In this study, a systematic survey was employed to investigate managers' awareness on the safety culture project in small- to medium-sized industries. The existing regulatory and technology-oriented disaster prevention strategy has been implemented to reduce industrial accidents within a short timeframe, but it is essential to reduce fundamental accidents as well by improving the organizational safety culture or software elements, such as safety awareness. Questionnaires and interviews were conducted to examine the managers' awareness about safety culture, consisting of 17 questions related to safety consulting and with the participation of 191 executives and safety managers. The results showed a significant difference in the self-pay rate of safety consulting depending on the size of the workplace under evaluation. Based on the results, the safety-consulting business focused on providing differentiated consulting support and realistic improvement plans according to the workplace size. The study concluded that it is possible to reduce fundamental human errors and improve organizations' safety awareness or safety culture by employing safety consulting differentiated by workplace size.
Domestic water supply and sewage facilities are rapidly aging and maintenance difficulties such as aging of operation and management personnel are overlapping, so Digital Twin technology is attracting attention as an intelligent means of process management. Digital twin projects for domestic water treatment processes include the smart sewage treatment project promoted by the Ministry of Environment, projects independently promoted by some local governments, and digital twin purification plant projects promoted by K-water. However, the content of digital twin promotion is different for each institution. Therefore, in the water treatment process, technological standardization and step-by-step implementation methods for digital twins must be preceded to reduce trial and error in future business promotion. This study aims to provide an efficient promotion plan by prescribing the digital twin element technology and composition method in the water treatment process and reviewing the contents currently being promoted by the Ministry of Environment, local governments, and K-Water individually.

Flood risk map, flood damage map, disaster information map, inundation trace map are involved with the cartographic analysis of flood inundation based on prevention, preparation, restoration, response from natural disasters such as flood, flooding, etc. In this study, the analysis for channel and basin characteristics Chungju dam to Paldang dam of South han river after four river project. Flood scenario is selected to take advantage of design flood level of schematic design for river. Flood inundation of one dimensional non-uniform flow by using HEC-RAS with basin characteristics is accomplished and two dimensional unsteady flow was interpreted by using FLUMEN. Frequency analysis is carried out about each abundance of South han river for 100 year period, 200 year period and 500 year period. Flooding disaster area of 100 year period on 0.5m damage functions is 2378.8ha, 200 year period on 0.5m damage functions is 3155.2ha, 500 year period on 0.5m damage functions is 3995.3ha respectively. It will be significant data for decision making to establish inundation trace map for providing basic plan for river maintenance, land use plan, flood protection plan, application plan and getting information of flood expectation area.
In recent years, there is growing concern about the potential use of biological agents in war or acts of terrorism accompanied an increased realization that rapid preparedness and response are needed to prevent or treat the human damage that can be caused by these agents. The threat is indeed serious, and the potential for devastating numbers of casualties is high. The use of agents as weapons, even on a small scale, has the potential for huge social and economic disruption and massive diversion of regional and national resources to combat the threat, to treat primary disease, and to clean up environmental contamination. Biological weapons are one of weapons of mass destruction (or mass casualty weapons, to be precise. since they do not damage non-living entities) that are based on bacteria, viruses, rickettsia, fungi or toxins produced by these organisms. Biological weapons are known to be easy and cheap to produce and can be used to selectively target humans, animals, or plants. Theses agents can cause large numbers of casualties with minimal logistical requirements (in wide area). The spread of disease cannot be controlled until there is awareness of the signs of infection followed by identification of agents; and if the organism is easily spread from person to person, as in the case of smallpox, the number of casualties could run into the tens of thousands. Biological weapons could be used covertly, there can be a lot of different deployment scenarios. A lot of different agents could be used in biological weapons. And, there are a lot of different techniques to manufacture biological weapons. Terrorist acts that make use of Biological Agents differ in a number of ways from those involving chemicals. The distinction between terrorist and military use of Biological Weapon is increasingly problematic. The stealthy qualities of biological weapons further complicate the distinction between terrorism and war. In reality, all biological attacks are likely to require an integrated response involving both military and civilian communities. The basic considerations when public health agencies establish national defence plan against bioterrorism must be 1) arraying various laws and regulations to meet the realistic needs, 2)education for public health personnels and support of concerned academic society, 3)information collection and cooperative project with other countries, 4)Detection and surveillance(Early detection is essential for ensuring a prompt response to biological or chemical attack, including the provision of prophylactic medicines, chemical antidotes, or vaccines) and 5) Response(A comprehensive public health response to a biological or chemical terrorist event involves epidemiologic investigation, medical treatment and prophylaxis for affacted persons, and the initiation of disease prevention or environmental decontamination measures). The purpose of this paper is providing basic material of preparedness and response for biological terrorism in modern society.
Although problems such as river management and flood control have occurred continuously in the Imjin and Bukhan river basin, which are shared by South and North Korea, efforts to manage the basin have not been carried out consistently due to limited cooperation. As the magnitude and frequency of hydrologic phenomena are changing due to global climate change, it is necessary to prepare countermeasures for the rainfall variation in the shared river basin area. Therefore, this study was aimed to project future changes in extreme precipitation in South-North Korea shared river basin by applying 13 Global Climate Models (GCM). Results showed that the probability rainfall compared to the reference period (1981-2005) of the shared river basin increased in the future periods of 2011-2040, 2041-2070 and 2071-2100 under the Representative Concentration Pathways (RCP)4.5 and RCP8.5 scenarios. In addition, the rainfall frequency over the 20-year return period was increased in all periods except for the future periods of 2041-2070 and 2071-2100 under the RCP4.5 scenario. The extreme precipitation in the shared river basin has increased both in magnitude and frequency, and it is expected that the region will have a significant impact from climate change.
Purpose: This study is based on the detailed inspection data for the last 6 years of fire-fighting high ladder vehicles, fire-fighting inflected ladder vehicles, fire-fighting chemical vehicles and fire-fighting pump vehicles used in front-line fire departments. The purpose is to contribute to the technological development of fire-fighting vehicles by grasping the implementation status of each city and province, the rate of defects, and the occurrence of defects by year. Method: The implementation status by city and province, defect incidence rate, and defect occurrences by year were analyzed. Result: From 2012 to 2017, when the average of 230 or more overhaul vehicles was requested, the results of each city/province show slight fluctuations, but the number of defects gradually decreased due to the old fire-fighting vehicle replacement project and the response of fire vehicle manufacturers. Conclusion: In the case of fire-fighting ladders, the incidence rate of defects was found to be in the order of elevator device, electric device, ladder device, and pneumatic supply device. And in the case of the fire fighting ladder, it was confirmed that the incidence of defects appeared in the order of the refractive ladder, hydraulic cylinder, hydraulic oil, and pneumatic supply device. In the case of fire-fighting chemical vehicles, it was confirmed that defects occurred in the powder fire extinguishing device, fire pump, vacuum pump, and pneumatic supply device.

