The Study on Local Government's Disaster Safety Governance using Big Data (빅데이터를 활용한 지방정부 재난안전 거버넌스 -서울시를 중심으로-)

  • In order to establish and operate a rapid and effective disaster safety management system in an emergency situation that threatens the safety of citizens, such as disaster, accident or terrorism, appropriate responses are necessary. An integrated task execution system for rapid response and restoration should be implemented not only by the central ministries related to disaster management and response, but also by local governments, NGO, and individuals, under clear role sharing. In the case of Seoul city, it is urgent to establish an effective disaster management system for preventing and responding to disasters, because of the increasing possibility of natural disasters due to climate change, the threat of terrorism, urban decay and the industrial accidents. From the perspective of governance, this study tried to seek out countermeasures such as disaster response system and command system at disaster site centering on Seoul city government interdepartmental organization system, implementation process and systematization of response procedures.

A prototype package for predicting and rapidly responding chemical and nuclear disasters (화학 및 방사능 재난 예측 및 대응 프로그램 개발)

  • A new prototype software package has been developed by integrating two existing programs designed to predict and maneuver chemical and nuclear disasters in order to set up a response system for dealing with the combined two disasters. The protype is designed to be mainly used by civil defence officers, together with an identification of 625 scenarios of chemical and nuclear disasters. The package is expected to contribute to upgrade a more systematic regional public protection plan for chemical and nuclear disasters. In addition, it enables all relevant local divisions to share disaster information in real time, resulting in a minimization of possible fatal damages.

Development of Tele-operation Interface and Stable Navigation Strategy for Humanoid Robot Driving (휴머노이드 로봇의 안전한 차량 주행 전략 및 원격 제어 인터페이스 개발)

  • This paper presents a novel driving system by the humanoid robot to drive a vehicle in disaster response situations. To enhance robot's capability for substituting human activities in responding to natural and man-made disaster, the one of prerequisite skills for the rescue robot is the mounted mobility to maneuver a vehicle safely in disaster site. Therefore, our driving system for the humanoid is developed in order to steer a vehicle through unknown obstacles even under poor communication conditions such as time-delay and black-out. Especially, the proposed system includes a tele-manipulation interface and stable navigation strategies. First, we propose a new type of path estimation method to overcome limited communication. Second, we establish navigation strategies when the operator cannot recognize obstacles based on Dynamic Window Approach. The effectiveness of the proposed developments is verified through simulation and experiments, which demonstrate suitable system for driving a vehicle in disaster response.

Preliminary study on Typhoon Information Contents Development for Pre-disaster Prevention Activities (사전방재활동을 위한 태풍정보 콘텐츠 개발에 관한 기초 연구)

  • This study intend to induce citizen's voluntary preliminary disaster prevention activity to reduce damage of typhoon that occurs every year. For this purpose, a survey was conducted to develop Typhoon information contents. The number of samples used in the survey was set to 500 people, and citizens living in Jeju, Busan, and Jeonlanam-do were surveyed for areas with high typhoon disasters in order to develop practical and efficient information. The survey consisted of perception about natural disaster, how to get and use weather information, satisfaction with typhoon information and requirements. The general public perceived the typhoon as the first natural disaster. As a result of responding to the method of obtaining and utilizing weather information, the frequency of collecting weather information at the time of issuance of typhoon special report is higher than usual. The purpose of using weather information is clear and the response rate is high for the purpose of disaster prevention. The medium mainly collecting weather information is Internet portal site and mobile phone besides television. The current satisfaction with typhoon weather information is 34.8%, in addition to the accuracy of prediction, it is necessary to improve the information (that is content) provided. Specific responses to the content were investigated not only for single meteorological factors, but also for possible damage and potential countermeasures in the event of a disaster such as a typhoon. As can be seen from the above results, people are requested to provide information that can be used to detect and cope with disasters. The development of new content using easy accessible media will contribute to the reduction of damages caused by the typhoon that will occur in the future, and also to the disaster prevention activity.

Emergency Response Strategy for Mitigating Industrial Disasters on Construction Site (건설사업장 산업재해 피해 저감을 위한 비상사태 대응방안)

  • Construction sites have various risks, and safety managements are enforced based on the law such as Industrial Safety and Health Act, etc. Safety management by the law saves lives and preserves health of workers by removing and understanding risks in advance. When the emergency situation has come, poor response causes loss of lives and physical damages. This study suggests basic strategy that can mitigate the industrial disaster in all construction sites. A survey was conducted to identify the current safety consciousness and to evaluate first aid ability of coworkers. Finally, four measures were suggested: (1) designating muster points; (2) hiring occupational health managers; (3) increasing the first aid ability of coworkers; and (4) carrying safety brochure. The proposed suggestions can be helpful in mitigating the construction disaster, and in responding the major accident efficiently within a short time.

