The Outline of Han River Basin Environmental master Plan Project (한강유역 환경보전 종합계획 사업의 개요)

  • Following rapid industrial development and urbanization in Korea, there is a need for the Government to implement effective control of pollution and to undertake specific schemes in areas where pollution of the environment is severe. In response to this need, Government of Korea prepare Han River Basin Environmental Master Plan Project for water, air, solid waste to cover environmental protection of the Han River Basin. The Project area is approximately 27,000 sq. Km extending over Seoul, Kyunggi, Kwangwon, Chungbuk Province. The total population of Master Plan Project area is approximately 11.6 million, or one-third of the total population of Korea. There are about 8,000 industries, including those located in 16 industrial complexes, in the project area. The scope of work and terms of reference are the following: (1) A Summary of existing land use and forecasts for changes in land use by the year 2,000. (2) Emission inventories for air, waste water, and solid wastes. (3) Forecasts of future population growth patterns and pollution loadings. (4) Identification of specific projects needs to reduce pollution levels and satisfy the environmental quality standards. (5) A Program of enforcement to include (i) self monitoring, and (ii) governmental inspections and surveillance. (6) A program for quality improvement and quality assurance of environmental measurements. (7) Reports summarizing all data collected analyzed during the study. (8) Conceptual design and feasibility studies, including cost estimates, for needed pollution control projects. (9) A financial plan for future detailed design and construction of public facilities, for financial incentives to industry, and for user charges for industrial use of public treatment of disposal works.

  • Used cutting fluid from machining processes is harmful to both environment and human health. Chemical substances that provide the lubrication function in the machining process are toxtc to the environment if the cutting fluid is released to soil and water and caused serious health problems to workers who are exposed to the cutting fluid in both liquid and mist form. Recently. cost of using cutting fluid is increasing as the number and the extensiveness of environmental protection laws and regulations increase. Therefore, the use of cutting fluid in machining processes place an enormous burden on manufacturing companies to cover the additional costs associated with their use and protection of our environment. Current trends in manufacturing are focused on minimizing or eliminating the use of metalworking fluids in machining processes. And the increased costs for the disposal of waste products (swarf, coolants and lubricants), especially in industrially developed countries, has generated interest in dry machining. A variety of new techniques are testimony that new technology has rationalized further efforts to research and implement dry machining processes. This paper presents the developed equipment, the process optimization and the applications in the field of surface grinding for the new cryogenic dry machining using a compressed cooling air. The investigated new machining process method shows many advantages compared to conventional techniques with cutting fluid.

The Use of Water Treatment Sludge as a Landfill Cover Material (정수장(淨水場) 슬러지의 매립장(埋立場) 복토재(覆土材)로의 활용(活用)에 관(關)한 연구(硏究))

  • Dewatered sludge of 400,000t/y from water treatment plants in Korea is being disposed through landfill and ocean dumping. However, the disposal is posing more and more serious environmental problems at the same time not only because of landfill site shortage in municipal suburbs, but because of the concern it will contaminate the oceans. In this study, the research on utilizing the sludge dried by flash dryer as covering soil in the landfill sites was carried out to solve these problems on environmental affinity. Both dewatered and dried sludge were exposed to the natural condition and observed according to the atmospheric changes. An experiment of soil engineering characteristics of the dried sludge and tests on mixed sludge(silty sandy soil : dried sludge = 10:90 ~ 30:70) such as particle size distribution, liquid and plastic limit, moisture content, specific gravity and compaction test were carried out. According to the compaction test, the compaction was confirmed as the optimum water content ratio was observed in the condition of SM-silty sand of particle size distribution, NP of liquid and plastic limit, 101.4% of moisture content, 2.04~2.12 of specific gravity. The results showed that dried sludges mixed with at least 30% of natural soil could be used as daily covering soil in the landfill sites.

