THE ROLE OF SATELLITE REMOTE SENSING TO DETECT AND ASSESS THE DAMAGE OF TSUNAMI DISASTER

  • The tsunami from the megathrust earthquake magnitude 9.3 on 26 December 2004 is the largest tsunami the world has known in over forty years. This tsunami destructively attacked 13 countries around Indian Ocean with at least 230,000 fatalities, displaced people 2,089,883 and 1.5 million people who lost their livelihoods. The ratio of women and children killed to men is 3 to 1. The total damage costs US$ 10.73 billion and rebuilding costs US$ 10.375 billion. The tsunami's death toll could have been drastically reduced, if the warning was disseminated quickly and effectively to the coastal dwellers along the Indian Ocean rim. With a warning system in Indian Ocean similar to that operating in the Pacific Ocean since 1965, it would have been possible to warn, evacuate and save countless lives. The best tribute we can pay to all who perished or suffered in this disaster is to heed its powerful lessons. UNESCO/IOC have put their tremendous effort on better disaster preparedness, functional early warning systems and realistic arrangements to cope with tsunami disaster. They organized ICG/IOTWS (Indian Ocean Tsunami Warning System) and the third of this meeting is held in Bali, Indonesia during $31^{st}$ July to $4^{th}$ August 2006. A US$ 53 million interim warning system using tidal gauges and undersea sensors is nearing completion in the Indian Ocean with the assistance from IOC. The tsunami warning depends strictly on an early detection of a tsunami (wave) perturbation in the ocean itself. It does not and cannot depend on seismological information alone. In the case of 26 December 2004 tsunami when the NOAA/PMEL DART (Deep-ocean Assessment and Reporting of Tsunami) system has not been deployed, the initialized input of sea surface perturbation for the MOST (Method Of Splitting Tsunami) model was from the tsunamigenic-earthquake source model. It is the first time that the satellite altimeters can detect the signal of tsunami wave in the Bay of Bengal and was used to validate the output from the MOST model in the deep ocean. In the case of Thailand, the inundation part of the MOST model was run from Sumatra 2004 for inundation mapping purposes. The medium and high resolution satellite data were used to assess the degree of the damage from Indian Ocean tsunami of 2004 with NDVI classification at 6 provinces on the Andaman seacoast of Thailand. With the tide-gauge station data, run-up surveys, bathymetry and coastal topography data and land-use classification from satellite imageries, we can use these information for coastal zone management on evacuation plan and construction code.

  • Recently, natural disasters such as earthquake, tsunami, typhoon and tornado are increasing, and cause huge economical loses and victim. Thus, when the disaster occurs, it is important to prepare emergency evacuation shelters for fast and easy construction compared to general building system. And, deployable structures will provide a great help for such aim. Deployable structures have the great advantage of being faster and easier to erect and dismantle compared to conventional building forms. In this study, we confirm the possibility of deployment for shelter structures using scissor structure system. First, Basic model was performed to recognize the appllicability of the deployable systems of the dome-shaped structure. Second, Advanced model that more improved inner space and deployment mechanism was confirmed.

A study on the effect of gusty wind on smoke control performance in road tunnel (돌풍이 도로터널의 제연성능에 미치는 영향 연구)

  • The increase in the use time of tunnel users due to the lengthening of the road tunnel may increase the evacuation time in case of fire, resulting in a large number of casualties. In order to reduce the casualties caused by fire, the "Road Tunnel Design Manual, Part 6 Tunnel" and "Road Tunnel Disaster Prevention Facility Installation and Management Guidelines" stipulate that ventilation facilities should be installed along with the extension of the tunnel. The ventilation system design factor considers the wind speed of the external natural wind to be at least 2.5 m/s, and it is applied upward according to the characteristics of the tunnel. As a result of analyzing the five-minute average wind speed data in the Daegwallyeong region for the past 6 years, it was analyzed that 15.8% of the windy days were winds of 10 m/s or more, and the maximum was 20 m/s. Therefore, in this study, when a fire occurs in a tunnel, the pattern of natural wind flowing into the tunnel and the backlayering distance of the tunnel fire smoke according to the maximum wind speed were analyzed. As a result, it was analyzed that a backflow of up to 490 m occurs when a gust of 20 m/s blows.

