  • In the 4th industrial revolution, research on solving urban problems using ICT technology is emerging. Representatively, research is being conducted mainly focusing on smart cities. 3D geo-spatial. Various case studies on smart cities are being conducted to solve urban problems, and in order to effectively implement smart cities, it is implemented on the basis of a digital twin interconnecting physical and virtual environments. To implement a digital twin, the concept of space is essential, and spatial information that composes the real world is also essential. Therefore, in order to implement the digital twin, this study conducted a study on the construction and modeling of 3D geo-spatial information based on the national spatial information establishment regulations and the international standard CityGML for buildings, water facilities, and transportation facilities in Jeonju. In Jeonju, the research area, the LOD was defined, and the possibility of digital twin based on geo-spatial information was determined through data collection, analysis, and construction for each detail. In this study, it is meaningful that a plan to construct geo-spatial information for the implementation of a digital twin is presented, and the result of the construction is modeled as an urban standard model. The results of study are expected to be used as reference for detailed construction plans and standard establishment by governments and local governments promoting smart city and digital twin construction in the future.

  • In this study, we developed a large fire forecasting system using critical weather conditions, such as strong winds and effective humidity. We incorporated information on forest type prior to large fires using an incident case study. The case study includes thirty-seven large fires covering more than 100 ha of damaged area over the last 20 years. Dangerous large fire regions were identified as areas of more than 30 ha of Korean red pine and the surrounding two kilometers. Large fires occur when wind speeds average 5.3 m/s with a maximum of 11.6 m/s and standard deviation of 2.5 m/s. Effective humidity for large fires average 30% with a minimum of 13% and standard deviation of 14.5%. In dangerous Korean red pine stand areas, the large fire 'Watch' level is issued when effective humidity is 30-45% for more than two days and average wind speed is 7-10 m/s. The 'Warning' level is issued when effective humidity is less than 30% for more than two days and average wind speed is more than 11 m/s. Therefore, from now on, the large fire forecasting system can be used effectively for forest fire prevention activities based on a selection and concentration strategy in dangerous large fire regions using severe weather conditions.

  • Due to the Four Major Rivers Restoration Project, Nakdong River Estuary Barrage's designed flood quantity has been largely increased, and this has caused to construct several drainage gates at the right side of Eulsukdo island to secure the safety of downstream river area. For successful functioning of Nakdong River Estuary Barrage, such as flood control, disaster prevention, and the securing of sufficient water capacity, drainage gates at the both sides of island have to operate systematically and reliably. To manage this under restricted personnel and resources, we have implemented the IOS (Integrated Operation System) by integrating previous facilities and resources via information and communication technologies. The IOS has been designed to have higher availability and fault tolerance to function continuously even with the partial system's failure under the emergency situation like flood. Operators can use the system easily and acknowledge alarms of facilities through its IWS (Integrated Warning System) earlier. Preparing for Integrated Water Resources Management and Smart Water Grid, the architecture of IOS conformed to open system standards which will be helpful to link with the other systems easily.

  • Flash floods is defined as the flooding of intense rainfall over a relatively small area that flows through river and valley rapidly in short time with no advance warning. So that it can cause damage property and casuality. This study is to establish the flash-flood warning system using 38 accident data, reported from the National Disaster Information Center and Land Surface Model(TOPLATS) between 2009 and 2012. Three variables were used in the Land Surface Model: precipitation, soil moisture, and surface runoff. The three variables of 6 hours preceding flash flood were reduced to 3 factors through factor analysis. Decision tree, random forest, Naive Bayes, Support Vector Machine, and logistic regression model are considered as big data methods. The prediction performance was evaluated by comparison of Accuracy, Kappa, TP Rate, FP Rate and F-Measure. The best method was suggested based on reproducibility evaluation at the each points of flash flood occurrence and predicted count versus actual count using 4 years data.

  • In this research, thermal design data such as heat transfer coefficient on the wall surface required for ventilation system design which is to prevent the temperature rise in the underground utility tunnel that three sides are adjoined with the ground was investigated in numerical analalysis. The numerical model has been devised including the tunnel lining of the underground utility tunnel in order to take account for the heat transfer in the tunnel walls. The air temperature in the tunnel, wall temperature, and the heating value through the wall based on heating value(117~468 kW/km) of the power cable installed in the tunnel and the wind speed in the tunnel(0.5~4.0 m/s) were calculated by CFD simulation. In addition, the wall heat transfer coefficient was computed from the results analysis, and the limit distance used to keep the air temperature in the tunnel stable was examined through the research. The convective heat transfer coefficient at the wall surface shows unstable pattern at the inlet area. However, it converges to a constant value beyond approximately 100 meter. The tunnel wall heat transfer coefficient is $3.1{\sim}9.16W/m^2^{\circ}C$ depending on the wind speed, and following is the dimensionless number:$Nu=1.081Re^{0.4927}({\mu}/{\mu}_w)^{0.14}$. This study has suggested the prediction model of temperature in the tunnel based on the thermal resistance analysis technique, and it is appraised that deviation can be used in the range of 3% estimation.

