E-Governance Practices in Developing Countries. Its Benefits and Challenges. -The Case of Pakistan- (개발도상국의 전자정부 시행에 따른 장점과 문제 -파키스탄 중심으로-)

  • The quality of service delivery by governments to their citizens is a subject of concern in the contemporary society. E-governance is a critical aspect that is transforming government operation and service delivery to citizens and other bodies through application of information technology. This research explores the state of e-governing focusing on nations that are developing with special attention to Pakistan. The difficulties and benefits encountered are identified. The results are vital for implementers of e-governing systems in these countries. The methodology applied entails a secondary research that involves analysis and synthesis of literature relating the research topic. The results reveal that Pakistan has made incredible steps in setting up e-governance systems with growth in internet use and access of data from a digital platform. The findings reveal that e-government is associated with multiple benefits including enhanced quality of services, cost efficiency in service provision, enhance transparency and elimination of corruption, provide the basis for eradication of poverty, boost economic stability of a country, and provide room for direct democracy. The research also found that developing countries experience challenges in form of financial constraints, poor ICT infrastructure, illiteracy on e-government, political consensus constraints, legal obstacles, social and cultural constraints. E-government has the capability to transform the quality of governance provided by governments, and policymakers and implementers should address the constraints that act as a hindrance to its implementation.

  • 본 논문은 무선 랜 상에서 전송 지연을 보장하기 위한 백오프 방식을 제안한다. 이 방식은 전송되는 트래픽의 종류에 따라 백오프 시간을 할당하도록 설계되었으며, 기존의 IEEE 802.11 매체접근제어 방식을 그대로 유지하며, 보다 향상된 서비스 품질을 지원한다. 제안된 백오프 방식에서는 모든 트래픽을 실시간 트래픽과 비실시간 트래픽으로 구분하여 처리된다. 실시간 트래픽은 제안된 백오프 방식으로 처리되고, 비실시간 트래픽은 기존의 IEEE 802.11 방식에 의해 처리된다. 본 논문에서는 컴퓨터 시뮬레이션을 사용하여 제안된 백오프 방식을 성능 평가하였으며, 시뮬레이션 결과는 전송지연 관점에서 기존의 IEEE 802.11e 방식보다 성능이 향상됨을 보여준다.

  • By the developing of Internet. the environments of the company have rapidly been changed. Especially. managers in the Internet shoppingmall have been try to provide excellent e-Services to their customers. e-Service i~ defined comprised of all interactive services that are delivered on the Internet uSing advanced telecommunications. information, and multimedia technologies. but according to study of e-Satisfy. com[2000]. customer service through internet is still neither effective nor efficient and poor service will impact on company's profit but excellent service can improve their value and quality of the service or product. In order to customer-oriented e-Services. this study suggested the QFD linked with e-Service quality model for the Internet shoppingmall service system. which can help determine design characteristics being relevant to customer's e-Service quality requirements. this hybrid model have two stages. In the first stage. we do measure service quality and find priorities of service quality attribute by purchase process. and in the second stage. on the basis of priority of e-Service quality attributes, we find design characteristics to maximize customer satisfaction. From this study, we provide internet shoppingmall managers with the implications for improvement of service quality, measuring quality of e-service, providing design characteristics for customer-oriented service quality.

  • With the development of information and communication technology, logistics distribution systems and services have been improved, new types of services have been provided, and consumption patterns in consumer markets have also changed. In the domestic distribution market, the development of ICT technology, the spread of smart devices, and the growth of the e-commerce market have led to Omni-channel, a service that integrates offline channels and online channels. Omni-channel service aims to provide consumers with consistent and convenient service by integrating offline and online domain into one. Consumers can get integrated service on and offline. In this study, consumers' intention to use Omni-channel was examined by Self Determination Theory and SERVQUAL. The survey was conducted on Omni-channel user and the research model was composed of 2nd order factor model considering the characteristics of Omni-channel which provides integrated service based on the prior literature and PLS-SEM (partial least squares structural equation modeling).

  • 오늘날 전자정부는 초고속 정보통신망과 네트워크, 인터넷 기반기술을 이용한 정부간, 정부와 시민, 기업간 다양한 분야에 원활한 행정서비스를 제공하고 있다. 지금까지 일반 패키지 소프트웨어나 임베디드 소프트웨어 등에 관한 품질평가기술 개발 연구는 다양하게 진행해 왔지만 전자정부 소프트웨어에 대한 연구는 활발하지 못한 실정이다. 본 연구에서는 ISO/IEC 12119와 ISO/IEC 9126 및 ISO/IEC 14598을 기반으로 전자정부 소프트웨어의 품질요구사항을 체계화하고 전자정부 소프트웨어 품질평가를 위한 메트릭을 시험모듈 형식으로 구축하고 이를 적용하기 위한 시험표를 구축하였다.

Design and Implementation of Visual/Control Communication Protocol for Home Automated Robot Interaction and Control (홈오토메이션을 위한 영상/로봇제어 시스템의 설계와 구현)

  • PSTN (public switched telephone network) provides voice communication service, whereas IP network provides data oriented service, and we can use IP network for multimedia transport service (e.g. voice over IP service) with economic price. In this paper, we propose RoIP (robot on IP) service scenario, signaling call flow, and implementation to provide home automation and monitoring service for remote site users. In our scheme, we used a extended SIP (session initiation protocol) for signaling protocol between remote site users and home robots. For our bearer transport control, we implemented H.263 video codec over RTP (real-time transport protocol) and additionally DTMF (dual tone multi-frequency) transport for robot actuator control. We implemented our scheme on home robots and experimented with KTF operator network, and it shows good communication quality (average MOS = 9.15) and flexible robot controls.

  • In the service sectors, the qualitative evaluation method in the form of a survey is widely used as a major assessment tool to evaluate the quality of service. However, the results obtained from a survey can involve the subjective judgment of the respondent. In this study, we propose a method to secure objectivity by excluding subjectivity that may be included in the qualitative evaluation results. In particular, we deal with a situation where the same type of qualitative evaluation tool is used repeatedly by several service providers. To this end, by utilizing both the Ordered Probit model and third-party evaluation results, we determine whether subjectivity is involved in the results. After correcting subjectivity, the final results are obtained through statistical analysis. The application analyzed in this study is the medical service area. With the actual evaluation results supplied by the service providers, we explain how objectivity can be secured from the assessment data by applying our proposed approach.

  • Mobile ad hoc networks (MANETs) are self-organized dynamic networks populated by mobile nodes. This paper presents the improved cross-layer approach to complement the recent works for video transmission services on MANET. We use a statistical design of experiment and analysis in order to investigate interactions between major factors of each layer effectively with minimizing ns-3 simulation run time. The proposed cross-layer approach considers MANET protocol layers (i.e., physical, network and transmission layers) and an application layer (i.e., a video encoder) as factors simultaneously. In addition, the approach defines an objective video quality metric as a response variable. The result of this paper can be applicable as a preliminary research to design an optimized video transmission application which has ability to adjust controllable factors to dynamic uncontrollable factors.
