As the distribution of vehicles and logistics increases due to the development of human civilization and the increase in population, various roads play an important role in domestic traffic and transportation. However, the recent emergence of large cities and new cities is causing traffic problems, and the increase in roads is inevitable for the smooth distribution of vehicles and logistics. In Korea, mountainous regions occupy 70% of the country, so tunnels are used to open roads. Without this, it is difficult to open the road. Currently, there are 3,720tunnels (as of December 31, 2023) installed on high-speed national highways, general national highways, and local roads nationwide, with a length of 2.499 and increasing every year. Accordingly, fire accidents in tunnels will also increase, and due to the nature of tunnel fire accidents, there is a high probability that they will escalate into large-scale disasters, resulting in casualties and property damage, as well as significant social losses due to the disruption of logistics transportation, etc. As the possibility of potential hazards is increasing, the purpose of this study is to build a safe and efficient tunnel system by optimizing maintenance and management for fire and disaster accidents in tunnels.

In this paper, we propose an intelligent CCTV technology which is applied to a recent attracted attention real-time object detection technology in a disaster alarm system. Natural disasters are rapidly increasing due to climate change (global warming). Various disaster alarm systems have been developed and operated to solve this problem. In this paper, we detect object through Neuron Network algorithm and test the difference from existing SVM classifier. Experimental results show that the proposed algorithm overcomes the limitations of existing object detection techniques and achieves higher detection performance by about 15%.

In this paper, we propose a pioneering concept of DPD(Disaster Prevention Design) to realize a securable society in the future. Features of danger in the future society are expected to be diverse, abrupt occurring, large scale, and complicated ways. Due to increment of dangers with their features of uncertainty, interactivity, complexity, and accumulation, human-oriented design concept naturally participates in activities to prevent our society against disasters effectively. We presented DPD is an essential design activity in order to cope with dangers expected in the future societies as well as realize securable environments. DPD is also an integrated design aids including preemptive protections, rapid preparing, recovery, and interactive cooperation. We also expect these activities of DPD is effective for generation of new values in the market, satisfaction of social needs, expansion of design industry, and a novel chance for development in the future society. Throughout this paper, we submit various aspects of DPD concepts including definition, classification, scope, necessity, strategy, influencing elements, process, and its principle. We expect these concepts will be the seed and/or basement of DPD research for the future works. For the direction of study for DPD in the future, we emphasize alarm system for preemptive protection rather than recovery strategy for the damage occurred. We also need to research about progressive prevention techniques and convergence with other areas of design. In order to transfer the concept of product design from facility-oriented mechanism to human-oriented one, we should develop new kinds of city basis facilities, public-sense design concepts referred to social weak-party, e-Learning content design preparing disasters, and virtual simulation design etc. On the other hand, we have to establish laws and regulations to force central and/or provincial governments to have these DPD strategies applying their regional properties. Modern design activities are expanding to UI(user interface) content design area overcoming the conventional design concept of product and/or service. In addition, designers are recognized as art directors or life stylists who will change the human life and create the social value. DPD can be divided into prevention design, preparedness design, response design, and recovery design. Five strategies for successful DPD are Precaution-oriented, Human-oriented, Sense-oriented, Legislation, and Environment Friendly Strategies.

도시안전은 시민의 삶의 질과 도시경쟁력을 지탱하는 기본적인 목표로 그 가치로 부각되고 있다. 재난재해의 위해요소가 가중되면서 이를 사전에 예방하고 대응함으로써 피해를 최소화해야 한다는 사회적 요구가 높아지고 있다. 도시 정부의 경우 폭우, 폭설 등의 자연재해와 각종 사고 등 인적재난으로 인해 안전의 확보가 가장 중요한 정책과제의 하나로 대두되고 있다. 최근에는 특히 빅데이터를 활용하여 재난분석을 통한 사전 예방효과를 높일 필요성이 강조되고 있다. 본 연구에서는 서울시를 중심으로 빅데이터를 활용한 재난안전관리 패러다임의 변화를 살펴보았다. 특히 효과적인 재난안전관리 차원의 정부서비스 극대화 측면에서 사례 분석을 시도하고 조례와 연계하여 반영된 전략적 의미를 모색하였다.

