  • In this paper, an approach to determine the in-ordinal condition of a room, which is based on multi variable analysis, is proposed. According to this approach, the distance of a state from the ordinal condition is thought to be evaluated by the Mahalanobis' distance. The temperature changes of a room were measured and their statistical characteristics such as distribution type, the mean value and the standard deviation are studied. The applicability of the method for the fire detection is also investigated.

  • Remotely sensed data have been utilized efficiently for damage detection immediately after the natural disaster since they provide valuable information on land cover change due to spatial synchronization and multitemporal observation over large areas. Damage information obtained at an early stage is important for rapid emergency response and recovery works. Many useful techniques to analyze the characteristics of the pre- and post-event satellite images in large-scale damage detection have been successfully investigated for emergency management. Since high-resolution satellite images provide a wealth of information on damage occurred in urban areas, they are successfully utilized for damage detection in urban areas. In this research, a method to perform automated damage detection is proposed based on the differences of the textural characteristics in pre- and post- high resolution satellite images.

  • The study presents a review of research advancements in the field of gamma radiation detection systems for emergency radiation monitoring, particularly two major sub-systems namely (i) the radiation detector and (ii) the detection platform - air-borne and ground-based. The dynamics and functional characteristics of modern radiation detector active materials are summarized and discussed. The capabilities of both ground-based and aerial vehicle platforms employed in gamma radiation monitoring are deliberated in depth.

Automatic Detection of Absorption Features for Hyperspectral Images

  • A new method for automatic detection of absorption features is proposed. This method is based on the modulus maximum of the scale-space image calculated by continuous wavelet transform. This method is computationally efficient as compared to traditional methods. The continuum removal algorithm is than implemented on the detected absorption features to reduce some additive factors caused by other absorbing of materials. The results show that the chlorophyll absorption features are detected exactly.

  • Change detection is a core function of remote sensing. It can be widely used in public services such as land monitoring, damage assessment from disaster, analysis of city growth, etc. However, it seems that the change detection using satellite imagery has not been fully used in public services. For the person who is in charge of public services, it seems not to be ease to implement the change detection because various functions are combined into it. So, to promote the use of the change detection in public services, the standard, the process and the method for the change detection in public services should be established. And the software which supports that will be very useful. This study aims to promote the use of satellite imagery in public services by building up the change detection process which are suitable for general public services and developing the change detection software to support the process. The software has been developed using ETRI Components for Satellite Image Processing to support the interoperability with other GIS software.

Clinical Evaluation of Patients Intoxicated by a Gas Leak at an Underground Shopping Center - Carbon Monoxide Poisoning - (지하상가 가스누출 사고 환자들에 대한 임상적 고찰 - 일산화탄소 중독 -)

  • Purpose: It is not easy to detect carbon monoxide (CO) leakage, and CO-intoxicated patients do not show a specific set of symptoms. The aims of this study are to clinically evaluate patients with CO gas intoxication from a CO leak at an underground shopping center, and to discuss the establishment of a disaster prevention plan. Methods: A total of 51 patients intoxicated by CO gas exposure in a gas disaster at a underground shopping center in Seoul on September 8, 2006 were enrolled in this study, and the patients' medical records were retrospectively reviewed. Results: The mean patient age was $29.4{\pm}6.3$. The initial mean COHb level was $14.98{\pm}6.97%$. The number of patients with COHb greater than 25% was three, and six patients experienced a syncopal attack. Only one patient-was treated with hyperbaric oxygen therapy. However, none of the patients complained of severe neurologic or cardiovascular symptoms. Conclusion: The symptoms of CO intoxication are non-specific and difficult to define, and the detection of CO leak-age is difficult. Thus, workplaces should be equipped with leakage sensors and automatic alarm systems and should have develop disaster prevention plans.

  • The wooden cultural assets have the characteristics such as the fast spread of flame and leading to total destruction. Therefore, there is a need for a system for early countermeasure of recognized problem, along with the technological response for accurately recognizing the situation, for the prevention and early suppression of fire. To utilize such technology for detecting the situation through the latest ubiquitous technology and for a quick response to suppress fire, the ubiquitous sensor network (USN) technology, flame detector, image sensor, USN-based cultural asset disaster prevention management application case and malfunction identification system realization were examined in this study and the study result was presented focusing on the flame detector malfunction identification system for the ubiquitous-type cultural asset disaster prevention system.

  • Purpose: The purpose of this study is to analyze the danger signs of buildings and present a plan to install a building monitoring system to develop measurement technology for small private buildings in the blind spot of disaster safety. Method: The cause of building risk behavior, components of monitoring measuring equipment, location of measuring equipment installation, management plan, etc. are presented. Result: Measuring instruments essentially include acceleration sensors, tilt sensors, gyro sensors, GPS, etc. The measuring instrument should take into account the height and cross-sectional area of the pillar. Conclusion: The results of this study can strengthen disaster safety capabilities in preparation for disasters arising from building collapses that may occur in small private buildings.

  • Chemical accidents are the cause of the accident site during the initial responders to quickly and easily see materials and concentration method for the U.S. Environmental Protection Agency(EPA) is widely used in the initial response team direct reading detection equipment used. Ministry of the tubular gas detection equipment to detect direct reading detection equipment used in the event of an accident scene, and shell-and-tube gas detector for rapid detection and identification and precise analysis of causative pollutants before about strategically can identify the quantitative and qualitative useful equipment. However, those who initially respond to the scene of a direct reading detection equipment and a simple lack of understanding of how to use the numbers only because of the way you want to check the accuracy of detection results have been raising questions about the increase. The scene of the accident in order to obtain an accurate detection results used in this paper, the Ministry of Environment of gas detectors detect tubular Kitagawa and Draeger detector tube to check the reactivity of the material on-site detection of early response of those who were to raise the accuracy of the results.

Applicability Assessment of Disaster Rapid Mapping: Focused on Fusion of Multi-sensing Data Derived from UAVs and Disaster Investigation Vehicle (재난조사 특수차량과 드론의 다중센서 자료융합을 통한 재난 긴급 맵핑의 활용성 평가)

  • The purpose of this study is to strengthen the capability of rapid mapping for disaster through improving the positioning accuracy of mapping and fusion of multi-sensing point cloud data derived from Unmanned Aerial Vehicles (UAVs) and disaster investigation vehicle. The positioning accuracy was evaluated for two procedures of drone mapping with Agisoft PhotoScan: 1) general geo-referencing by self-calibration, 2) proposed geo-referencing with optimized camera model by using fixed accurate Interior Orientation Parameters (IOPs) derived from indoor camera calibration test and bundle adjustment. The analysis result of positioning accuracy showed that positioning RMS error was improved 2~3 m to 0.11~0.28 m in horizontal and 2.85 m to 0.45 m in vertical accuracy, respectively. In addition, proposed data fusion approach of multi-sensing point cloud with the constraints of the height showed that the point matching error was greatly reduced under about 0.07 m. Accordingly, our proposed data fusion approach will enable us to generate effectively and timelinessly ortho-imagery and high-resolution three dimensional geographic data for national disaster management in the future.
