In this study, meteorological drought indices were examined to simulate hydrological drought. SPI (Standardized Precipitation Index) and SPEI (Standardized Precipitation Evapotranspiration Index) was applied to represent meteorological drought. Further, in order to evaluate the hydrological drought, monthly total inflow and SDI (Streamflow Drought Index) was computed. Finally, the correlation between meteorological and hydrological drought indices were analyzed. As a results, in monthly correlation comparison, the correlation between meteorological drought index and monthly total inflow was highest with 0.67 in duration of 270-day. In addition, a meteorological drought index were correlated 0.72 to 0.87 with SDI. In compared to the annual extremes, the relationship between meteorological drought index and minimum monthly inflow was hardly confirmed. But SDI and SPEI showed a slightly higher correlation. There are limitation that analyze extreme hydrological drought using meteorological drought index. For the evaluation of the hydrological drought, drought index which included inflow directly is required.
The goal of the present research was to develop a mean to determine indices of drought warning and emergency necessary to manage drought and establish water supply contingency plan for the municipal and industrial water supply system in urban areas. To do this, we worked on the Sayun catchment which is the main water source of Ulsan and used measured hydrologic data (storage, inflow, supply, outflow) from 1980 to 1996. The indices of drought calculated by the method of Phillips drought index based only on monthly precipitation do not pertinently represent drought phenomena in case water supply is from dam or reservoir in an urban area. Therefor, we developed the drought index technique including inflow, storage, outflow and supply which are the chief factors of drought management. The result showed that the method of Phillips drought index considering the capacity of water supply was excellent when applied to practical drought phenomena.
Reliable drought inflow scenarios are required to plan reservoirs in response to the present severe drought-like conditions. However, the previously developed method for generating drought inflows, the K-water cumulative difference method (KCM), is considered inadequate owing to its potential for negative inflow, reversal phenomena, and overestimation. Nevertheless, the occurrence of these aspects has not been theoretically analyzed. Hence, this study employed the quantile function and frequency factor for log-normal and Gumbel distributions to quantify the contributing factors of these limitations. Consequently, it was found that the negative inflows are generated when the difference in the location parameters, during the accumulation process, exceeds that of the scale parameters. In addition, as the standard deviation decrease during the accumulation process, the reversal phenomena, and inflated values prevailed.

Recently, South Korea has been making efforts to mitigate the risk of water scarcity during droughts by utilizing various drought response measures in dam operations. While various studies have been conducted on this topic, there is currently a lack of research on the economic effects of drought response measures. In this study, we evaluated the economic effects of drought response measures on nationwide multipurpose dams by using a long-term simulated inflow model based on ARIMA and Copula and a dam operation model that reflects drought response measures. The results showed that the expected benefits per unit flow rate were highest for coordinated operation and alternative water supply measures, at KRW 1,176 and KRW 1,139, respectively, while the benefits of emergency water supply utilization and water supply adjustment were estimated at KRW 956 and KRW 875, respectively. Additionally, when we examined the changes in the economic benefits of drought response measures based on the assumption of increased drought severity in the future, the changes in the drought risk resulting from reduced inflow increased the economic benefits of all drought response measures. The economic benefits of water supply adjustment increased by 2.6% compared to the baseline, while the economic benefits of coordinated operation and alternative water supply measures increased by 11.7% compared to the baseline. This suggests that dam-network-based measures, such as coordinated operation and alternative water supply measures, are crucial as drought risk increases. This study is expected to serve as a fundamental reference for selecting and utilizing drought response measures in the future.

This study was carried out to select optimal probability distribution based on design accumulated monthly mean inflow from the viewpoint of drought by Gamma (GAM), Generalized extreme value (GEV), Generalized logistic (GLO), Generalized normal (GNO), Generalized pareto (GPA), Gumbel (GUM), Normal (NOR), Pearson type 3 (PT3), Wakeby (WAK) and Kappa (KAP) distributions for the observed accumulative monthly mean inflow of Chungjudam. L-moment ratio was calculated using observed accumulative monthly mean inflow. Parameters of 10 probability distributions were estimated by the method of L-moments with the observed accumulated monthly mean inflow. Design accumulated monthly mean inflows obtained by the method of L-moments using different methods for plotting positions formulas in the 10 probability distributions were compared by relative mean error (RME) and relative absolute error (RAE) respectively. It has shown that the design accumulative monthly mean inflow derived by the method of L-moments using Weibull plotting position formula in WAK and KAP distributions were much closer to those of the observed accumulative monthly mean inflow in comparison with those obtained by the method of L-moment with the different formulas for plotting positions in other distributions from the viewpoint of RME and RAE.

