Effectiveness Analysis of Fire Extinguishing Agents for Metal Waste Fires (금속화재 대응 시 간이소화용구 및 약제의 소화 효과성 분석)

  • Purpose: Metal fires occur in metal handling, processing, waste storage plants, etc. It is difficult for firefighters to extinguish metal fires, and it takes a long time, so caution is needed in fire suppression. Method: In this study, current statistics and problems of metal fires were introduced, and then the effectiveness was verified by experiments with using fire extinguishing agents used in Korea. Comparative suppression experiments of 5 different fire extinguishing agents for burning powders of 99.9% magnesium over 150 ㎛ were performed following the metal powder type test method of Class D fire in ISO 7165. Result: 5 fire extinguishing agents are the power types of dry sands and expanded vermiculites most commonly used in Korea, the certified class D fire extinguisher used abroad, and ochers requiring verification, and the liquid silica gel. Conclusion: The results of experiments showed expanded vermiculites were the best metal fire extinguishing agent considering effectiveness, convenience of use, and economical feasibility.

A GIS-based Environmental Sensitivity Assessment of Geopark - Slope Disaster in Cheongsong UNESCO Global Geopark - (GIS를 활용한 지오파크 환경 민감성 평가 - 청송 세계지질공원의 사면재해 민감성을 중심으로 -)

  • Geopark refers to a single boundary area consisting of a collection of geosites and geotrails, which includes ecological, historical and cultural elements based on geological and geomorphological resources. To ensure the continued development and conservation of existing listed geoparks, it is necessary to carry out an environmental sensitivity analysis of the geopark components by utilizing spatial information from various scales. The objectives of this study are to analyze the environmental sensitivity in Cheongsong UNESCO global geopark in relation with slope disaster using GIS and to understand its spatial distribution in connection with geosites and geotrails. Two types of spatial database were constructed; geosites and geotrails in Cheongsong UNESCO global geopark and spatial data to perform environmental sensitivity. Potential soil loss and slope stability were analyzed to derive environmental sensitivity related to slope hazard. The results showed relatively high environmental sensitivity along the drainage network of Cheongsong UNESCO global geopark. Zonal statistics analysis was conducted for further detailed distribution of environmental sensitivity based on buffer zones of geosites and geotrails. Majority of geological sites, geological trails, Jeolgol gorge~Jusan Pond section in hiking trails, and Dalgi Mineral Spring Site~Artistic Genius Republic of Korea(Jangnankki gonghwaguk) section in road areas show relatively high slope hazard sensitivity within buffer zones.

  • This study introduces a study on the adjustment methods of the Life Safety Index. The Life Safety Index is a service provided by the Life Safety Prevention Service System. It comprehensively evaluates individuals' levels of safety in their daily lives, continually monitors their safety status, and presents a comprehensive index to prevent safety accidents in advance. Previous studies have developed the Life Safety Index using evaluation criteria (items) for assessing life safety prevention services, incorporating both the AHP (Analytic Hierarchy Process) and Likert Scale techniques. In this study, we build upon this existing Life Safety Index and explore methods for applying adjustment factors based on individuals' characteristics to enhance its accuracy and customization. We develop adjustment factors using existing national statistics to provide personalized services tailored to individual profiles. Therefore, this paper proposes a method for providing customized services by applying adjustment factors to the Life Safety Index, contributing to the development and application of life safety index adjustment methodologies.

The Introductin of the Special Act on Port Safety in South Korea: First-year Results and Future Tasks (「항만안전특별법」시행 1년의 성과와 과제)

