Education Programs for Disaster Mental Health: Website-Based Review

  • Objectives: Although a manual for a disaster medical support using Korean medicine doctors for disaster survivors has been developed, education programs for using the manual in disaster situations need to be developed. Thus, the purpose of this study was to analyze existing online education programs for disaster mental health to develop education programs for Korean medicine doctors. Methods: We conducted website searching for disaster mental health education programs using Google. Compositions, contents, hours, methods, costs, organizers, and targets of included educational programs were analyzed qualitatively. Results: After searching, eight websites among a total of 64 were included for the analysis. Lectures consisted of Psychological First Aid, Skills for Psychological Recovery, Self-Care, and Psychological Education after a disaster experience. Training hours for each program ranged from 30 minutes to 31 hours. All lectures were given only online. They could only be taken online. Free lectures were the most common ones. Most of them were for the general public. Conclusions: Findings of this study provide information regarding trends of online education programs for disaster mental health. Our information could be used for developing disaster trauma response education programs for Korean medicine doctors in the future.

  • Firefighters performing disaster response activities such as Fire Suppression Rescue First Aid in fire are being exposed in various adverse factors, heat, smoke, toxic gases, emotional stress, biological toxic factors and physical overload by unnatural ergonomic posture required for firefighters. But so far, there is the study for this problem only separately. There is no study about comprehesive analysis of exposed adverse factors in fire-related disaster response activities and countermeasures. The purpose of this study is to contiribute to solving the health problems and prevention of accidents of firefighters by extracting hazardous agents in disaster such as fire and by proposing countermeasures. After analyzing circumstances such as fire-suppression, rescue first aid and life-environment, exposure factors of fire are derived and exposure status is suggested according to physical chemical biological psychological aspects. The countermeasure against the noise of the physical exposure factors are proposed. The countermeasures such as protective equipment and clean room in chemical factors, infection prevention education, vaccination and periodic check system in biological factors, PTSD alleviation booth and mentoring in psychological factors are proposed.

Analysis of Disaster Safety Situation Classification Algorithm Based on Natural Language Processing Using 119 Calls Data (119 신고 데이터를 이용한 자연어처리 기반 재난안전 상황 분류 알고리즘 분석)

  • Due to the development of artificial intelligence, it is used as a disaster response support system in the field of disaster. Disasters can occur anywhere, anytime. In the event of a disaster, there are four types of reports: fire, rescue, emergency, and other call. Disaster response according to the 119 call also responds differently depending on the type and situation. In this paper, 1280 data set of 119 calls were tested with 3 classes of SVM, NB, k-NN, DT, SGD, and RF situation classification algorithms using a training data set. Classification performance showed the highest performance of 92% and minimum of 77%. In the future, it is necessary to secure an effective data set by disaster in various fields to study disaster response.

A Study on the Analysis of Information Element of COP-Based Situation Panel for Efficient Disaster Management in the Situation Room (상황실의 효율적인 재난관리를 위한 COP기반 상황판 정보요소 분석에 관한 연구: 풍수해를 중심으로)

  • This study derives essential information elements that should be shared in the situation board by utilizing the concept of common operating picture (COP). The COP's concept and actual overseas cases were confirmed, and COP information elements that should be considered for disaster situations were redefined. The COP disaster response information elements were derived by analyzing the standard manual for disaster response and daily situation reports issued in Korea. The information elements were divided into four stages (①Report reception and recognition stages, ②Situation propagation and reporting stages, ③Emergency equipment operation stages, ④Recovery and recovery stages), centered on storm and flood damage. Further analysis of the detailed information elements was conducted to derive the information elements that must be shared in the context board. The information is shared along with spatial and geographical characteristics due to the characteristics of the COP, providing complex information to decisionmakers and officials, enabling diverse access to disaster situations. Furthermore, it is expected that disaster response will be more efficient by sharing the information in common.

  • This paper is to show the long-term roadmap by analyzing the development trend for the safety technology of facility disaster in the country and abroad, and it is designed to plan the long term and roadmap in response to change the disaster environment. Recently in the country, it is increasing the needs of the long term roadmap design of the facility disaster research development in the facility disaster, by the repidly of the social and the living and the related governments response's changing. The U.S. is going to develop the disaster responding research by planning the its master plans, including the NRF (National Responing Framwork), the NIMS (National Incident Management System), and its sinarios etc.. Japan is going to develop the research planning in the annual report of the disaster prevention, and we going to do the study projects about the facility disaster area with the NEMA (National Emergency Management Agency) and NDMI (National Disaster Management Institute). This paper is showed to design the long term roadmap of the facility disaster's study development, and to minimize the damage of the man and his property, and to set the study development system of the national facility disaster, and furthering to make the resilient planning in changing of the facility disaster's environment.

