Analyzing Domestic Ferry Navigation Accidents in Mombasa Channel Using AcciMap

  • The AcciMap technique has been a fundamental tool for examining accidents and their causal factors across complex socio-technical systems. This study utilized the AcciMap framework to evaluate ferry navigation accidents in the Mombasa Channel from 2011 to 2020. It categorized the identified causal factors into four primary levels of AcciMap: government, regulatory bodies, ferry operating companies, and ferry operators, including environmental and equipment conditions. The aim is to assess these factors to address systemic deficiencies in ferry operations within the channel. The findings highlight significant gaps in the ferry operation system by using a cause-and-effect analysis. Based on this assessment, the paper offers recommendations to rectify these deficiencies and improve safety in ferry operations. This research underscores the utility of system theory-based tools in uncovering complex, multifaceted causes of ferry accidents and providing a robust framework for enhancing maritime transportation safety.

Study on a Fully Electrified Car Ferry Design Powered by Removable Battery Systems Considering Domestic Coastal Environment

  • As increasing the international community's awareness of greenhouse gas reduction, the demand for eco-friendly ship fuel has accelerated recently. The fundamental aim of this study is to develop a new type of fully electrified ferry for passengers and cars considering Korean domestic coastal environmental conditions. Several technical difficulties are encountered in applying a fully electric propulsion system based on removable battery systems into a ship due to limitations imposed by the batteries' size and capacity. This paper reviews and analyzes marine environment regulations strengthened recently, technology trends related to fully electric propulsion vessels in each country, and Korean domestic coastal environments. We propose a new fully electrified car ferry design with a displacement of 400 t applied in Korea. It is powered by removable battery systems pre-charged in a safe inland charging station. The mobile battery system is developed to enable roll-on and roll-off using wheels. The characteristics of the ship motion are analyzed based on the weight and location of the battery systems. We expect our battery systems to be applicable to larger ships in the future.

  • The car ferry operating between the mainland and the island plays an important role on transportation of goods and passengers. Therefore, the improvement of efficiency and safety as well as economic factor are importantly considered in the development process of car ferry. Double-ended car ferry is already popularized because of its economic feasibility and convenience for passenger in Europe and developed countries, and the demand is booming in domestic. In this paper, dynamic characteristics of propeller shaft and strength in double-ended car ferry are analyzed using campbell diagram and modal analysis. Based on the analysis of dynamic characteristics, resonant phenomenon and critical speed are stable when occurring the propeller shaft vibration due to forward and reverse propeller shaft working.

Analysis of Effect on Domestic Shipping and Logistics Network due to COVID-19 Pandemic -Focusing on the Small-sized Ports of Coastal Ferry Routes in Jeollanamdo Province- (글로벌 팬데믹에 따른 국내 해운물류 네트워크 변화 분석 -전남지역 연안 여객 항로의 소규모 항만을 중심으로-)

  • This study analyzes the changes in the coastal ferry transport network in South Korea due to the significant impact of the COVID-19 pandemic on the domestic shipping and logistics sector. Focusing on the small-sized ports network distributed across mainland and islands that make up the coastal ferry transport network, the research employs Social Network Analysis (SNA) methods to examine the structural changes and characteristics of the network from 2018 to 2021, distinguishing between the periods before and after the COVID-19 pandemic. By utilizing centrality indices such as the degree centrality, closeness centrality, and betweenness centrality, the study assesses the changes in the influence of small-sized ports within the network before and after the COVID-19 pandemic. The scope of this study focuses on Mokpo and Wando region in the Jellanamdo province, which have the largest coastal ferry transport networks and notable passenger transport performance in South Korea. It examines the primary ports in these regions and the small-sized ports located on the islands. Analysis of the Mokpo coastal ferry transport network indicates that the number of connected islands decreased before and after the pandemic, and connectivity to other islands within the network diminished. Factors such as the decline in tourist numbers due to COVID-19, the connecting with land bridges between the mainland and islands, and subsequent closure of ferry sea routes are believed to have impacted these network changes. In the Wando region, the sharp decrease in both island residents and tourists after the pandemic led to the suspension of ferry operations, resulting in disrupted connectivity with some small-sized ports on the coastal ferry transport network. This has affected network characteristics such as concentration and average path length in the Wando region. This study aims to analyze the changes in the domestic shipping and logistics, coastal ferry, network due to the COVID-19 pandemic, providing insights to predict potential network changes caused by uncertain events in the future and contributing to the formulation of proactive policies for effective responses.

  • Reseatch and Analysis on the DGPS radiobeacon propagation measurement of Domestic ferry lines Starting with maritime DGPS Base stations of Palmido, Ochongdo which have been operated since 1999, truly our nation has become the most powerful country possessed with total of 17 DGNSS base stations in the field of DGNSS operation infrastructure. This paper intents to consider the development direction of the country's DGNSS services as identifying the services range of the maritime DGPS base stations in the south coast domestic ferry lines which sections are Busan$\rightarrow$Jeju, Jeju$\rightarrow$Nokdong.

