자연재해에 대한 위험특성과 위험인식이 위험심각성에 미치는 효과 (Effects of Risk Characteristic and Risk Perception on Risk Severity of Natural Disaster)

  • 본 연구는 자연재해에 대한 공중의 위험특성과 위험인식이 위험 심각성에 어떠한 영향을 미치는지를 규명하고자 하였다. 연구결과는 다음과 같다. 첫째, 자연재해 위험평가 차원에서 일반 공중이 인식하는 자연재해의 심각성을 분류한 결과, 지변재해, 풍수해, 한해로 분류되었고, 자연재해 중 태풍을 가장 심각한 자연재해로 인식하였다. 자연재해 대한 위험특성은 '친근하지 않은', '과학에 의해 알려지지 않은', '발견할 수 없는' 등이 비교적 높은 평균을 보여 자연재해를 미지의 위험영역으로 인식하는 경향이 강하였다. 둘째, 공중이 인식하는 자연재해 위험특성과 위험인식 간의 상관관계를 살펴본 결과, 유의한 상관이 있는 것으로 나타났다. 셋째, 자연재해에 대한 위험특성이 위험평가 차원의 심각성에 미치는 영향을 살펴본 결과, 위험특성은 위험평가 차원의 심각성에 정적 영향을 미쳤고, 자연재해 중에서도 호우나 태풍, 홍수와 같은 풍수해를 지변재해나 한해보다 심각한 것으로 인식하였다. 넷째, 공중의 자연재해에 대한 위험인식이 위험평가 차원의 심각성에 미치는 영향을 살펴본 결과, 자연재해에 대한 위험인식은 자연재해의 심각성에 정적 영향을 미쳤고, 자연재해 심각성 중에서도 풍수해를 가장 심각하게 인식하는 것으로 나타났다.

텍스트마이닝 기반의 인적재난사고사례 신뢰도 측정연구 (Measuring the Confidence of Human Disaster Risk Case based on Text Mining)

  • Deducting the risk level of infrastructure and buildings based on past human disaster risk cases and implementing prevention measures are important activities for disaster prevention. The object of this study is to measure the confidence to proceed quantitative analysis of various disaster risk cases through text mining methodology. Indeed, by examining confidence calculation process and method, this study suggests also a basic quantitative framework. The framework to measure the confidence is composed into four stages. First step describes correlation by categorizing basic elements based on human disaster ontology. Secondly, terms and cases of Term-Document Matrix will be created and the frequency of certain cases and terms will be quantified, the correlation value will be added to the missing values. In the third stage, association rules will be created according to the basic elements of human disaster risk cases. Lastly, the confidence value of disaster risk cases will be measured through association rules. This kind of confidence value will become a key element when deciding a risk level of a new disaster risk, followed up by preventive measures. Through collection of human disaster risk cases related to road infrastructure, this study will demonstrate a case where the four steps of the quantitative framework and process had been actually used for verification.

친환경 도로노선의 재해위험도 평가시스템 개발 (Development of Disaster Risk Analysis System for Environment Friendly Road)

  • PURPOSES: This study is to investigate the consideration which relates with a disaster from route alignment process and proposed the method it will be able to evaluate a disaster danger fixed quantity. METHODS: Use the landslide disaster probabilistic map of GIS based and in about landslide occurrence of the route alignment at the time of neighboring area after evaluating a risk fixed quantity, it compared LCC expense in about each alternative route. It developed the system it will be able to analyze a LCC and a disaster risk in about the alternative route. In order to verify a risk analytical algorithm and the system which are developed it selected national road 59 lines on the demonstrative route and it analyzed a disaster risk. RESULTS: Demonstrative route not only the disaster risk to be it will be able to compare a disaster risk fixed quantity like the economical efficiency degree in compliance with LCC expense productions it compared and there being the designer will be able to decide the alternative route, it confirmed. CONCLUSIONS: Roads can be designed by considering occurs repeatedly landslides and debris flow caused by disasters in advance and expect to be able to effect that can reduce the overall cost to recover losses caused by the disaster, and temporally loss is expected.