A Study on Securing Safety of Evacuation through Smoke Control in Case of Fire at the Central Corridor Type Intelligent Buildings (중복도형 인텔리전트빌딩 화재시 연기제어를 통한 피난안전성 확보에 관한 연구)

  • This study investigated the smoke blocking and control systems for the safety of residents evacuation and for the prevention of smoke spread through the central corridor in the event of central corridor type of intelligent building fire. We offered additional ways of utilizing smoke ventilators and intake ventilation equipment and utilized CFD-based fire simulation program(FDS Ver.5.5.3) in order to analyze the effect. As a result, many differences in the smoke block effect, depending on the application of smoke ventilator and location of installation, was found. In addition, the result was found that larger effect was showed not in the case of application of smoke ventilator in central corridor only but application in fire room. The reason is that the smoke leakage is blocked primarily as air is flowed in the fire room through open door by operation of intake smoke ventilator in the public corridor and secondarily, the smoke leakage to the public corridor could be blocked as fire and smoke were released to the opened smoke ventilator continuously. Especially, the effect was maximized through complex interactions by applying smoke ventilator and intake ventilation equipment in corridor together rather than applying smoke ventilator and intake ventilation equipment independently. The proposed measure through this study shall be considered from architectural plan as one of ways for blocking from smoke spread to the central corridor in the central corridor type of intelligent building. In addition, flaws on regulation shall be established and supplemented.

Smart Escape Support System for Passenger Ship : Active Dynamic Signage & Real-time Escape Routing (능동형 피난유도기기와 실시간 피난경로생성 기술을 적용한 여객선 스마트 인명대피 시스템)

  • It is critical that passengers should be given timely and correct escape or evacuation guidance from captain and crews when there are hazardous situations in a ship. Otherwise the consequences could be disastrous as "SEWOL Ferry" the South Korean passenger ship which sank in southern coastal area on 16th April 2014. Due to the captain's delayed evacuation decision and lack of sufficient number of crews to guide passengers' evacuation, the accident recorded many casualties, most of whom were high school students (302 passengers sank down with the ship while 172 rescued). Building a passenger ship with well-designed physical escape routes is one thing and guiding passengers to those escape routes in real disaster situation is another. Passengers get panic and move to a wrong direction, bottleneck makes situation worse, and even crews get panic also - passive static escape route signage and small number of trained crews might not be enough to take care of them. SESS (Smart Escape Support System) is being developed sponsored by South Korea Ministry of Ocean and Fisheries starting from 2016 with 4 years of roadmap. SESS comprises multiple active dynamic signage devices which communicate with real-time escape routing server software via LoRa (Long Range) proprietary wireless network.

A numerical study on the performance of the smoke exhaust system according to the smoke exhaust method in emergency station for railway tunnel (철도터널 구난역의 제연방식에 따른 제연성능에 관한 수치 해석적 연구)

  • In the long railway tunnel, in order to secure safety in case of fire, it is required a emergency station. However, there is no standard or research results on smoke exhaust method and exhaust flow rate in emergency station, so it is necessary to study the smoke exhaust system for emergency station. In this study, we are created a numerical analysis model for emergency station where the evacuation cross passage connected to the service tunnel or the relative tunnel was installed at regular intervals (40 m intervals). And the fire analysis are carried out by varying the fire intensity (15, 30MW), the smoke exhaust method (only air supply, forced air supply and exhaust, forced air exhaust only), and the air flow rate (7, 14, $40m^3/s$). From the results of fire analysis, temperature and CO concentration are analyzed and ASET based on the limit temperature are compared at various condition. As a result, in the case with fire intensity of 15 MW, it is shown that a sufficiently safe evacuation environment can be ensured by applying forced air supply and exhaust method or forced air exhaust only method when the air flow rate is $7m^3/s$ above. In case of fire intensity of 30 MW, it is impossible to maintain the safety evacuation environment for more than 900 seconds when the exhaust air volume is below $14m^3/s$. And when the air flow rate is $40m^3/s$, the exhaust port is disposed at the side portion of the upper duct, which is most advantageous for securing the temperature-based safety.

