A Study of the Disaster Sign Data Analysis Technologies Based on Ontology (온톨로지 기반 재난 전조 정보 분석 기술 연구)

  • Disaster sign data is confirmed data by the experts to the collected data from web and users. In this paper, we focused to make the risk scores to the data based on ontology technology. To analyse the data, first of all, we defined the ontological structure for 4 kinds of disaster types which consists of the bridges, workplaces, buildings, and walls. Base on the ontologies, collected the accidents examples, and then extract the risk rules from the examples. The rules are adjusted with frequencies and weights, and managed to the ontology DB. The rules apply to the disaster sign data, and then calculates the risk scores. It plays role of the index to the risk rates. The disaster sign data management system was implemented and the rules were verified to the system. Because the quality of the risk scores to the disaster sign data depends on the data of the accidents examples's qualities, we assure that the system's performance will be monotonic increasing following up the data upgrades. Continuously, data management is needed. Also the quality control of the rules are needed.

Study on Characteristics of Displacement and Stress of Piers under Adjacent load

  • Nowdays, adjacent loading bringing enormous harm to the existing bridge in engineering construction. In this paper, the influencing mechanism of adjacent loading to pier and Law of displacement of pier is researched through living examples, and the safe influence area has been defined. Research shows that: the main damages to piers is caused by the side loading; lateral displacement index of pier top surface is more conservative than the pier additional stress index; it is secure when the distance of adjacent load is 0.5 times of the height of accumulation or 6m, otherwise it would be very scary, and the monitoring measure is necessary.

  • In this study the frost penetration depth along national roads in Korea were measured and analyzed over several years. The frost penetration depth was analyzed with respect to the Provinces of Korea and sunny/shaded areas. Additionally, the measurement results were compared to the formular of the US Army Corps of Engineers and Terada in Japan.

  • 사회발전으로 도시화가 진행됨에 따라 화재발생 및 피해 특성은 물론 소방 환경도 같은 지자체 내에서 지역적 차이가 발생하고 있다. 따라서 한정된 소방자원을 활용하여 화재에 효율적으로 대응하기 위해서는 소방 환경에 대한 면밀한 분석을 통해 정책적으로 접근할 필요가 있다. 본 연구에서는 서울을 대상으로 다양한 소방 환경을 종합적으로 비교분석할 수 있는 소방안전지수를 개발한다. 개발된 소방안전지수는 소방환경의 취약지역을 효율적로 파악하고 대책마련을 위한 정책결정에 활용될 수 있다.

  • Remote sensing which observes repeatedly the whole Earth and GIS-based decision-making technology have been utilized widely in disaster management such as early warning monitoring, damage investigation, emergent rescue and response, rapid recovery etc. In addition, various countermeasures of national level to collect timely satellite imagery in emergency have been considered through the operation of a satellite with onboard multiple sensors as well as the practical joint use of satellite imagery by collaboration with space agencies of the world. In order to respond heavy snowfall disaster occurred on the east coast of the Korean Peninsula in February 2011, snow-covered regions were analyzed and detected in this study through NDSI(Normalized Difference Snow Index) considering reflectance of wavelength for MODIS sensor and change detection algorithm using satellite imagery collected from International Charter. We present the application case of National Disaster Management Institute(NDMI) which supported timely decision-making through GIS spatial analysis with various spatial data and snow cover map.

Analysis of Coronavirus Response Policy Effiectiveness According to the Strigency Index (엄격성 지수 분석에 따른 감염병 대응 정책 효과성 분석)

  • 본 연구에서는 엄격성 지수(Strigency Index)분석에 따른 OECD 가입국들의 코로나19 대응 정책 엄격성의 효과성을 분석하였다. 코로나바이러스감염증-19(이하, 코로나19)발생 이후 전 세계 대다수 국가들은 점진적 일상회복 단계로 접어들어 'with corona' 시대로 가고 있다. 코로나19의 완전 방역을 이루며 이전과 같은 일상으로 돌아가고 있지만, 또다시 대규모 감염병이 발생할 수 있다는 가능성을 가지고 있다. 그리하여 본 연구에서는 옥스퍼드 코로나바이러스 정부대응추적 프로젝트(OxCGRT)에서 제시된 21개 지표 중 OurWorldinData서 엄격성 지수 분석에 활용되는 9개 지표를 분석하여 정책의 엄격성을 분석하여 추후 발생하는 대규모 감염병에 효과적으로 대응하기 위한 기초 자료가 되고자 한다. 엄격성 지수 분석 결과, 9개 지표 중 6개 지표에서 정책의 도입한 시점부터 확진자가 감소하는 추세를 보이는 유사한 변화를 찾을 수 있었다. 하지만, 엄격성 지수 분석을 통해 국가 대응의 적절성·효과성을 입증하기에는 판단 기준이 0~4점 사이의 임의의 기준으로 분류되고 있었으며, 변수설정 또한 제시되어 있지 않아 대응 정책의 엄격성을 평가하는 기준으로 활용하기에는 한계점이 있어 보인다. 본 연구에서 엄격성 지수 분석을 통한 감염병 대응 정책의 효과성을 찾고자 하였다. 지수와 확진자 추세 간 유사한 변화는 찾았지만, 엄격성 지수의 한계점이 존재하는 연구이다. 그러나 본 연구의 결과를 통해 추후 확진자 증감 대비 엄격성 지수 분석을 통한 상관관계 분석, 지표별 평균치와 확진자 추세 분석을 통한 공통적인 효과성 분석 등 다른 연구의 기초 자료가 될 수 있을 것이라 판단된다.