This study analyzed the variability of drought risk based on trend analysis of dry-seasonal dam inflow located in upper river basins. To this, we used areal averaged precipitation and dam inflow of three upper river dams such as Soyang dam, Chungju dam, and Andong dam. We employed Mann-Kendall trend analysis and change point detection method to identify the significant trends and changing point in time series. Our results showed that significant decreasing trends (95% confidence interval) in dry-seasonal runoff rates (= dam inflow/precipitation) in three-dam basins. We investigated potential causes of decreasing runoff rates trends using changes in potential evapotranspiration (PET) and precipitation indices. However, there were no clear relation among changes in runoff rates, PET, and precipitation indices. Runoff rate reduction in the three dams may increase the risk of dam operational management and long-term water resource planning. Therefore, it will be necessary to perform a multilateral analysis to better understand decreasing runoff rates.
Climate change has been intensifying drought frequency and severity. Such prolonged droughts reduce reservoir levels, thereby exacerbating drought impacts. While previous studies have focused on optimizing reservoir operations using historical data to mitigate these impacts, their scope is limited to analyzing past events, highlighting the need for predictive methods for future droughts. This research introduces a novel approach for predicting minimum inflow at the Seomjingang dam which has experienced significant droughts. This study utilized the Stochastic Analysis Modeling and Simulation (SAMS) 2007 to generate inflow sequences for the same period of observed inflow. Then we simulate reservoir operations to assess firm yield and predict minimum inflow through synthetic inflow analysis. Minimum inflow is defined as the inflow where firm yield is less than 95% of the synthetic inflow in many sequences during periods matching observed inflow. The results for each case indicated the firm yield for the minimum inflow is on average 9.44 m3/s, approximately 1.07 m3/s lower than the observed inflow's firm yield of 10.51 m3/s. The minimum inflow estimation can inform reservoir operation standards, facilitate multi-reservoir system reviews, and assess supplementary capabilities. Estimating minimum inflow emerges as an effective strategy for enhancing water supply reliability and mitigating shortages.

The purpose of this study is to develop dynamic-stochastic models that can forecast the inflow into reservoir during low/drought periods and flood periods. For the formulation of the models, the discrete transfer function is utilized to construct the deterministic characteristics, and the ARIMA model is utilized to construct the stochastic characteristics of residuals. The stochastic variations and structures of time series on hydrological data are examined by employing the auto/cross covariance function and auto/cross correlation function. Also, general modeling processes and forecasting method are used the model building methods of Box and Jenkins. For the verifications and applications of the developed models, the Chungju multi-purpose reservoir which is located in the South Han river systems is selected. Input data required are the current and past reservoir inflow and Yungchun water levels. In order to transform the water level at Yungchon into streamflows, the water level-streamflows rating curves at low/drought periods and flood periods are estimated. The models are calibrated with the flood periods of 1988 and 1989 and hourly data for 1990 flood are analyzed. Also, for the low/drought periods, daily data of 1988 and 1989 are calibrated, and daily data for 1989 are analyzed.

The purpose of this study is to assess agricultural drought using modified SWSI(Surface Water Supply Index) in Ango and Anseo agricultural district. Precipitation, reservoir inflow and storage data were used for input data of modified SWSI. Precipitation data was obtained from KMA(Korea Meteorological Administration) and reservoir storage data was obtained from KARICO(Korea Agricultural & Rural Infrastructure Corporation) and reservoir inflow data was simulated by SLURP(Simple LUmped Reservoir Parametric). SWSI based agricultural drought index was evaluated for the period of 1983 and 2001. As results, for the drought periods(July-1994, June-1995, May-2001) agricultural drought indices represented extremely drought states. The result was compared with PDSI and SWSI and checked the applicability of the suggested index in our agricultural drought situation.

Recently natural disasters such as the frequency and intensity of drought have been increasing as a result of climate change. This study suggests a drought index, WADI (Water Availability Drought Index), that considers water availability using 6 components (water intake, groundwater level, agricultural reservoir water level, dam inflow, streamflow, and precipitation) using the Z score and data monitoring on a nationwide level. SPI (Standardized Precipitation Index) was applied in coastal area. For the severe droughts of 2001 spring and 2008 autumn, the index was evaluated by comparison with reported damage areas. suggested to combine The spatial concordance rate of WADI in 2001 and 2008 for estimation of the degree of drought severity was 50 % and 24 % compared to the actual recorded data respectively.
