Recent construction site large disaster occurs in, even normal disaster not be reduced, the efforts of pre-disaster prevention for this is also a need to study the evaluation index. By comprehensive examination zero reform the current lowest bid system has included the social responsibility index is scheduled, objective and quantitative evaluation indicators making construction safety areas that are included in the item of social responsibility is required ing. In this study, the construction, in order to prevent disasters, efforts pre disaster prevention be presented metrics in the construction safety in the field of comprehensive examination system and the evaluation index, it is intended to examine the evaluation items for the evaluation indices.

This paper presents the safety management model, which is appropriate for small-to-medium enterprises that rank the highest disaster rate. It is required for these companies to modify and improve the safety-related articles and it is peformed to compare and analyze the industrial disasters and safety management systems between large enterprises and small-to-medium enterprises. The basic direction of change of industrial safety healthy system must be classified to the dual direction. For large enterprises, it is focused on not pre-regulations but post-regulations based on the self-control safety management system. But for small-to-medium enterprises, it is required to intensify the safety management system and the safety responsibility for owners or administrators. Specially, the responsibility for disaster must be more strengthened by the penalty and the insurance method, and then it must be performed not only the financial support of government but also middle and long-term technical support by private safety organizations.

Recently the increase of natural disaster and man-made disaster, newly emerging infectious diseases and bioterrorism attack changed the world in many aspects. So the Ministry of Health and Welfare and other related agencies are trying to solve the problems with disasters. We discussed these problems in the following eleven categories. (1) emergency medicine (2) communicable disease control, (3) food safety control, (4) public facilities safety, (5) social welfare facilities safety, (6) bioterrorism control, (7) geriatric health care, (8) insurance support, (9) overseas disaster victim support, (10) national organization protection, (11) fire fighter safety in forest fire. Through the reviews on the various kinds of disaster, we proposed the disaster control measure for the near future.

우리나라 목조문화재는 화재 및 풍수해 등의 재해에 취약하므로 평상시 효과적인 안전 예방 조치와 관리가 반드시 필요하다. 이에 문화재청에서는 목조문화재 508개를 대상으로 재난방재시스템을 구축하였다. 그러나 508개소에 설치된 재난방재시스템을 종합적으로 파악하기는 힘들며, 관련자들의 자료공유는 물론, 각각의 재난방재시스템의 유지 관리가 불가능하였다. 이에 본 연구에서는, 사전예방적 관리의 기초단계로서 구축된 재난방재시스템의 현장조사를 통하여 주요 제원, 수량, 위치에 관한 자료를 한눈에 볼 수 있도록 방재설비 데이터베이스를 구축하였다. 이것은 추후 종합적인 문화재 안전관리를 가능하게 하는 기본적이며 중요한 정보이며, 다음 단계의 문화재 안전관리 시스템을 표상화 할 수 있는 기본 시스템이다.

문화재 안전관리는 아직 그 개념이 분명하게 정립되지 못하였고, 문화재 안전관리의 범위와 종류 등에 관해서도 체계적인 정리가 이루어지지 못한 상태에 있다. 현장 관리 측면에서도 다양한 위험요인으로부터 문화재의 안전을 확보할 수 있는 시스템이 구축되지 못하여 위험이 상존하고 있다. 구체적으로는 제도적으로 문화재 안전관리에 관한 법률 등 규정이 극히 제한적인 수준에 머물러 있고, 시설적으로는 소방설비 등 안전설비의 설치 운용에 적정성이 확보되지 못하고 있으며, 주변 환경 면에서도 문화재 안전 확보에 필요한 조치가 매우 미흡한 실정이다. 이 연구에서는 목조문화재를 중심으로 안전관리상의 문제점과 한계를 극복하기 위해 문화재 안전관리의 개념과 종류, 범위 등을 설정하였다. 그리고 문화재 안전관리 수준을 한 단계 높이기 위해 현장에서 안전관리를 담당하는 안전경비인력과 일선 소방공무원들의 의식을 다각적으로 조사 분석하여 목조문화재 안전관리 강화 방향을 제시하였다.

