  • The current disaster management manual is being utilized as a book or document-based type. It causes a low applicability and interoperability in practical business because each information has a different document format and it is difficult to recycle those information as common disaster information. The information reading by text type without electronic data and visual object also has a limitations in guaranteeing a quickness of disaster management business. Accordingly, the electronic document management system with visual information is necessary and the system needs to tie framed by XML schema because the electronic document standard will be changed from DTD to XML schema. This study attempts to develop a procedural methodology of an electronic document management system based on XML for disaster management. The applicability of the proposed results is verified by the simulated scenario.

  • In addition to the proliferation of intelligent information technology, the field of disaster management is being approached from a multifaceted perspective. In particular, as the interest in establishing a disaster safety management system using data increases, there is an increasing need for a large amount of big data distribution generated in real time and a systematic management. Furthermore, efforts are being made to improve the quality of data in order to increase the prevention effect of disasters through data analysis and to make a system that can respond effectively and to predict the overall situation caused by the disasters. Disaster management should seek both precautionary measures and quick responses in the event of a disaster as well as a technical approach to establishing governance and safety. This study explores the policy implications of the significance and structure of disaster safety management governance using data.

  • Recently, though damage caused by intensive rainfall and typhoon happens frequently, we could not forecast or predict a disaster, due to the difficulty of obtaining exact information about it. For efficient disaster management, the most urgent need is the preparation of a flood forecast-warning system. Therefore, we need to provide a program that has the ability of inundation analysis and flood forecast-warning using a geographic information system, and using domestic technology rather than that from foreign countries. In this research, we constructed a FDMS(Flood Disaster Management System) that is able to analyze real-time inundation data, and usins the GIS(Ceographic Information System) with prompt analyzing of hydrologic-topographical parameters and runoff-computation. Moreover, by expressing inundation analysis in three-dimensions, we were able to get to the inundation area with ease. Finally, we expect that the application of this method in the (food forecast-warning system will have great role in reducing casualties and damage.

  • This study aims to propose requirements for developing an integrated classification system for disaster and safety information by analyzing classifications currently used in disaster and safety-related organizations in Korea. To do that, this study first analyzed existing disaster category classifications. Then, it collected classifications currently used in disaster and safety-related organizations, and through interviews with practitioners, analyzed considerations to manage disaster and safety information comprehensively. The analysis shows that to develop a disaster category classification, consistency, exhaustivity, systemicity, and disasters frequently occurring in Korea should be considered. In addition, this study suggests a facet classification system for disaster and safety information given the intricacy of disaster and safety management and the occurrence of compound disasters.

  • In this study, the plan to construct a disaster information categorization system that can be objectively and efficiently performed was suggested in order to perform disaster management task systematically. Recently, the damage of natural disasters is gradually growing larger and faster, increasing the economic loss. Especially, as for the domestic storm damage, the damage from strong wind was found to be greater than the damage from torrential rain. Also, strong wind was found to be inflicting a great damage on human life, property and agricultural crops, so the necessity to study damage restoration from strong wind is increasing. Nevertheless, the damage items categorized in the domestic disaster year book are often comprehensive or unclear in criteria, and thus fail to reflect items or matters due to actual disaster damage. It is difficult to aggregate damage accurately such that it does not correspond to the national compensation scope or the damage amount is calculated according to subjective judgment of the investigator in charge. As such, if the disaster information management is inadequate by not applying accurate categorization criteria from damage amount calculation, there can be an issue with fairness when paying the damage support aid. Therefore, this study suggested a categorization plan for objective and efficient execution of disaster information management task in order to resolve such issues. It is expected that quick and efficient execution would be possible in disaster information management and task procedure domestically by constructing systematic categorization system related to disaster information.

  • Wooden cultural heritage is vulnerable to fire, flooding and other hazards. Therefore, an effective disaster prevention and mitigation strategy for them should include preventive measures in a full range of management. These were used to construct a disaster safety system for 508 wooden cultural heritage items by the Cultural Heritage Administration. According to the type of ownership and administration, national and public heritage is controlled by personal management or commissional management. Among them, it is arranged with the safety security institute for important cultural properties. In addition, they have problems of field management with no computerization about the management information for a disaster facility system. Therefore, this study aimed to develop a DB platform that can share information with many users who need to manage cultural heritage. Through a field survey, it is feasible to develop a disaster facility system to provide the information, such as the main data, quantity and location.

  • All kinds of disasters are occurring for several reasons in modern cities. So, We need the disaster management system to deal with them at this point that Those disasters are getting larger and more frequent. We organized the database into three categories; the traffic accident database on traffic accidents that is recognized as a typical disaster resulting from vehicles's increasement rapidly in modern urban life, the gas explosion disaster database on gas explosion that causes to fatal damage through broad areas, and the bridge management database that contains bridge resource information and repair record. In this study, we developed the Disaster Management System using the wireless internet GIS that can access the database and identify field information for the accident area in emergency situation as well as can modify and update the database in field directly, so that can cope with the disaster situations effectively.
