This study aimed at investigating elderly people's experiences and perception of flood disasters in Gangwon province, which is mainly devastated by flood disasters, and seeking to the coping strategy against vulnerability of disaster between elderly men and women. A total of 183 elderly people aged 60 and over who were directly or indirectly damaged by flood disasters of 2006 in Pyung-chang and In-je in Gangwon province were selected for this study. According to the study results, there were no statistical differences in disaster experiences between elderly men and women, however, a statistically significant difference was found in the perception of disaster among them. Although elderly women are more likely to perceive the possibility of secondary flood disasters than elderly men, elderly women are less knowledgeable than elderly men in disaster attacks and they have appeared to have low coping skills. This study showed that elderly women were more likely to live alone than elderly men and they have low income comparing to the elderly men. In conclusion, elderly women should be considered as a most vulnerable group to the disaster and gender-based approach is necessary to take measures in disaster prevention.
In this study, it has been tried to prepare an analytical fragility curves for isolated straight continues highway bridges by considering different spectral intensity measures. A three-span concrete isolated bridge has been selected and the seismic performance of the bridge has been improved by Lead Rubber Bearing (LRB). Incremental Dynamic Analysis (IDA) is applied to the bridge in longitudinal direction. A suite of 14 earthquake ground motions from medium to sever motions are scaled and used for nonlinear time history analysis. Fragility function considers the relationship of earthquake intensity measures (IM) and probability of exceeding certain Damage State (DS). A full three dimensional finite element model of the isolated bridge has been developed and analyzed. A wide range of different intensity measures are selected and the optimal intensity measure which has the less dispersion is proposed.
This study aim is to investigate disaster management actual in field of public administration and establish object of disaster management study by surveying the trends of disaster management for development of disaster management. This study has examined the trends in researches on disaster management that have been done so far First, their changes have been investigated by years and it was found out that the studies on disaster management accounted for 81.8% after the year of 2000. Second case studies accounted for 47.7%, with respect to the method for research which means researchers lay emphasis on case studies. Third, the studies that aim to suggest policy alternatives were found the highest with 79.5%, in regard of research objectives, an the studies on verification theories with 13.6%, which means that more efforts need to be made on theorization and verification continuously to lay the groundwork for studying disaster management. Fourth the studies have been examined by type of disaster and it was found out that since 2001 the studies on social disasters and comprehensive studies on social, man-made and natural disasters have increased by 27.3% and 50% respectively. Fifth, studies have been examined by administrative units and it was found out that the studies on central government local government, private sector and NGO's disaster management accounted for the highest percentage with 50%. Lastly, the studies on preliminary strategies(mitigation & prepaedness) and post-strategies (response & recovery) accounted for the highest percentage, 56.8%, with respect to disaster management steps, and it was shown that studies are being made preponderantly on post-strategies.
In recent years, coastal areas have been suffering from coastal erosion, such as destruction of coastal roads and military facilities. In this study, the Delft3D model was used to analyze the sediment transport pattern due to seasonal characteristics of summer and winter waves in Anmok beach of the East coast. Typhoon and high waves are mainly are coming from ENE direction in the summer season and the flows occur in the northward. In winter, high waves are incident from NE and the flows occur in the southward. These seasonal patterns were simulated by using Delft3D model. As for model input, reanalysis wave data of the past 38 years were used, and the seasonal patterns were analyzed by dividing the whole year into summer and winter season. The grid point of the 38 year reanalysis data is far from the Anmok beach, so the three model grid systems (wide grid -> intermediate grid -> detailed grid) are constructed. Most of the flows in the NW direction occurred in summer, but erosion and deposition was alternated along the coastline. In winter, sediment was deposited near Gangnung Port due to the southern flow and the southern port. Strong winter waves compared to summer tend to cause deposition around Gangnung Port throughout the year.
Ad hoc network does not need any preexisting network infrastructure, and it has been developed as temporal networks in the various fields. Infostation is an efficient system to transfer informations which are not sensitive to delay. In this paper, we propose a disaster emergency management system using sensors attached to animals, that is combined with infostation system. We also analyze the performance of the proposed system by simulation. From the performance analysis results, we expect that the proposed system will be very useful to early detect big forest fires which occur frequently in Korea mountain areas.

This study is a descriptive research to compare and analyze the current status of disaster-related curriculum between emergency department and nursing department Research and analysis targets were 41 universities which include the emergency department in South Korean by using the universities' internet homepage, finally 30 universities were researched by removing the universities which doesn't upload the curriculum on their homepage, have emergency department or have nursing department. The research data were collected and analyzed by using the universities' internet homepage. The Keyword is 'Disaster', 'Catastrophe', and 'Emergency' to search the name of the subjects. The curriculum calculated as a percentage of frequency by using the status of disaster-related subjects opening, classification of major education, grade, credit, number of class, practical hours, and the total number of subjects. According to the study, 29 universities (96.7%) of emergency department and 19 universities (63.3%) of nursing department has the disaster-related subjects in their curriculum. The current status of the class opening is emergency department at second grade and nursing department as fourth grade. As a subject of major, two credits are the common class credits. Based on the results of the study, knowledge and skills and training courses are necessary to develop the ability to cope with disasters in the disaster field. The curriculum that matches the role of health care resources will be required.
Experiments on two-dimensional rectangular prisms with various side ratios (B/D=2, 3, and 4, where B is the along-wind dimension, and D is the across-wind dimension) and rounded corners (R/D=0%, 5%, 10%, and 15%, where R is the corner radius) are reported in this study. The tests were conducted in low-turbulence uniform flow to measure the wind pressures on the surfaces of 12 models for Reynolds numbers ranging from $1.1{\times}10^5$ to $6.8{\times}10^5$. The aerodynamic force coefficients were obtained by integrating the wind pressure coefficients around the model surface. Experimental results of wind pressure distributions, aerodynamic force coefficients, and Strouhal numbers are presented for the 12 models. The mechanisms of the Reynolds number effects are revealed by analyzing the variations of wind pressure distributions. The sensitivity of aerodynamic behavior to the Reynolds number increases with increasing side ratio or rounded corner ratio for rectangular prisms. In addition, the variations of the mean pressure distributions and the pressure correlations on the side surfaces of rectangular prisms with the rounded corner ratio are analyzed at $Re=3.4{\times}10^5$.
Purpose The purpose of this study is to examine the current operational status and problems of the Public Warning System (PWS) in China, and to propose feasible solutions to improve the performance and efficiency of the PWS through a comparative analysis with the Cell Broadcast Service (CBS)-based disaster SMS system adopted by other developed countries in the world. Design/methodology/approach In this study, the characteristics of PWS using SMS, applications, and CBS, respectively, are analyzed in detail, and compared and analyzed in terms of convenience, standardization, data security, speed, and location accuracy. In addition, CBS-based PWS in developed countries, such as U.S., E.U., Korea and Japan, were studied and their performance on key criteria was evaluated. Findings Based on the results of the study, the problems of China's PWS are summarized and recommendations are made to improve the PWS through the introduction of CBS technology. To this end, specific improvement measures are proposed in terms of the application of CBS technology, system construction and operation, and improvement of data security. In addition, the comparative analysis of PWSs in other developed countries is conducted to provide reference for the direction of PWS's improvement.
