Car Black Box and the Protection of Drivers' Privacy : In Light of the Regulation on EDR(Event Data Recorder) in U.S.A. (차량용 블랙박스와 운전자의 사생활 보호 : 미국에서의 사고기록장치(Event Data Recorder : EDR) 규제를 중심으로)

  • Frequently faced with dangerous situations, for evidentiary purpose in case of civil and criminal liability challenges, car drivers in Korea have been armed with so-called 'black boxes'; however, which are just video recorders in vehicles rather than real 'black boxes' that are equipped in the airplanes. In the United States, they are called EDRs(Event Data Recorders), more technically, which means that they record data of events happened while driving, such as velocity changes, airbags deployment, seatbelt wearing etc. just like in the airplanes. EDR technology is quickly becoming more advanced, more widely available, and less expensive; however, new concerns are emerging : the privacy of drivers. In U. S., vehicle manufacturers and insurance companies and the governmental agencies including the courts and legislatures are the main parties in terms of the EDR concerns. In order to determine the best way to regulate EDR, it is necessary to balance all the merits, such as safety, privacy, truth, justice and efficiency, to support a legal framework regulating the EDR concerns. This article, in light of the regulation of EDR and experience therof in the United States, examines EDR technology itself, particularly with respect to the automobile industry, describing its history, its current state, and trends that may change it in the future; and explains how the National Highway Transportation Safety Agency (NHTSA), legislatures, courts have approached EDR data. At the early stage of regulation on EDRs in Korea, examining U. S. legal framework and usages would help for successful establishment of legislation and regulation.

  • According to the result of related studies, the degradation of human performance has been revealed as one of the most significant causes resulting in the safety of any human-involved system. This means that preventing the occurrence of accidents/incidents through avoiding the degradation of human performance is prerequisite for their successive operation. To this end, it is necessary to develop a plausible tool to evaluate the complexity of a task, which has been known as one of the decisive factors affecting the human performance. For this reason, in this paper, the complexity of tasks to be conducted by KTX drivers was quantified by TACOM measure that is enable to quantify the complexity of proceduralized tasks being used in nuclear power plants. After that, TACOM scores about the tasks of KTX drivers were compared with NASA-TLX scores that are responsible for the level of a subjective workload to be felt by KTX drivers.

  • In globalization and information-oriented society, the domestic construction companies are competing with others in domestic and overseas market. To survive in the age of limitless competition, companies have to manage their performance systematically. However, domestic small and medium-sized companies which are holding a large majority don't have their own Performance Management System(PMS) yet. The purpose of this study is to analyze the existing PMS and to extract key drivers for developing PMS. Through case studies of KPI(UK), NBS(Chile), CII BM&M(USA) and SISIND-NET Project(Brazil), the key drivers are derived. Having these key drivers, this study suggested the conceptual model of PMS using benchmarking for small and medium-sized construction companies.

Analysis on the Drivers of Growth in Forestry Sector and Growth Projection through Growth Accounting Analysis (성장회계분석을 통한 임산업의 성장요인분석과 전망)

  • This study analyzed a long-run growth trend of the forestry sector in the Republic of Korea, and forecasted the potential growth in the future after investigating main drivers of growth in the forestry sector through growth accounting analysis. Based on results, we finally suggested a direction to go forward in order to achieve a sustainable growth in the field. After Asia financial crisis, the growth rate of the forestry sector was getting stable with the fast recovery of Korean economy. While the main drivers of growth in the field was labor and capital accumulation in 1980s and 1990s, the main driver of growth has been the increment of capital accumulation since 2000. As the result of our analysis for forecasting the potential growth in the field, the contribution of labor, capital, TFP in total growth is expected as 0.09%, 1.58%, and -0.01%, respectively. The potential growth rate of the forestry sector during 2012-2020 is predicted to be 1.65% and the total production will become 36.25 trillion won.

Mathematical Approach to Determine the Level of Demand/Effort Model (Demand/Effort모형의 수준결정을 위한 수리적 방법 연구)

  • 81.1% of traffic accidents is attributed to the drivers. In this regard, D/E model is a practical and effective method in terms of the cost and time in evaluating the road hazardousness. To examine the validity of the threshold values by the levels of demand We selected 10 subjects and collected their physiological signals while they were driving on Honam Highway (Jeonju ${\leftrighttarro}$ Hoideog section). Based on the collected data, the hazardous road condition was evaluated using the new threshold values of the effort level determined by cluster analysis. In applying the D/E model, a decision method based on the demand level was suggested, using a traffic accident prediction model. Additionally, the limit value of the effort level was determined using the drivers' physiological signal data collected at the highway. A comparison analysis of the two D/E models revealed no significant difference: The existing method and the clustering method determined 9 and 7 hazardous road zones, respectively, while actual traffic accidents were reported in 6 and 4 zones, respectively among the predicted road hazardous zones. However, the latter method suggested a more scientific and rational basis in determining the limit value of the Effort level. In conclusion, although D/E model has a great merit as a pioneering method to reflect human factors in evaluating the road hazardousness, it is believed that this method could be improved by a more dynamic method that considers the traffic conditions and the individual physiological signal of the drivers simultaneously in determining a better limit.

