  • To reduce maritime accidents and improve safety for domestic ships, the government has developed and is operating the Korean e-Navigation Service. The ship collision and grounding monitoring service and the route planning service were developed based on the experience of captains and navigators who navigated large ships. However, in Korea, small ships account for a large portion of the users of these services, so there are various difficulties and additional requirements for applying services based on large ships to small ships. To improve this, a data science-based algorithm model using maritime digital traffic information is being developed for small ships, and it is important to evaluate the performance of the developed model and compare its accuracy with existing services. In this study, we propose a performance evaluation method for the developed algorithm model and study how to compare and evaluate its accuracy with existing e-navigation services.

  • Recently, the society confronts unpredictable disasters and the aspects varies in diverse ways. As a pessimistic perception on the social safety starts emerging, the UT utilized actional system for disaster is viewed as a solution. Therefore, in this paper, I provided UT applied forecast prototype which is a portion of u-Gov's application services. Also, as one of UT applied policy subject, I distinguished and analyzed the differences between e-Gov and u-Gov and, finally, suggested u-Gov's reform in order to surpass e-Gov's limitation and amelioration for possible problems during prototype materialization.

  • In this paper, we discuss CITIS(Contractor Integrated Technical Information Service) as the information infrastructure of CALS. CITIS is a contractor-developed and maintained service to provide electronic access and/or delivery of Government-procured contractually required information. As the concept of CALS is expanded government acquisition process into industry business, the CITIS is also expanded military CITIS into commercial CITIS. First, we describe CITIS services and functions defined by MIL-STD-974, and then specify the difference of military CITIS and commercial CITIS. The problem of current CITIS for inter-operable business process is indicated, and legal issues for sharing of CITIS data are also discussed.

  • Since the introduction of e-Government in Korea, government departments and public sectors produced a diversity of electronic records. In addition, they generated new electronic records (we are called composite electronic records(CERs)) which are composed of disparate electronic records. Typical examples of CERs are the records of Social Network Services (SNS). Currently, most of the government departments in Korea uses the Facebook Page to announce their policy and to collect feedback from the people. In addition, many CERs are created and produced. However, the government of Korea has no preservation policies about CERs. It causes problems with losing or neglecting a lot of information. Therefore, we presented the type and the characteristics of CERs which are produced by government departments of Korea. Moreover, we analyze and represent the researches of CERs preservation. Finally, we proposed the mechanism to preserve of CERs in Korea.

How E-learning Business for Teens Has Evolved in Korea: The Case of MegaStudy

  • Since MegaStudy started e-learning business for Korean high school students, the Korean e-learning industry began to expand and steadily gain attention. This paper focused on the analysis of the development of the Korean e-learning business for teens and the growth of MegaStudy. The three institutional mechanisms were used to examine the factors that aided the development of the business. The regulatory mechanism was the government policy to prevent the expansion of the offline private education sector, which greatly aided the growth of the e-learning business. The mimetic mechanism was the notion to mimic the characteristics of the Korean e-business initiatives. The normative mechanism involved the widespread social norm suggesting that every student should be given an equal opportunity of private education. This paper also examined the case of MegaStudy as a successful case of the e-learning companies. It analyzed the business model of MegaStudy, which is based on its advantage as the front-runner and its high-quality contents and services.

E-Governance Practices in Developing Countries. Its Benefits and Challenges. -The Case of Pakistan- (개발도상국의 전자정부 시행에 따른 장점과 문제 -파키스탄 중심으로-)

  • The quality of service delivery by governments to their citizens is a subject of concern in the contemporary society. E-governance is a critical aspect that is transforming government operation and service delivery to citizens and other bodies through application of information technology. This research explores the state of e-governing focusing on nations that are developing with special attention to Pakistan. The difficulties and benefits encountered are identified. The results are vital for implementers of e-governing systems in these countries. The methodology applied entails a secondary research that involves analysis and synthesis of literature relating the research topic. The results reveal that Pakistan has made incredible steps in setting up e-governance systems with growth in internet use and access of data from a digital platform. The findings reveal that e-government is associated with multiple benefits including enhanced quality of services, cost efficiency in service provision, enhance transparency and elimination of corruption, provide the basis for eradication of poverty, boost economic stability of a country, and provide room for direct democracy. The research also found that developing countries experience challenges in form of financial constraints, poor ICT infrastructure, illiteracy on e-government, political consensus constraints, legal obstacles, social and cultural constraints. E-government has the capability to transform the quality of governance provided by governments, and policymakers and implementers should address the constraints that act as a hindrance to its implementation.

