기록은 기억의 유지를 위하여 또는 특정 목적을 위하여 만들어져 과거활동에 대한 증거, 의사결정의 근거자료로 활용된다. 특히 공공기록은 기관의 업무를 수행하는 기초적인 행정수단으로 기관의 활동에 대해 지속성과 일관성을 부여하기 위해, 정책결정을 효율적으로 내리기 위해 보존되어 왔다. 이제 공공기관은 업무적, 증거적, 역사적 가치가 있는 공문서는 관리하고 기록으로 보존해야 한다. 또한 공공기관은 위치적으로 떨어져 있는 기관간의 의사소통 및 정보교환을 보다 신속하게 그리고 효율적으로 수행하기 위하여 전자우편서비스를 이용하고 있다. 이에 따라 전자우편문서 형태로 공문서가 전달되고 활용되므로 이제 공공기관은 전자우편에 담겨진 메시지를 공공기록물로 취급하고 다른 형태로 생산된 기록물과 동등하게 기록관리시스템에서 관리되고 보존되어야 할 것이다. 본 연구의 목적은 전자우편시스템에서 생산되어 전달되고 활용되어온 기록을 기록관리시스템으로 캡쳐하여 이용자들에게 접근이 가능하도록 하려는 공공기관에 전자우편문서를 기록물로 관리할 수 있는 전략을 제공하는 것이다. 본 연구는 공공기관이 전자우편시스템과 전자우편문서를 효과적으로 관리할 수 있도록, 기록물로서의 전자우편문서의 정의, 전자우편문서 관리를 위한 원칙, 전자우편문서 관리를 위한 최선의 실천방안 등을 다루었다.

본 연구는 '남북정상회담 회의록 삭제' 사건에 대한 법원의 판결문을 분석하여, 기록의 성립요건, 개념, 범위 등이 재판에서 어떻게 적용되고 있는지 파악하고, 앞으로의 과제를 정리하는 것을 목적으로 한다. 판결에서 기록의 성립 시점으로 밝히고 있는 '결재설'이 어떤 의미를 갖고 있는지, 결재의 의미를 어떻게 판단했는지 분석한다. 분석을 통해 기록의 성립 시점이 공공기록 관리에 어떤 영향을 미치는지 살펴본다. 판결의 의미를 명확히 이해하기 위해 e지원시스템과 온나라 시스템을 차이점도 분석하였다. 또 형법 제141조 '공용전자기록등 손상죄'가 기록관리에 어떤 영향을 미치는지 분석한다. 이러한 종합적인 판례 분석을 토대로 국가기록원, 행정안전부 등 행정기관이 어떤 과제를 수행해야 하는지 제안한다. 먼저 기록의 성립과 관련해 기록의 개념을 분화해서 명확히 사용해야 함을 주장한다. 판례로 형성된 기록의 생산시점인 '결재'에 대해서도 행정협업 및 효율에 관한 규정 등을 종합적으로 검토하여 명확히 해야 함을 역설하였다. 또한 행정정보데이터세트 등 새로운 유형의 기록에 대한 성립요건 등을 결정하는 일도 시급하다고 보았다.

21세기의 행정은 급속도로 변화하고 있다. 정보사회의 고도화를 통해 제시되고 있는 유비쿼터스 기반의 재구성은 정보지식사회로의 패러다임 환경 변화를 반영하고 있다. 공공부문에서의 행정조직의 재구조화(restructuring)와 조직혁신(organization reengineering)을 통해 행정서비스를 개선시키려는 시도도 역시 지속되고 있다. 이에 본 연구에서는 지금까지 추진되어 온 전자정부의 진행과정을 정리해보고, 진단과 성과 측정을 위한 시론적 접근을 시도하고 있다. 이는 앞으로 대두될 미래의 전자정부가 지속성을 유지하기 위한 차원에서 점검이 필요하다. 또한 향후 보다 분석적 연구를 통해 전자정부에 관한 명확하고 다양한 성과관리 및 평가가 이루어져야 할 것이다.

As e-books have been becoming common, the market for digital textbooks also has been expected to grow rapidly. In this paper, we introduce our experience of developing interactive e-books with Unity3D, and the result of user's experiment of using the books. The e-books are targeted to the lower grades in elementary schools, and they are a series of a fairy tale story with educational information on flat tide. They support rich user interactions such as dragging and clicking objects and rich media including 3D animations, videos, pictures, and augmented reality. We separate educational information from the main story in order to meet some incompatible issues among story, education, and user interaction. We conducted user experiments with twenty four 4th grade students and 95.8% (23 from 24) of them liked the e-books. They also thought the e-books would help them study about flat tide and sea creatures in there.

This study aims to propose an evaluation model that enables cooperative learning using e-Learning system. Even if the teacher and the student are not in the same place at the same time, the team project deliverable submitted by the student to the online system can be viewed by the teacher, enabling the teacher to assess the student not only based on the project but also in many other aspects. The proposed e-learning cooperative learning model allows the development of assessment factors, using such factors in assessment of the student's activities which are performed through the e-learning system, and the feedback of the results to the student so that the student is further motivated for learning. The teacher performs a comprehensive assessment of such factors, which is considered in conjunction with the student's assessment. Implementing the cooperative learning model proposed in this study in various e-learning systems such as Moodle is expected to motivate the student for learning, produces better cooperative learning results, provides greater convenience of assessment to the teacher, and improves fairness of assessment by showing the student's activities in real time.

