Ontology-based models of legal knowledge

  • In this paper we describe an application of the lexical resource JurWordNet and of the Core Legal Ontology as a descriptive vocabulary for modeling legal domains. It can be viewed as the semantic component of a global standardisation framework for digital governments. A content description model provides a repository of structured knowledge aimed at supporting the semantic interoperability between sectors of Public Administration and the communication processes towards citizen. Specific conceptual models built from this base will act as a cognitive interface able to cope with specific digital government issues and to improve the interaction between citizen and Public Bodies. As a Case study, the representation of the click-on licences for re-using Public Sector Information is presented.

Key Factors to be Considered for Making Union Digital Centers (UDCs) Sustainable in Bangladesh

  • In this era of information and communication technology (ICT), efficient and cost effective public services delivery had become highly expected by the citizen in every country. In developed countries, digitally enabled public services were established in recent years while the developing countries like Bangladesh were trying to establish this advancement. The UNDP, USAID and the Government of Bangladesh launched the Access to Information (A2I) programme to improve the services delivery to reach at the doorsteps of citizen. Under this umbrella, Union Digital Centers (UDCs) were launched in 2009 at every Union of Bangladesh to reduce the "Digital Divide" in public service delivery. Thus, it had become the concern nowadays to make this initiative sustainable for a long run, this study focused to find out some key factor to be considered for making them sustainable in Bangladesh. It explored the previous researches related to these centers and same categories of institutions in other countries where the researchers argued about some issues in different aspects. Based on their findings and discussions, this study tried to analyze the key issues influencing the sustainability factors. To analyze the factors for sustainability, it addressed the financial, investment, business development and publicity, competencies of entrepreneurs, community acceptance and gender issues, institutionalization and physical infrastructure concerned with UDCs. The Government agencies, policy makers, researchers could be consider those recommendations for developing the strategies for sustaining the operations of UDCs in Bangladesh.

  • Progressing of Web2.0 and social digitalization are lead to changing citizens participation and citizen centric service of civic service. To meet this trends that is online collaboration and sharing, citizen's service that provides our government, also need to changing web2.0 style. This paper argues that government could now grasp the opportunities that are emerging in terms of web2.0 Current policy and action is not yet adequate to grasp these opportunities. So this study focused on strategies of civil services based on web2.0 using NCIA(National Computerization Integrated Agency) cases. For the purpose, we analyze former researches related with civil service. And then, we propose web2.0 adaptation strategies for NCIA.

  • This paper tried to discuss response of local government facing governance era. Governance is intended to introduce a variety of residents' participating systems to revive the citizen's society and strengthen the foundation for that purpose, thus seeking the paradigm for decentralized operation of the nation. As widely accepted, governance has many meanings connected with controling method of interdependence activity. However bureaucracy do not make decisions as one-side and vertical like past but is form of public decisions that stakeholder in policy. Firstly, we reviewed the terms of governance and policy issues and policies on governance. And also survey on actual performer associated with governance in Gumi. Next, proposals of the development of policy in governance, role of local government are made in terms of construction of governance.

  • After elderly long term care insurance implementation (July 1, 2008), the elderly medical and welfare facilities covered by medical insurance continuously increases 30 to 63% sanction annually. Rapid growth of senior citizen welfare facilities arises in a poor residential environment issues. In most cases, it is the legal minimum criteria tailored for 4 persons accommodated in nature, such as the hospital. Therefore, 'Hometown-style traditional Korean House' is needed to rest comfortable for elderly people. Research goal is to provide direction and design materials by developing a type of architectural planning for the elderly welfare facilities unit care of the atmosphere of a traditional Korean House. The following two elements are applied to the elderly welfare facilities. Senior citizen welfare facilities in the main living space are applied to modern residential space of the elderly-friendly atmosphere of a traditional Korean House. It is applied for the Korean lifestyle and residential culture are through an analysis of Japan's leading development unit care system.

  • The adult guardianship system takes effect from July 2013, to protect adults who need protection due to insufficient ability to judge, and help them lead a normal life. It is very important to identify the problems and solutions of the country's through the analysis of Japan that already performs the adult guardianship system, through which there is a need to prepare basis to accomplish the optimal system in advance. It is essential to secure the quality guardians above all, for the successful settlement of the adult guardianship system; the importance of citizen guardians is ever increasing as especially the 'socialization' of the adult guardianship system is supported recently. Therefore, in this study, the trends in the types of the guardians were examined by analyzing the adult guardianship incidents of the Supreme Court of Japan; and the ways to activate the system focused on the citizen guardians.