The Impact of Climate Factors, Disaster, and Social Community in Rural Development

  • Global warming affects climate change and has an overall impact on all aspects of life. On the other hand, community behavior and disaster aspects also have an important role in people's lives. This will also have an impact on regional development. This study aims to find the effect of climate, disaster, and social community on rural development. This study uses data on the potential of rural development from PODES 2014, and 2018 data collection on climate conditions and regional status is sourced from relevant ministries. This research uses Ordinary Least Square (OLS) Regression Analysis method, then continued with CHAID analysis to find the segmentation of the role of climate, disaster, and social factors on rural development. The results of this study found that all research regressor variables significantly influence the Rural Development Index (IPD2018), with an R-squared value of 32.9 percent. Efforts need to be taken in order to implement policies that are targeted, effective, and efficient. The results of this study can be a reference for the government in determining policies by focusing on rural development that have high duration of sunshine, cultivating natural disaster warnings, especially in areas prone to natural disasters, and need to focus on underdeveloped areas.

  • In this paper, an evaluation model of disaster management system which is developed by using GRI G3 version and BCP process for the sustainability management of small and middle enterprises was proposed. The proposed evaluation model can be used to evaluate the disaster management system directly, and to establish the disaster management system as an index. Also, the rules obtained by pattern analysis using fuzzy ID3 for the proposed evaluation model are expected to use the guideline effectively for self evaluation in the small and middle enterprises.

Evaluation of Smoke Risk and Smoke Risk Rating for Combustible Substances from Fire (화재로부터 연소성 물질에 대한 연기위험성 및 연기위험성 등급 평가)

  • This study investigated the smoke risk assessment of woods and plastics for construction materials, focusing on the smoke performance index-V (SPI-V), smoke growth index-V (SGI-V), and smoke risk index-VI (SRI-VI) according to a newly designed methodology. Spruce, Lauan, polymethylmethacrylate (PMMA), and polycarbonate (PC) were used for test pieces. Smoke characteristics of the materials were measured using a cone calorimeter (ISO 5660-1) equipment. The smoke performance index-V calculated after the combustion reaction was found to be 1.0 to 3.4 based on PMMA. Smoke risk by smoke performance index-V was increased in the order of PC, Spruce, Lauan and PMMA. Lauan and PMMA showed similar values. The smoke growth index-V was found to be 1.0 to 9.2 based on PMMA. Smoke risk by smoke growth index-V increased in the order of PMMA, PC, Spruce, and Lauan. COpeak production rates of all specimens were measured between 0.0021 to 0.0067 g/s. In conclusion, materials with a low smoke performance index-V and a high smoke growth index-V cause a high smoke risk from fire. Therefore, it is understood that the smoke risk from fire is high. It is collectively summarized by the smoke risk index-VI.

Probabilistic Risk Evaluation Method for Human-induced Disaster by Risk Curve Analysis (확률.통계적 리스크분석을 활용한 인적재난 위험평가 기법 제안)

  • Recently, damage scale of human-induced disaster is sharply increased but its occurrences and damages are so uncertain that it is hard to construct a resonable response & mitigation plan for infrastructures. Therefore, the needs for a advanced risk management technique based on a probabilistic and stochastic risk evaluation theory is increased. In this study, these evaluation methods were investigated and a advanced disaster risk evaluation method, which is based on the probabilistic or stochastic risk assessment theory and also is a quantitative evaluation technique, was suggested. With this method, the safety changes as the result of fire damage management for recent 40 years was analyzed. And the result was compared with that of Japan. Through the consilience of the traditional risk assessment method and this method, a stochastical estimation technique for the uncertainty of future disaster's damage could support a cost-effective information for a resonable decision making on disaster mitigation.