A Study on the Buyer's Duty to Mitigate Seller's Damages in CISG (CISG상의 매수인의 손해경감의무에 관한 고찰)

  • A party who relies on a breach of contract must take such measures as are reasonable in the circumstances to mitigate the loss, including loss of profit, resulting from the breach. Appropriate measures are those aimed at lessing the loss as far as reasonably possible. Such measures will typically be a resale of the goods by the seller or a cover purchase by the buyer. The measures the injured party is expected to take in order to mitigate the loss must be reasonable in the circumstances. Article 77 will be applied to the difference between the amount by which the loss should have been mitigated under Article 77. A reduction of damages is the only remedy available to the party in breach in cases covered by Article 77. If the buyer has received the goods and intends to exercise any right under the contract or this Convention to reject them, he must take such steps to preserve them as are reasonable in the circumstances. If goods dispatched to the buyer have been placed at his disposal at their destination and he exercises the right to reject them, he must take possession of them on behalf of the seller. Article 86(1) requires that the buyer manifest his intention at the moment of receipt of the goods. Article 86(2) envisages that the goods have been dispatched to the buyer and that they have been placed at his disposal at their destination. Article 87 allows him to deposit them in the warehouse of a third person. It is not necessary that the warehouse by public, or that it be a general warehouse for storage. A party who is bound to preserve the goods in accordance with articles 86 may sell them by any appropriate means taking possession of the goods or in taking them back or in paying the price or the cost of preservation. If the goods are subject to rapid deterioration or their preservation world involve unreasonable expense, a party who is bound to preserve the goods must take reasonable measures to sell them. A difference exists between paragraph Article 88 (1) which grants the right to sell, and paragraph (2 )which imposes the duty to take reasonable measures to sell the goods. According to Article 88(2), the party who wishes to sell must give notice to the other party of such intention, to the extent possible.

  • This study is and experimental study to investigate the possibility of the utilization of paper ash as the cover and liner materials in the waste disposal landfill and other construction materials. A series of tests were performed to evaluate basic properties, compaction, compressive strength, consolidation, permeability, and CBR of paper ash. The sample used in these tests was obtained from four paper mills which are located in near Ch$\hat{o}$ngju. Bentonite and lime were used as addictives to improve permeability properties of paper ash. It was found that the maximum dry unit weight increases with the increase of the bentonite and lime contents. The results of unconfined compression tests show that paper ash meets the criteria of the unconfined compression strength. It is recognized that the permeability coefficient decreases as increasing bentonite content and the percentage of bentonite needed to make the permeability coefficient below $1{\times}10^{-7}cm/sec$ was 30%.

A study on the one-piece dress design wearable during pregnancy and post-natal period (임신시기 및 산후에 착용가능한 원피스드레스 디자인 연구)

  • This study suggests designs of maternity clothes wearable after childbirth and aims at confirming that maternity wear is continuously wearable during a post-natal period. As for research methods, theoretical and empirical studies with research on a production of work were conducted, focusing on the design development of the maternity dress which may be worn even after childbirth. The results of theoretical and empirical studies possibly presented various designs which require fashionability going with the trend of time. The maternity wear also requires the adaptability for a changing body shape to enable a woman to wear it during a pregnancy period and after childbirth. Besides, the convenience of dressing and undressing with wearing comfort is considered. 6 sets of one-piece dress were made as the result of the study and three factors of fashionability, adaptability and convenience were considered. The conclusions are as follows : Firstly, it verified that the maternity wear is fashionable clothes not to cover protruded abdomen but to satisfy women's desire of self expression. Secondly, it overcame the limit of dress design through fitting it to completely different two body sizes and shapes with design factors and patterns. Lastly, it suggested a research model of maternity wear corresponding to economical, environmental and ethical principles as giving an effect of "two" dresses with one. This study presented a new direction of design study with meaningful actions of fashion designing in the aspects of economical, environmental and ethical consumption unlike artificial disposal on SPA brands.

Evaluation of Field Applicability with Coal Mine Drainage Sludge (CMDS) as a Liner: Part I: Physico-Chemical Characteristics of CMDS and a Mixed Liner (차수재로의 광산슬러지 재활용 적용성 평가: Part I: 광산배수슬러지 및 혼합차수재의 물리·화학적 성질)

  • CMDS (Coal Mine Drainage Sludge) is mainly generated from acid mine drainage during physicochemical treatment or electrical purification. CMDS is well worth considering on recycling possibilities in various areas. This research applies the liner and cover materials using waste disposal landfill generally to treat acid mine drainage sludge. In this Part I of the two parts paper, physico-chemical characteristics of CMDS, bentonite and cement to prepare the liner have been identified using XRD, XRF, FESEM. In addition, combining their physicochemical characteristics, the optimum mixing ratio has been determined to be 1: 0.5: 0.3 for CMDS: bentonite: cement by the batch tests. Initial permeability of CMDS was $7.10{\times}10^{-7}cm/s$. Through the leaching test, it was confirmed that its mixture was environmentally safe. In the Part 2, a large-scale Lysimeter was used to simulate the effects of the layer on the freeze/thaw for evaluation on field applicability and stability.

