Improvement of Act on Disaster and Safety for Persons with Disabilities (장애인 재난안전 관계 법령 개선 연구)

  • In the case of a disaster, the damage caused by the disability vulnerability of persons with disabilities is significantly increased, discussing about a problem for the protection of the vulnerable class. However, until now policy, technology and response guidelines for disaster and safety have been focused on the general public. Therefore, it is necessary to develop customized support technology for disaster and safety considering vulnerable characteristics of vulnerable class. Firstly, it is necessary to prepare draft improvement proposal of act and support system related disaster and safety for persons with disabilities and older persons. So, this study was carried out analysis of act, policy and support system on disaster and safety for persons with disabilities and older persons of domestic and overseas in order to draw implication. Furthermore, we established direction for improvement of act and policy on disaster and safety for persons with disabilities based on the analysis, and suggested draft improvement proposal.

Designing External Metadata of National Geography Institute for Distributing Digital Maps (수치지도 공급을 위한 국립지리원 외부메타데이터의 설계)

  • The major purpose of this study wa to desgin a external metadata of National Geography Institute(NGI) for the effective management and distribution of the digital maps. For designing a standard external metadata reflecting the current trends of the international organizations on standardization, a prelimenary study was made mainly concentrating on the analysis of the metadata of the developed countries along with domestic cases. For better assessing NGI needs, all the metadata related material of the NGI were collected and classified based on the NGI's workflow. The external metadata draft was made considering the results from the analysis of the existing NGI material and the draft was also cited some major cores from the ISO standards. Continuous efforts should be made in the future to update the metadata draft based on the opinions from the NGI engineers and the technical trends of the international organizations.

Development of Biological Criteria for Water Quality Assessment using Benthic Diatoms (부착돌말류를 이용한 생물학적 수질평가지표 개발)

  • The present study was carried out to develop biological criteria for water quality assessment using benthic diatoms. Selecting of the indicator diatoms, three parameters were considered: broad distribution (180 taxa occurred over 3% at upper level), species abundance (158 taxa occurred over $1.5{\times}10^5cells/cm^2$), and sensitivity (184 taxa occurred more than once as 1st and 2nd dominant species). Overall, total 208 taxa were selected, including 38 varieties, 170 species, 34 genera, 9 families, 3 orders, and 1 phylum. The most dominant taxonomic group (family) was Naviculaceae (52%), followed by Diatomaceae (15%), Nitzschiaceae (12%) and Achnantaceae (11%). COD and TP were proposed as new water quality standards (draft) to improve the existing BOD standard and to manage and control efficiently non-biodegradable organic pollutants. With this regard, we used TP standard (draft) in developing biological water quality criteria for diatoms. TP standards (draft) proposed as Ia = 0.02 mg/L or less, Ib = 0.05 mg/L or less, II = 0.1 mg/L or less, III = 0.2 mg/L or less, IV = 0.4 mg/L or less, V = 0.6 mg/L or less and VI = above 0.6 mg/L. Biological assessment system (4 class system) was developed and proposed for diatom using modified Tropic Diatom Index (TDI). Biological assessment of TDI appear B grade (Good).

The Liability of the Operator for Damage to Third Parties on the Surface Caused by Aircraft (항공기에 의하여 발생된 지상 제3자의 손해에 대한 운항자의 책임)

  • It is essential that the liability for damage on the surface caused by aircraft be regulated at international level. However, the Rome Convention on Damage Caused by Foreign Aircraft to Third Parties on the Surface of 1952 and the Montreal Protocol of 1978 did not have significant worldwide repercussions since few countries have ratified them. So the Secretariat ofthe ICAO has produced the draft Convention for the modernization of the Rome Convention in 2002 and the Special group has considered the text of the draft Convention so far. The draft Convention contains main issues with regard to the liability system of the operator and the insurability of the risks for damage to third parties on the ground. In order to protect the air transport sector of a country as well as to facilitate speedy recoveries by victims, Work on modernizing the Rome Convention should be continued and the new Convention should be finalized in the near future.

Regulation on Weed Control in International Basic Standards on Organic Agriculture (국제유기농업 기본규약상의 잡초방제 규정)

  • This study aims to point out what is the basic idea and principle of weed control in or-ganic farming. The korean organic agriculture gets a point in dispute on weed control, be-cause 1) they do not practice the Basic Standard of IFOAM and FAO/WHO Codex Guidelines(draft), and 2) Korean organic farming is defined quite differently from internationally recognized core aspects for organic agriculture. Organic farming, in Korea, is taken to mean just the replacement of chemical fertilizer by organic manure and a-voidance of agricultural chemicals without practicing on rotation, cropping system and so on. As a consequence, organic farmers in Korea are suffering from hard labor to control the weed. In the paper it is discussed on organical weed control method which are required in the Basic Standard of IFOAM and guidelined in the Organic Production Principles of FAO/WHO Codex draft, and furthermore the single or combination effect of those method are also discussed. In conclusion it is suggest the necessity, purpose, and effect of the introduction of the basic stan-dard to korean organic agriculture including organical weed control.

Addendum Surface Modeling in Draw Die Design for Stamping Automotive Panels (자동차 프레스 패널 성형을 위한 드로 금형의 어덴덤 곡면 모델링)

  • In the process of draw die design for stamping automotive press panels, the addendum surfaces generated in metal forming simulation software cannot be used in downstream processes such as machining and making draw dies because simulation tools use simple discrete models for the surface geometry. The downstream processes require more precise and continuous geometric models such as NURBS surfaces. Generally, automotive die engineers manually regenerate the addendum surface geometry using the discrete model. This paper presents an automated geometric modeling process for generating addendum surfaces using draft surface models. The design parameters of the section curve for the addendum surfaces are extracted automatically from the draft geometry. Using the extracted design parameters, smooth addendum surfaces are generated automatically as NURBS surfaces. The generated surfaces are $G^1$ continuous with the part surface and the binder surface, and can be used in downstream processes.

  • Air spring for railway rolling-stock is a part of secondary suspension system which play the role of supporting load, damping vibration. Recently, air springs are actively applied to railway rolling-stock to substitute coil spring with upgrading the manufacturing skill. This study is started to get the fundamental datum related to air spring for the purpose of developing the test draft for air spring. To analyze the performance of air spring, we conducted the simulation for railway rolling-stock applied air spring and tested train in convention lines. Thus, we have obtained useful datum to develop the test draft for air spring. Here, we describe some results.

Cavitation Compliance in 1D Part-load Vortex Models

  • When Francis turbines operate at partial load, residual swirl in the draft tube causes low-frequency pulsation of pressure and power output. Scale effects and system response may bias the prediction of prototype behavior based on laboratory tests, but could be overcome by means of a 1D analytical model. This paper deals with the two most important features of such a model, the compliance and the source of excitation. In a distributed-parameter version, compliance should be represented as an exponential function of local pressure. Lack of similarity due to different Froude number can thus be compensated. The normally unknown gas content in the vortex cavity has significant influence on the pulsation, and should therefore be measured and considered as a test parameter.

  • To maximize electric power production using wave energy extractions from resonance power buoys, the maximum motion displacement spectra of the buoys can primarily be obtained under a given wave condition. In this study, wave spectra observed in shoaling water were formulated. Target resonance frequencies were established from the arithmetic means of modal frequency bands and the peak frequencies. The motion characteristics of the circular cylindrical power buoys with corresponding drafts were then calculated using numerical models without considering PTO damping force. Results showed that the heave motions of the power buoys in shoaling waters with insufficient drafts produced greater amplification effects than those in deep seas with sufficient drafts.
