The Regional Development Strategy by Public-Private Activities: A Case Study of the Tsushima Arirang Festival, Tsushima, Nagasaki Province, Japan (민.관의 활동에서 본 쓰시마시의 지역 활성화 정책: 아리랑 축제를 사례로)

  • This paper examines how Tsushima has used the Arirang festival as a place marketing apparently targeting at Korean tourists, which has been historically achieved at the Arirang festival though public-private activities. Tsushima has tried to advertise Tsushima city to Korean tourists, with methods including the 'Chosen Agency Parade' and the title of the Arirang festival, but due to the Dokdo problem, the people of Tsushima objected to holding the Arirang festival. Therefore, Tsushima city had a meeting to solve it, and it was agreed that they need not stop the festival nor change of the title of the Arirang festival for the regional development, but instead they decided that the title of Arirang festival is to be used as a subtitle from 2007. By deciding this, The residents of Tsushima are sometimes against the opinion of Tsushima government, but they have eagerly participated in everything from the operation of the festival to the performances themselves. In this sense, it is thought that the Arirang festival is utilized as a local identity and also a place marketing, and the process for the regional development strategy is organized by public-private actors together.

Change of fishing power index by technological development in the offshore squid jigging fishery (근해오징어채낚기어업에서 어로기술발달에 따른 어획성능지수 변동)

  • Squid is one of the important fisheries resources in Korea. Therefore, squid has been designated and managed as a target species of total allowable catch (TAC) since 2007, but the catch amount is gradually decreasing. The analysis was conducted to identify the change of relative fishing power index to develop the vessel and gear technology that may have improved the fishing efficiency of the offshore squid jigging fishery from 1960s to 2010s. Gross tonnage per fishing vessel increased with the increase in size until 1990, but then gradually decreased to 41.0 tons in 2000 and 37.1 tons in 2010. The illuminating power (energy consumption) by fishing lamps increased to 180 kW in 2005 and stabilized to 120 kW in 2015. Jigging machine started to be supplied to fishing vessels from the early 1970s, and fish finders began to be supplied in the early 1980s and gradually increased. Therefore, the relative fishing power index in the offshore squid jigging fishery increased from 1.0 in 1980 to 1.1 in 1990, to 3.5 in 2000 and to 2.5 in 2010, but the increment rate slowed down gradually. The results are expected to contribute to reasonable fisheries stock management.

Stock assessment of elkhorn sculpin (Alcichthys alcicornis) along the Uljin area in the East Sea of Korea

  • This study was performed to assess the current stock condition of elkhorn sculpin along the Uljin area in the East Sea of Korea. To assess the state of the stock, yield-per-recruit (YPR) and spawning biomass-perrecruit (SBPR) analyses were performed. Estimates of $F_{max}$ and $F_{0.1}$ were 2.10/year and 0.48/year, respectively, and those of $F_{35%}$ and $F_{40%}$ were 0.66/year and 0.54/year, respectively. Current fishing mortality was estimated at 0.63/year and the current age at first capture was 2.41years. $F_{40%}$ was set as the target reference point of the stock. SBPR at $F_{40%}$ and current SBPR were estimated to be 41.85g and 37.77g, respectively. Estimated FOTY which is the fishing mortality for the overfished threshold yield was 0.49/year. The ratio of SBPR/$SBPR_{MSY}$ was calculated as 0.90 and that of $F/F_{OTY}$ was 1.05. The ratio of $t_c/t_{c\;opt}$ was calculated as 1.15 and that of $F/F_{OTY}$ was 1.17. Therefore, the current stock condition of elkhorn sculpin along the Uljin area of Korea has not been overfished, however, it indicates that a light overfishing is going on this stock.