  • Our country is defenseless against the aging population in society that is suddenly and rapidly increasing. This is expressed as the aging shock and aged society earthquake, warning us of the crisis in the future society. Senior citizens of Korea are a group that does not receive proper education due to various social factors, and it is a group that requires lifelong education more than any other group, and therefore, senior citizens have become a priority target for lifelong education. Thus, the need for lifelong education for seniors can be said to be in establishing a new senior citizen image so that they may live a fuller retirement by improving their abilities to appropriately adapt to the rapidly changing modern society due to the digital times. Furthermore, with the enhanced cultural level and personal desire for a fuller life in the modern society, the necessity for leisure activities has been emphasized. Instead of simply relieving stress through leisure activities, it aims at being provided with educational opportunities through leisure activities. Therefore, senior leisure activity education should be an important method for establishing the senior citizen identity of a self-oriented senior, productive senior, volunteering senior, informed senior, and a well-rounded senior, which are all the image of senior citizens in the 21st century. In addition, a specialized leisure activity program that systematically provides education for leisure activities should be performed from the perspective of lifelong education. Hence, the significance of senior citizen leisure activities as lifelong education is in improving health, enhancing sociability and realizing one's self, while improving the quality of life for senior citizens. It will be greatly meaningful for establishing the new senior citizen image in which they independently live their own lives, while not being dependent on others, as required in the 21st century.

A Study on the Perception of Digital Industry between Citizen and Industry Workers: An Application of the Co-orientation Model (디지털산업에 대한 시민과 산업종사자 간의 인식 차이 연구: 상호지향성 모델을 중심으로)

  • The digital industry area based on digital technology is specialized and rapidly changing. This kind of change lead to a gap of understanding arises between the digital industry and the public. The digital industry is a trend that cannot be reversed, thus efforts to reduce the gap in understanding are necessary for positive social development in the future. This study aimed to find clues to reduce the gap in understanding by measuring the difference in perception between the public and the digital industry. To measure the difference in perception, this study applied the mutual orientation model proposed by McLeod and Chaffee(1973), As a result of the study, both groups agreed that the digital industry would make a positive contribution to the Korean economy in the future. However, it was confirmed that there was a possibility of mutual misunderstanding due to different views on the digital industry.

The Effect of Perceived Flexible Culture of adhocracy-clan on the Change Oriented OCB through Meditator of Positive Psychological Capital (혁신-관계의 유연문화 지각이 긍정심리자본의 매개로 변화지향 조직시민행동에 미치는 영향)

  • Currently, companies are focusing on how they make their members have change-oriented organizational citizen behavior in the era of fierce competition due to the 4th industrial revolution. Therefore, this study verified how the flexible culture of adhocracy-clan plays a role in positive psychological capital and change-oriented organizational citizen behavior. A survey was conducted for employees in companies located in Daejeon-si, Sejong-si, Chungcheongnam-do, and Chungcheongbuk-do, and 394 valid questionnaires were used for analysis. The concrete analysis results are obtained from the study as follows. First, among the flexible cultures of adhocracy-clan, the innovation culture was found to have a significant effect on change-oriented organizational citizenship behavior while relationship culture was found to not directly affect change-oriented organizational citizenship behavior. Second, the flexible cultures of adhocracy-clan, the innovation culture was found to have a significant effect on the positive psychological capital. Third, the positive psychological capital was found to have a significant effect on the change-oriented organizational citizenship behavior. Fourth, the positive psychological capital was found to play a mediating role in the relation between the recognition of flexible cultures of adhocracy-clan and the change-oriented organizational citizenship behavior. Therefore, it can be said to find out the fact that the change-oriented organizational citizen behavior can appear under the fierce competition as nowadays only when the organization should establish the organization culture of innovation-relation or the members are in the positive psychological state. We expect that the future study on the type of subculture and new organizational citizen behavior will be made in the manner of classifying the unit of organizational culture into a headquarter or team for measurement.

An Exploratory Study on 'Smart Citizens Party' Model ('스마트시민정당' 모델에 관한 탐색적 연구)

  • This article is exploring the possibility of establishment of a 'Smart Citizens Party'. In the society based the social computing, the individual leads the technical progress and the society which is adapted for this circumstance is changing in the direction of user-centric. Also, in the political process, we can see this social phenomenon. In other words, there's a quite possibility that decision-making structure may shift from the top-down approach to the bottom-up approach by the networked individuals or flexible voluntary group. In this context, this paper will propose the 'Smart Citizens Party' model that accept the change of political and social environment due to the advent of the social computing and cope with this change. The 'Smart Citizens Party' means the 'Party for Smartizen' of this social computing era. The 'Smart Citizens Party' is the intermediate party that link the political party to the civil society and is smart citizen's party that is operated democratically by active participation of citizens. This paper will review on structure and operational issues of political parties in Korea and study future-oriented solution and/or way to discovered problems of political parties in Korea.