The purpose of this paper is to give information on e-CPC implementation in the manufacturing industry by studying and analyzing a small and medium sized manufacturing company. After analyzing Various factors on J's e-CPC implementation such as environmental factors, process management factor, and result factors, success factors on J's e-CPC implementation are analyzed. The results of this paper can be summarized as follows. First, the most leading role on J's ERP implementation is the will and support of CEO and team leaders. They led the implementation to be stability successfully by settling the different opinions among teams, showing their ability on process decision and communication with consultants. Second, J tried to prompt system stability by mapping out and conducting the long term change management strategy. Third, J organized ERP project team to implement ERP quickly, and it turned out to be successful Finally, J tried to get outside information from consultants and collaborative companies that have experience in implementing ERP. Especially J made full use of overseas consultants. In respect that this paper giver lots of information on e-CPC implementation in manufacturing industry by a case study of a small and medium sized manufacturing company which has not been carried out so far, it would be useful enough.

This study was trying to find the differences of the levels of e-commerce system satisfaction and a relationship between system satisfactions and behavioral intention to use e-commerce system continuously. Based on the previous studies, we identified the factors of system satisfaction that were consist of system readiness, accuracy, content, ease of use, timeliness and IT Support. The system satisfaction levels of martial status and the training status of hospitals had significant differences. In martial status, un-married managers had higher levels of ease of use and timeliness than the married. In this result, we might consider an age effect for younger persons are more likely to use IT and have more satisfaction perceptions. Rather than training hospitals, non-training hospitals had higher level of ease of use and IT support, which could be interpreted as e-commerce systems of training hospitals might not match their own managerial purposes and need an improvement of their system functionalities. This study also identified that the factors of system satisfaction has a relationship with behavioral intentions. Except accuracy and IT support of all six system satisfaction factors, four factors were significantly correlated with system usage intentions in their e - commerce works.

With the increasing use of chemicals in domestic businesses, the possibility of fire explosion and poisonous material leakage accidents is also increasing. Accordingly, the Korea Occupational Safety and Health Agency(KOSHA) has implemented the process safety management (PSM) system for a long time. However, process safety report submission has been providing and operating e-PSM since 2016 to address these problems as it is difficult to increase budget spending due to the need for professional capabilities and commissioning the report to consulting institutions. Therefore, this study conducts questionnaires on whether e-PSM system that is well utilized in the field, focusing on existing PSM business sites. In order to find out the activation method that can solve the deficiency factors by analyzing various inconveniences and problems accurately, we propose three improvement methods as educational aspect, promotional direction of e-PSM system, and institutional aspect.

Purpose: This study aims to explore the critical factors in the quality control activities of agricultural products in e-commerce companies and analyze how these factors affect customers' perceived value and repurchase intention. Finally, it further reveals the mediating role of perceived value between the factors of quality control activities of agricultural products and customer repurchase intention. Research design, data and methodology: This study identified six independent factors within agricultural product quality control activities: freshness, assurance, diversity, grading, packaging, and timeliness. Subsequently, the impact of these factors on customer repurchase intention was analyzed. Additionally, perceived value was considered as an intermediary variable between the independent and dependent variables. Data was gathered from 269 Chinese consumers who had experience purchasing on agricultural product e-commerce websites. Results: The study results indicate that the relevant factors within agricultural product quality control activities strongly influence customer repurchase intention, with perceived value mediating this relationship. Conclusions: The significance of this study lies in its exploration of the relevant factors within agricultural product e-commerce's product quality control activities. It identifies their impact on customer repurchase intention and confirms the mediating role of perceived value. The results of this research offer valuable insights and practical guidance for academics in related research fields and practitioners in the agricultural product e-commerce industry.

전자저널을 비롯한 전자출판물의 확산으로 최근 학술커뮤니케이션은 새로운 국면을 맞고 있다. 이 연구는 전자저널이 학술커뮤니케이션에 어느정도 영향을 미치고 있는지를 인용분석에 기초한 영향력 측정 지표인 영향지수(impact factor)와 즉효지수(immediacy index)를 이용하여 분석하였다. 구체적으로는 JCR의 사회과학편에서 경제학, 법학, 심리학 학술지의 최근 8년간 영향지수와 즉효지수를 수집하여 연도별 추이를 분석하였다. 분석결과 세 학문분야 모두 연도별 영향지수는 거의 변화가 없는 반면에, 즉효지수는 최근 2년 동안 급격히 상승한 것으로 나타났다. 즉효지수의 상승은 학술지의 논문이 발행되는 즉시 인용되고 있음을 보여주는 것으로 학술지의 발행형식이 최근 전자저널로 급속히 전화된 데 따른 결과인 것으로 유추된다. 아울러 이를 통해 학술커뮤니케이션의 속도가 과거에 비해 증진되었다는 것을 미루어 짐작할 수 있다. 이 연구는 전자저널의 영향 정도를 구체적으로 데이터를 수집해 분석함으로써 향후 도서관에서 과학적인 장서관리를 하는데 일조를 할 것으로 기대된다.