Distribution and seasonal variations of fisheries resources captured by the beam trawl in Namhae island, Korea (남해도 주변 해역에서 새우조망으로 조사한 수산자원의 분포 및 계절 변화)

  • It was turned out by the beam trawl survey in 2009 that flora of three phylum 16 species and fauna of eight taxa 68 families 97 species were inhabited in the Seomjin River estuary and western coastal waters of Namhae island. Winter season showed the most various appearance of species with 63 species and markedly several kinds of algae species, while summer season showed the lowest number of species with 44 species. However, the indices of species diversity and evenness were highest in summer, and vice versa in winter. Major dominant species were Crangon hakodatei, Leiognathus nuchalis, Asterias amurensis, Thryssa kammalensis, Luidia quinaria, Amblychaeturichthys hexanema, Oratosquilla oratoria, Charybdis bimaculata, Cynoglossus joyneri, Pennahia agentata. The 10 dominant species occupied at 81.4% of catch in number and 49.0% of catch in weight. There were seasonal fluctuations and differences by station in the Seomjin River estuary and western coastal waters of Namhae island, which brought to the difference of length structures, that is, bigger-sized individuals of major dominant species at station A (near to river estuary) than station C (near to ocean). Species compositions by season and by station were separated to two groups. Winter season showed a separated species composition from other seasons and station A exhibited a different species composition from other stations, which was located at near to the Seomjin River estuary.

  • Lots of fishery stocks are overexploited and the overcapacity exists in Korean fishing fleets. One of the reasons is technological development, which increases the efficiency of the vessels continuously. The analysis was conducted to identify the change of fishing power index to develop the vessel and gear technology that may have improved the fishing efficiency of the offshore large powered purse seine fishery from 1960s to 2010s. Gross tonnage and horse power per fishing vessel was increased annually. Fishing gear material was changed to the knotless webbing to settle faster. Fishing equipments was modernized and supply rate was also increased. Therefore the relative fishing power index in the offshore large powered purse seine fishery increased from 0.4 in 1970 to 1.0 in 1980, to 1.5 in 2000 and to 1.6 in 2010, but the rate of increase slowed down gradually. The results are expected to contribute to reasonable fishery stock management.

Observed Pattern of Diel Variation in Specific Gravity of Pacific Mackerel Eggs and Larvae

  • Although Pacific mackerel (Scomber japonicus) is an important commercial species in Korea, its recruitment mechanism remains largely unknown. Diel vertical positioning of larvae in the water column, which is affected by their specific gravity and the surrounding water density, may help to provide an understanding on recruitment success through predator avoidance and prey availability. The specific gravity measurement on Pacific mackerel eggs and larvae would seem to be essential information necessary to learn about the transport process from spawning to nursery grounds, and consequently the recruitment success. Eggs were artificially fertilized, and larvae were fed with rotifer when their mouths opened 3-4 days after hatching. We conducted the experiment using a density gradient water column to measure the ontogenetic changes in specific gravity from fertilization to 10 days after hatching. Egg specific gravity was stable during most of the embryonic period, but a sudden increase to $1.0249g\;cm^{-3}$ happened just before hatching. However, the specific gravity of newly hatched larvae was much lighter ($1.0195g\;cm^{-3}$), and specific gravity tended to increase continuously after hatching. Comparison of specific gravity with seawater density reveals that eggs and newly hatched larvae can float in the surface layer of the ocean. For the later period of the experiment, the specific gravity showed a cyclic diel pattern: the highest in the evening while the lowest at dawn. The fullness of larval stomach may be responsible for the observed differences in specific gravity, because stomach fullness was lower (40-60%) at midnight, and higher (80-85%) in evening. The diel pattern of specific gravity might provide clues regarding how larvae match the diel vertical migration of prey organisms.

Genome Information of Maribacter dokdonensis DSW-8 and Comparative Analysis with Other Maribacter Genomes

  • Maribacter dokdonensis DSW-8 was isolated from the seawater off Dokdo in Korea. To investigate the genomic features of this marine bacterium, we sequenced its genome and analyzed the genomic features. After de novo assembly and gene prediction, 16 contigs totaling 4,434,543 bp (35.95% G+C content) in size were generated and 3,835 protein-coding sequences, 36 transfer RNAs, and 6 ribosomal RNAs were detected. In the genome of DSW-8, genes encoding the proteins associated with gliding motility, molybdenum cofactor biosynthesis, and utilization of several kinds of carbohydrates were identified. To analyze the genomic relationships among Maribacter species, we compared publically available Maribacter genomes, including that of M. dokdonensis DSW-8. A phylogenomic tree based on 1,772 genes conserved among the eight Maribacter strains showed that Maribacter speices isolated from seawater are distinguishable from species originating from algal blooms. Comparison of the gene contents using COG and subsystem databases demonstrated that the relative abundance of genes involved in carbohydrate metabolism are higher in seawater-originating strains than those of algal blooms. These results indicate that the genomic information of Maribacter species reflects the characteristics of their habitats and provides useful information for carbon utilization of marine flavobacteria.

