정보화 생명주기 및 전사적아키텍처(EA) 기반의 전자정부 상호운용성 프레임워크 연구 (A Study on the e-Government Interoperability Framework Based on IT life cycle and EA)

  • 전자정부는 기관 및 업무의 경계 없이 정부를 하나로 연결하고, 국민에게 최상의 정부서비스를 제공하는 것을 목적으로 한다. 해외 전자정부 선진 국가들은 명확한 상호운용성 프레임워크를 수립 및 운영함으로써 전자정부의 목적을 달성하고자 노력하고 있다. 그러나, 우리나라는 정보화 관련 법제도 내에 상호운용성과 관련된 사항들이 명시적 또는 묵시적으로 정의되어 있을 뿐, 체계화된 전자정부 상호운용성 프레임워크가 부재하여 전자정부 상호운용성을 확보하는데 한계를 보이고 있다. 이에 본 연구에서는 EU, 영국, 미국 등 주요 해외국가들과 우리나라 간의 전자정부 상호운용성 프레임워크를 분석하고 정보화 생명주기 전체에 걸쳐 상호운용성을 관리하고 업무에서 정보기술까지를 상호운용성 범위로 포괄하는 EA기반의 한국형 전자정부 상호운용성 프레임워크(K-GIF)를 제안한다.

Strengthening the Intention to Use Vehicle Tax Service Online in Indonesia

  • Purpose: The use of e-Samsat services in East Java has not been significant in the amount of use of its services for tax payments as a whole. The purpose of this study is to analyze what factors East Java e-Samsat services practice and the existence of recommendations as a basis for government decisions to improve the quality of East Java e-Samsat services. Research design, data and methodology: Our model hypothesizes that three key factors determine the intention to use e-samsat platform such as: trust, awareness, ease to use. Data collection methods by distributing questionnaires and interviews. Results: The results of the study provide two findings, firstly, Trust, Ease of Use, Awareness directly or indirectly affects the Intention to Use the East Java e-Samsat service for motor vehicle taxpayers. Thus it is essential to pay attention to these three variables in terms of clarity, reliability, and timeliness as a recommendation to improve the quality of East Java e-Samsat services.. Conclusions: The results of this study can be applied and developed in other countries besides Indonesia with the same cultural patterns. Several variables have been measured in previous studies in several Asian continent countries.

전자영수증 확산의 경제적 파급효과 분석 (Economic Spillover Effects of e-Receipts in South Korea)

  • An electronic receipt (e-receipt) is a receipt issued electronically in place of a traditional paper receipt. This e-receipt, which can be accessed on a smartphone or online, allows for the exchange of goods, refunds, and other services without a paper receipt. The government is focusing on widespread dissemination of e-receipts to realize a society without paper by 2020. Introduction of the e-receipt has begun in mainly large marts and coffee shops, and recently, major franchise convenience stores. As a result, individual customer's transactions are being converted into electronic transactions, and the payment methods are changing to card-based electronic payment services or prepaid electronic payment services. The number of non-paper commercial transactions are also on the increase. In this paper, we try to identify the e-receipt industry ecosystem by analyzing the industries and markets participating in the process of receipt issuance from the perspectives of storage, management and disposal, and to analyze the domestic industrial and social economic effects expected from the spread of electronic receipts.

  • Korea has been ranked at the top consecutively in UN e-Government Survey. This fact reflects consistent efforts by public institutes in Korea. However, there were some duplicate efforts and inefficiency in the investment into IS(information systems). In other words, management and decision making on e-government have yet to improved. Accordingly, governmental institutes have long been promoting policies for EA in order to carry out and manage effectively IT projects including the e-Government projects. EA is being regarded as a means to facilitate IT Governance for systematic management of IT projects, A major objective is to firmly establish the decision making process for IS investment through EA, since the each institute is a large organization with so complicated and specialized demand for IS. As a result, systematic decision making is becoming quite difficult. Thus, this study attempts to identify different types of IT investment decision making and to figure out the relationship between the decision types and the organizational performance of public institutes where EA was implemented.

