Study on the Influence of Child Birth Promotion Policy Due to postpartum care and Maternity Leave to Economical Activities in the Era of Convergence (융복합시대 산후조리와 육아휴직으로 인한 출산장려정책이 경제활동에 미치는 영향에 관한 연구)

  • This research aims to look into correlation between Korea's childbirth promotion policy caused from women's maternity leave and economic activity. For the purpose, 300 surveys were distributed to mothers using postnatal care centers located in Seoul. Listed postnatal care centers such as Babe Glory, Shinsegae, Happy, Miznomall and out of 260, 222 surveys were selected for the research. Several advanced studies regarding child birth promotion policy backed up by current government and related domestic and overseas documents were used as reference. Decisive factors including social insurance, tax, cost for child birth and rearing service, social culture were derived as trait elements for child birth promotion. Mentioned factors along with economic activity by childbearing women were used when setting up the research model and hypothesis. Relation with material leave was employed as parameter for this study of which purpose lies in empirical analysis and investigation.

  • Policy Customer Relationship Management(PCRM) is a customer relationship management of public institution. Most of public servants at the 37 government ministries, however, has used PCRM as a simple tool for email service and online survey. This study shows government officials should understand the fact that PCRM is not a tool but a management system for general public; and utilize PCRM in each and every government PR practices. When using the PCRM indispensable to be shared with the PR of public sector, PCRM PR will be activated. The study also furnish various strategies and tactics for government PCRM PR.

  • It is important to develop standard metadata to give more plentiful information about the forest cover type map and to promote distribution by National Geographic Information Clearinghouse. In this study metadata for the forest cover type map was designed based on TTAS.IS-19115 and it consisted of 10 packages and 50 elements. Also metadata editor was developed to implement metadata with standard schema and metadata viewer to service more user friendly interface. This work was about the first standard metadata for forest GIS data. So it would be a useful reference to develop metadata for other digital map concerning forest.

A Measurement on Subscriber Line Characteristics in Service of Narrow Band ISDN in Korea (협대역ISDN서비스 제공을 위한 우리나라의 가입자 선로 특성 측정)

  • In this paper, we deal with to survey a narrow band ISDN transmission capability through the local subscriber line in Korea. First, we disscuss international activity trends of technical references required for a narrow band ISDN services using existing pair cables. Second, we have measured transmission characteristics to send digital signals at 144kbps ratio through the local subscriber line With this result, we have found that 3.6% of measured lines are not availlable for a narow band ISDN channel, obtained a conclusion that the input level of U-transceiver should be more than -31dBm so as to assure the sufficient digital transmission quality. We also know that majority noise cased by transmission error are due to impulsive noise and near end crosstalk. Fianlly. as a result of the BER measruement, it is observed that, within 2.5km, more than 70% of measured cables are satisfied with the reference quality.

Optimizing Innovative Tools for Dissemination of Information in Nigerian Academic Libraries During Post-COVID Era

  • In order to support the mission of the institution in which they are attached, academic libraries provide services in both manual and digital but COVID -19 pandemic that spanned between March and September, 2020 has changed the scenario. With particular reference to Nigeria, about 249,606 cases were confirmed and in order to curb the scourge of this deadly disease, physical academic activities were prevented by Nigeria Centre for Disease Control (NCDC). With this development, innovative tools became indispensable tools for successful delivery of library services in Nigerian academic libraries. Whether or not these tools are still in use for reformation of library service during post- Covid era remains unclear, hence, need for this study. This study examined librarians' use of innovative tools for information dissemination in Nigerian academic libraries during the post-Covid era using a descriptive survey design. Data were obtained both in quantitative and qualitative formats from one hundred and forty-four librarians as respondents. A total enumeration sampling technique was adopted because the population was minimal. Findings of the study revealed that innovative tools such as videoconferencing, WhatsApp, teleconferencing, Facebook, LinkedIn, and web-based learning applications are still in use by librarians for the dissemination of information during the post-Covid era. These tools are useful and beneficial to librarians during the post-COVID era, as they facilitate easy participation and engagement of library users in various discussions. Inadequate funding and lack of advanced technology skills were also identified as major impediments to the successful use of innovative tools for information dissemination. As a result, it was suggested that academic libraries throughout Nigeria prioritize staff training on the necessary digital skills needed to cope in this advanced technology era.

