A Study on the Current State of Digital Divide in Korea and the Countermeasure (대한민국 정보 격차 현황과 대책에 대한 연구)

  • In this paper, we study the current situation of digital divide caused by accessibility disparity to information in Korea. We investigate leading causes and classes of people of digital divide, and also investigate phenomena which arise from such digital divide. In the investigation, we survey related works and additionally carry out questionnaire study in which we make questionnaire items ourselves. Finally, we discuss various measures to resolve digital divide in Korea based on the study results.

  • The purpose of this study was to investigate the information display at Yong In University through the use of field observations and surveys to improve the facility that adheres to the user's comfort and accessibility. The study has found that the arrangement of importance of subjects that are more relevant to the intended audience and the placement of the information kiosk at places where people would stay for longer durations have higher chances of absorbing the information provided in the kiosk. Though the study has been investigated in a limited setting of Yong In University, the broader implications of this study can be extend to public spaces that also provide information kiosks.

Designing Practical Strategies Implementing Informatization in North Korea Region for Unification Era: The Resolution of Information Devide Approach (통일시대 북한지역의 정보화 추진 실행 전략 설계: 정보격차해소 관점으로)

  • Obviously, "informatization" is one of the most effective means for improving national competitiveness. In particular, South Korea is a representative successful case implementing informatization in the world. On the contrary, North Kora does not because of serious information devide matter. Given the assumption that information devide is caused by three aspects: the access to information devices or database(information accessibility); the ability to utilize information resources(information mobilization); and the ability to differentiate the quality of information(information consciousness). Based upon three aspects of information devide, we design practical strategies to implement informatization for North Korea region. The purpose of this study is to investigate how to successfully build in informatization of North Korea region for unification era. Drawing on the analysis of successful cases of South Korea, we suggest the valuable guidelines and directions toward success of building informatization of North Korea region. Therefore, this study provides government with specific and practical success strategies for unification era.

A Study on the Time-based Digital Rental Workplace (시간제 디지털 임대 사무환경의 구성에 관한 연구)

  • This study aims at analyzing the characteristics and trends of future workplace in reference to the case for Digital Nomad Space (DNS). For this study, it has been investigated how to converge meanings of the digital environment and physical office space by which surveys to potential digital nomads were fulfilled. As a result, the types and the properties of future workplace in digital environment have been obtained. This study also includes general characteristics and design aspects of the time-based ubiquitous rental workplace followed by investigating future trends of the digital era. Thus, suggestions of spatial requirements of the digitalized office towards the practical level in the architectural interior design is proposed, and DNS has special features such as the cultural complex and ICT-based facilities with free accessibility to existing information and data over the air.

  • MANET is a network that is a very useful application to build network environment in difficult situation to build network infrastructure. But, nodes that configures MANET have difficulties in data retrieval owing to resources which aren't enough and mobility. Therefore, caching scheme is required to improve accessibility and availability for frequently accessed data. In this paper, we proposed a technique that utilize mobility prediction of nodes to retrieve quickly desired information and improve data availability. Mobility prediction of modes is performed through distance calculation using location information. We used technique which global cluster table and local member table is managed by cluster head to reduce data consistency and query latency time. We compared COCA and CacheData and experimented to confirm performance of proposed scheme in this paper and efficiency of the proposed technique through experience was confirmed.

Key Management Server Design in Multiuser Environment for Critical File Protection

  • In enterprise environments, file owners are often required to share critical files with other users, with encryption-based file delivery systems used to maintain confidentiality. However, important information might be leaked if the cryptokey used for encryption is exposed. To recover confidentiality, the file owner must then re-encrypt and redistribute the file along with its new encryption key, which requires considerable resources. To address this, we propose a key management server that minimizes the distribution of encryption keys when critical files are compromised, with unique encryption keys assigned for each registered user to access critical files. While providing the targeted functions, the server employs a level of system resources comparable to that of legacy digital rights management. Thus, when implemented in an enterprise environment, the proposed server minimizes cryptokey redistribution while maintaining accessibility to critical files in the event of an information breach.

  • Recently, with the development of Smart City Solutions such as Big data, AI, IoT, Autonomous driving, and Digital twins around the world, the proliferation of various smart devices and social media, and the record of the deeds that people have left everywhere, the construction of Smart Cities using the "Big Data" environment in which so much information and data is produced that it is impossible to gauge the scale is actively underway. The Purpose of this study is to construct an objective and systematic analysis Model based on Big Data to improve the transportation convenience of citizens and formulate efficient policies in Urban Information and Public Transportation accessibility in sustainable Smart Cities following the 4th Industrial Revolution. It is also to derive the methodology of developing a Big Data-Based public transport accessibility and policy management Platform using a sustainable Urban Public DB and a Private DB. To this end, Detailed Living Areas made a division and the accessibility of basic living amenities of Gwangju Metropolitan City, and the Public Transportation system based on Big Data were analyzed. As a result, it was Proposed to construct a Big Data-based Urban Information and Public Transportation accessibility Platform, such as 1) Using Big Data for public transportation network evaluation, 2) Supporting Transportation means/service decision-making based on Big Data, 3) Providing urban traffic network monitoring services, and 4) Analyzing parking demand sources and providing improvement measures.

  • The purpose of this paper is to verify and validate the maintenance tasks of the construction of a nuclear facility using a digital mock-up and simulation technology instead of a physical mock-up. Prior to the construction of a nuclear facility, a remote simulator that provides the opportunity to produce a complete digital mock-up of the PRIDE (Pyroprocess Integrated Inactive DEmonstration Facility) region and its remote handling equipment, including operations and maintenance procedures has been developed. In this paper, the system architecture and graphic user interface of a remote simulator that coincides with the extraordinary nature of a nuclear fuel cycle facility is introduced. In order to analyze the remote accessibility of a remote manipulator, virtual prototyping that was performed it by using haptic device of external input devices under a 3D full-scale digital mock-up is explained.

  • In an increasingly digital world, knowledge and information accessibility is becoming a key factor to personal, professional and national development. But only 5% of the world's publishing output is made accessible in alternative formats for people who cannot use print. People with disabilities say that the biggest barrier to access to the material they want or need to read is a lack of accessible information. This study aims to analyze the development policies(governance and role, funding and support, production and distribution system, etc.) of alternative formats for people with disabilities in major countries(Australia, Canada, Japan, Korea, Sweden, UK, and USA). And result of this preliminary study will be used as background information for development of the national plan and role model for production and distribution of the alternative formats in Korea.

A Study of Consumer Purchase Decision and Determinants of Local Food in Anseong (안성 로컬푸드에 대한 소비자 구매의사 및 구매결정요인)

  • This study was conducted to provide basic information for future Anseong local food policy and local food activation by finding the key factor determining consumer purchasing for Anseong local food. First, we conducted a survey and derived consumer purchasing attributes for the local food. Logistic regression analysis was performed to find the main factors that determine the consumers' purchase intention for Anseong local food out of such seven attributes as 'excellent quality', 'safety', 'good for health', 'activation of local economy', 'low price', 'accessibility', 'variety of items'. The results showed that the most influencing attributes on consumers' purchase decisions for Anseong local food were 'excellent quality' and 'low price' followed by 'accessibility' and 'activation of local economy'.