  • Objectives: The successful implementation of the Port Safety Special Act is a very important matter. Now that one year has passed since its introduction, this study aims to review the achievements so far and identify future tasks. Methods: The provisions of the Special Act on Port Safety were analyzed and the latest literature related to port safety management was reviewed. In addition, an in-depth interview was conducted with a business owner. Results: The achievements over the past year are as follows. As business operators took greater responsibility for safety management, blind spots in safety were resolved to an extent. Specialized training for the port unloading industry was provided, and a safety management system was established for unloading docks. In addition, the Ministry of Oceans and Fisheries was able to intervene in the prevention of safety accidents at ports through the deployment of port safety inspectors. In 2022, the port industry accident frequency and death rate declined compared to the previous year. Conclusions: The "Port Safety Special Act" has become relatively well established in the port industry over the past year. However, since the Serious Disaster Punishment Act was implemented in January of the same year, there is a limit on determining what is necessarily the effect of the Special Act. Future tasks include unifying contracts centered on cargo handling companies, supporting safety management costs, increasing the number of port safety inspectors, producing reliable port disaster statistics, and cooperating between the Ministry of Oceans and Fisheries and the Ministry of Employment and Labor.

A Study on How to Evaluate Appropriate Ventilation Rate of Indoor Facility Handling Hazardous Substances by Their Flammable and Explosive Properties (유해화학물질을 취급하는 실내시설에서의 인화폭발성에 따른 적정 환기량 산정에 대한 연구)

  • Purpose: Ministry of Environment statistics reveals more than 132 fire·explosion accidents in South Korea between 2014 and 2023. Among them, fire and/or explosion accidents are very impactive in their scale and consequence. This study aims to suggest a new method of reasonable way to calculate the ventilation rate of indoor facility handling hazardous chemicals based on their inflammability. Method: A new method to calculate the ventilation rate is based on the physicochemical properties of the chemicals handled, which is more reasonable compared with the current regulation based only on the floor area of the facility. Result: Considering the physicochemical properties, 178 chemicals based on their inflammability were studied and 168(94%) met the criteria for the current regulation. Some materials have been shown to require too much or too little ventilation rate. Conclusion: Through this study, a reasonable method of calculating the required ventilation rate was proposed. This should be applied to ensure the safety of workers to deal chemicals.

A Study for Performance Improvement of Fire Detector and Sprinkler Head in Apartment Houses (공동주택 화재감지 및 소화성능개선에 관한 연구)

  • This study suggested the problems and their improvement measures for the operation of fire detectors and sprinkler heads installed at apartment houses. According to a census on population and housing in 2010, apartment houses account for 71.6% of the total housing facilities. And by fire statistics data of the National Emergency Management Agency, approximately 25.0% of fire accidents and 46.4% of casualties occur at apartment houses every year. Therefore, this study conducted for identifying the causes and characteristics of fire to establish the fire safety improvement measures for apartment houses. And this study was carried out virtual fire simulation at domestic apartment houses. The scenario of the simulation contains a comparative analysis on the operation time of standard sprinkler heads and residential sprinkler heads, heat detectors and smoke detectors. As a result of simulation, it was found that standard sprinkler heads and heat detectors installed at the existing apartment houses should be replaced with residential sprinkler heads and smoke detectors for rapid fire suppression. In addition, sprinkler systems should be considered to be installed for excluded floor at apartment houses. Especially, it is necessary to construct remote inspect systems like advanced countries for efficiency of apartment houses safety management.

  • The characteristic of fire and explosion related to electrostatic discharge is that it is difficult to reproduce the electrostatic charge and discharge phenomenon in addition to the large human and material damage. Therefore, in order to prevent accidents and disasters related to electrostatic in fire and explosion hazard areas, it is important to manage the level of electrostatic in a safe manner from the perspective of system between industrial facilities and human bodies. Rule 325 of the Occupational Safety and Health Regulations, "Prevention of Fire / Explosion due to Electrostatic", requires the use of grounding, conductive materials, humidification and electrification in order to prevent the risk of disaster caused by static explosion and electrostatic in the production process. In order to comply with these measures, related technologies, standards and systems are needed from the viewpoint of preventive measures related to electrostatic in fire and explosion hazard areas, but in Korea, it is still insufficient. Therefore, technical, institutional and managerial measures are needed as a precautionary measure to improve the level of ESD safety in fire and explosion hazard areas and prevent electrostatic related injury. In Korea, we analyzed the current status and characteristics of electrostatic related disaster by using the statistics of industrial accident and fire statistics of the Ministry of Employment and Labor. We also analyzed the current status and characteristics of electrostatic related disasters in Japan using JNIOSH accidents and disasters investigation cases and JNIOSH fire accident data of Japan Fire Bureau. The purpose of this study is to compare and analyze the current status of electrostatic related accidents and disasters in Korea and Japan in order to improve the safety management of electrostatic in fire and explosion hazard areas. In order to prevent accidents and disasters in the industrial field, The technical, institutional, and managerial measures to manage the level of electrostatic in a safe state were derived from the system point of view.

