This paper dealt with the Korean manpower policy in science and technology, focusing on the contents and tools of the Special Act and its Master Plans. After briefly introducing the historical development of the Korean manpower policy from the 1960s to the present, it discussed and analyzed the Special Act and Plans from the framework of personnel development, distribution, utilization and infrastructure. Korea's science and technology manpower policy has focused on fostering and supplying manpower in line with the country's industrial growth strategy. In the early stage of industrial development during the 1960s and 1980s, government research institutes were direct and effective tools for nurturing S&T manpower. Since the 1990s, the importance of university research has increased. The government fostered graduate research manpower through the research-oriented university policy of the BK21 program. After the IMF financial crisis in 1997, the tendency of students to avoid careers in science and technology led to enacting the Special Act (2004) governing the field of S&T human resources. The Special Act has contributed to leveling up the university education system in science and engineering and sophisticated the policy to include entrepreneurship training, spin-off startups, industry-university cooperation, and offering degree programs. The Special Act and the regularly revised Master Plans have been essential tools in systematically managing the science and technology manpower policies of the Korean government.

Recently, it is easy to find cases of 3D printing product, equipment, and materials in the architecture field. However, there is a lack of distribution environment where 3D printing products can be traded on an online platform or to access on-demand services in the architecture field. Therefore, in this study, a distribution platform development plan was proposed in consideration of the maturity level of the 3D printing distribution market in the domestic architecture field. For this purpose, the research was carried out as follows. First, by analyzing the case of the 3D printing distribution platform, the development stage of the distribution platform was set as three stages from the perspective of market maturity, platform development level, and sales/purchase experience level of suppliers and consumers. Second, the market maturity of the current domestic architecture field was evaluated as the first stage, and a distribution platform that could be implemented in the first stage was presented as a pilot. Third, we presented the first stage pilot, collected practical opinions on future construction plans through in-depth interviews, and presented detailed implementation plans for each stage necessary to achieve the second and third stage market maturity goals. Based on the roadmap derived from this study, it is expected that the domestic distribution platform market will grow step by step in the future and be utilized for business model development.

This study is concerned with the development of statistical life test plans for the mean lifetime of an item whose underlying lifetime distribution is a two parameter Weibull, which is perhaps the most widely used lifetime model. For this purpose, I used the likelihood ratio test method, and I verified the developed test plans and determined the sampling size and censoring number by computer similation.

This study considers the design of life test sampling inspection plans by attributes for failure rate level qualification at selected confidence level. The lifetime distribution of products is assumed to be exponential. MIL-STD-690C and KS C 6032 standards provide this procedures. But these procedures have some questions to apply in the field. The cost of test and confidence level($1-{\beta}$ risk) are the problem between supplier and user. So, we suggest that the optimal life test sampling inspection plans using expected cost model considering product cost, capability, environmental test cost, etc.

The number of business incubator (BI), introduced in Korea in the early 90's, has grown rapidly in the last 10 years, reaching 342 by 2002. Most of the incubator was supported financially by the Small and Medium Business Administration (SMBA), and 83% of them are run by college or university. To develop successful plans for college business incubator, we studied the relationship between a college incubator and its tenants through a systematic questionnaire, and compared royalty systems of four college BI's. It was found out that the tenants wants more flexible advisor system and closer relationship with the professors to solve the technical difficulties. The royalty system is important for BI's to survive without the financial assistance from the government, but the royalty systems of the four college BI's studied in this report have some practical shortcomings and needs amendments.

Purpose - This study aims to disclose the problems of both the government and the logistics industry regarding fourth-party logistics, and to provide various solutions at the level of enterprises as well as the government for the introduction of fourth-party logistics in China. Research design, data, and methodology - This study aims to reveal how a shipping company recognizes the creation of partnerships with fourth-party logistics providers, and it reveals several related implications. Results - Fourth-party logistics organizations can be used to achieve maximum business performance as professional logistics companies by incorporating the benefits of outsourcing and insourcing. Outsourcing logistics services through focusing on core competencies and improving customer service can have financial effects and advantages such as the simplification of labor issues. Conclusions - This study did not investigate Korean enterprises through an empirical analysis and provided fourth-party logistics concepts and promotional plans according to domestic and foreign literature. Further studies shall investigate not only the Korean fourth-party logistics model but also the training of logistics professionals to generate profits for both shippers as well as logistics enterprises.

Purpose - This study aims to suggest appropriate policies and performance indicators for financial aid recipients. It analyzes the existing regular government policy funds support project, especially its propriety and reasonability. Research design, data, and methodology - When financial aid is effective, it should be able to predict small enterprise business results. Additionally, there should be an evaluation, checking before and after performance rates so that the rate of achievement and outcome can be measured. This study's contribution for small enterprises is in researching the best way to improve this support system. Results - The Small Enterprise and Market Service (SEMAS), currently designated as a support organization for implementing the government financial aid project, has assessment indicators. However, these focus mainly on quantitative indicators and survey results. Conclusions - In the future, there is some need to draw up measures, setting the right direction for developing policies for the small enterprise fund loans and improving the management of the plans. Eventually, this effort will dispel concerns about the present support policy, which is considered to be weakening small enterprises.

Using analysis data, the conclusion of thesis is that TV home shopping company will increase their business sector by appling T-commerce under the Ubiqutious era.

In this paper, we derive the likelihood function for the independent random order statistic whose underlying lifetime distribution is a two parameter Weibull form. For this purpose we first discuss the order statistic which represent a characteristic feature of most life and fatigue tests that they give rise to ordered observations. And, we describe the properties of the underlying Weibull model. The derived likelihood function is essential for establishing the statistical life test plans in the case of Weibull distribution using a likelihood ratio method.

This paper introduces statistical test principles, statistical procedures and tests for exponential distribution. This paper also shows compliance test plans for success ratio and constant failure rate, and goodness-of-fit tests for Weibull distribution. Moreover, this paper presents procedures for comparision of two constant failure rates, and dependability of products containing reused parts.