A Study on Development of Digital Nautical Publication (전자항해서지 개발 연구)

  • Nautical Publications is a special purpose book, or a specially compiled database, that is issued officially by or on the authority of a Government, authorized Hydrographic Office and is designed to meet the requirements of marine navigation such as SOLAS and PSC. Nautical publications include List of Lights, Sailing directions. The SNPWG(Standardization Nautical Publications Working Group) from the IHO is working to implement in computer systems all those elements of interest for Hydrography and Navigation Concerning nautical publications' digitization process, the SNPWG has defined three types of nautical publications: Type 1 : Hard copy(NP1), Type 2 : Digital version, A slight modification of type 1(NP2), Type 3 : Digital version for ECDIS(NP3). Nautical Publications is essential with nautical charts as reference information to navigate. Development of digital nautical publications is needed for liaison with the chart production system, up-to-dateness of hydrographic information, improvement of service. But, Korean status is positioned in NP1. In our study, we surveyed the present status of nautical publications for development strategy of digital nautical publications. We build database of south coast of sailing direction, develop a manager program, convert the contents to KML( Keyhole Markup Language), develop a user program.

The Information World of the Aged and the Role of Public Information Service : with Special Reference to Busan Area (부산지역 노령인구의 정보소외 양상과 노년층을 위한 공공 정보서비스 활성화 방안 연구)

  • This study intends to portray the everyday lives of senior citizens in Busan metro area in terms of the information use and behaviors. Employing basic qualitative data collection tools such as interviews and participant observation, the study attempts to illustrate information needs and behaviors of the aged population in their everyday lives. This paper specifically focuses on the following characteristics of information need and information-related behavior of the aged: types of everyday concerns and ways to cope with such concerns: information literacy levels and motives to get information literacy education: and characteristics of information channels of everyday information seeking and information gathering. The role that interpersonal sources play in their everyday lives has been emphasized. Some suggestions to enhance the levels of information literacy of the aged were added as conclusions.

  • Unlike in the past, a new paradigm has been presented which the use of records is much more important than the preservation of those in the present. It will be necessary for users to signalizes the value of records and to make themselves easily accessible to records in order that records should be more effectively used. To meet the needs of the times, it is the very 'Contents' that starts to attract public attention. National Archives in England produces and provides contents utilizing multi-media by using digital technology on various sorts of archives which England has. In addition to England, Asian Historical Records center in Japan in Japan makes Archival Contents Service reflecting users' needs and continues to update the latest contents. What is more, National Archives of Korea has recently promoted the introduction of digital archive by the change of archival paradigm in records management, and it is giving an impetus to the development of contents in the digital archive. In fact, it is crucial to keep as many contents as possible and to give service to public, but it will not be possible to get positive response from public and to offer much higher level of archival information service until the quality of contents is highly improved. Accordingly, this manuscript analyzed the feature and type of contents which National Archives of Korea provides with cases of both TNA in England and Asian Historical Records center in Japan, each of which has different characteristics. Also, it dealt with several methods of the usage of contents in those organizations. Furthermore, this study explained what kind of contents and feedback are given to users. Moreover, it divided the components of contents of three institutions as mentioned into three by information provided and evaluated the quality of contents by establishing the details of contents. In addition, there were implications for archives with regard to reference for building contents.

Application of Adaptive Loop Filter for NRT-Based Stereoscopic Video Coding (비실시간 기반 스테레오스코픽 비디오 부호화를 위한 적응루프필터 적용기법)