Maturation and Spawning of the Flathead Flounder Hippoglossoides dubius off the coast of Gangwon Province, East Sea of Korea (동해 강원연안 홍가자미(Hippoglossoides dubius)의 성숙과 산란)

  • Flathead flounder Hippoglossoides dubius is a commercially important fish in the coastal waters of Gangwon Province, which is its spawning ground and breeding habitat. A total of 1,669 gonads were sampled monthly from February 2011 to May 2013 to investigate ecological characteristics, such as variations in maturation and spawning by gonad index, visual maturity stage, histological observations and oocyte diameter. Males were numerically dominant over females in the fishing grounds year round. The spawning season was from January to April, and the peak was from February to March. Oocyte number as a measure of fecundity was between 27,372 and 915,209 eggs with a length range of 26.0-48.7 cm TL, while the largest oocyte grew to 0.9-1.4mm in egg diameter during its spawning season. The relationship between fecundity and total length was $F=0.0016TL^{5.2539}$. The smallest mature lengths of the females and males were 28.4 and 22.6 cm respectively, and the 50% mature lengths of females and males were 32.9, 26.9 cm respectively.

The Age and Growth of Marbled Flounder Pseudopleuronectes yokohamae in the Coastal Waters of East Sea off Pohang (동해 포항 연안 문치가자미(Pseudopleuronectes yokohamae)의 연령과 성장)

  • The age and growth of marbled flounder Pseudopleuronectes yokohamae in coastal waters of the East Sea of Korea off Pohang were determined, by evaluating monthly samples of commercial catches, caught by gill nets and longlines from February 2013 to January 2014. New annuli from annually in P. yokohamae otoliths, and the boundary between the opaque and translucent zones forms from March to May. The relationships between total length (TL) and total weight (TW) were $TW=0.009TL^{3.128}$ ($R^2=0.969$) for females and $TW=0.008TL^{3.150}$ ($R^2=0.964$) for males. The TLs at the time of annulus formation, back-calculated from the otolith-length relationship by reference to the von Bertalanffy growth curves, were $L_t=52.63$ ($1-{\exp}^{(-0.231(t+0.033))}$) for females and $L_t=36.22$ ($1-{\exp}^{(-0.400(t+0.117))}$) for males. Commencing at the age of 3 years, females grew faster than males (P<0.05).

Distribution and Composition of Floating Debris in the East Sea during the Summer Season (하계 동해의 해양폐기물 분포와 조성에 관한 연구)

  • Floating debris was observed using a training ship, KAYA, of Pukyong National University with cruising speed of about 10-12 knot during July 12~25, 2003. The area sampled was the East Sea enclosed by 3 nations, namely, Korea, Japan and Russia, and was divided into 68 unit segments on survey routes [Fig. 1]. Debris fabrication materials were categorized with 6 items, e.g., man-made or natural wood items, paper and cardboard, nylon rope, styrofoam, vinyl and plastic, floating metal and glass containers. All identified items within $100{\pm}10 m$ wide band were recorded but ignored if beyond this boundary. The results of this study are as follows: 1. The average numbers of debris per unit area, $1km^2$, were found as 16.3 pieces (items) in the sea. 2. The highest densities of numbers, $32.3pieces/km^2$, were discovered in vicinity of the Oki strait of Japan, area of 'NEK' in Fig. 1. 3. Especially, styrofoam item only was composed to 63.6% of all in the sea of 'SD', located in the southern part of Dokdo Island, Korea. The item seems to be derive from the Southern Sea of Korea. 4. Therefore, comparing the distribution of debris numbers (the results of above 2 and 3) with flow patterns of Kuroshio currents, it was shown that their relation was good agree each other. Further more surveys are being conducted and a much wider coverage can be achieved with other countries, then it can be obtained that the East Sea is polluted to some extent, where is the origin of debris, and the finding of floating routes and stationary sea.
