finally, since Korea has already established very good public certification infrastructure within the nation this platform has to be positioned in the center of global e-trade networks. This paper has of course to accept a critique such as this study provided limited results to generalized global e-trade certification model, and therefore empirical study for assessing robust model should be pursued in the future.

The objective of this research is to develop paper sludge reinforced thermoplastic composites which incorporate the advantages of each component materials. The effects of paper sludge content(0, 10, 20, 30, 40----), mesh size(20~40, 60~80, less than 100mesh), and coupling agent(Epolene E-43 and Epolene G-3003) on the mechanical properties of paper sludge-polypropylene composites were investigated. Composite density increased with an increase in the paper sludge content. When paper sludge is incorporated into a polypropylene matrix, the flexural properties of the composite increase significantly with an increase in the paper sludge mixing ratio. Especially, flexural modulus was improved with increasing paper sludge content. The flexural strength of composites was improved, but flexural modulus reduced somewhat with decreasing paper sludge particle size. The flexural properties of paper sludge-polypropylene composites were improved by using coupling agents to enhance the bonding between reinforcing filler and matrix. Use of the epolene E-43 and G-3003 resulted in considerable improvement in the flexural strength over control specimens. The flexural strength of the G-3003 composite system is higher than that of the E-43 system. Generally, izod notched impact strength of paper sludge-polypropylene composite decreased slightly, whereas izod unnotched impact strength decreased significantly with increasing paper sludge contents. There was no effects of paper sludge particle size on impact strength of paper sludge-polypropylene composites. And izod unnotched impact strength of epolene E-43 composite system sharply decreased but that of G-3003 composite system was no tendency with increasing additive content.