  • A stereoscopic 3D video service is able to provide a 3D video service while keeping backward compatibility with the existing 2D video service. In the terrestrial digital television (DTV) system, a stereoscopic video codec is required to have high coding efficiency in order to provide a 3D video service in the same channel capacity. A hybrid codec consisting of MPEG-2 for base video and H.264/AVC or HEVC for 3D auxiliary video is considered. Furthermore, Non-Real-Time (NRT) delivery of stereoscopic video is also considered as a service scenario for 3DTV services to overcome the limited bandwidth. In this paper, we propose a stereoscopic video coding scheme using adaptive loop filter (ALF) which had been considered in HEVC as a pre-/post-filter for enhancing coding efficiency in NRT-based 3DTV services. In order to apply ALF as a post-filter to the reconstructed additional view coded by H.264/AVC, we devise a method in which ALF is adaptively applied based on a structure determined by using macroblock (MB) coding information such as MB mode type and reference index instead of coding unit (CU) structure on which ALF is applied in the HEVC. Experimental results shows that the proposed stereoscopic video coding scheme applying ALF obtains up to 24.9% gain of bit saving.

An Ontology Model for Public Service Export Platform (공공 서비스 수출 플랫폼을 위한 온톨로지 모형)

  • The export of domestic public services to overseas markets contains many potential obstacles, stemming from different export procedures, the target services, and socio-economic environments. In order to alleviate these problems, the business incubation platform as an open business ecosystem can be a powerful instrument to support the decisions taken by participants and stakeholders. In this paper, we propose an ontology model and its implementation processes for the business incubation platform with an open and pervasive architecture to support public service exports. For the conceptual model of platform ontology, export case studies are used for requirements analysis. The conceptual model shows the basic structure, with vocabulary and its meaning, the relationship between ontologies, and key attributes. For the implementation and test of the ontology model, the logical structure is edited using Prot$\acute{e}$g$\acute{e}$ editor. The core engine of the business incubation platform is the simulator module, where the various contexts of export businesses should be captured, defined, and shared with other modules through ontologies. It is well-known that an ontology, with which concepts and their relationships are represented using a shared vocabulary, is an efficient and effective tool for organizing meta-information to develop structural frameworks in a particular domain. The proposed model consists of five ontologies derived from a requirements survey of major stakeholders and their operational scenarios: service, requirements, environment, enterprise, and county. The service ontology contains several components that can find and categorize public services through a case analysis of the public service export. Key attributes of the service ontology are composed of categories including objective, requirements, activity, and service. The objective category, which has sub-attributes including operational body (organization) and user, acts as a reference to search and classify public services. The requirements category relates to the functional needs at a particular phase of system (service) design or operation. Sub-attributes of requirements are user, application, platform, architecture, and social overhead. The activity category represents business processes during the operation and maintenance phase. The activity category also has sub-attributes including facility, software, and project unit. The service category, with sub-attributes such as target, time, and place, acts as a reference to sort and classify the public services. The requirements ontology is derived from the basic and common components of public services and target countries. The key attributes of the requirements ontology are business, technology, and constraints. Business requirements represent the needs of processes and activities for public service export; technology represents the technological requirements for the operation of public services; and constraints represent the business law, regulations, or cultural characteristics of the target country. The environment ontology is derived from case studies of target countries for public service operation. Key attributes of the environment ontology are user, requirements, and activity. A user includes stakeholders in public services, from citizens to operators and managers; the requirements attribute represents the managerial and physical needs during operation; the activity attribute represents business processes in detail. The enterprise ontology is introduced from a previous study, and its attributes are activity, organization, strategy, marketing, and time. The country ontology is derived from the demographic and geopolitical analysis of the target country, and its key attributes are economy, social infrastructure, law, regulation, customs, population, location, and development strategies. The priority list for target services for a certain country and/or the priority list for target countries for a certain public services are generated by a matching algorithm. These lists are used as input seeds to simulate the consortium partners, and government's policies and programs. In the simulation, the environmental differences between Korea and the target country can be customized through a gap analysis and work-flow optimization process. When the process gap between Korea and the target country is too large for a single corporation to cover, a consortium is considered an alternative choice, and various alternatives are derived from the capability index of enterprises. For financial packages, a mix of various foreign aid funds can be simulated during this stage. It is expected that the proposed ontology model and the business incubation platform can be used by various participants in the public service export market. It could be especially beneficial to small and medium businesses that have relatively fewer resources and experience with public service export. We also expect that the open and pervasive service architecture in a digital business ecosystem will help stakeholders find new opportunities through information sharing and collaboration on business processes.
