A Study on the Special Needs of the Hearing-Impaired Person for Disaster Response (청각장애인 재난대응 욕구에 관한 연구)

  • This study evaluated the actual status of special needs of the hearing-impaired person for disaster response. The analysis revealed a significant level of unmet needs in disaster response for hearing-impaired person. The 5 special needs in disaster response include: 1) communication needs, which involve securing the means to make an emergency rescue request and communicating information during the rescue process; 2) transportation needs, which indicate the effective evacuation capacity and the level of training; 3) medical needs, which address the degree of preparedness for physical and mental emergency measures and the delivery of health information for rescue and first aid process; 4) maintaining functional independence needs, which refer to the level of self-preparedness to minimize damage in disaster situations, and; 5) supervision needs, which correspond to a personalized support system provided to disaster-vulnerable groups.

A Study on the Crisis Management Standard Manual for Large-scale Human Accident at Workplace for Efficiency of Disaster Response (재난대응 효율화를 위한 사업장 대규모 인적사고 위기관리 표준매뉴얼 개정방안 연구)

  • Purpose: The Ministry of Employment and Labor manages disasters based on the standard manual for risk management of large-scale human accidents in workplaces when large-scale disasters such as fires and collapses occur in workplaces. We are going to check the standard manual currently in operation and suggest improvement plans for the insufficient items. Method: Accordingly, the standard manual was checked together with internal and external experts in the disaster management manual and disaster management staff at headquarters and local government offices, and items to be improved were identified with priority. Result: In case of a collapse accident, it is necessary for the Ministry of Public Administration and Security to accurately present the selection criteria in order to eliminate the controversy over the selection of the disaster management department. In addition, it seems necessary to supplement the details of the disaster safety communication network operation and evacuation guidelines. Conclusion: In the future, in order to improve the disaster management system that meets the public's eye level, it is expected to prepare a standard manual for risk management of large-scale human accidents in workplaces that guarantees the lives and safety of workers through the collection of opinions from experts in the relevant field, disaster management personnel, and the general public.

Measures to Enhance Emergency Management Capacity of Private Security Industry

  • The private security will overcome the limit of public police system and implement a small and efficient government concept. Especially in recent years, this security system has naturally been expanded in its functions from crime prevention to prevention of disasters. To manage the emergency by the private security industry, the private security services to involve some peculiarity and specialty. The policy agenda of private security industry for crisis management are suggested. First of all, to provide quality services for emergency management, the guards from private organizations should receive professional education and training to secure the specialty. Second, we need to improve the quality of security instructors with intensive education system for them. Security instructors should be able to effectively handle lots of different matters in the fields of security, but examination of the current curriculum of education for security instructor indicates that there is not much chance of it. Third, must be natural in light that the private organizations have some limitations in their operational capabilities and scopes. Private security duties are well established in cooperation with related institutions such as the police. Lastly, development of high quality crisis management commodities in the private security becomes even more significant. The government should be determined to make an effort to grow the private industry and foster a political environment for the same purpose.

A Study on the Applications using Open GIS Component

  • This paper described some applications using Open GIS Component that was called MapBase. There were 4 applications : KSDI(Korea Spatial Data Infrastructure) funded by MOIC(Ministry of Information and Communication), National Plants Resource Management System supported by Korea Forest Service, 7-Underground Facilities Management System of Cheongju funded by MOCT(Ministry of Construction and Transportation), and National Disaster Management System supported by MOGAHA(Ministry of Government Administration and Home Affairs. Because they wanted to access heterogeneous spatial database, it was necessary to select MapBase as their base methodology. The main feature of MapBase was component S/W which provided the interoperability and reusability among GIS applications as well as non-GIS information system through common specification. In this paper, we showed some applications' architectures and functions to increase understanding MapBase. That would help you to make application using MapBase.