Evaluation of Lateral Load Resistance and Heating/Cooling/Lighting Energy Performance of a Post-disaster Refugees Housing Using Lightweight composite Panels (경량 복합패널을 활용한 구호주거의 횡하중 저항성능 및 냉난방조명 에너지성능 평가)

  • Following the earthquake in Gyeongju (2016) and Pohang (2017), South Korea is no longer a safe place for earthquakes. Accordingly, the need for shelters suitable for disaster environments is increasing. In this study, a lightweight composite panel was used to produce post-disaster housing for refugees to compensate for the disadvantages of existing evacuation facilities. For this purpose, an evaluation of structural performance and thermal environment for post-disaster housing for refugees composed of lightweight composite panels was performed. To assess the structural performance, a lateral loading test was conducted on a system made of lightweight composite panels. The specimens consisted of two types, which differed according to the bonding method, as a variable. In addition, the seismic and wind loads were calculated in accordance with KBC 2016 and compared with the experimental results. Regarding the energy performance, optimization of south-facing window planning and window-wall ratio and solar heat gain coefficient were analyzed to minimize heating, cooling, and lighting energy. As a result, the specimens composed of lightweight composite panels will perform sufficiently safely for lateral loads and the optimized window planning will lead to a low-energy operation.

Risk Analysis According to the Installation of Fire Doors on Direct Stairs in the Event of a Fire in an Old Apartment (노후 아파트 화재 시 직통계단의 방화문 설치 여부에 따른 위험성 분석)

  • This study is a study on 11-story apartments that increase the event of fires in old apartments where building-related laws and regulations are not retroactively applied. As a result of analyzing the risk of installing fire doors in Improvement Scenario 2-4, assuming that fire doors are installed as basic scenario 1 in the existing situation where fire doors are not installed at the entrance of direct stairs. In basic scenario 1, the visible distance to the entrance of the direct staircase due to the spread of smoke was 260 seconds. Improvement scenarios 3 to 4 with fire doors installed open 300 seconds after the fire was recognized, and when the fire doors were installed at the entrance of the direct stairs, the visibility to the entrance of the statistics team was less than 600 seconds. In this case, the visibility was 600 seconds at the time of installation of the fire door, and scenarios 3 to 4 increased 56.6% compared to scenario 1, lowering the risk of evacuation by more than 50%. In order to eliminate the risk of non-installation of direct statistical groups that increase the risk of smoke spread, building-related laws such as the Fire Fighting Act shall be retroactively applied when installing a direct stairway entrance or balcony folding evacuation system. The improvement caused by the installation of fire doors has numerically proven the necessity of fire doors during evacuation, and the importance of maintaining fire doors can be grasped.

  • The elevator is extreme important due to the large size of the building and public facilities. In particular, it occurs bottleneck phenomenon in a elevator in case of using a theater. So, in this paper, we suggests technology of removing the traffics of visitors' movement and increase the efficiency of the use of elevator. Configuration of the proposed technique is divided parts of the processing unit, the movement route of the mobile cover to help viewers to create a route to collect sensor and the sensed data to detect state and a waiting elevator. This was the design and verification of technical performance and implementation.

A Study of Smoke Exhaust Facility Operation of Subway Platform with Installation of Platform Screen Door (승강장 스크린도어 설치에 따른 배연설비운영에 대한 연구)

  • A study on fire phenomena in a subway transit mass station has been carried out as a part of disaster prevention plan at the subway station. The ventilation facilities installed in both the platform and the trackway are designed to convert into a smoke exhaust system in emergency situation, creating such an environment as necessary for evacuation. 3 dimensional Numerical Simulations based on the CFD are carried out using a simulation tool, Fire Dynamic Simulator. Additionally, four different vent modes are made and performances are compared with the original design mode and each other to find better operation of vents at both the platform and the trackway in case of fire. From the result, an vent operational characteristics under the condition of installed PSD is clarified for the effective smoke and heat removal from the platform area compared with non installed PSD.
