We evaluated the problems of the current disaster psychological recovery support system of the Ministry of Interior and Safety for periodic infectious disease disasters, including COVID-19 (coronavirus disease 2019). The current disaster psychological recovery support systems are challenging to preemptively respond to infectious disease disasters over a wide range and for a long period. These result from the workforce shortage according to the face-to-face consultation method and the limited real-time application of consultation contents. Additionally, due to the workforce shortage, it is difficult to track those who have experienced disasters in the long term. Furthermore, most disaster psychology evaluation tools are for adults, and there are few evaluation tools for children and adolescents. This paper presents an advanced disaster psychological recovery support platform technology that can actively assist people in psychological recovery from disasters while mitigating these issues.
COVID-19는 감염병 차원의 재난이 아닌 복합재난으로 기존 재난 대응 관리방식으로는 대응이 어렵다. 이에 따라 '코로나 블루'와 같은 심리적 스트레스와 트라우마를 경험하는 것이 새로운 사회문제로 떠올랐다. 본 연구는 디지털 경제로의 전환이 가속화됨에 따라 ICT 기술을 활용한 비대면 상담 서비스 변화와 기업들의 화상, AI, VR등의 적용사례를 살펴봤다. 이를 바탕으로 ICT기술을 활용한 보다 효율적인 상담 시스템 구축과 상담 서비스의 개발로 재난 후 국민의 심리적 회복과 삶의 질이 향상될 수 있도록 재난심리회복지원 서비스에 관해 고찰해 보았다.
Objectives: Although a manual for a disaster medical support using Korean medicine doctors for disaster survivors has been developed, education programs for using the manual in disaster situations need to be developed. Thus, the purpose of this study was to analyze existing online education programs for disaster mental health to develop education programs for Korean medicine doctors. Methods: We conducted website searching for disaster mental health education programs using Google. Compositions, contents, hours, methods, costs, organizers, and targets of included educational programs were analyzed qualitatively. Results: After searching, eight websites among a total of 64 were included for the analysis. Lectures consisted of Psychological First Aid, Skills for Psychological Recovery, Self-Care, and Psychological Education after a disaster experience. Training hours for each program ranged from 30 minutes to 31 hours. All lectures were given only online. They could only be taken online. Free lectures were the most common ones. Most of them were for the general public. Conclusions: Findings of this study provide information regarding trends of online education programs for disaster mental health. Our information could be used for developing disaster trauma response education programs for Korean medicine doctors in the future.
Objective : Disaster causes psychological distress to a large number of people in a short period of time, by both direct and indirect exposure to traumatic events embedded in various realms of disaster experience. Optimal, well-planned treatment interventions should follow from the early acute period to recovery phase, extending up to several months later. In this context, there is an increasing need for systemic review to gain comprehensive insights for disaster interventions. These need to be added to public policy, and for the prevention and treatment of disaster-related psychopathology. Here, we review the published studies on psychological interventions for disaster-related posttraumatic stress disorder. Methods : Specific psychological interventions regarded as effective treatments for have been selected for this review, such as CBT (Cognitive-Behavior Therapy), Exposure Therapy, EMDR (Eye Movement Desensitization & Reprocessing), SIT (Stress Inoculation Therapy) and Psychoeducation. In addition, natural disasters, industrial disasters, and accidents involving aircraft and ships were also categorized as disasters, along with war and combat trauma. Results : Cognitive behavior therapy and exposure therapy had the strongest research support for effectiveness, and could be considered as the first-choice treatment for disaster-related PTSD. The second line of treatment is EMDR, although this treatment modality has the advantage of reaching certain treatment improvements in fewer sessions. However, the effects of SIT and psychoeducation to the survivors of disasters, remains unclear at this point. Additionally, we propose the possibilities of using virtual reality component and imagery rescripting as modified forms of traditional cognitive behavior therapy and exposure therapy. Conclusion : Cognitive behavior therapy and exposure therapy, deemed effective treatments for various trauma, are considered to be effective for survivors from disasters. However, the efficacy of other interventions has not yet been examined methodologically in well-designed studies, such as randomized controlled trials. In particular, future empirical studies are needed, since it is difficult to conclude that psychological interventions have similar effects on different types of disasters.
Purpose: This historical research was done to identify disaster nursing activities during the last 60 years through the most serious disasters during the last 60years(1945-2005) in Korea. Method: Fot the data collection, three of main daily newspaper and The Korean Nurses Association News were reviewed and nurses who were called out to the most serious disaster onsite were interviewed. Results: The nurses were positively involved for setup onsite clinic, mobile medical services, triage, CPR, and psychological support during response and recovery phase, while hardly involved during preparedness phase. Conclusion: The clarification of job description for disaster nursing and developing systematic training program should be followed.

재해정신의학은 재해를 당한 아동과 청소년들에게 적시에 개입하여 심리적 후유증을 최소화하고 장기적인 후유증을 줄이고, 또한 재해를 당한 지역과 사회가 일상으로의 복구를 할 수 있도록 돕는 정신과의 한 영역이다. 전 세계적으로 점차 많은 아동과 청소년들이 재해에 노출되고 있고, 이로 인해 재해정신의학에 대한 필요성과 요구가 증가하고 있다. 재해를 당한 아동들은 나이와 발달, 그리고 주변의 지지에 따라 개인적으로 받는 심리적인 영향이 다르고, 그 회복 과정과 장기적인 후유증도 달라질 수 있다. 재해시 정신의학적 개입은 위기 개입과 지지적 정신치료로 이루어지는데, 상담, 봉사, 지역사회 자문조정, 현장교육, 대중 교육과 정보 및 진료 의뢰 등이 포함된다. 본 고에서는 재해정신의학에 대한 개념을 요약하고, 아동과 청소년이 재해시에 나타내는 일반적인 심리적인 반응과 이에 대한 정신과적 개입에 대해 고찰하였다.
