  • With the confirmation of the Free Trade Agreement (FTA) and as cheap foreign agricultural products are beginning to be freely distributed in Korea, the government has taken a greater interest in securing the competitiveness of domestic agriculture. Accordingly, the Korean government has presented plans to advance the interests of 'small but strong farmers' and secure their competitiveness in line with the agricultural conditions in Korea. The government also announced that it will focus on leading these efforts in rural areas. The main thrust of this plan to support 'small but strong farmers' focuses onutilizing advanced peripheral technologies such as IT and BT; however, there are only a few Information Management Division centers currentlyoperating across the nation, and these are mainly in the IT-related divisions of the Agricultural Research and Extension Services and Agricultural Technology Centers. Therefore, in this study, we used the responses from a survey of farmers to identify regional differences in informatization levels and the digital divide among 'small but strong farmers' according to the presence or absence of an Information Management Division center. As a result, we found that the 'small but strong farmers' in regions with an active Information Management Division center received more IT services and had a higher level of informatization. Thus, to increase the use of IT-related peripheral technology by these 'small but strong farmers', it is important to maintain or increase the number of Information Management Division centers.

  • Electronic Commerce or e-commerce implies such an industry where goods and services are bought and sold over electronic systems. This is rapidly growing sectors in Bangladesh which influence local and international trade. Government of Bangladesh has also initiated quite a good number of measures for the expansion of e-commerce. However, low adoption of e-commerce is not uncommon in Bangladesh. The objective of this study is to determine the factors that influence the adoption of e-commerce services in Bangladesh. Extended version of Technology Acceptance Model (TAM) is envisaged as the theoretical backbone of the study. Reliability analysis using Cronbach's Alpha test indicates that the research model is internally consistent. The study reveals that 35 percent of respondents became interested in e-commerce services from advertisement on Internet or other electronic media. The findings of the study shows that all the four constructs, namely-Computer Self Efficacy, Perceived Credibility, Perceived Usefulness and Perceived Ease of Use have significant effect on the adoption of e-commerce. The study has also demonstrated that Perceived Usefulness appeared as the most important factor in describing user's adoption of e-commerce.

  • This study analyzes appropriate government policy frameworks for promoting IPTV industry by studying the way of adoption and diffusion of IPTV services. Until recently, most researches on government policies for technology adoption have focused on the personal context. This research adopts two theories, i.e., innovation characteristics theory for personal context and implementation process theory for organizational context. It also hypothesizes that the innovation characteristics more influence on the behavioral intention for usage new media in the level of personal innovativeness is high. Moreover, in the level of expectancy for diffusion policy is high, the implementation of IPTV services more influences on the behavioral intention. The results by statistical analysis, it is found that the higher the level of personal innovativeness is, and the higher the level of expectancy for diffusion policy is, the more behavioral intention will be influenced by the characteristics of innovation and implementation of IPTV service. Thus it is important for government agencies to find the way to facilitate personal innovativeness as well as expectancy for diffusion policy.

  • This paper focuses on the recent extraordinary growth of Chinese cross-border online shopping and draws implications for firm strategies and government policies in Korea to utilize the phenomenon as an opportunity to expand into a broader market via e-commerce exports. I conduct a survey of Chinese cross-border online consumers to identify constraining and determining factors during the stages of their purchase decisions of Korean products. Given the fact that Chinese cross-border online shopping is at the incipient stage and consumers have expressed a strong intent to repurchase, future strategies should focus on attracting new consumers. Accordingly, Korean firms should build a powerful brand image, improve product quality and post-purchase services, and take full advantage of the popularity of the Korean Wave. Meanwhile, the government must step up policy efforts by, for instance, improving e-commerce export statistics, simplifying logistics and clearance procedures, and building trust in Chinese consumers.

In this study, the stratified random sampling was first used, followed by purposive sampling. The data were collected from 450 medium taxpayers who experienced using e-tax services located in three tax branches in Phnom Penh. This study adapted the confirmatory factor analysis (CFA) and structural equation model (SEM) to analyze the model accuracy, reliability and influence of various variables. The primary result showed that behavioral intention has a significant effect on user behavior of e-tax services among medium taxpayers in Phnom Penh, Cambodia. Moreover, the results revealed that performance expectancy, effort expectancy, social influence, and anxiety have significant impact on behavioral intention. • Currently Korean government is rushing the new electronic government system introduced as 'platform e-government' with big data and cloud computing technologies and systems, ultimately intending to provide the public institution services customized from the integrated counter or window for the heterogeneous resident services. In this regard, this study suggested how to design the new metadata information system in which mutual integration of information systems can take place, where heterogeneous services can be shared efficiently at the application and data unit, as a separate application that can provide a single one- stop service for residents' petition at the integrated level in the back-office based on the public data in possession of each of government ministries and related organizations. If this proposed system is implemented, the achievement of customized public service can be advanced one step forward in processing the petitions of the residents by organically connected link between 'Demand Chain' and 'Supply Chain' in the integrated window. In other words, it could be made possible through the unification of both the 'Supply Chain' performed in the office space of the officials at the back-office level and the 'Demand Chain' performed in the living space of the residents at the front-office level.

  • The present study attempted to test the effects of using external knowledge services on corporate management performance among SMEs. A survey of SMEs that had used external knowledge services was conducted for the analysis. The findings are as follows. First, regarding government-supported knowledge services for SMEs, knowledge service expert groups' competencies and government's support policies had positive effects on the quality of knowledge services. In particular, the knowledge service expert groups' competencies had more significant effects on the quality of knowledge services than the government's support policies. Second, the quality of knowledge services had significantly positive effects on management performance, whilst confidence-related knowledge service quality factors exerted significant effects on enhancing the relationship with customers and the informationization of knowledge. These findings have the following implication and meaning. The present findings indicate that the government's policy to foster and lay the foundation for knowledge service industry should be furthered, e. g. knowledge service supports for individual companies including knowledge service support projects and systems for SMEs and institutional supports for knowledge service companies and expert groups. In sum, this study is meaningful in that it suggests an effective and efficient policy direction for government's knowledge service provision projects.

  • Public service provision through internet is one of major parts for e-government implementation. It is essential to link the internal administrative network with internet to provide the services through internet and to support kiosks through internet, which should result in critical issues for security. A relay server, as a front server for the public service processing system and a web server, a control server for kiosks, are placed between the public service processing system and kiosks to solve those security issues. It is the way to solve security issues through protecting direct communication between the public service processing system and a web server and authenticating a relay server and a web server through authentication process. In the implementation of the system this paper provide a design for an architecture model of the public service processing system through internet, which are aiming to develop high level of the quality system effectively, to reduce the risk of initial stage of development, and to reduce the incurring cost due to reworks.