Highway Drone Patrol Network Topology and Performance Analysis for Traffic Violation Enforcement (교통위반 단속을 위한 고속도로 드론 패트롤 네트워크의 토폴로지 및 성능분석)

  • Since year 2016, in Korea, the police department started to use drones to patrol violated vehicles on the highway area. They monitor vehicle drivers who use side ways on the highway during traffic congested hours of the season, drunken drivers, or violent drivers. They use the 'Spot Mobility' method which floats the drones for 30 minute period. However, this method is inefficient since it requires manually charging batteries, gathering data, and operate drones with many numbers of policeman. Therefore, in this paper, for the efficient patrol in this purpose, I have suggested an effectively manageable network system consists of many drones as the wireless network nodes and with small numbers of policeman in a wide highway area. To accomplish this, the two topologies of effective drone patrol network systems are designed and simulated in OPNET simulator for performance evaluation.

  • This paper describes a method of evaluating seismic system performance of highway transportation network in California. The basic element that plays a crucial role in this study is the fragility information of highway bridges in Caltrans' (California Department of Transportation) freeway network. The bridge fragility information is expressed as a function of the ground motion intensity, such as peak ground acceleration (PGA) or peak ground velocity (PGV). Network damage was evaluated under the 1994 Northridge earthquake and scenario earthquakes. A probabilistic model was developed to determine the effect of repair of bridge damage on the improvement of the network performance as days passed after the event. As an example, the system performance degradation measured in terms of an index, “Drivers Delay”, is calculated for the Los Angeles area transportation system, and losses due to Drivers Delay with and without retrofit were estimated.

  • The purpose of this study was to examine drivers' driving behaviors and eye-movements according to driving speed and navigation- position while operation of the navigation in driving. For this purpose, two driving conditions (low-speed and high-speed) and two navigation-positions (top and bottom location of the center console) were set. Drivers' driving behaviors (speed, speed variation, coefficient of variation, and the number of collisions) and eye-movements (overall eye pattern, the average scanning time of navigation, and the number of gaze-out on the road for more 2 seconds) were measured. As a result, when the navigation was located at the bottom of the console, difficulties of lateral control was appeared in low-speed driving condition, and the that of longitudinal control was appeared in high-speed driving condition. In addition, above situation made the drivers' scanning times of navigation long, increased the number of gaze-out on the road for more 2 seconds, and made overall eye pattern monotonous. These results could be interpreted that the manipulation of the navigation at the bottom of console cause reduced attention capacity due to the cognitive load.

  • This paper describes a recursive least-squares based convergent algorithm for driving characteristic classification for personalized autonomous driving. Recently, various researches on autonomous driving technology have been conducted for level 4 fully autonomous driving. In order for commercialization of the autonomous vehicle, personalized autonomous driving is required to minimize passenger's insecureness to the autonomous vehicle. To address this problem. this study proposes mathematical model that represents driving characteristics and recursive least-squares based algorithm that can estimate the defined characteristics. The actual data of two drivers has been used to derive driving characteristics and the hypothesis testing method has been used to classify two drivers. It is shown that the proposed algorithms can derive driving characteristics and classify two drivers reasonably.

Evaluation for the cognition and usability of HUD while driving (주행 중 운전자의 HUD 인지성과 활용성 평가)

  • As the main cause of car accidents is driver distraction, HUD utilization is important to boost drivers' front-observing. Recently, As HUD includes a variety of contents products have appeared on market, the possibility increases cognitive load while driving. The purpose of this study is that currently being used HUD contents how much affect drivers while driving. To investigate about it, the experiment is examined cognitive aspect with utilization aspect of different gender and illuminance environment. The study provides, in accordance with the internal and external illuminance, the visibility make a difference. The gap between the internal and external illuminance is higher, the visibility is better. Also, this study confirms that HUD's awareness of contents depends on driving information. Drivers concentrate more on higher related driving contents than lower ones.
