The Direct Payment Program for Rural Landscape Conservation (DPPRLC), introduced by the Korean government, currently offers subsidies to rural villages to encourage the growing of flower crops or wild flowers instead of common grain. However, in many of these villages, major landscape elements like walls and roofs of houses are built with cheap, urban materials, and kept in poor condition. This is a poor reflection of the DPPRLC goal to improve the aesthetic of korean rural landscape. This study surveyed and analyzed traditional style walls and roofs in ten selected villages taking part in the DPPRLC program. Villagers were interviewed for a proposed direct payment program for building and maintaining traditional walls and roofs. Major findings are: First, more than 86% of residents are willing to build and maintain traditional walls if subsidies are given. They would like to be reimbursed 75% to 100% of construction and maintenance costs. Second, about 64% of residents would be willing to build and maintain traditional roofs with the subsidies. They also would like to receive 75% to 100% of construction and maintenance costs. The policy implication of this study is that extending the DPPRLC program to include walls and roofs in rural villages will make rural landscape more attractive.
The purpose of this study is to estimate farmers' willingness to accept (WTA) of direct payment for increasing public benefit using the contingent valuation method. The double-bounded dichotomous choice and the open-ended question were used to measure WTAs for basic form and optional form, respectively. The results show that WTA for basic form was inversely proportional to the acreage. WTAs were KRW 1,694,001 with 2 ha or less, KRW 1,617,789 with over 2 ha~6 ha, and KRW 1,562,977 with over 6 ha. The results also indicate that WTAs for optional form are similar to payments of agricultural environmental conservation program except physical (chemical) control of pests and weed. The results of this study can provide useful information for the establishment of direct payment for increasing public benefit.
The object of this paper is to review the fisheries subsidies of the major FFG(Fish Friends Group) which argue the elimination and the phasing-out, to compare with Korea's subsidies category and provide the basic information for planning of fisheries subsidies policy and the negotiation strategy in the future. The result from the comparative analysis of the subsidies between the major FFG showed that WWF(World Wildlife Fund) fisheries subsidies categories, with the exception of Marketing and Price Support Program which is similar to Korea in terms of the supporting type and methods, differ from those of Korea. Also, The unique type of WWF Fisheries Subsidies, which is beyond Korea's subsidies, are Direct Payment for Fishermen and Fishery Wokers, Capital & Infrastructure Support, Fishery Management and Protection, etc. In case of capital support and fisheries fuel, the payment method or other institutional backgrounds is somewhat different from each nation. On the base of this analysis, this paper is suggesting the direction of the Korea's Fisheries subsidies policy as follows ; First, developing new policy methods and supporting ways such as Direct Payment for Fisherman is needed. Second, Converting fisheries subsidies category expected to be classified to Red Amber into another type of non-negative subsidies should be carried out, demonstrating that these kinds of subsidies give no negative effect to the environment and the trade, Third, Reviewing the categorize system of Korea's subsidies and revising it according to international trends is necessary as well. In respect to WTO/DDA, the watchful analysis of Korea's fisheries program must be preceding in ahead of making the negotiation strategy. And Korea firstly need to stress the fact that, while the major FFG can directly pay for fisheries section, other nations have no choice but supporting in preferential tax or loan manner. Using this kind of strategy, it is may enlarge the negotiating power in the WTO/DDA to reflect fully Korea's position.