  • Seosan-Daesan Port is the sixth largest port in Korea, and it promotes port infrastructure expansion, regular route development, overseas marketing, and port incentive systems for continuous growth. In addition, the port is planning to open a regular car ferry line to Weihai, China. This study aims to provide useful research data for effective decision making by analyzing the feasibility of opening the Chinese (Weihai) car ferry route of Seosan-Daesan Port. Currently, some car ferry routes that operate between Korea and China are open at Incheon Port, the Port of Pyeongtaek-Dangjin, and the Port of Gunsan. In order to estimate the volume of cargo that will be created when the car ferry route from Seosan-Daesan Port to Weihai opens, this research analyzes the domestic cargo volume from the Chungcheongnam-do region, where Seosan-Daesan Port is located, to each of the regions where the other ports are located. We estimated the volume of cargo that can be transported on the car ferry from Seosan-Daesan Port to Weihai. As a result, by 2020, about 76,000 passengers and about 50,000 tons of cargo could be created. Suggestions were made for policy strategies that would revitalize passenger numbers and secure the cargo volume of the car ferry, along with a discussion of and the port incentive system.

A Study on the Hull Acceleration Analysis of Car Ferry Ship for Securing Safety Evaluation (고박안전성 평가를 위한 카페리선박의 선체가속도 분석에 관한 연구)

  • The securing safety of ferry ships on the domestic coast is evaluated by comparing the external force applied and the securing device based on the cargo weight and hull acceleration that can exist at the loaded position. The hull acceleration based on the domestic standard, which is the basis for securing safety evaluation, is applied without reflecting the characteristics of the ship and the sailing conditions. In this study, a total of 12 acceleration measurements were performed at four points of the hull of a ship with a DWT 6,800 ton class 15.5 knots passing through Busan-Jeju to analyze the hull acceleration of the domestic coastal ferry ship. Data were collected for the buoy. For a theoretical comparative analysis of the limited measurement results, the response amplitude operator (RAO) was analyzed through frequency-response analysis by numerical simulation, and acceleration analysis for the four points was performed using the RAO results. Based on the acceleration comparison, differences in the degree of each position were observed, but in the case of the Y-axis acceleration, the analysis was 1.81 m/s2, and the measurement was 1.47 m/s2. The analyzed simulation result was as high as 0.34 m/s2. Moreover, analysis was performed at 22 % level, and measurement at 18 % level.

  • This study is intended to outline the lessons that can be learned from European experience of the opportunities and challenges involved in operating train ferries to carry freight. The study considers the various train ferry routes that have operated over recent years in Europe, examines their characteristics, and then proceeds to evaluate the economic viability of train ferries in general. On the basis of this analysis, we have attempted to outline the conditions that appear to be required under which Train Ferries may be competitive. This study shows that long crossing train ferries in Europe have survived where the adjacent railway systems handle a significant volume of domestic traffic and do themselves playa serious role in the transport industry. There is no reason to suppose railway wagons cannot be carried economically over long distances. Experience in Western Europe is that they are best operated as mixed road trailer and rail wagon services. Only the lower deck need carry railway wagons, which greatly simplifies loading and the physical construction of the ship. Existing road based ro-ro ferries can be adapted to become rail ferries. It is, however, essential that there is commercial clarity as to the responsibility for ensuring the overall service is viable. To that end, the ferry company is responsible for marketing the service and managing relationships between the two railway authorities.

  • Domestic car ferries do not operate a dedicated information system for cargo loading and management, It is impossible to arrange according to the cargo type and quantity at the time of cargo reservation due to restrictions such as the need to comply with the cargo layout drawings in advance approved by the Korean Register. For this reason, this is a study to utilize similar information systems in operation in container ships and terminals for the purpose of improving cargo shipment management tasks for car ferries.

Asymmetric Bias of the Ferry Sewol Accident News Frame Discriminatory Aspects and Interpretive of Media (세월호 사고 뉴스 프레임의 비대칭적 편향성 언론의 차별적 관점과 해석 방식)

In particular, this study confirmed theoretically how domestic media biased frame when it presents problem definition, causing interpretation, moral evaluation, and post-prescription on the ferry Sewol accident, In addition, the bias of the frame was analyzed comparing what is the difference between the conservative newspapers and liberal newspapers. Findings are as follows. First, in diagnosis of ferry Sewol accident, news slanted fragmentation frame>personalization frame>authority-disorder frame. The Chosun Ilbo focus on fragmentation bias, meanwhile Hankyoreh focus on the authority disorder relatively. Second, in accident evaluation, responsibility frame> moral frame> problem-solution frame. The Chosun Ilbo focus on responsibility frame and moral frame. But Hankyoreh focus on responsibility frame and problem-solution frame. Third, in the matter of responsibility, government frame>personal frame>organizational frame. Chosun Ilbo biased responsibility of the government and individuals, while the Hankyoreh is relatively more emphasis on government responsibility and the responsibility of the organization also showed. Fourth, in problem solving, thematic frame and episodic frame bias appeared as rough and level. Chosun Ilbo showed episodic frame, Hankyoreh showed thematic frame. News frame and bias as well as ideological differences of media on ferry Sewol accident was discussed in the context of the social dimension.
