Seoul PACT : Principles of Artificial Intelligence Ethics and its Application Example to Intelligent E-Government Service (인공지능 윤리 원칙 Seoul PACT를 적용한 지능형 전자정부 서비스 윤리 가이드라인)

  • The remarkable achievements of the artificial intelligence in recent years are also raising awareness about its potential risks. Several governments and public organizations have been proposing the artificial intelligence ethics for sustainable development of artificial intelligence by minimizing potential risks. However, most existing proposals are focused on the developer-centered ethics, which is not sufficient for the comprehensive ethics required for ongoing intelligent information society. In addition, they have chosen a number of principles as the starting point of artificial intelligence ethics, so it is not easy to derive the guideline flexibly for a specific member reflecting its own situation. In this paper, we classify primitive members who need artificial intelligence ethics in intelligent information society into three : Developer, Supplier and User. We suggest a new artificial intelligence ethics, Seoul PACT, with minimal principles through publicness (P), accountability (A), controllability (C), and transparency (T). In addition, we provide 38 canonical guidelines based on these four principles, which are applicable to each primitive members. It is possible for a specific member to duplicate the roles of primitive members, so that the flexible derivation of the artificial intelligence ethics guidelines can be made according to the characteristics of the member reflecting its own situation. As an application example, in preparation for applying artificial intelligence to e-government service, we derive a full set of artificial intelligence ethics guideline from Seoul PACT, which can be adopted by the special member named Korean Government.

  • This study investigates the present status and development of e-marketplace which is the most actively used in the e-trade stages from market research, searching for business partners, negotiations to contract. It also shows the present status and development of e-marketplace as an "e-trading company" designated by government, which gives prospect of profitable model of e-marketplace. Especially focused on EC21 - the best e-marketplace of Korea, this study views present status and development of EC21 and trading companies applied for EC21, government designated e-trading company, to receive electronic trading support services. In addition, we hope that the findings of this study will be a helpful material to government for making policy and framing supporting project toward leading organizations of e-trade such as Ministry of Commerce, Industry and Energy, e-trade promotion committee of Korea International Trade Association and small-ta-medium companies interested in e-trade, to activate e-trade.

The Determinants of Citizens' Satisfaction of E-Government: An Empirical Study in Vietnam

  • This research aims to identify the determinants of e-government satisfaction in Hanoi, Vietnam, and assess their impact. To collect data, we conducted an online questionnaire with citizens living in Hanoi in a time span of five weeks. We received 1,107 responses, divided into three groups: unaware, known, but not used, and used e-government. After leveraging past studies on satisfaction in different contexts, we arrived at six external variables that are of particular relevance to e-government satisfaction (i.e., efficiency, trust, reliability, convenience, citizen support, and transparency) as well as four control variables (i.e., age, gender, education level, and Internet frequency). We then applied both SPSS 22 and STATA 2016 to process and analyze the collected data and found that, while almost all external variables are statistically significant, all four control variables are not. Apart from convenience and trust, four factors - efficiency, reliability, citizens support, transparency - are important measures of system quality, information quality, service quality and relative benefits of e-government, which in turn positively and significantly impact citizens' satisfaction with the online public services. Furthermore, the efficiency variable has the most influence on customer satisfaction, and the level of impact on the dependent variable decreases in the following order: citizen support, reliability and transparency.

Hybrid Qualitative Reasoning Approach to Predicting the Expected Performance of the Intellectual Property Rights Management System- KIPONet Case (전자정부 홍보를 위한 ARP(Academic Research Paper) 사례(특허, 조달) 소개)

  • In the previous e-government studies, there was no study in which the ambitious problem of assessing the expected performance of an e-government software when it is adopted in other country. This study was motivated to propose a new method to resolve this research question. With using the KIPONet (Korean Intellectual Property Office Net) as a target e-government software, which has been successfully implemented and operated by the Republic of Korea government since Jan 1999 for the purpose of managing the intellectual property rights (IPRs), we propose a Hybrid Qualitative Reasoning (HQR) approach to predicting the expected performance of the KIPONet. The main recipes of the HQR are that the HQR considers causal relationships existing among both qualitative and quantitative variables of the KIPONet, and that uncertainties embedded in some variables are handled by using Monte Carlo mechanism. The application of the proposed HQR to predicting the expected performance of the KIPONet results in statistically significant outcomes with 95% confidence level.