  • An effective crisis management system capable of responding early in the event of a major disaster or cyber crisis is needed not only within the organization but also with the partner organizations and the outside. In this paper, we review the domestic and international countermeasures against major disasters and cyber crises, and discuss the emerging crisis responses and future prospects along with the development of ICT technology.

Application and Analysis of Remote Sensing Data for Disaster Management in Korea - Focused on Managing Drought of Reservoir Based on Remote Sensing - (국가 재난 관리를 위한 원격탐사 자료 분석 및 활용 - 원격탐사기반 저수지 가뭄 관리를 중심으로 -)

  • In modern society, human and social damages caused by natural disasters and frequent disaster accidents have been increased year by year. Prompt access to dangerous disaster sites that are inaccessible or inaccessible using state-of-the-art Earth observation equipment such as satellites, drones, and survey robots, and timely collection and analysis of meaningful disaster information. It can play an important role in protecting people's property and life throughout the entire disaster management cycle, such as responding to disaster sites and establishing mid-to long-term recovery plans. This special issue introduces the National Disaster Management Research Institute (NDMI)'s disaster management technology that utilizes various Earth observation platforms, such as mobile survey vehicles equipped with close-range disaster site survey sensors, drones, and survey robots, as well as satellite technology, which is a tool of remote earth observation. Major research achievements include detection of damage from water disasters using Google Earth Engine, mid- and long-term time series observation, detection of reservoir water bodies using Sentinel-1 Synthetic Aperture Radar (SAR) images and artificial intelligence, analysis of resident movement patterns in case of forest fire disasters, and data analysis of disaster safety research. Efficient integrated management and utilization plan research results are summarized. In addition, research results on scientific investigation activities on the causes of disasters using drones and survey robots during the investigation of inaccessible and dangerous disaster sites were described.

The Role of Workers' Awareness of Disaster Safety Management and Disaster Management Capabilities of Companies and Governments for Infectious Disease Disaster Management: Focused on Workers in the Automobile Manufacturing Industry (감염병 재난관리에서 근로자의 재난안전관리 인식이 지방정부와 기업의 재난관리 역량 및 성과에 미치는 영향에 대한 연구: 자동차 제조업 종사자를 중심으로)

  • Purpose: Since COVID-19 was first discovered in China in December 2019, it has rapidly spread around the world, causing serious economic and social problems not only in individuals' lives, but also in businesses and countries. Individuals, businesses, and governments have all made various efforts to prevent the spread of COVID-19. Although the roles of individuals, companies, and the government are important to respond to and manage infectious diseases, previous studies have only partially studied the roles. Therefore, in this study, the roles of individuals, companies, and the government to achieve results in responding to infectious diseases disaster management A comprehensive study was conducted on this issue, and it was attempted to understand the impact of workers' perceptions of infectious disease disaster management and government and corporate capabil]ities on disaster response performance. Method: The survey was conducted for workers in the automobile manufacturing industry in Ulsan, Gyeongju, and Yangsan, and frequency analysis, factor analysis, correlation analysis, and regression analysis were performed. Result: It was found that worker perception had a positive effect on both government and corporate capabilities as well as disaster management performance. In addition, government capacity and corporate capacity had a positive effect on disaster management performance. Conclusion: The results of this study are meaningful in that they reveal that not only workers' perceptions but also the capabilities of the government and companies are important to achieve disaster response performance. In addition, workers should make good use of opportunities for education and participation provided by the government and corporations, and make the most social efforts that workers can make.

Research on the Convergence of CCTV Video Information with Disaster Recognition and Real-time Crisis Response System (CCTV 영상 정보와 재난재해 인식 및 실시간 위기 대응 시스템의 융합에 관한 연구)

  • People generally believe that disaster forecast and warning systems and response systems are well established in the age of cutting edge technology. As a matter of fact, reliable systems to respond to disasters are not properly equipped, as we witnessed the Sewol ferry disaster in 2014. The existing forecast and warning systems are based on sensor information with low efficiency, and image information is only operated by monitoring staff manually. In addition, the interconnection between a warning system and a response system in order to decide how to cope with the recognized disaster is very insufficient. This paper introduces the CCTV based disaster recognition and real time crisis response system composed of the CCTV image recognition engine and the crisis response technique. This system has brought the possibility to overcome the limitations of existing sensor based forecast and warning systems, and to resolve the problems in the absence of monitoring staff when responding to crisis.