A Study on the Policy of Reserved Forests in Korea - mainly, on the designation and cancellation of reserved forests - (보안림정책논고(保安林政策論考) - 보안림(保安林)의 지정(指定) 및 해제(解除)를 중심(中心)으로 -)

  • In this study, the present institution of reserved forests in Korea has been criticized through the analysis of the present situation of reserved forests in Korea, and mainly, on designation and cancellation of them because of this important institution thought as restriction of forest ownership. Reserved forest land in Korea as of the end of 1962 is 996,915 chungbo in area, or about 14.8% of the total forest land area, 6,750,324 chungbo in Korea, and we can find that the area of reserved forest land has increased remarkably since the Liberation in 1945, in comparison with about 180,000 chungbo-a little over 1% of the total forest land area, 16,000,000 chungbo, through Southern and Northern Korea till the Liberation in 1945. This fact clearly proves that Korean forests are extremely devastated since the Liberation in 1945, and in Korea we can find that reserved forest policy is very important in forest policy, consequently, reserved forest institution must be dealt with care. Moreover, the area of reserved forest land, 996,915 chungbo, which is divided into 43,820 chungbo of national forest land, 59,302 chungbo of public forest land, 893,793 chungbo of private forest land, and private forest land is excellently large, or about 89.7% of the total area of reserved forest land. In this number, we may understand the fact that reserved forests have the most influences on private forests, therefore, we may recognize that it is necessary for reserved forest constitution which is infringement of private right to be carried out carefully. From the first beginning, the institution of reserved forests is serious restriction to the forest ownership. Consequently, when the area of reserved forest land grows, it interferes seriously with the free forest management and the desire for forest own ership is decreased, at the same time, forest enterprise results in obstruction. Especially, Korean forests are destroyed extremely at present, so, intensification of reserved forest institution is unavoidable for completion of the national aim which forests have, but the author thinks that reserved forest institution must be as avoidable as possible, and we have to obtain good results by supervision of forest management which is regulated in the Forest Law. Consequently, designation of reserved forests must be minimized, and although forests were already designated as reserved forests they must be cancellated as fast as fast as possible and put them free in the owner's hands when they are in cancellation conditions. According to the provision of Article 18 of the Forest Law concrete cases designated as a reserved forest are enumerated for the purpose of maintaining the forest ownership and avoiding to give the forest authorities a free hand in order to protect forest owners from one-sided damage. Therefore, the forest authorities must not abuse the institution of reserved forests, and it is not good tendency to give only the authorities a free hand in eesignation and cancellation of reserved forests, and especially, when the forest owners object to that, establishing some legal organization like the reserved forest council in each province in order to hear about impartial opinions, and it is more suitable than administrative disposal by the same organization. The compensation of damages for reserved forests by the provision of Article 25 of the Forest Law is a different problem by forest policy, but the results of compensation of damages regulated in the Forest Law are wholly lacking up to now, the author thinks that this is caused to poor forest cover, the forest owner's unconcern and insincerity of administrative authorities. Therefore, the government must enlarge the range of compensation and minimize the forest owner's economic sacrifice, also, the government must mollify the conditions of the legal restrictions to reserved forests, and harmonize with functions of national conservation and economy. This means that it is necessary to modify the restrictive conditions for the effective utilization of forest resources within the range in which can be attained the purpose of designation, from permanent prohibition of cutting. Except the reserved forests of fish habitat, public sanitation, maintaining scenery and navigational mark ect., most of reserved forests are prohibited from cutting, and the present situation of forests in Korea are extremely devastated and those forests are not so expected in cancellation possibility in near future. Therefore, when the forest owners apply for national purchase of those reserved forests, the government had better nationalize them, protect and manage to reduce the forest owner's economic sacrifice.