공동주택 건축공사 단위작업의 위험성 평가 방법 (Risk Assessment Method for Activities of Apartment Construction)

  • Recently, the disaster rate of the construction industry has increased with high-rise, and complexity of the building, unlike the decrease in the disaster rate in other industries. Although risk assessment is performed to reduce the occurrence of disasters, it is difficult to estimate the risks accurately due to activity in which no disaster has occurred, and inconsistencies in the level of details of work. In this study, in order to evaluate the risk of the major activity for the apartment construction work, the activity was identified by referring to the risk assessment model of construction industry type by the KOSHA. The construction work types and activities were consistently organized in level of work into nine work types and 82 activities were through experts consultation. Analyzing the disaster types that occurred during work through KOSHA disaster cases, calculating the probability of disaster occurrence according to the type of disaster, and combining the probability of disaster with the severity of disaster to estimate the risk assessment method was presented. Using the daily report of the construction site of the apartment, the results of a case study confirmed the validity of the risk calculation method presented in this study.

중국의 재난위험 정보유통에 관한 사례 연구 (Case Study on the Distribution of Disaster Risk Information in China)

  • Purpose - This article aims to explore the characteristics of disaster risk distribution information in China. Also, this research attempts to analyze the findings of risk communication using case study in chronological order in terms of social amplification of risk. To achieve the purpose, the paper reviews the trends and issues of risk communication in China, with an emphasis on examining earthquakes by a chronological approach. In these regards, we hope that some relevant findings from this empirical study with cases will be able to enhance national risk communication and provide implications in Korea as well. Research design, data, and methodology - The conceptual framework of this study is theoretically based on the risk amplification model, which describes signals about risk transmitted and processed by individuals and social groups. The social amplification of risk also reflects the interactions of social groups about disaster-related risk issues, which are potential amplifiers or attenuators of communication signals. The key concept of social amplification implies that the risks pertaining to natural disasters interact with social, psychological, institutional, and cultural processes in ways that can affect public perceptions of risk. SMCRE Model is methodologically employed to examine risk communication history of China with the focus on natural disaster. Four earthquakes are selected to figure out the chronological characteristics of risk communication since 1970s. He bei Tang Shan earthquake is selected as an example disaster before 1990's, while the earthquake in Yun Nan Jiang is explored for the case study of 1990's. The earthquake in Si Chuan Wen Chuan is also examined as a example disaster of 2000's. The recent earthquake in Si Chuan Ya An Lu Shan is selected as a case of 2010s. Results - SMCRE model in this case study is operationally defined as a methodology and applied to the four earthquakes occurred in China. SMCRE model describes the exchange of risk information and is also applied to all forms of communication between stake holders. Each factor of risk communication includes source, message, channel, receiver and effect. It is notable that a big progress has been made on disaster risk communication in China for the past 40 years. We also found that highly developed information technology has enabled Chinese society to better cope with natural disaster, leading to enhanced disaster risk communication. It is mainly found from case study that the disaster risk communication of China has been involved with political situation, which derived from the change of government for the past 40 years. Conclusion - From this historical research, it can be inferred that the policies and politics of Chinese leaders have had a more critical role to play in the process of source of risk communication than those of any other countries. The results of this paper also support that the effective risk communication involves not only the improved reliability of local government as a key factor of disaster risk communication, but also is accompanied by international cooperation for substantial collaboration with stake holders.

재난에 대한 인식이 정부신뢰에 미치는 영향 (Impact of Disaster Awareness on Government Trust)

  • 본 연구는 한국인의 사회재난에 대한 위험인식 수준이 정부에 대한 신뢰에 미치는 영향을 알아보고자 하였다. 이를 위해 사회재난 유형에 따른 재난위험 인식 수준 차이와 사회재난 위험인식 수준이 정부신뢰에 미치는 영향을 분석하였다. 예비조사에서 위험성 정도가 높은 3개 사회재난 유형(조류독감, 미세먼지, 핵발전소)을 추출하였으며, 본 조사는 20세 이상 한국인 성인 남녀 1,109명을 대상으로 실시하였다. 분석결과, 첫째, 사회재난 인식 수준은 사회재난 유형에 따라 차이가 있는 것으로 나타났다. 둘째, 사회재난에 대한 자발성, 개인적 지식, 친숙도, 심각성, 두려움, 회복가능성 위험은 정부신뢰에 영향을 미치지 않는 것으로 나타났다. 셋째, 사회재난에 대한 지연성 위험 인식은 정부신뢰에 긍정적인 영향을 미치는 것으로 나타났다. 넷째, 사회재난에 대한 과학적 지식, 통제가능성, 치명성, 발현시기 위험 인식은 정부신뢰에 부정적인 영향을 미치는 것으로 나타났다. 결론에서는 본 연구의 시사점 및 한계점을 서술하였다.

