A Study of the Classification and Identification of the Disaster Protection Resources (방재 자원의 효과적 분류 및 식별에 관한 연구)

  • There are many institutes which manage the disaster protection resources in their system. The system of the institutes is not mutually compatible, because there is no standard framework of the classification and identification for the disaster management resources. NIMS of FEMA defines the classification and identification framework for the incident resources. All incidents management system of USA including IRIS and webEOC follows the standard resources framework. The aim of the classification and identification of the resources provides the resources list for the disaster and supports to find the resources information efficiently. In this study, we defined the classification and identification of the resources considering the compatibility with the international standard and the field requirements.

Efficient Methods for the Distributed Disaster Prevention Resources (효과적인 분산 방재자원 관리 방안)

  • Disaster prevention resources consist of persons, equipments, goods, and facilities. Specially, equipments and goods are internally managed in the regional office, and may be leased to the inter-offices. National Disaster Management System(NDMS) managed the resources in the separated system. That is, one system is managed by regional disaster prevention system, the other is managed by the central disaster prevention system which receives the data from the regional disaster prevention system. Because the regional disaster prevention system updates the resource information quarterly, it is difficult to confirm the exact information. In this study, we propose the model which makes to supply in timely the resource to the disaster using the managed resource with RFID technology. Firstly, we classified the resources based on the resource types for the easily search. After then, we defined ID and attributes information of the resources. From the information, we described the management model for the real time resource.

  • This study examined the trends and practices of disaster welfare in Japan, particularly with the point of view of the community response. This study summarized the experiences and implications of Japan's disaster welfare. First, it is necessary to establish a foundation and linkage of support networks. In case of a disaster, the linkages among administrations, social work institutions, and community residents are required to understand the accurate situation and needs, and to develop resources. In particular, the constitution of DWAT was submitted for initial intervention. Second, the establishment of a manpower dispatching system is needed for emergency situations. In addition, the methods to cover the entire areas by system are needed. Third, the intervention of psychological treatment was shown have a low agreement rate among specialists. Fourth, it is necessary to have guidelines so that privacy protection is compatible with disaster support in a disaster welfare practice process.

A Study on the Ways to Joint Marine Development and Joint Marine Environmental Protection in Northeast Asia (동북아 해역 권원중첩수역 공동개발합의와 공동환경보호합의 도출 방안)

  • China, Japan and Korea are the world's top 10 energy consumers, and so very interested in the development of seabed hydrocarbon resources in order to meet their energy demands. The East China Sea is the tri-junction area where three countries' entitlements on the maritime boundaries are overlapped. There are abundant oil reserves in the East China Sea, and therefore competitions among countries are growing to get control of them. Although these countries have concluded the bilateral agreements to jointly develop resources in the East China Sea, they do not function as well. Because joint development and management of seabed petroleum resources can lead to stable development system, and to lower possibility of legal and political disputes, the needs for joint development agreement among three countries are urgent. Meanwhile, Northeast Asian seas are semi-closed seas, which are geographically closed and vulnerable to marine pollution. Moreover there are a lot of nuclear power plants in coastal area, and seabed petroleum resources are being developed. So it is likely to occur nuclear and oil spill accidents. Fukushima nuclear disaster and Bohai Bay oil spill accident in 2011 are the cases to exhibit the potential of major marine pollution accidents in this area. It is anticipated that the risks become higher because power plants and offshore oil platforms are extending gradually. Therefore, the ways to seek the joint marine environmental protection agreement focused on regulation of nuclear power plant and offshore oil platform have to be considered. In this paper, we try to find the way to make joint development and joint environmental protection agreement in Northeast Asian seas. We concentrate on the measure to drive joint development of seabed petroleum deposits in East China Sea's overlap area, despite of maritime delimitation and territorial disputes, and we try to drive joint marine environmental protection system to respond to marine pollution and accidents due to offshore oil platform and nuclear power plants. Through these consideration, we seek solutions to deal with lack of energy, disputes of maritime territorial and boundary delimitation, and marine pollution in Northeast Asia.

  • All means of communication using base stations are interrupted if the scorched earth environment happens because of a disaster. In order to use the systems of the public protection and disaster relief standards, users have to use the special equipments and need the expertise of the operation. Also, it needs the enormous investment for building an infrastructure. The systems is inadequate for the quick and efficient disaster communication, and the people can be in the chaos before the national resources are committed. For solving this problem, this paper presents the design of the mobile application that general people can use immediately, and implements the android phone's application for the proof of concept.