There is a clear need to enhance the attractiveness of rural areas by leveraging their core assets to respond to emerging mega-trends. This paper analyzes the progress of the direct payment program that has been implemented to preserve agricultural landscapes in rural areas, using spatial information data. The study identified the planting characteristics of landscape crops, spatial utilization characteristics of the system, and utilization characteristics of the system by the beneficiaries. According to the analysis, the spatial utilization characteristics of the system could be classified into eight types: tourism resources and nearby agricultural areas, designation across the entire rural area, agricultural areas around villages, large-scale agricultural areas, small-scale agricultural areas, scattered and dispersed areas, independent parcels of land, and ranches. Based on the characteristics and limitations of the landscape preservation direct payment system, this study provides directions for future rural specialized zones. The landscape preservation direct payment system focuses on income support for farmers and providing agricultural benefits in terms of public interest. Meanwhile, the landscape agricultural zone serves as a rural specialized zone, highlighting the need to explore the direction of integrated rural landscape management. It is important for farmers, as the key stakeholders, to preserve the agricultural landscape in rural areas. Forming community-level cooperatives and engaging in relevant activities are crucial for achieving this goal. In order to actively preserve the agricultural landscape, it is necessary to consider the resumption of financial support for village landscape preservation activities, along with the designation of landscape agricultural zones. There is a need to conduct a specific review and explore measures to accommodate the designated landscape complexes at the local government level. The higher the ratio of designated landscape complexes, the more agricultural landscape management based on public value has been carried out. The designation of such landscape complexes can be seen as a demand for voluntary utilization of agricultural landscapes in the region. Moreover, as the ratio of designated landscape complexes increases, it becomes evident that farmers at the village level actively participate in agricultural landscape preservation and contribute to providing public value or utilize it as a tourism resource. This highlights the need for managing agricultural landscapes at the village level within the appropriate context.
농산물에 대한 시장수요는 가격탄력성이 작기 때문에 기술진보나 여타 생산성 향상요인에 의해 공급이 확대되면 시장가격이 크게 하락하고 농가의 이윤은 감소한다. 일반적인 경쟁시장 작동원리에 따르면 농업 부문에 투입된 부존자원은 다른 산업으로 조정될 것이다. 하지만 농업부문의 경우 다른 산업으로의 신축적인 자원조정(resource adjustment)이 이루어지지 않기 때문에 농산물의 과다 생산과 낮은 소득수준이 지속된다. 정부가 농업부문 보호를 위해 다양한 정책수단을 도입하는 근본적인 이유는 농업부문이 다른 산업에 비해 취약한 수익구조를 가지고 있어 경쟁시장에서는 식량안보라는 편익을 사회적으로 적절한 수준에서 제공하지 못하기 때문이다. 농업부문 보호를 위해 정부가 취하는 대표적인 정책은 가격지지정책과 소득보조정책이다. 직접지불제는 정부가 농가의 소득을 직접적으로 지지하는 보조금의 한 형태로 농산물의 가격과 교역조건에 직접적인 영향을 미치지 않아 WTO농업협정의 감축대상 보조금에서 제외되어 최근 새로운 농업보호 수단으로 운용되고 있다. 친환경직불제는 환경보전형 농업에 대한 직접지불제로 농약이나 화학비료를 사용하지 않고 생산하는 농가에 대해 일정 보조금을 지급하는 제도이다. 국내에서 1999년부터 시행되고 있는 친환경직불제는 유기농산물의 공급을 확대시키고 농업시장 개방에 대응한 농업부문의 경쟁력 제고방안을 제시하였다는 점에서 긍정적으로 평가되고 있다. 하지만 실제 공급되는 친환경농산물이 저농약이나 무농약농산물이라는 점과 유기질비료 사용을 적절하게 조절하지 못하고 있다는 점에서 '환경보전형 농업'인지에 대해서는 장담할 수 없는 실정이다. 현행 친환경직불제하에서 농약과 화학비료의 투입량이 감소하는 것은 명확하다. 하지만 유기질비료의 투입이 증가한다는 것도 명확하다. 따라서 농약과 화학비료의 감소에 따른 환경질 개선정도가 유기질비료 투입 증가에 의해 상쇄된다면 친환경직불제의 '친환경성'은 보장되지 않는다. 만약 비료에 대한 수요가 큰 농가를 중심으로 친환경농업이 이루어진다면 친환경직불제의 환경오염 저감잠재력은 더욱 취약해질 것이다. 본 논문은 친환경농업으로의 전환에 대한 유인을 정의하고 낮은 토양질의 농가들이 전환에 더 큰 유인을 갖게 됨을 보이고 있다.
