Deregulation privatization regionalism and globalization are the specific examples of the recent trends in the world air transport market. As encouraged by the international trends and the domestic policy of promoting market mechanism Korean has been driving a two-airline policy since 1989. But due to the absence of experience and philosophy about the airline co-mpetition both Korean government and the two airlines have been criticized for failing to set fair-competition rules and for struggling to secure air service rights regardless of national interest. Therefore this study shows the costs and benefits of a two-airline policy in a small count-ry reviews the empirical studies about the cost structure of American and Canadian airlines and analyzes the economic consequences of allocating air service rights between two airlines. The policy recommendations are (1) removing government restrictions and expanding ai-rport facilities to develop the domestic market (2) retaining the two-airline policy in the in-ternational market (3) increasing traffic density rather than expanding network for the small airline (4) improving comparative advantage through a global alliance and a technological innovation for the big airline and (5) building an official committee for co-ordinating the two airlines' interests.

These days the number of aged and disabled people is increasing rapidly. But most of the disabled or the aged who have the ability to work, want to engage in economic activities and solve social restrictions as well as their bad financial conditions. This paper concerns about the tracking control of an electric wheelchair robot for welfare vehicle where the seat and electric wheelchair are separated and electric wheelchair robot must be autonomously controlled without the help of assistant. So the aged or the disabled people can drive welfare vehicle by himself by adopting this system. Therefore the concept of both an autonomous driving of electric wheelchair and path tracking robots is required in this system. Finally we suggested fuzzy controller in order to control the path tracking of electric wheelchair robot and compared the capability of the proposed controller with conventional PID controller.

직류전동기는 자속 및 토크 제어가 간단하고 정밀하여 가변속 구동장치로 많이 사용된다 그러나 정류자와 브러시의 접촉 및 마모부분이 있으므로 정기적인 보수, 점검이 필요하며, 정류자의 정류 한계상 고속화 및 고압화에 문제가 있고, 대용량화에도 한계가 있으며, 설치하는 환경에도 큰 제약이 따른다. 따라서 이러한 단점을 극복하기 위해 직류전동기를 BLDC 전동기로 대치하여 가변속 제어하는 방법의 연구가 오래 전부터 지속되어 왔다. 본 논문에서는 PWM 인버터로 구동되는 BLDC 전동기의 수학적 모델을 전개하였고, 실험에 의한 파라미터 추정을 통하여 BLDC 전동기의 동특성 및 정상상태특성을 토크, 속도, 전압과 전류에 대하여 시뮬레이션 및 분석하였다.

In a recent years, a number of approaches have been studied, including passive, active, and hybrid mode-locking of semi-conductor lasers for short pulse generation and research has been devoted to achieve low timing-jitter operation since the timing jitter is unfavorable for system applications. Among the methods of mode locking, passive mode locking does not need external rf drives, and therefore the operation and fabrication procedures are simplified. In spite of these attractive advantages of passive mode-locked laser, it has critical drawbacks such as large timing jitter and the difficulty in synchronization with external circuits. Their inherent large timing jitter value was shown to be suppressed to certain levels by means of hybrid mode-locking technique$^{(1)}$ , where the saturable absorber section was modulated by an external signal with the cavity round trip frequency. Furthermore, the subharmonic mode-locking (SHML) technique alleviates the restrictions of high speed driving electronics. It has been demonstrated experimentally$^{(1)}$ that the hybrid subharmonic mode-locking technique has lead to significant reduction of the timing jitter. (omitted)

Servo mismatch, which affects positioning accuracy of multi-axis machine tools, is usually estimated via the circular test. However, due to mechanical restrictions in measuring instruments, the circular test using a double ball-bar is difficult to apply in miniaturized or super-large sized machine tools. Laser trackers are widely used to measure the form accuracy of parts and the positioning accuracy of driving systems. In this paper, a technique for the servo mismatch estimation of multi-axis machine tools is proposed via the circular test using a laser tracker. To verify the proposed technique, experiments using a double ball-bar and laser tracker are conducted in a 3-axis machine tool. The difference in the evaluation results is 0.05 msec. The servo mismatch for the miniaturized machine tool is also evaluated using the proposed technique.