  • The generalization of Internet use has been spreaded all over the world and impacted company to introduce intranet and extranet for their operation which dealt with electronic commerce. For these reason, endeavor of implementation of web site system is promotioned and enhanced the possibility of adaptation range for the view of company. Dramatic competition which company faced with the use of internet and request from all over the world made company brought company to various and different type of level. It is necessary to develop website system with experty knowledge to satisfy customer needs. To deal with this situation, works from the level of government should proposed to spread whole country business which propelled through kyungnam mechanic industry information promotion center. With strategic proposal concerning district characteristics to adapt electronic commerce successfully, information promotion should performed. Support of government is needed continuously to realize infra of ASP composed of 4,877 mechanic industry company. It might be possible to deal with international rapid change with cooperation of company and government related department.

전자정부 서비스 활용에 관한 실증연구 (An Empirical Study on Utilization of Electronic Government Services)

  • 본 연구는 전자정부 수용 및 확산에 영향을 미치는 다양한 선행 요인들을 살펴보고 이 요인들이 전자정부 서비스 사용의도에 미치는 영향을 분석하는 데 목적이 있다. 전자정부 서비스 이용자를 대상으로 한 설문조사를 통해 가설을 검증한 결과, 서비스의 본원적 가치와 사회적 영향요인은 서비스 사용의도에 긍정적 영향을 미치는 것으로 나타났다. 또한 사회적 영향요인은 본원적 가치에도 긍정적으로 영향을 주어 사용의도에 간접적인 영향을 주는 것으로 나타났다. 그러나 상호작용은 사용의도에 직접적인 영향을 미치지 못하는 것으로 판정되었다. 다만 상호작용은 본원적 가치의 증대를 통해 간접적으로 영향을 미치며 그 영향이 사회적 영향요인 보다 큰 것으로 나타났다.

  • ICT 생태계의 동인으로 전자정부는 기존의 PC 기반 e-Gov를 무선 기반 m-Gov로의 스마트 전자정부 형태 변화를 가져온다. 이에 따라 스마트 정부 구현을 위해서 m-Gov 서비스를 활성화 하고, 이를 위해 전략을 수립하여야 한다. 또한 전략수립에 따른 대응책과 전자정부가 나아가야 하는 정책적 과제를 제시할 필요가 있다. 이것이 정부의 혁신과 대국민 삶의 질을 향상시키는 것으로써 행정이념 추구의 궁극적인 목적이다. 따라서 본 논문에서 스마트 정부의 구현을 위해서 m-Gov의 전망으로 전자정부 서비스 활성화를 위한 전략수립과 대응책, 그리고 m-Gov의 정책 방향의 과제를 제시하였다.

공공기관 업무관리시스템 성과평가 모형 개발에 관한 연구: 청와대 업무관리시스템(e지원시스템)을 중심으로 (A Model to Measure the Success of a Web-based Information System at a Government Agency - the Chungwadae Case)