공익직불제란 농업활동을 통해 환경보전, 식량의 안정적 공급, 농촌 공동체 유지 등 공익기능을 수행하는 것을 전제로 전부 재정을 통해 농업생산자와 농촌 주민들에게 직불금을 지급하는 제도를 의미한다. 작물 재배면적과 생산량 등 작황을 과학적으로 추정하는 것은 농산물 수급 조절과 연계된 농업정책 수립에 기반이 되므로 국가 경제에 미치는 영향으로 인해 중요성이 점차 증가하고 있다. 공익직불제 이행점검과 관련하여 현장조사를 통한 전수조사는 예산 및 소요시간 대비 매우 낮은 효율성을 보여준다. 이러한 직불제 이행점검 대상 면적의 증가와 현장 조사의 다양한 어려움은 현행 이행점검의 효율화와 대응책 마련 필요성을 요구하고 있다. 이에 대한 방안으로 전체적인 현장 방문 없이도 정책에 필요한 정보를 신속하게 취득하게 해 주는 원격탐사 기술의 적용과 공간정보 활용 방법은 효율적인 이행점검 방 법으로 논의되고 있다. 따라서 본 연구는 공익직불사업 이행점검 시 업무효율성 향상을 위한 위성영상 활용 가능성을 평가하였다. 김제시(평지)와 합천군(산지)을 대상으로 영농기에 촬영된 위성영상의 식생지수와 공간변이를 활용하여 농경지 경작 유무, 혼재지를 판별하고 그 결과를 현장조사 자료를 통해 검증하였다. 향후 발사 예정인 차세대 중형위성 4호(농림위성)의 경우 한반도를 3일에 촬영할 수 있는 높은 시간해상도와 공간해상도(5 m)를 바탕으로 공익직불제 이행점검 및 시계열 영상을 활용한 전략작물직불제(동계작물, 콩 등) 적용이 가능할 것으로 기대된다.
In Korea, the nosocomial infection control program is not well developed. This situation is created by a lack of interest from medical personnel and the medical payment system. This study identifies current problems and develops a model for nosocomial infection control. The studies of Lee & Kim(1995), Lee (1993) and SENIC project model were used to construct this model. 1. The problems of nosocomial infection control were identified as the following: dis approval by hospital authorities, lack of sources for program direction, lack of overall structure and function in the program, inadequate direct action, lack of education and training, and so on. 2. The problems are reorganized according to the 5 elements of system theory. 3. As a result, the new nosocomial infection control model was developed. The inputs of the model were the elements, resources and boundaries of nosocomial infection. With the new model, each hospital can evaluate their current programs and plan a new program for the better control of nosocomial infection.

Sustainable agriculture in Korea will gain important momentum by implementing The Direct Payment Scheme for Environmentally Friendly Agriculture in 1999. The farmers who want to participate in the program will be paid 530,000won/ha directly by the Government in return for engaging sustainable agriculture. The policy scheme which is a pilot program will be restricted to environmentally regulated areas to apply such as water supply protection zone, environmental protection districts and national parks. As a consequence of the policy, the supply of transitional organic agricultural products is expected to increase significantly. However the increased supply of low input agricultural products may have difficulties to find an appropriate marketing channel which is differentiated from the general agricultural product market. Development of an open market system for mass transaction of the low imput agricultural products is necessary. Also various government programs and projects which are designed for clean environment and regional community development must be integrated into the sustainable agriculture program to have synergy effects.
This study aims to point out the basic strategy of agrotechnical and -political approaches toward successful settling for the environmental agriculture system in Korea. Although environmental agriculture & forestry strategy toward the 21st century and it's action program were released in 1996, some scientist from environmental agriculture and organic agriculture still argue on the errors of it's strategy and action program in terms of environmental sound functions. Especially it's strategy and action program of government did not focus the reduction of fertilizer and pesticide as the matters of weight and importance to reduction of fertilizer and pesticide as the matters of weight and importance to realize an environmental sound agriculture system. And korean organic agriculture gets a point in dispute, because 1) they do not practice of Basic Standard of IFOAM and FAO/WHO Codex draft, and 2) organic farming is defined quite differently from internationally recognized core aspects of organic agriculture. Organic farming, in Korea, is taken to mean the replacement of chemical fertilizer by organic manure and avoidance of agricultural chemicals. In the paper it is discussed the necessity, purpose, effect and consequence of basic standard for korean organic agriculture. The reformation of the certification system and t he direct payment system in environmental agriculture & forestry strategy toward the 21st century and it's action program by government, and on the need of the teaching program and curriculum in high education institution, the breeding program of resistant cultivars, the soil testing for optimum fertilization strategy, the nutrient management program, the declaration for 2020 environemntal agriculture are also discussed.
