  • Cooperation between government agencies is important for disaster management, and a thorough and objective cause investigation is important to prevent the recurrence of similar disasters. In South Korea, individual laws are scattered by ministries according to the disaster type, and most are operated as non-permanent organizations that are employed when disasters occur. Although expertise is recognized for each disaster type, each government agency's operation method is different, so when a large-scale disaster involving multiple ministries occurs, there is a limit to the coordination of roles and integrated management between government agencies. In particular, whenever a large-scale complex disaster occurs, problems arise regarding the independence, professionalism, and fairness of the cause investigation. Therefore, to supplement this, reviewing the management methods and systems of disaster cause investigations in advanced countries is necessary. Thus, in this study, the organization status, manpower, organizational structure, and cause investigation work system of NTSB of the United States, JTSB of Japan, and SHK of Sweden are identified to improve the disaster cause investigation system in Korea and are compared and analyzed with Korea's GDCIG. Additionally, issues and problems for the advancement of Korea's disaster cause investigation system are considered and improvements are suggested.

  • In the event of a large-scale disaster such as an earthquake, typhoon, landslide, and building collapse, the disaster situation awareness and timely disaster information sharing play a key role in the disaster response and decision-making stages for disaster management, such as disaster site control and evacuation of residents. In this paper, an exited field investigation system of NDMI (National Disaster Management Research Institute) was enhanced with an LTE-VPN- based wireless communication system to provide an effective on-site response in an urgent disaster situation and share observation data or analysis information acquired at the disaster fields in real-time. The required performance of wireless communication for the disaster field investigation system was then analyzed and evaluated. The experimental result for field data transmission performance of an advanced wireless communication investigation system showed that the UDP transmission performance of at least 4.1Mbps is required to ensure a seamless video conference system between disaster sites. In addition, a wireless communication bandwidth of approximately 10 Mbps should be guaranteed to smoothly share the communication and field data between the survey equipment currently mounted on the survey vehicle.

Method: To accomplish the objective of this study, we were examined four main characteristics of accident investigation agencies of the U.S., Japan, and Sweden, focusing on (1); the background of the establishment, (2);organizational structure, (3);major tasks and functions, (4); accident investigation procedures. Result: First, the purpose of its establishment and task is to prevent recurrence of disasters and accidents, at the same time, administrating and researching duties such as legal system, policy, recommending improvement and conducting scientific disaster-cause analysis to contribute safety for the government. Second, it is operated as an independent organization under the president, not belonging to the ministry, in order to enable fair investigation in an impartial position. Third, it has the authority to be recognized for its expertise in the results of investigation. In other words, it is operated as a permanent organization with professional personnel, and secures authority through the accident research with indepth investigation and high-quality recommendations. Conclusion: The overseas investigation agencies rapidly manage and coordinate their operational practices in order to resolve national requirements and social conflicts with fairness, accuracy and expertise in accident investigations. In order to prevent the recurrence of similar events, Korea needs to efficiently reconstruct its investigative functions distributed by each government department. In addition, institutional improvement is needed to make general adjustments at the national level, organize and operate control tower for when the accident has happened.

  • Natural disasters are occurring frequently due to typhoon and flood. Especially, damage scales are increasing these days because of climate change. When natural disasters occur, civil engineering officers investigate them for the recovery. If public facilities are damaged, the disaster damage investigation must be finished within 7days. Currently, natural disaster damage investigation is done on two levels, field investigation and data input into NDMS. However, having those two overlapped most of the time, and we must do subsidiary works things to register field investigation data into system. Work efficiency is decreased due to repetition of additional work. So, many civil engineering officers indicated problems such as lack of manpower and time. In this study, We developed work process on natural disaster damage investigation that involves using smart phone to solve problems such as shortage of time and manpower.

  • Investigating disaster sites such as earthquakes and landslides involves significant risks due to potential secondary disasters like facility collapse. In situations where direct access is challenging, there is a need to develop methods for safely acquiring high-precision 3D disaster information using light detection and ranging (LiDAR) equipped drone survey systems. In this study, the feasibility of using drone LiDAR in disaster scenarios was examined, focusing on the collapse accident at Jeongja Bridge in Bundang-gu, Seongnam City, in April 2023. High-density point clouds for the accident bridge were collected, and the bridge's 3D terrain information was reconstructed and compared to the measurement performance of 10 ground control points. The results showed horizontal and vertical root mean square error values of 0.032 m and 0.055 m, respectively. Additionally, when compared to a point cloud generated using ground LiDAR for the same target area, a vertical difference of approximately 0.08 m was observed, but overall shapes showed minimal discrepancies. Moreover, in terms of overall data acquisition and processing time, drone LiDAR was found to be more efficient than ground LiDAR. Therefore, the use of drone LiDAR in disaster sites with significant risks allows for safe and rapid onsite investigations.

  • In this study, a study was presented on the monitoring technique of landslide area using UAV. In the case of disaster investigation using drone mapping, it can be used at various disaster sites. The mission can be carried out at various disaster sites, including surveys of damage to mountainous areas caused by landslides, building collapses surveys of flood damage, typhoons, earthquakes. The damage investigation plan using drone mapping is expected to be highly utilized at disaster sites where investigators cannot access it like in mountainous areas and where it is difficult to conduct direct damage investigations at the site. Drone mapping technology has many advantages in terms of disaster follow-up, such as recovery. Compared to the existing survey system, which was mainly carried out manually, the investigation time can be drastically reduced, and it can also respond to disaster sites that are difficult to carry out or are difficult to access directly. In addition, it is possible to establish and guide spatial data at the disaster site based on accurate mapping data from the time of the disaster, which has considerable strength in managing the situation of the disaster site, selecting priority areas for recovery, and establishing recovery plans. As such, drone mapping is a technology that can be used in a wide range of sites along with natural disasters and social disasters. If a damage investigation system is established through this, it is believed that it will contribute significantly to the rapid establishment of recovery plans along with the investigation of disaster response time and extent of damage recovery.