Characteristics of Monthly Maximum Wind Speed of Typhoons Affecting the Korean Peninsula - Typhoon RUSA, MAEMI, KOMPASU, and BOLAVEN - (한반도 영향 태풍의 월별 최대풍 특징과 사례 연구 - 태풍 루사·매미·곤파스·볼라벤을 대상으로 -)

  • The present study analyzes the characteristics of 43 typhoons that affected the Korean Peninsula between 2002 and 2015. The analysis was based on 3-second gust measurements, which is the maximum wind speed relevant for typhoon disaster prevention, using a typhoon disaster prevention model. And the distribution and characteristics of the 3-second gusts of four typhoons, RUSA, MAEMI, KOMPASU, and BOLAVEN that caused great damage, were also analyzed. The analysis show that between May and October during which typhoons affected the Korean Peninsula, the month with the highest frequency was August(13 times), followed by July and September with 12 occurrences each. Furthermore, the 3-second gust was strongest at 21.2 m/s in September, followed by 19.6 m/s in August. These results show that the Korean Peninsula was most frequently affected by typhoons in August and September, and the 3-second gusts were also the strongest during these two months. Typhoons MAEMI and KOMPASU showed distribution of strong 3-second gusts in the right area of the typhoon path, whereas typhoons RUSA and BOLAVEN showed strong 3-second gusts over the entire Korean Peninsula. Moreover, 3-second gusts amount of the ratio of 0.7 % in case of RUSA, 0.8 % at MAEMI, 3.3 % at KOMPASU, and 21.8 % at BOLAVEN showed as "very strong", based on the typhoon intensity classification criteria of the Korea Meteorological Administration. Based on the results of this study, a database was built with the frequencies of the monthly typhoons and 3-second gust data for all typhoons that affected the Korean Peninsula, which could be used as the basic data for developing a typhoon disaster prevention system.

  • Purpose: This study examines how police's level of satisfaction over work environment influences on introduction of municipal police system and the purpose of this study is to examine the individual police's opinion by exploring the work satisfaction of police under current centralized police system and their level of expectation toward introduction of municipal police system. Method: To complete the research, this study used the survey data from in-service police and analyzed it based on regression analysis. Result: This study analyzed the influence of police's job satisfaction on expectation over introduction of municipal police system by dividing the police's job satisfaction into internal and external satisfaction. In the influence of police's job satisfaction on expectation toward physical environmental change, both internal and external satisfaction had significant negative influence. Conclusion: Thus, there should be a clear organization on municipal police and related items before introducing the system to gain trust from police.

Applications of SMCRE Model on Social Amplification of MERS Risk Information and its Implications (메르스 위험정보유통의 사회적 확산에 관한 SMCRE 모형의 적용과 함의)

  • Purpose - This article tackles risk communication issues and aims to address the characteristics of MERS risk information distribution in South Korea, and secondly to examine the communicative behavior of the public health authority in terms of the quality of communication strategies. Thirdly, the study attempts to figure out the risk communication to cope with MERS through the applications of SMCRE model in chronological order. We employ the social amplification of risk framework for analyzing the emergent public response as one of the main approaches. Research Design, Data and Methodology - The main framework of this study is theoretically based on the social amplification of risk, which describes signals about risk transmitted and processed by individuals and social groups. The model also reflects the interactions between social groups and institutes about disaster-related risk issues, which are potential amplifiers or attenuators of communication signals. S-M-C-R-E Model is methodologically employed to examine the social amplification for MERS risk information in each period, which we defined operationally. The proposed methodology allows the assessment of effectiveness and ineffectiveness on risk communication to be conceptualized as a countermeasure against disasters. The paper focuses on exploring how social risk amplification can be applied and organized in each stage. Results - The SMCRE model describes the exchange of risk information and is also applied to all forms of communication between stakeholders including public health authority, local government and media. Each factor of risk communication includes source, message, channel, receiver and effect. The results support that the effective risk communication involves not only the improved reliability of public health authority as a key factor of risk communication, but also a close cooperation and good collaboration with local governments. It does not seem to be possible that the government-initiated risk communication based on controllability and management cope effectively with infectious disease in early stage. The results of this study imply that the shared risks between local, regional and national authorities can enhance risk communication system. Conclusions - The study supports that the disparities in how disaster-related risk information is interpreted and coded, have made effective risk communication and public sense-making impeded. Our findings support a more communicative discussion about the role of risk information sharing between governments for the improvement of emergency management and underline the importance of social elements in the risk communication, such as relationship and trust building. Findings suggest that trust building between stakeholders could be added to help explain the processes of social amplification and attenuation of risk. It would be recommended that the continuous risk communication with all the involved stakeholders will be able to help national health promotion policy to be improved regarding emergency management. Furthermore, risk communication has to be a scientific approach for the communication pertaining to potentially sensitive or controversial situations with public concerns and low public trust.

