Global seismic damage assessment of high-rise hybrid structures

  • Nowadays, many engineers believe that hybrid structures with reinforced concrete central core walls and perimeter steel frames offer an economical method to develop the strength and stiffness required for seismic design. As a result, a variety of such structures have recently been applied in actual construction. However, the performance-based seismic design of such structures has not been investigated systematically. In the performance-based seismic design, quantifying the seismic damage of complete structures by damage indices is one of the fundamental issues. Four damage states and the final softening index at each state for high-rise hybrid structures are suggested firstly in this paper. Based on nonlinear dynamic analysis, the relation of the maximum inter-story drift, the main structural characteristics, and the final softening index is obtained. At the same time, the relation between the maximum inter-story drift and the maximum roof displacement over the height is also acquired. A double-variable index accounting for maximum deformation and cumulative energy is put forward based on the pushover analysis. Finally, a case study is conducted on a high-rise hybrid structure model tested on shaking table before to verify the suggested quantities of damage indices.

Safety Index of Korean Society Analyzed by Time Series (시계열로 분석한 한국사회의 사회안전지표)

  • Rapid economic growth in Korea, on the other side, has generated increase of multiple complex dangers. To take off dangers scattered in the Korean society and to conduct safe society for better life, it is needed to develop social safety index. Social safety index analyzed by time series could compare and estimate various social disasters, thus it act as the foundation to set up safety policy. The research has focused on 8 social safety indexes; natural disaster, fire, traffic accident, crime, industry accident, forest fire, collapse and explosion, and environmental pollution. To find out Korean society safety index analyzed by time series, the research analyzed changes of each safety indexes in 10 years since 1994. Looking at the changes of each indexes, traffic accident showed the most improvement overall the nation, with industrial accident and collapse and explosion rating second and third place. However, crime, fire and natural disaster get worse, and especially crime has turned worsened than any other divisions.

  • We reconstructed the community disaster risk and patterns of damage magnitude using 'Annual Report of National Disaster Data'. And we developed the inspection index for damage reduction capacity of each facility or each damage prevention measure. The inspection indices include climatic and hydrological vulnerabilities, and disaster probability components. Also we considered all indices and components for DB construction on the GIS system. Then we constructed 'Inspection for Safety Degree of Community System(ISDCS)' according to the facility's criteria from the combination of damage reduction capacity of facility and damage magnitude. The safety index has designed a system that encourages communities to carry out a list of activities in the raw from natural disaster. The activities ultimately saves lives, reduce property damage, and protect disaster facilities. Damage patterns were also analyzed according to damage type using pattern analysis and GIS.

A study on development of disaster-risk assessment criteria for steep slope -Based on the cases of NDMS in Ministry of Interior and Safety- (급경사지 재해위험도 평가 기준 개선 방안 연구 -행정안전부 급경사지 관리시스템 사례를 중심으로-)

  • In this study, the National Disaster Management System (NDMS) was analyzed to evaluate the disaster impact assessment standards for steep slopes. Problems in the assessment methods and systems were discovered, which could be reasons for poor reliability. The disaster-risk evaluation index needs improvement to evaluate various types of retaining walls, such as concrete/reinforced soil walls and reinforcing stone masonry. Additionally, using the same score for overturning, bulging, and efflorescence could be reasons for poor reliability, and different weighting factors are needed. Assessment methods are needed to subdivide the social influence evaluation index while considering environmental conditions of steep slopes, such as railroads and reservoirs. For the evaluation of steep slopes, standards for start and end points of steep slopes should be created for effective management, and disaster impact assessment needs to be performed after redevelopment from an advanced index for protection and reinforcement. These problems were derived from a current evaluation system, so a disaster impact assessment is necessary to supplement the results of this study.

The Analysis of Forest Fire Danger Rating Using Haines Index (Haines Index를 이용한 산불위험도 분석)

  • Haines index which include the rating of atmosphere instability and dryness indicated the potential of the forest fire danger. In this study, the relationships between forest fire occurrence and Haines index were analyzed. The probability of forest fire occurrence was the highest in April and HI 5, 6 and the dryness of atmosphere was higher than the atmosphere instability. Therefore, It was proved that HI affected on the forest fire occurrence and propagation.