System Dynamics Modeling for Policy Analysis of Occupational Injuries

  • Purpose. Because traditional statistics approach had limitations in learning future forecasting and major factors causing occupational injuries in each industry, this paper develops a model forecasting and evaluating occupational injury rate by using a system dynamics model through the analysis of the industry injury statistics and the project for industry injury prevention. Method. The model of this paper consists of 12 total models such as a model of employees, of industrial disaster victims, of injury rate, etc.; In the analysis of firm size, it is classified and developed according to 12 groups on the basis of the number of employees, and in the analysis of industrial classification, it is done according to 10 total business fields such as manufacturing business, construction one, etc. Results. This paper suggests the methodology which forecasts industry injury rate by business field and size on the basis of developed model, and evaluates an industry injury prevention project from various angles. Conclusions. This paper deduced problem through the analysis of an industry injury by business fields and a comparative analysis of foreign cases, and analyzed to affect industry injury prevention by industry. And it also analyzed actual condition of industry injury, and did a difference in the level of safety consciousness according to the general characteristics of workers and occupational safety and health education related characteristics. In result, this paper suggests that analyzing occupational injury related factors, a safety budgetary allocation, and industry injury related factors can reduce illness costs such as employees' injury and medical care, and also assist cost for a disability.

  • The disaster and safety R&D budget has continued to increase since 2008, but the fire safety R&D budget is a small part. Therefore, successful outcomes that could lead to the economic growth of the fire safety industry have not been achieved. This paper suggests a fire safety R&D budget expansion, reinforcement of R&D capacity, and performance growing plan by analyzing the factors that affect the performance of a fire safety R&D project. Empirical analysis was performed through one-way ANOVA and regression analysis using the statistical program, SPSS statistics 21.0. As a result, this study suggests that the continuous expansion of R&D funds and the securing of excellent trained research manpower will be necessary to obtain qualitatively superior patents and papers.

A Study on Integrated Assessment of Baekdu Mountain Volcanic Aisaster risk Based on GIS (GIS기법을 이용한 백두산 화산재해 종합평가 연구)

  • Recently there are many disasters caused by volcanic activities such as the eruptions in Tungurahua, Ecuador(2014) and $Eyjafjallaj\ddot{o}kull$, Iceland(2010). Therefore, it is required to prepare countermeasures for the disasters. This study analyzes the Baekdu Mountain area, where is the risky area because it is active volcano, based on the observed data and scientific methods in order to assess a risk, produce a hazard map and analyze a degree of risk caused by the volcano. Firstly, it is reviewed for the research about the Baekdu mountain volcanic eruption in 1215(${\pm}15$ years) done by Liu Ruoxin. And the factors causing volcanic disaster, environmental effects, and vulnerability of Baekdu Mountain are assessed by the dataset, which includes the earthquake monitoring data, the volcanic deformation monitoring data, the volcanic fluid geochemical monitoring data, and the socio-economic statistics data. A hazard, especially caused by a volcano, distribution map for the Baekdu Mountain Area is produced by using the assessment results, and the map is used to establish the disaster risk index system which has the four phases. The first and second phases are very high risky area when the Baekdu Mountain erupts, and the third and fourth phases are less dangerous area. The map shows that the center of mountain has the first phase and the farther area from the center has the lower phase. Also, the western of Baekdu Mountain is more vulnerable to get the risk than the eastern when the factors causing volcanic disasters are equally applied. It seems to be caused by the lower stability of the environment and the higher vulnerability.