DB Construction of Activation Temperature and Response Time Index for Domestic Fixed-temperature Heat Detectors in Ceiling Jet Flow (천장제트기류에 대한 국내 정온식 열감지기의 작동온도 및 반응시간지수(RTI)에 관한 DB 구축)

  • The accurate prediction of fire detector activation time is required to ensure the reliability of fire modeling during the safety assessment of performance-based fire safety design. The main objective of this study is to determine the activation temperature and the response time index (RTI) of a fixed heat detector, which are the main input factors of a fixed-temperature heat detector applied to the fire dynamics simulator (FDS), a typical fire model. Therefore, a fire detector evaluator, which is a fire detector experimental apparatus, was applied, and 10 types of domestic fixed-temperature heat detectors were selected through a product recognition survey. It was found that there were significant differences in the activation temperature and RTI among the detectors. Additionally, the detector activation time of the FDS with the measured DB can be predicted more accurately. Finally, the DB of the activation temperature and RTI of the fixed-temperature heat detectors with reliability was provided.

  • This study suggests ubiquitous railway disaster prevention system that gearing Ubiquitous Sensor Network system information take to the subway fire accident information which emergency response procedure as occurring subway fire accident scenario. Also it is proposed that emergency response system though fire scenario. collected Information was analyzed each system over providing information and it is designed to exchanging information structure though relation system. The ubiquitous railway disaster prevention system basically consists by four unit stages as prevention, preparedness, response and recovery system. Especially, in this system can supply real time accident information to the relevant government offices and public through forecasting and warning system by utilizing recognition of the five senses in case of accident. also, it is build that to make decisions as linking 2-dimension and 3-dimension space information interface of ubiquitous sensor networks and expected scenarios.

A New Scheme Exploiting the Related Keyword and Big Data Analysis for Predicting Promise Technology in the Field of Satellite·Terrestrial Information Convergence Disaster Response (위성·지상정보 융합 재난 대응 기술 분야 유망기술 도출을 위한 연관 키워드 및 빅데이터 분석 기법)

  • Purpose: We propose a new scheme for predicting promise technology and it improves the conventional scheme that misses important lists of patent because of insufficient search formula, and cannot reflect new trend of technology due to the unreleased period of patents. Method: In this paper, we propose a new search formula exploiting TF and TF-IDF with R programming as well as related keywords, and LDA topic modeling scheme is used for analyzing recently published papers in Satellite·Terrestrial Information Convergence Disaster Response. Result: By comparing both schemes with commercial DB, the proposed scheme can find more important patents, and can reflect new trend of technology, compared to the conventional scheme. Conclusion: The proposed scheme can be used to predict promise technologies in the field of Satellite·Terrestrial Information Convergence Disaster Response.

Research on Rapid Disaster Prevention Measures due to Leakage During Transport of Hydrochloric Acid Tank Lorry (염산 탱크로리 운송 중 누출에 따른 신속 방재방안 연구)

  • Purpose: The purpose is to find the optimal way to quickly block the leak in the event of a leak accident in a tank lorry transporting hydrochloric acid aqueous solution, a hazardous chemical, and to carry out effective disaster prevention work to minimize damage caused by the leak. Method: We organized the overall characteristics of hydrochloric acid and accidents that occurred during transportation by accident type and cause, and created a small tank that can be tested assuming a leak situation in a hydrochloric acid tanker, creating an environment similar to the leak situation, and leaking in various ways. I would like to experiment and organize blocking methods. Result: Through experiments, an effective leak blocking method was confirmed. We would like to summarize measures to quickly block a leak in the event of a leak and present the optimal disaster prevention plan that can be applied at the accident site. Conclusion: It has been confirmed that using a combination of adhesive tape and magnets is more effective in blocking leaks. Rapid response is possible by repeatedly training business emergency response teams and product transporters to appropriately select and respond to leak-blocking equipment. Additional research on various leak prevention methods is needed in the future.

Crisis Response at One Hospital in Swine Flue Epidemics : Focusing on ser-M Model (신종 인플루엔자 유행 시의 일개 병원의 위기 대응에 관한 연구 : ser-M 모델을 중심으로)

  • The social crisis like swine flue epidemics can influence on the various groups and organizations in society. The activity and result by the influence can be different according to the kind of social crises and characteristics of organizations. To understand the short-term response of an organization to social crisis, ser-M model has not been used, but in this study, it is shown that the study using ser-M model can be applicable to short-term event and that ser-M model can be one of access methods to social crisis and disaster. In this study author tried to examinate the response of an hospital in Korea to swine flue epidemics from 2009 to 2010 based on ser-M model. This ser-M model can be used for analysis of response by an organization or a company to short-term external environmental impact like social crisis or disaster as well as long-term management strategy.