Dispute Resolution by e-ADR for e- Trade in the Northeast Asia (동북아 e-Trade 활성화를 위한 e-ADR에 의한 분쟁해결에 관한 연구)

  • Korean Government is increasingly focusing on the Northeast Asia Business and Logistics Hub strategy to create a competitive advantage. A key element of this strategy is creating or leveraging distribution and logistics hubs that act as centres for distribution in Northeast Asia. A Northeast Asian e-Hub Policy is required for business hub and logistics hub in the Northeastern Asia. An e-Hub is an integrated, sophisticated set of e-Biz, information and e-trade facilities and services that provides access to a marketplace and exchangee the e-trade data. To study the e-Hub policy, Pan Asian e-Commerce Alliance, Korea-Japan e-Trade Hub project, and ASEM e-Trade project are considered. E-trade via cyberspace may need new methods of dispute resolution to reduce transaction costs for small value-related disputes and to erect structures that work well across national boundaries. Voluntary Mediation Councils and cyber tribunals should be encouraged by governmental sectors to continue developing private sector mechanisms to resolve e-trade disputes. Government-sponsored online cross-border dispute resolution systems may be also be useful to complement these private sector approaches. E-trade in Northeast Asia results in disputes owing to the incompleteness of e-trade law in the countries. These disputes contain disputes regarding e-trade model, central title registry, authentication body. To resolve these disputes in the Northeast Asia, a variety of electronic alternative dispute resolution bodies must be organized under cooperation of Korea, Japan, China. This study deals with the e-ADR construction in the Northeast Asia to resolve the disputes in the e-trade and to activate the e-trade in the Northeast Asia.

Empirical Analysis of Man-hour Data to Support a Cost-Plus Pricing Approach for Estimating BIM Service Costs

  • Building Information Modeling (BIM) is a nascent technology in Korea, and currently lacks formal guidelines to assist Architectural and Engineering (AE) firms in estimating BIM service fees, while also allowing government agencies to allocate budgets for the rendered BIM services. This research provides a method to estimate costs for BIM services based on the cost-plus pricing framework. The approach requires a generalized estimate of the man hour per floor area data to calculate the direct labor costs. Man-hour data were collected from forty five projects that have implemented BIM. Interpolation of the man-hours was performed to develop a general reference table for 'Type 2' (i.e., public schools and office buildings, etc.) projects. By providing an objective approach for estimating the costs of BIM services, it allows clients and AE firms to agree upon a fair cost for BIM related services, and thus expedite its adoption in Korea.

An Analysis of E-Commerce by Local Governments in Korea (한국 지방자치단체의 전자상거래 유형 분석)

  • Local governments in Korea are involved in three types of online shopping sites : 'direct operation', 'outsourced operation', and 'sales agency.' They are different in terms of the site operator and the charging mechanism among a local government, the site operator, and local producers. This study analyzes their differences in site traffic, local producers' participation, promotion, and partnership. The results from the investigation of 72 shopping sites are the following. First, shopping sites of the 'direct operation' type and the 'outsourced operation' type show significantly higher participation of local producers. Second, the 'marketing agency' type has significantly higher number of promotional activities than the 'oursourced type' which has significantly higher number than the 'direct operation' type. Third, the number of partnerships in the 'marketing agency' type is the highest. The 'direct operation' type is the second and significantly higher than the 'outsourced type.' On the basis of the analysis results, this paper suggests an incubation ecosystem model as a better way of involvement by local governments in online shopping sites.

A study on the Construction of the System Integration Management System for Civil Affairs (민원업무통합관리 시스템의 구축방안연구)

  • To establish efficient e-government and to improve the quality of public services, online public services are in operation in every administrative organization. However, due to the lack of analysis and connection between each government organization, the satisfaction of the civil users has not been improved very much. This research presents the core components of Integrated Management Model for Public Services, which can minimize the time for processing public services and the expenses for administrative procedure, based on the example of N Ministry. For this purpose, it analyzes current process of the public services to find out underlying problems, deduces requirements for improvement, presents and implements the design principles of Integrated Management System for Public Services. The efficiency of this Integrated Management System was proven with the analysis from the viewpoints of civil users, internal service representatives, and their managers.