연구목적: 본 연구는 기업재난관리표준의 요구사항에 대한 재해경감활동계획 수립절차와 재해경감활동관리체계를 검토하고자 한다. 연구방법: 기업재난관리표준의 적용범위에 규정된 재난관리 단계별 각 활동을 포함한 요구사항을 파악하고 'A'기관의 운용사례를 검토하였으며 요구사항에 맞는 업무연속계획 대상을 검토하였다. 연구결과: 기업재난관리표준의 요구사항인 재난관리 단계별 내용과 절차를 명확히 정의하고, 4단계별 활동에 대한 업무연속성계획 수립이 필요한 것으로 검토되었다. 결론: 기업재난관리표준 요구사항에 대하여 재난관리활동 각 단계별 활동을 포함한 PDCA모델을 제시하였고, 재난의 예방 및 대비계획을 포함하는 광의의 재난관리 개념의 재해경감활동관리체계 모델을 제안하였다.

과거 우리나라의 재난관리는 재해가 발생한 후 이에 대한 복구를 수행하는 사후복구에 중심을 두었다고 볼 수 있으나, 현재는 과거와 같은 사후복구가 아닌 재해발생을 미리 예측하고 이에 대한 정보를 일반인에게 전파하여 재해발생에 따른 피해를 최소화 하는 재난관리시스템 구축에 중점을 두고 있다. 그리고 최근에 전 세계적으로 발생되고 있는 재난은 과거에 비해 그 규모나 피해 정도가 대형화되고 있는데 이는 산업발달과 인구의 증가 등에 따른 기후변화가 주된 원인으로 작용하고 있기 때문이다. 본 연구를 통해 기후변화 적응을 중심으로한 국제기구 및 유럽 방재선진국의 재난관리 사례를 분석, 국내 실정에 적합한 미래 재난관리 표준시스템 구축을 위한 방안과 대안을 기술하고자 한다.

The purpose of this study Is to recommand all kinds of library in Korea to develop a disaster plan. The materials in the library are apt to get damaged at once by such disasters as fire or flood etc. It is fortunate that we Have not found any big disaster at libraries in Korean. considering many cases of big disaster which distroy materials at library in foreign countries. In spite of the posibility of disaster any time, that will make librry loss of function, there are no library that have a disaster plan in Korea. Disaster plan is a guidance by which materials are conserved at ordinary times, protected and recoverd in contingency. It consists by four elements: prevention, preparedness, reaction and recovery. As libraries function by biblogrophic data and user data in automation system, it is also recommended to prepare system protection in the disaster plan.

Prevention of the disasters is the best welfare to workers and it brings the growth and stability of an enterprise, finally uplifts the national competitiveness. Because small-scale businesses do not have safety and health managers, the government provides a wide range of safety and health management supports to small-scale businesses. However despite of this government's effort, the industrial accident rate of small-scale businesses does not decline, which is mainly because the projects are not differentiated according to the risk level of individual business. Therefore, this paper aims to obtain implications concerning a plan to conduct a reliable assessment of education through a safety job assessment, and to build a framework which may improve a technical area through the AHP analysis.

Construction companies economic to lighten the restrictions on safety education and training due to the domestic recession as long as the global downturn. With this, the Korean government lightened that restrictions, but the incidents are being sharply increased nowadays. The construction industry is more hazardous than any others, so, they insist to reinforce the training for incidents prevention, but it is prone to be disregarded at the subcontractors of the bigger construction companies due to their financial problems. According to these matters, this study hereby surveyed regarding their suggestions for the improvements of the training concepts through questionnaires below.

Since the natural disasters such as floods, droughts, heat wave and cold wave are increasing, the need for risk management is necessary to minimize the damage with utilizing IT technology. Also, the monitoring services of disaster response type have been developed and applied. Recently, the open source hardware based on the signal of the sensor, or the monitoring studies have been carried. In this paper, by analyzing a low-cost open source hardware platform such as Beagle board, we examine the utilization of the hardware-based module for sensor monitoring.