Study on the Improvement Operation of the Incident Command System (긴급구조통제단 운영 개선방안)

  • The aim of this study was to suggest ways to improve the operation of the Incident Command System for an effective disaster response in the event of a major disaster. As a result of the study, at the 5% significance level, which affects the perception of the operation, the significant variables that influence the operation of the Incidence Command System were found to be securing the operating budget, cooperation of the related agencies, disaster resource support, and expert training. The relative influence of the variables on the operation of the Incident Command System was found to be in the order of expert training, cooperation of related organizations, disaster resource support, and securing of the operating budget.

Consortium Configuration of Local Governments for Disaster Joint Response Plan (재난 공동 대응을 위한 지자체 컨소시엄 구성 방안)

  • Recently frequencies and scales in natural disasters have been significantly increased and enlarged and that leads to increase interests on preventing disasters. As natural disasters occur, it is difficult to fulfill the scale of natural disasters using ordinary stocks in a local government. Thus, it is necessary to establish a system that commonly uses protection resources according to regional characteristics in order to rapidly implement labor mobilization and equipment distribution based on the damage of natural disasters. In this study, regional characteristics in Korea provinces are analyzed and 'a way of composing a local government consortium for common disaster responses' is proposed. First, a disaster map that represents the amount of damage for each local government published in the disaster yearbook from 2002 to 2011 is produced using GIS. Then, the whole land is divided into five different sections according to administrative regions and that are divided into 12 clusters again based on the geographical and humanistic characteristics and the analysis of the scale of damage in typhoons and heavy rainfalls. Finally, disaster protection base stations for each region are selected. The data of analyzing disaster damages may be used as a reference material for establishing disaster prevention plans.

Using AHP to Develop a Rehabilitation Room Management Model for Fire Officers at Disaster Sites (재난현장 소방공무원의 회복실 운영모델 개발)

  • The purpose of this study was to provide an operational model of the rehabilitation room for fire officers at disaster sites to improve the safety and resilience of fire officers. Therefore, we analyzed the operation related elements of the rehabilitation room-such as overseas rehabilitation room operation cases and previous studies- and managed different factors including, but not limited to, management and human resources, equipment and facility, and accessibility and convenience factors; afterward, the relative importance and importance of sub-layers in each field were measured. The priority of items for the operation of the rehabilitation room for fire officers at disaster sites was elucidated; after expert analysis, it was found that human resources were the most crucial factor. Finally, it was found that, in descending order, accessibility and convenience, administrative, equipment, and facility factors were also essential. Based on this, we proposed a rehabilitation room operation guideline for disaster sites.

A Study on the Present Condition and Countermeasure Plan for the Disaster Protection in Public Library of Korea (한국 공공도서관의 재난대비 실태와 대응방안 연구)

  • Recently, there have been a number of news reports on natural disasters, like earthquakes. typhoons, floods and tsunami, all over the world. Korea does not seem to be safe from such disasters or terror threats. As places with high numbers of visitors. libraries need to take preventive measures to be prepared for such disasters and threats. This paper analyzes the current status of emergency measures adopted by 75 public libraries in Seoul. Daejeon and Jeonbuk in Korea. For each library surveyed. the causes of and ways to recover from disasters were reviewed and detailed analyses were carried out in low areas: Implementation of preventive measures disaster management and equipment, status of human resources and assignment of people to disaster recovery, safety courses offered to library users and training methods. In addition, each area was analyzed in regard to possible solutions and ideas for improvement, as well as suggestions to upgrade disaster recovery systems in the future.

  • Floods are the most common natural disasters and are annually causing severe destructions worldwide. Human activities, along with expected increased extreme precipitation patterns as a result of climate change enhance the future potential of floods. There are proven evidence that infrastructure based responses to flood disaster is no longer achieving optimum mitigation and have created a false sense of security. Nature-based solutions(NBS) is a widely accepted sustainable and efficient approach for disaster risk reduction and involves the protection, restoration, or management of natural and semi-natural ecosystems to tackle the climate and natural crisis. Adoption of NBS in decision-making, especially in developing nations is limited due to a lack of sufficient scenario-based studies, research, and technical knowledge. This study explores the knowledge gap and challenges on NBS adoption with case study of developing nation, specially for flood management, by the study of multiple scenario analysis in the context of climate, land-use change, and policies. Identification and quantification of the strength of natural ecosystems for flood resilience and water management can help to prioritize NBS in policymaking leading to sustainable measures for integrated flood management.