  • 본 연구는 재난대응훈련시 훈련의 결과를 객관적으로 평가할 수 있는 지표를 개발하는 것이 목적이다. '재난대응 안전한국훈련'은 전 국민이 참여하는 훈련으로 재난대응 행동요령 숙지는 물론, 안전문화 확산에 기여토록 추진하고 범국가적 재난대응체제 확립을 위한 발생가능한 모든 재난유형을 대비한 국가종합훈련이다. 재난대응훈련 평가지표 개발에는 재난대응 안전한국훈련의 평가분야별 평가지표 분석 및 적용, 최종점수 100점 만점을 기준으로 평가결과 3등급(A, B, C) 부여, 중앙평가위원회에서 기관별 평가결과 및 협력도를 종합적으로 검토, 우수기관 선정 및 포상 추진, 미흡기관(C등급 하위 10%) 역량교육 및 재훈련, 기관별 미적용 평가지표는 해당 배점을 제외하는 것 등으로 지표 개발을 고려한다. 재난대응훈련 평가지표 개선을 위하여 개발된 표준훈련절차와 평가지표를 바탕으로 테스트베드를 통한 문제점을 도출한 후 운용 및 적용성을 보완하여 시스템 운영을 하도록 한다.

The analysis of trend on the domestic and foreign patent of disaster safety technology (재난안전기술 분야 국내·외 특허 동향 분석)

  • 본 논문에서는 한정된 자원으로 선택과 집중을 통한 국민안전처(구 소방방재청) 연구개발 사업의 효율성을 증대하기 위한 종합발전계획 수립을 위한 선행 조사로서 주요 특허분석 지표인 특허활동지수(AI), 인용도 지수(CPP), 영향력 지수(PII), 기술력 지수(TS), 시장 확보 지수(PFS) 등을 이용하여 미국, 일본, 중국, 유럽과 우리나라의 재난 안전 분야 특허 동향을 비교 분석하였다. 분석 결과 주요 5개국의 재난 안전 분야 기술 성숙 단계를 보면 한국과 중국은 발전기, 미국은 성숙기의 기술성장 단계를 보이며, 유럽과 일본은 답보 상태 기술수준 단계라고 판단할 수 있었다. 기술 분류별 특허출원 현황을 분석한 결과 예방 대비 기술 분야가 출원된 특허 중 36%로 가장 높은 비중을 보이고 있으며, 예측 기술 분야는 29%로 두 번째로 높은 비중을 보이고 있었다. 우리나라는 특허 점유율 및 특허 영향력 부분에서 주요 5개국 중 4위로 나타났다.

Remote Sensing Monitoring and Loss Estimated System of Flood Disaster based on GIS

  • Remote Sensing Monitoring and Loss Estimated System of Flood Disaster based on GIS is an integrated system comprised flood disaster information receiving and collection, flood disaster simulation, and flood disaster estimation. When the system receives and collects remote sensing monitoring and conventional investigation information, the distributional features of flood disaster on space and time is obtained by means of image processing and information fusion. The economic loss of flood disaster can be classified into two pus: direct economic loss and indirect economic loss. The estimation of direct economic loss applies macroscopic economic analysis methods, i.e. applying Product (Industry and Agriculture Gross Product or Gross Domestic Product - GDP) or Unit Synthetic Economic Loss Index, direct economic loss can be estimated. Estimating indirect economic loss applies reduction coefficient methods with direct economic loss. The system can real-timely ascertains flood disaster and estimates flood Loss, so that the science basis fur decision-making of flood control and relieving disaster may be provided.

Development of Natural Hazard Risk Map using Insured Claim Payouts and Its Application (보험 손실액을 활용한 자연재해 위험 지도 개발 및 적용방안 연구)

  • The amount of damages caused by natural hazards is consistently growing due to the unusual weather and extreme events. At the same time, property damage by natural hazards is rapidly increasing as well. Hence, we need systematic anti-disaster activities and consulting that can react to such a situation. To address these needs, we investigated and analyzed insured claim payouts from natural hazards by administrative area, and calculate the risk index utilizing GIS. According to the index, this map is identifying the areas of greatest natural hazard risk. The ranking of natural disaster vulnerability based on the risk index, and risk grades were divided into five based on the ranking. This map integrates the natural hazard losses to assist in comprehensive and effective loss prevention activities using analysis of regional loss claims from natural hazards. Moreover, this map can be as utilized as loss mitigation and prevention activities to verify the distribution of exposure and hazards.