A Study on Railway Services Improvement Using Quality Function Development Incorporating SERVPERF (서비스품질지수를 고려한 품질기능전개를 통한 철도 서비스 품질 개선에 관한 연구)

  • Purpose: This study was to identify customers' demands in railway services system and then to seek the way to satisfy the customer expectations. Methods: We suggest a Quality Function Deployment(QFD)-based approach comprised of three stages. In first stage, SERVPERF survey was carried out to assess current positions of customer expectations in the market. Then, factor analysis was incorporated into SERVPERF to classify customer expectations for the house of quality. In the second stage, the analytic network process was used to prioritize the importance of the customer attributes. Finally, QFD was performed utilizing customer attributes and their weights. Results: The QFD identified the most important customer expectations as: accident prevention, swift reaction to accident, on-time arrivals and departures of the train. It also shows that driving capability, equipment for safety, and training for disaster are the most critical technical requirements. Conclusion: The results are useful for identifying the customers' demands in railway services systems, and they can contribute to the service quality and customer satisfaction.

A Systematic Review on Studies Related to Disaster (재난관련 연구의 체계적 문헌고찰)

  • This study was conducted to investigate the trends in domestic and international disaster-related research through a systematic review of the literature and to establish a basis for future disaster-related countermeasures and development directions. A related literature search was conducted through the domestic and foreign databases through the combination of disaster-related terms from 2000 until February 28, 2017, and 79 articles were used in the analysis based on selection and exclusion criteria of 177 total documents. As a result of the research, 31.6% of disaster research type was quantitative studies, and 29.1% of the major disciplines were medical research. In addition, there were engineering(18.9%), public administration(13.9%), and nursing(11.4%). In foreign literature, there are many triage studies for the classification of patients in multiple lesions. On the other hand, only 30.4% of total triage studies in Korea were detected. Most of them were related to triage development, triage evaluation, triage research, and reviews. In addition, according to the disaster nursing capacity framework of the International Council of Nurses, 72.3% of studies were related to the response phase. Future research on disasters requires interdisciplinary convergence, patient classification, and technology integration to improve the survival rate of multiple injuries, and an integrated system based on the results of collaborative research among interdisciplinary groups is needed.

A Study on the Risks Factors of Fire Occurrence and Expansion for Traditional Markets (전통시장 화재 발생 및 확대 위험요인에 관한 연구)

  • Purpose: Traditional markets often have irregular space utilization patterns because the spaces are created and divided as time passed. Internally, there is high risk of fire due to problems such as aging facilities and high-density of stores and externally, there is high risk of fire spread since it is often adjacent to deteriorated residential and commercial facilities. Method: In this paper, on-site investigations were carried out to check fire risk factors and fire spread risk, and fire occurrence and expansion risk factors were investigated for traditional markets in Hwanghak-dong and Dong-daemun by using large-scale fire data from existing traditional markets. Result: As a result of the analysis, there are likely to be various problems such as high fire load and lack of safety awareness due to aging facilities and high-density of stores. In particular, it is necessary to prepare countermeasures because deteriorated residential facilities with narrow alleys around traditional markets have high fire spread. It is situation that while traditional markets mainly are managing for fire and disaster centering on the merchant association, the surrounding residential areas are not properly managed. Conclusion: It is necessary to manage deteriorated residential facilities with traditional markets, also to be linked early warning system and information to evacuate rapidly in case of fire there.