  • The first wave of e-government projects dating from the early 1990s primarily focused on setting up national and global information infrastructure, internal organizational reform, digital procurement, and the digital delivery of government services to citizens. Most of these e-Government projects have concentrated on the development of systems focusing on strengthening the formal agencies and institutions of government. To date, despite many theoretical and empirical studies on citizen involvement in terms of governance, relatively little attention has been paid to developing e-government systems with a focus on improving citizen involvement, which we call e-governance systems. This paper discusses the characteristics of the e-governance systems, identifies core requirements for its development, and suggests an e-governance system architecture that can satisfy the core requirements.

  • The Global IT revolution is growing rapidly. Government and business have to be ready to meet the increased demand for effective and secure online services. With the E-Government practicing, day-by-day the public demand is also increasing simultaneously. Now this present moment, one of important research part is secure E-Voting for E-Government service, but for this important factor or Government Issue, it needs information privacy for secure information transaction of citizen’s opinions and secure authentication. This paper has analyzed several approaches E-voting protocols, those are implemented with many digital signature mechanism and maintained many types of cryptographic rules, which are main factor for information privacy. In this paper we have discussed them with a view to voter anonymity and protection from manipulations. The paper then developed an algorithm designed to guarantee anonymity of the voter and to avoid the risk of manipulation of votes. In this paper the proposed algorithm is based upon the strict separation of voter’s registration and submission of votes, which means that certain information has to be stored on a secure storage media.

Opening the Nation: Leveraging Open Data to Create New Business and Provide Services

  • Opening government data has been one of the main goals of nations building their e-government structures. Nonetheless, more than publishing government data for public viewing, the bigger concern right now is promoting the use change to "and proving the usefulness of available public data". In order to do this, governments must be able to, not only publicize data but more so, publish the kind of data usable to infomediaries and developers in order to create new products and services for citizens. This research investigates 30 open data use cases of South Korea as listed in Data.go.kr. This study aims to contribute to a better understanding of open datasets utilization in a technologically-advanced and well-developed nation and hopefully provide some useful insights on how open data is currently being used, how it is opening up new business, and more importantly, how it is contributing to the civic society by providing services to the public.

A Comparative Study on Policies Related To Trust Services in e-Business (전자상거래 신뢰서비스를 활성화시키기 위한 선진국들의 정책에 관한 비교 연구)

  • "Trust" becomes a focal issue in e-business. Unlike traditional business environment, virtual situation requires new trust-ensuring mechanism other than face-to-face meetings and other related means of confirmation. Many countries are trying to foster trust services industry in order to increase e-business transactions and activities. This paper compares and contrasts these countries' policies on trust services. Conclusions of this comparative research includes: (1) trust services industry will be tightly integrated horizontally and increase their scope vertically towards trust in business sense over and beyond the mere technical level trust, (2) necessity of reciprocal trust authentication exchange is calling for an international standard in a near future, and (3) two different types of policies are under development: government-led and industry-led. Advantages and disadvantages of different approaches are presented with details of legal implications and structures of operations.

  • In the 21st century, administration is changing rapidly. The process of reconstruction based on ubiquitous environment in the enhanced information society reflects the paradigm shift to the information and knowledge society. Attempts to improve administrative services are also continuing through restructuring of administrative organization and organization reengineering in public sector. Thus, this study reviews the process of development in the e-government and tries a preliminary approach for diagnosis and performance measurement. It is needed to examine in order to maintain continuity of the future e-government. Henceforth, clear and diverse performance management and evaluation on the e-government should be made.

Trends and Development of Computer Forensics in Korea (국내 Computer Forensics의 연구동향과 발전방향)

  • The legal dispute of electronic commerce and computer crimes are increasing because the electronic services like e-government and e-commerce are now widely used. Computer Forensics becomes the method for recovery, preservation, analysis and report regarding digital evidence essential to resolve the legal dispute and computer crime. In this paper, the developmental process of Computer Forensics is discussed. It is intended to elicit constructive discussion regarding the domestic Computer Forensics. And this discussion will be of help to establish the secure e-business and e-government services in the field of the research, legal system and technical skill of domestic Computer Forensics.