재해경감활동계획 수립에 위험 시나리오 도출을 위한 STPA기법 도입 (Introduction of the STPA Mechanism to Derivation of Risk Scenarios for Establishment of Disaster Reduction Activity Plans)

  • 연구목적: 본 연구는 기업재난관리표준에 규정하고 있는 위험평가 절차에 대하여 연구하고자 한다. 연구방법: 기업재난관리표준에 정하고 있는 위험평가 단계별 요구사항을 파악하고, 'A'기관과 협력사의 적용사례를 검토하였으며 요구사항에 맞는 위험평가 절차를 도출하였다. 연구결과:기업재난관리표준의 요구사항인 위험 시나리오 도출 방법과 절차에 대하여 명확히 정의하고, 위험 시나리오 도출을 위한 표준화된 절차 도입이 필요한 것으로 검토되었다. 결론:발전 연료수급업무에 대하여 시스템 이론에 기반한 STPA 기법을 적용하여 위험 시나리오를 도출하는 방법을 구현하였으며, 모든분야의 핵심업무에 대한 위험 시나리오 도출에 적용할 수 있도록, STPA 기법을 재해경감활동계획 수립을 위한 위험 시나리오 도출 기법으로 기업재난관리표준에 반영할 것을 제시하였다.

VULNERABILITY ASSESSMENTS AND RISK MANAGEMENT FOR CRITICAL INFRASTRUCTURES FROM HOMELAND SECURITY VIEWPOINTS

  • The employment of risk management theory in Urban Disaster Management System (UDMS) has become an important trend in recent years. The viewpoint of risk management is mainly a comprehensive risk assessment of various internal and external factors, and a subsequent handling of risks. Through continuous and systematic accumulation and analysis of risk information, disaster prevention and rescue system is established. Taking risk management theory as the foundation, Organization for Economic Cooperation and Development (OECD) has developed a series of UDMS in the mega-cities all over the world. With this system as a common platform, OECD cooperates with different cities to develop disaster prevention and rescue system consisting of vulnerability assessment methods, risk assessment and countermeasures. The paper refers to the urban disaster vulnerability assessment and risk management of OECD and the mega-cities of different advanced and developed countries in the world, and then constructs a preliminarily drafted structure for the vulnerability assessment methods and risk management mechanism in the metropolitan districts of Taiwan.

Two Models to Assess Fuzzy Risk of Natural Disaster in China

  • China is one of the few countries where natural disaster strike frequently and cause heavy damage. In this paper, we mathematically develop two models to assess fuzzy risk of natural disaster in China. One is to assess the risk based on database of historical disaster effects by using information diffusion method relevant in fuzzy information analysis. In another model, we give an overview over advanced method to calculate the risk of release, exposure and consequence assessent, where information distribution technique is used to calculate basic fuzzy relationships showing historical experience of natural disasters, and fuzzy approximate inference is employed to study loss risk based on these basic relationships. We also present an examples to show how to use the first model. Result show that the model is effective for natural disaster risk assessment.

산사태위험지도를 이용한 도로중심 복합재난 위험도 평가 (Complex Disaster Risk Assessment of Local Road using a Landslide Hazard Map)

  • 국내 재해위험지도는 주로 격자단위 및 재해 유형별 단일 재해지도로 제작 및 연구되고 있어 도로관리 중심으로 접근할 경우 그 활용도가 떨어진다. 특히 주로 시설의 유지관리를 담당하는 실무자의 업무활용을 위해서는 보다 해당시설 (지방도로)에 맞는 재해위험지도의 평가방법을 제시할 필요가 있다. 본 연구에서는 산림청에서 제공하고 있는 산사태위험지도 및 토석류위험지도를 활용하여 지방도를 중심으로 위험도를 평가할 수 있는 평가방법을 제시하였다. 또한 강원도에 위치한 지방도를 대상으로 위험도를 평가하고 검증하였다. 평가결과 총연장 234.59 km의 평가구간에서 1,513개의 평가구간에 대한 1~5등급의 위험도를 평가할 수 있었다.