본 연구는 국가산업단지 지진재난 안전관리 문제점 도출 및 개선방안 제시를 목적으로 수행되었다. 지진재난 안전관리 문제점을 조사하기 위하여 한국산업단지공단의 안전관리 운연현황 및 실무자 면담조사를 수행하였다. 또한, 전국 국가산업단지 28개소를 대상으로 내진설계 적용실태조사를 수행하였다. 상기 과정에서 도출된 문제점을 통합 정리한 후 전문가 의견 등을 반영하여 내진관련 법적규제 강화 등의 5가지 항목으로 분류된 개선방안을 제시하였다. 본 연구에서 제시한 개선방안은 향후 국가산업단지 내진성능 향상을 위한 정책수립 자료로 활용할 수 있을 것으로기대된다.

연구목적: 재난안전 마스터플랜의 가이드라인을 제시하고, 이를 통한 지역안전지수 향상방안을 도출한다. 연구방법: 재난 관련 법률, 안전혁신마스터플랜, 국제안전도시지표와의 정합성 진단을 통해 지자체의 재난안전 관리체계를 수립하고 지역 특성과 분야별 재난관리 대책을 포함하는 재난안전 마스터플랜 가이드라인을 제시한다. 연구결과: 'G'기초지자체를 선정하여 재난안전 마스터플랜 가이드라인을 적용한 세부정책을 수립하고, 이를 통해 지역안전지수 개선방안을 도출한다. 결론: 지역안전지수 향상을 통해 지자체의 재난대응 역량을 강화한다.

본 연구는 국내 중견기업의 재난 및 안전관리 실무자를 대상으로 재난 및 안전관리체계에 대한 안전관리자의 특징과 재난 및 안전관리 능력 및 역량, 재난 및 안전관리 활동성과 간의 영향 관계를 실증적으로 검증하는 것을 목적으로 하였다. 본 연구는 기업에 재직 중인 재난 및 안전관리체계 실무자 509명을 대상으로 설문조사를 실시한 후, 자료를 분석하였다. 분석결과, 첫째, 실무자의 기업 재난 및 안전관리체계에 대한 특징은 활동성과에 정적으로 유의한 영향을 미치는 것으로 나타났다. 둘째, 실무자의 기업 재난 및 안전관리체계에 대한 특징은 능력 및 역량에 정적으로 유의한 영향을 미치는 것으로 나타났다. 셋째, 실무자의 재난 및 안전관리 능력 및 역량은 활동성과에 정적으로 유의한 영향을 미치는 것으로 나타났다. 넷째, 실무자의 기업 재난 및 안전관리체계에 대한 특징과 활동성과의 관계에서 실무자의 재난 및 안전관리 능력 및 역량은 매개역할을 하는 것으로 나타났다. 본 연구를 통해 기업체의 재난 및 안전관리 실무자의 재난 및 안전관리 실태와 의식을 분석, 평가하고, 이를 바탕으로 합리적이고 효율적인 재난 및 안전관리 업무를 위한 방향성을 제안하였다.

정보통신기술을 활용한 스마트한 재난관리체계는 가장 빈번하게 발생하는 자연재난과 교통사고 범죄 같은 사회적 재난에 충분히 대비할 수 있고 피해를 줄일 수 있는 한 방안이라고 볼 수 있다. 언제 어디서 어떻게 일어날지 예상할 수 없는 재해에 대비하기 위하여 무엇보다 중요한 것은 적절한 위기의식과 재난 초기의 올바른 선택과 대응일 것이다. 본 논문은 향후 국내 재난안전 부문에서 소셜 네트워크 서비스를 효과적으로 활용할 수 있는 방안을 모색하고자 한다. 이를 위해 해외의 재난안전 분야에서의 성공적 활용 사례를 소개하고 우리나라에 적용 가능한 방안을 도출하고자 한다. 결과적으로 유비무환의 자세로 종합적이고 체계적인 재난관리체계를 도입한다면 피해의 최소화와 신속한 재해복구에 효과적으로 기여할 것이다.