In this study, data linking module called GeoSWMM was developed using a typical secondary flooding model SWMM in order to improve the accuracy of the input data of SWMM and to map hourly inundation estimation areas that were not represented in the conventional inundation map. GeoSWMM is a data linking module of GIS and SWMM, which can generate a SWMM project file directly from sewer network GIS data. Utilizing the GeoSWMM the project file of SWMM model was constructed in the study area, Seocho 2-dong, Seoul. The actual flooding has occurred September 21, 2010 and the actual rainfall data were used for flood simulation. As a result, the outflow started from 2 PM due to the lack of water flow capacity of the sewage system. Based on the results, hourly inundation estimation maps were produced and compared with flood train map in 2010. The comparison showed about 66% matching in the overlap of inundation areas. By utilizing GeoSWMM that was developed in this study, it is easy to build the sewer network data for SWMM. In addition, the creation of hourly inundation estimation map using SWMM will be much help to flood disaster prevention plan.

Recently, a mega project such as Korea-China or Korea-Japan undersea tunnel project has been emerged for detail discussion and the interest in undersea tunnel is on the rise. More severe damage by train fire is expected in undersea tunnel comparing to ground tunnel and thus the study on more efficient fire extinguishing system, besides existing disaster prevention design is underway. To that end, a full-scale fire tests using CAF fire extinguishing system which has been developed by modifying traditional foam fire extinguishing system for fire suppression at rescue station in timely manner were conducted over 7 times. The test was conducted after setting the rescue station in virtual tunnel with a car of KTX. As a result of using compressed air foam directly to the fire source, 30 liter of Heptane combustibles was extinguished within 1 minutes. Applicability of compressed air foam to train fire at rescue station in undersea tunnel was has been proven and further study is considered required while changing the nozzle angle and location so as to achieve quick and easy extinguishing goal, making use of the advantage of CAF, as well as to reduce the fire water and chemicals required.

The purpose of this study is to classify main risk factors on a construction phase of a plant project and analyze importance by the risk factors. Plant Industry is continuing boom and the increase in overseas plant orders in 2014 has showed a performance increase of 61% of the total orders, as the plant industry are risk factors for the construction phase, safety management target recognition and variety of accident prevention and safety factors by importance, etc. a situation that requires the development and introduction of management. So, it is performed that collected disaster conditions data on a construction phase of a plant project, is questioned by plant construction professional and is classified by 4M. Then, it is performed that is questioned by plant construction and safety professional in order to apply AHP method, and is presented from analyzing the risk factors, which are results of the survey, by importance and priority. This study will recognize from identifying the main risk factors in advance and will be utilized as a basic data is to prevent the risk factors.

The frequency of official injury of fire-fighting officers exposed to an extreme situation in disaster areas has been continuously increased. In spite of increase of injury, procedures of injury approval are complex, so the working environment of fire-fighting officers is very poor in terms of safety management. This study was, therefore, conducted to provide basic data for improvement of the injury management system for fire-fighting officers, by empirically analyzing the system for those in Busan city. The findings of the empirical analysis are as follows: first, the frequency of injury experienced by them is higher than that of other occupations; second, application for injury is not actively made; third, fire-fighting officers should bear the expense if injury is approved. On the basis of such an analysis on actual conditions, an analysis on policy factors for improving the injury management system shows; first, various high-risk matters should be considered in the review of application for injury, for improvement factors of the application for injury, while it is necessary to extend the benefit and support project for injured officers, for operation improvement factors of the injury management system, and the compensation act should be improved, for the improvement factors of the injury system. Second, it is urgent to develop damage prevention and coping education program for improving the injury management system. In addition, the simplification of administrative procedures of application for injury and the extension of benefit and support project for injured officers should be realized as soon as possible, moreover, the enhancement of directors' interest and support is also required.