부산항은 컨테이너 물동량 기준으로 세계 6위의 항만이며, 환적화물 기준으로 세계 2위의 항만으로 큰 기능을 하고 있다. 그러나 항만시설 및 운송업체에 대한 정책적 배려 부족으로 부산 신항내 환적화물의 운송과 배후물류단지 화물운송에 있어 과적단속이 심각한 문제로 대두되고 있다. 이에 관련 운전자, 운송업체, 항만 배후물류단지 담당자를 대상으로 그 실태를 살펴보고, 그 문제점을 파악한 후 개선방안을 제언하였다.

The positioning technology that measures the position of a person or object is a key technology to deal with the location of the real coordinate system or converge the real and virtual worlds, such as digital twins, augmented reality, virtual reality, and autonomous driving. In estimating the location of a person or object at an indoor construction site, there are restrictions that it is impossible to receive location information from the outside, the communication infrastructure is insufficient, and it is difficult to install additional devices. Therefore, this study tested the direct sparse odometry algorithm, one of the visual Simultaneous Localization and Mapping (vSLAM) that estimate the current location and surrounding map using only image information, at an indoor construction site and analyzed its applicability as an indoor positioning technology. As a result, it was found that it is possible to properly estimate the surrounding map and the current location even in the indoor construction site, which has relatively few feature points. The results of this study can be used as reference data for researchers related to indoor positioning technology for construction sites in the future.

개별차량의 주행궤적을 모니터링하고 개별차량의 위험운전행태를 검지하여 도로의 안전성을 평가하고 분석하는 것은 사고의 원인 분석 및 예방의 시작이라 할 수 있다. 최근 각종 센서 및 통신기술의 발달은 과거에 비해 보다 미시적이고 폭넓은 교통자료의 취득을 가능하도록 하였다. 이러한 발달된 기술력을 통해 사고 이력자료를 이용할 수밖에 없던 과거와 달리 개별차량의 주행궤적자료를 실시간으로 가공하여 교통상황과 정보를 바로 수집할 수 있는 실시간 모니터링 시스템 환경을 제공할 수 있다. 본 연구에서는 개별차량 주행자료 수집 및 차량-차량간, 차량-인프라간 무선통신이 가능한 차량 내 센서로부터 수집되는 자료를 이용하여 위험운전이벤트를 검지하였다. V2X 통신을 통해 생성된 위험운전 정보를 교통관리센터로 전달하고 도로의 위험도를 산출함으로써 실시간 유비쿼터스 환경에서의 교통안전 모니터링을 통해 도로의 안전성을 평가할 수 있는 기법을 제시하였다. 본 연구에서 제시한 교통안전 모니터링 기법은 실제 테스트베드에 구현되어 테스트 중에 있으며, 실제 구현된 교통안전 모니터링의 적용 사례 및 활용방안에 대하여 소개하고자 한다. 본 연구에서 제시한 교통안전 모니터링 기법은 도로의 전반적인 안전성을 검토함으로써 교통류 관리전략 수립을 위한 기초자료로써 활용될 수 있을 것이며 교통안전증진을 위한 다양한 정책개발 및 평가에 활용할 수 있을 것으로 기대된다.

This study describes approaches to fisheries management that restrict access by fishers to an area in some way. When fishery closure is established as a technical conservation measure it is a form of input control as a Korea fisheries management system. There are many compelling reasons why a fisheries manager should seriously consider closed areas and/or time restrictions, either as a complement to other measures or as the primary facet of the Korean fisheries management strategy. Fishery closures have been shown to be effective in many fisheries and are an important tool in the management armoury. In many respects justifications for their use and the process of implementation are likely to be relatively straightforward compared to permanent area closures. From a Korean fisheries management perspective, the benefits that flow from fishery closures are usually less easy to predict than for other management measures. Moreover, even if one accepts that implementation of fisherg clossures will provide higher production levels in adjacent fished areas, the potential benefits may often be in danger of being largely dissipated. If, for example, the fishery remains open access, the increased production is likely to attract new entrants into the fishery, thereby driving it back towards bioeconomic equilibrium. From a Korean wider fisheries conservation perspective, however, fishery closures have important and clearly defensible roles to play and some form of zoning arrangement will often effectively serve conservation values. Given the increasing trend towards the establishment of national networks of fisherg closures, it seems likely that fisheries managers throughout the world will need to ensure that they are familiar with the issues surrounding these approaches. The importance of being explicit about the goals for fishery closures in Korea have been continually emphasised throughout this study. There may, of course, be multiple justifications for the measure, in which case it is important to try and specify them in order of priority.
