IHO S-57 is the standard intended to be used for the exchange of digital hydrographic data between hydrographic offices, and for the distribution of hydrographic data to manufacturers. mariners and other data users. But it was primarily developed to meet the ENC requirement called for in an IMG-compliant ECDIS. As presently structured, it cannot support .future requirements such as gridded bathymetry or time-varying information. To improve this limitations, IHO is developing new digital hydrographic standard, S-100. In this paper, we analyze the S-100 standards and propose the method for development of digital hydrographic data according to S-100.
In order to improve the existing S-57 standard, International Hydrographic Organization(IHO) has developed S-100 standard, a Universal Hydrographic Data Model(UHDM) expanded from ISO 19100 series standard to hydrographic area, and is in the process of its implementation. International Maritime Organization(IMO) has established CMDS based on e-Navigation strategy data standard as International Association of Lighthouse Authorities(IALA) established IHDM based on aids to navigation data standard and each data standard is linked with the S-100 standard. Fundamental concept and core principles of S-100 standard is suitable not only for the development of a wide range of hydrographic data and service production standard, including the next generation ENC, but also the development of product specification of non-hydrographic area. This study has examined the operation principle of S-100 standard and analyzed its implementation process as e-Navigation data in relation with ENC. It also noted the utilization of S-100 standard based e-Navigation and its potential effect via examining the development cases of S-100 standard-based product specification, such as nautical publication, ship reporting and pilot request, digital routing guide, tide and water level transmission and other important data cases of e-Navigation field.

More than simply a graphics display, ECDIS is a new concept navigation system capable of providing integrated information of geographical and texual data. As an official vector data for ECDIS, ENC consists of spatial and feature data to describe objects in form of points, lines and areas. IHO published International Standards for ENC, such as S-52(Specification for Chart Content and Display Aspects of ECDIS) and S-57(IHO Transfer Standard for Digital Hydrographic Data). This paper deals with the implementation of an ENC representation system which meets S-52 presentation specification and S-57 transfer standards by analyzing S-57 data structures and converting them to an appropriate internal data structures and representing them onto screen adopting S-52 presentation specification.

According to the remarkable advances in sonar technology, positioning capabilities and computer processing power we can accurately image and explore the seafloor in hydrography. Especially, Multibeam Echo Sounder can provide nearly perfect coverage of the seafloor with high resolution. Since the mid-1990's, Multibeam Echo Sounders have been used for hydrographic surveying in Korea. In this study, new marine data set as an effective decision-making tool in various fields was proposed by visualizing and combining with Multibeam sonar data and marine spatial data sets such as satellite image and digital nautical chart. The proposed method was tested around the port of PyeongTaek-DangJin in the west coast of Korea. The Visualization and fusion methods are described with various marine data sets with processing. We demonstrated that new data set in marine GIS is useful in safe navigation and port management as an efficient decision-making tool.

Because voyages of large ship applies electronic chart, electronic chart standardization takes a peak importance in navigation safety. Currently the standard electronic chart follows the form S-57 but is currently establishing S-100 as the new Transfer Standard for Digital Hydrographic Data. S-100 was determined by IHO about Transfer Standard for Digital Hydrographic Data in 2010 years. Hence as S-100 takes place as the new standard for the safety of ocean vessel activities, the electronic chart, which was previously based on S-57, would be in avail only after it follows the new S-100 form. This paper discusses analyzations of metadata thorugh S-57 record and field, and study a system which creates S-100 Metadata.

In this study, distribution of submarine sand ridges in the coastal waters of Korea was surveyed using multibeam echo sounder data, and the topographic characteristics of each region were identified. For this purpose, the DEM (Digital Elevation Model) data was generated using depth data obtained from the Yellow Sea and the South Sea by Korea Hydrographic and Oceanographic Agency, and then applied the TPI (Topographic Position Index) technique to precisely extract the boundary of the sand ridges. As a result, a total of 200 sand ridges distributed in the coastal waters were identified, and the characteristics of each region of the sedimentary sediments were analyzed by performing statistical analysis on the scale (width, length, perimeter, area, height) and shape (width/length ratio, height/width ratio, linear·branch type, exposure·non-exposure type). The results of this study are expected to be used not only for coastal navigational safety, but also for marine naming support, marine aggregate resource identification, and fisheries resource management.
The International Hydrographic Organization has developed the S-100 standard as a geospatial standard to express various types of hydrographic information. Product specification describes information of data on ENC such as definition, structure, data model, etc. S-129 PS is for under keel clearance management information. In this paper, to help developers to implement S-129 PS using the technology of S-100, we analyze the process to portray the S-100 based data and then implement a case study. This paper introduces the XSLT processing of portrayal engine to reform the generated data set, and the generation of drawing instructions to display the data set on the electronic chart. A case study is experimented to display the portrayal output of under keel clearance management on an electronic chart.

The IHO developed the S-100 standard for Digital Hydrographic Data in order to assist the proper and efficient use of hydrographic data and information for the safety of navigation and the protection of marine environment. The former model, S-57, was considered outdated to be utilized as the basis for the next-generation Electronic Chart(ENC) product specification. The key feature of the S-100 standard is the use of Registry and its components, Registers. This online-based Registry provides a universal standard that can be implemented in the actual performance of the navigation system with convenience. In the current situation, the only registry is owned by the IHO and it is available to domain experts. However, since S-100 is an international standard operated by an international organization, the process of the changes and updates of the data requires time before immediate implementation when demanded. Therefore, regarding the safety of navigation of the domestic users and mariners, a separate domestic registry is necessary to develop a domestic Information Registry. This study specifically aims to build a Registry based on IHO published S-99 through designing an adequate website dedicated for its purpose to provide collection of definitions and hydrographic data.

This paper proposes a link model that can provide the spacial position along the surface of the earth as an information or data using ePosition ID through the Internet. Moreover, to support the information service of maritime position, it needs the ENC linked technique based on S-57 that is an IHO transfer standard for digital hydrographic data. Therefore, it designs the linked model for applying and utilizing the ePosition technology with ENC data, as well as supplementing the base technology in applying them to marine related fields. As a study method, this paper first analyses ENC data model and structure, and converses for processing of ENC file to ePosition data. Finally, it derives the interconnection method with ePosition database and shows the ePosition service application based on the linked ENC data and its validity.