Purpose: Almost every research carried out in our country against the natural disaster is focused on the temporary facilities such as temporary housing, emergency shelter and as a result, it is very hard to find out researches on the ordinary houses which installed integrated systems of hazard-resistant against the natural disaster. Method: To conduct this research, categorizing process for design, structural, environmental and installation elements found in the Hazard-Resistant and Reduction House built for sale in Japan was performed. Result: In this study, several design concepts and subordinate items are recommended for hazard-resistant housing. First, design concept of 'Preparedness' which means security and access to the storage storing goods especially food & beverage for the emergencies is needed. The subordinate items consist of security of stocking space, diversified and circular storage system, and safety storage system. Second, design concept of 'Security' which means security of physical safety space and rapid recovery to returning to daily life against natural disaster is needed. The subordinate items consist of many items including not only structure and facilities but also architectural design method. And finally, design concept of 'Maintenance, Support and Return' which means minimizing the physical and psychological damages and support safety and physical conditions of the victims from the impact of the disaster to returning to daily life is needed. The subordinate items consist of high efficiency insulation/airtightness design, microclimate design, combination of photovoltaic system and storage battery, non-power appliance system against the power failure, storing system for drinking water, rainwater storing and utilization system.
Many people criticized how the Chinese government responded to the Wenchuan Earthquake. They focused on how it failed to address the psychological needs of the survivors. The study presented here approached this issue from a human resources perspective. It was determined that the Chinese government approached the situation in a bureaucratic way that limited the government's capacity and barred non-profit organizations and community groups from participating. It was also found that survivors could not contact these organizations for psychological support. This study concludes that the situation called for a more flexible and improvised institution that would respond to the emerging needs of survivors.
현대사회에서의 재난발생 증가 및 피해는 지역경제의 부정적 영향으로 나타난다. 특히 지역경제 침체는 지역주민들의 삶의 질을 악화시키고, 정신적 물질적 피해를 발생시킨다. 따라서 안정적이고 지속가능한 지역경제 발전을 위한 지역경제 회복력 강화가 필요한 실정이다. 이에 본 연구에서는 세월호 참사 이후 진도군의 지역경제의 회복력 지표를 산정하고, 재난발생 이후의 경제수준 추이를 시계열자료를 통해 분석하여 향후 경제회복력을 고려한 지역의 위기관리 복구 정책의 개선방안에 대해 제언하고자 한다. 연구결과 지역 경제를 대표하는 지방재정, 지방소득세는 지역경제 탄력성의 개선효과가 있는 것으로 확인되었으나 주민경제상태, 지역의 경기변동, 외부경제유인 요인과 관련한 지역경제 탄력성 개선은 보이지 않고 있었으며, 주민의 생활수준 및 심리적 스트레스가 매우 높아 위기 내성에 따른 장기적 문제가 발생할 우려를 보인다. 연구 결과에 따른 정책적 시사점은 침체된 이미지 극복을 위한 지역 자체적 자원 활용을 통한 지역경제 탄력성 개선, 지속가능한 장기적인 경제회복 정책을 구축, 지역주민의 재난영향에 따른 스트레스 해소를 위한 심리 치료와 관련한 정부 및 지자체의 지원이 필요하다고 본다.
본 연구는 재난지원인력으로서 자원봉사자의 역할과 그 중요성이 계속적으로 증가하는 상황에서 이들이 경험하는 심리적 어려움을 살펴보기 위해, 소진 양상에 따른 하위집단을 파악하고 그 특성을 이해하고자 하였다. 이를 위해 세월호 침몰 사고 당시 자원봉사인력의 소진 양상에 따른 군집을 확인하고, 이차외상 스트레스 증상과 세상에 대한 신념과 같은 재난 관련 반응에서 집단 간 차이가 있는지 살펴보았다. 구체적으로, 사고 당시 재난지원 봉사활동에 참여한 성인 70명을 대상으로 심리적 소진의 하위요인(정서적 고갈, 개인적 성취감, 비인간화)을 사용한 군집분석을 실시하였다. 그 결과, '낮은 소진-높은 성취'를 나타낸 집단 1(n=17), '높은 소진-높은 성취'를 보인 집단 2(n=28), '낮은 소진-낮은 성취'를 보인 집단 3(n=25)과 같이 총 세 집단으로 분류되었다. 각 집단의 특성을 이해하기 위해 인구통계학적 특성과 재난지원활동 특성의 차이 검정을 실시한 결과, 재난지원활동 내용과 기간이 집단 간에 유의한 차이가 있음을 확인하였다. 다음으로, 이차외상스트레스 증상과 세상에 대한 신념의 집단 간 차이를 살펴본 결과, 집단 2의 경우 다른 집단에 비해 이차외상스트레스 증상의 수준이 높았으며, 집단 1의 경우 다른 집단에 비해 긍정적 자기에 대한 가치감 수준이 높은 것으로 나타났다. 이를 바탕으로 각 집단에서 요구하는 개인·기관 차원에서의 예방과 개입 방안에 대해 논의하였으며, 연구의 제한점을 기술하고 후속 연구를 위해 제언하였다.