  • Introduction The e-government is concerned with using Internet and Web technologies to exchange information and services with citizens, businesses and other related organizations, and it centers on three functions, namely informational, interactive, and transactional [UN, 2001]. Many developed countries like the U.S. have been actively involved in e-government projects, since they enable both more effective public services for citizens and more efficient internal operations. Korea is among these leading countries that are planning to leverage computer and communication technologies to provide for integration of work processes and information as well as convenient access to information and services. For this reason, evaluating e-government projects is becoming a crucial issue for both researchers and policy-makers. However, most research to date has primarily focused on a model of success of an e-government system designed for citizens, overlooking internal systems specifically created for employees working in a public organization. This paper is intended to propose a model to measure the success of a Web-based information system designed for use by internal users at Chungwadae, the executive branch of Korea's central government. The paper is also aimed at applying the model to the assessment of the present system being used at Chungwadae in comparison with the preceding system. Evaluating an e-Government System The most widely cited model of information systems success today is that of DeLone and McLean[1992, 2003, 2004]. The original model states that the success of an information system can be measured using six dimensions, including system quality, information quality, use, user satisfaction, individual impact, and organizational impact. Although the ultimate success of an information system may be reflected in the impact that the system has upon individuals as well as an organization, aspects of using the system such as system use and user satisfaction can play an important role in determining the system success, because the system would be a sheer failure if users don't like and use the system. As a response to criticisms given by numerous researchers, the authors adapted their model to fit the emerging Web-based environment. The revised model[DeLone and McLean, 2003] they offered included an additional quality dimension, namely service quality, and combined individual and organizational impacts into net benefits which can also influence user satisfaction. The e-government system success model can be built around this updated model. Our model incorporates information quality, system quality, and service quality as in the DeLone and McLean model. However, the 'system use' dimension has been replaced by perceived usefulness, as suggested by Seddon[1998]. In addition, because the e-government systems that this paper focuses on are internal public systems used in government agencies, the 'net benefits' dimension has been replaced by perceived work efficiency. Based on the proposed model, a total of nine hypotheses have been formulated which we tested using an empirical analysis. Methods A questionnaire form has been created with items that are designed to examine the relationships among the variables in the model. The questionnaire has been handed over, in person, to 65 members of Chungwadae staff who are now actively using the E-Support System, the present information system created to support internal work at Chungwadae. We made arrangements to meet with each individual who agreed to participate in our survey, and helped to fill out the survey form with explanations. Of the 65 copies that were delivered, only 33 were returned, and 30 responses of these have been adopted for our analysis, since three were not valid. The extremely small sample size was due to the limited number of staff members who had adequate experience required of this study. Results We gathered data from the questionnaire survey and analyzed them using a regression analysis to test the hypotheses. As shown in the table below, the results indicated that all three dimensions of an information system’s quality are positively related to user satisfaction. However, information quality and system quality were found to be positively related to perceived usefulness, while service quality was not. In addition, perceived usefulness is not positively related to user satisfaction, implying that a user may find a system useful, but may not be satisfied with it. Finally, user satisfaction and perceived usefulness both are positively related to perceived work efficiency. This suggests that workers' positive experience with the system is important to guarantee favorable work efficiency. Conclusions We conclude that the proposed model proved useful in measuring the success of an internal information system used by a government agency. To demonstrate the applicability and usefulness of the model in the paper, we applied the model to the assessment of the present internal system used at Chungwadae in comparison with the preceding system. The results showed that the present system outperforms the preceding one in a statistically significant way. Future research will have to focus on applying the model to Korea's governmental agencies other than Chungwadae and examine whether it proves applicable in different types of governmental organizations.

대민서비스 온라인 보안위협 분석 및 대응방안 연구 (A Study On Security Threat Analysis and Government Solution for Civil Service Online)

  • 전자정부 대민서비스는 과거부터 현재까지 공공기관 홈페이지가 다양해지고 서비스 수가 증가함에 따라, 전자민원 문서의 위 변조에 대한 가능성이 제기되는 등 전자민원 서비스 전반에 대한 보안에 대한 요구사항이 증가하고 있다. 기존 연구는 전자정부 중 민원서비스(G4C)와 같은 하나의 서비스와 서비스 제공자 관점에서 보안위협과 대응방안을 제시하였다. 본 연구는 분석 범위를 확대하여 최근 대민서비스 제공 중인 289개 홈페이지를 대상으로 서비스 유형 별 적용되어 있는 보안기술을 분석하고 보안위협에 따른 대응방안을 제시하였다. 본 논문을 통해 대민서비스에 대한 실질적인 대응방안과 동시에 현재 해결해야 할 전자정부 대민서비스의 핵심적인 문제에 대하여 논의하고자 한다.

  • According as the requirement of custom for the enterprise or government organization gets to be various, the enterprise or government organization has been quickly changing to cope with the situation. Recently, by considering a domestic situation which is intending the e-government, the service for the people to apply the information technology of a local autonomous entity is very much need. However, it is actual circumstances that share and application of information is not smoothly realized in the state that government organization introduces the relevant system. To solve this problem, this paper performs a study what the level of interoperability has relation to organizational Performance using interoperability with information system.