  • The Sewol ferry catastrophe that took place on April 16 2014 was unprecedented in terms of its sociopolitical implications, which had reverberated throughout the Korean nation. Mindful of such distinct characteristics of the Sewol ferry catastrophe, this thesis looks into the salience of the agendas portrayed in Twitter and Portal News coverage on the disaster and the correlation between the attribute-specific agendas of the foregoing mediums by making use of the agenda rank order correlation method. Extraction and analysis of big data revealed that first, while the hypothesis that there were little difference in terms of salience among the main agendas between Twitter and Portal News was dismissed, the rank order correlation proved to be high as regards the main agendas on Twitter and Portal News. This signifies that Twitter agendas exert influence over those on Portal News. Next, and regarding the five main agendas on the incident, there existed differences in salience between the attribute-specific agendas of the two mediums, with low figures for corresponding rank order correlations. Such results signify that Twitter and Portal News have little influence over each other as regards their agenda rank order correlation.

  • Recently, the quantities of chemical material are increasing in chemical industries. At that time, release accident is increasing due to aging of equipment, mechanical failure, human error, etc. and industrial complexes found community properties in a specific area. For that matter, chemical release accident can lead to hight probability of large disaster. There is a need to analyze the boundaries optimal sensor placement calculated by selecting release scenarios through release condition and wether condition in a chemical process for release detection and response. This paper is to investigate chlorine release accident scenarios using COMSOL. Through accident scenarios, a numerical calculation is studied to determine optimized sensor placement with weight of detection probability, detection time and concentration. In addition, validity of sensor placement is improved by robustness analysis about unpredicted accident scenarios. Therefore, this verifies our studies can be effectively applicable on any process. As mention above, the result of this study can help to place mobile sensor, to track gas release based concentration data.

  • This paper, as a case study on the evaluation of nationwide-unit forest functions, targeting the entire Gyeongsangnam-do region, examined the integration measures for the evaluation of national, public and private forest functions, as well as GIS data problems and GIS data building methods. Also, the distribution and characteristics of Gyeongsangnam-do's forest functions were examined. First, as integration measures for forest function evaluation, evaluation unit was proposed as watershed unit, and GIS techniques were proposed to correct some patterns of errors shown in the watershed maps. Also, of GIS data used for forest function evaluation, maps of locations of saw mills to be revised, expressway interchange location maps, and population distribution maps were built nationwide. Based on watershed units, the forest functions of 20 cities and counties in Gyeongsangnam-do were evaluated, revealing that wood production function and forest recreation function potentials, high-ranking was high distributed throughout the site, while most functions potentials, low-ranking was low distributed. In forest function maps with the application of priority by city and gun, the area size was ranked in the order of forest recreation, timber production, natural conservation, water yield, living environment conservation, and prevention of natural disaster. Case analysis results for large areas can be used in evaluating nationwide forest functions.

  • Various methods have been employed for acquiring beach surface data, which are used to monitor shoreline changes due to beach erosion. This study explores the possibility of constructing and implementing a surface model of beach using data acquired with a terrestrial laser scanner and RTK-GPS. Digital images and three-dimensional data of beach areas acquired at 20 cm intervals using a laser scanner were used to create a digital surface model covered with digital image. Seven months later, the beach area was surveyed using an RTK-GPS, and another beach model was constructed using the data collected with an accuracy of 1.9 cm. The use of a terrestrial laser scanner is expected to ensure acquisition of good quality results and help deal with seasonal changes in beach areas. Because readings obtained with the RTK-GPS are dependent on the number of sampling points in beach model, difficulties are encountered when fixing the survey points. However, RTK-GPS could be used to implement a three-dimensional model by correcting the hidden parts in images obtained using a terrestrial laser scanner. Therefore, an RTK-GPS and a terrestrial laser scanner can be used in combination to obtain more precise data for the construction of beach model data.

  • We numerically studied tsunami propagation characteristics through Korean Straits based on nonlinear shallow water equation, a robust wave driver of the near field tsunamis. Tsunamis are presumed to be generated by the earthquake in Tsuhima-Koto fault line. The magnitude of earthquake is chosen to be 7.5 on Richter scale, which corresponds to most plausible one around Korean peninsula. It turns out that it takes only 60 minutes for leading waves to cross Korean straits, which supports recently raised concerns at warning system might be malfunctioned due to the lack of evacuation time. We also numerically obtained the probability of tsunami inundation of various levels, usually referred as tsunami hazard, along southern coastal area of Korean Peninsula based on simple seismological and Kajiura (1963)'s hydrodynamic model due to tsunami-generative earthquake in Tsuhima-Koto fault line. Using observed data at Akita and Fukaura during Okushiri tsunami in 1993, we verified probabilistic model of tsunami height proposed in this study. We believe this inundation probability of various levels to give valuable information for the amendment of current building code of coastal disaster prevention system to tame tsunami attack.
