Automatic Video Management System Using Face Recognition and MPEG-7 Visual Descriptors

  • The main goal of this research is automatic video analysis using a face recognition technique. In this paper, an automatic video management system is introduced with a variety of functions enabled, such as index, edit, summarize, and retrieve multimedia data. The automatic management tool utilizes MPEG-7 visual descriptors to generate a video index for creating a summary. The resulting index generates a preview of a movie, and allows non-linear access with thumbnails. In addition, the index supports the searching of shots similar to a desired one within saved video sequences. Moreover, a face recognition technique is utilized to personalbased video summarization and indexing in stored video data.

  • This study surveyed the retrieval systems for digital information resources of the university libraries in Busan, Ulsan, Gyeongnam districts and the vendors. Kinds of access points and retrieval conditions (Boolean logic, methods of index term identification, and particularities of the retrieval) of the libraries' systems are various and different to each other. Access points of the vendors' systems are unessentially various and different to each other, but the retrieval conditions are rather elaborated. Upon the result the suggestions for the standardization of digital information retrieval system are offered.

  • Recently, various medical services are provided with the advance of IT. However, there is a problem that a third party would exploit medical information when the information is sent and received through wired or wireless connection. In this paper, a patient information management scheme using group index information for the third party not to illegally exploit a patient's medical information without his consent is proposed. This proposed scheme creates index information in each hierarchical level to be used with access information so that not only medical staff can have access to patient's medical information hierarchically but also it can manage access level in groups. The scheme aims to enable the medical staff to minimize the time spent to analyze the type of disease and to prescribe for it so that they can improve patients' satisfaction. Plus, the scheme aims to improve work efficiency by minimizing the medical staff's workload according to the authority to access patients' medical information.

  • This study aims to analyze the digital performance of Kazakhstan through dynamic analysis of national statistics and international indices as Global Innovation Index and ICT Development Index. The research combines three stages: analysis of digital transformation policies performance, review of ICT industry development, and comparative analysis of the positions of Kazakhstan, Turkey and South Korea as a benchmark in the international indices. This research findings show that despite great efforts of Kazakhstan in digitalization, the ICT industry contribution does not increase, it even falls. The international indices demonstrate that the reason is the weakness of the country in skills, venture capital, and innovation linkages. This leads to low knowledge, technology outputs, and creative outputs. The enablers of digital and overall innovation advancement of economy are identified. According to the international rankings the country has been doing its best in Access and Use areas. Another enablers are good business environment, ease of starting a business, protecting minority investors, and FDI inflows. The findings help to draw recommendations for strategic directions in order to improve the digital performance in Kazakhstan. The main limitation of this study is a lack of dynamic information on positions of Kazakhstan in other international indices related to digitalization.

Multi-access for the Diagnosis of Missed Upper Lumbar Disc Herniation

  • Herein, a case of missed upper lumbar disc herniation, diagnosed by thorough neurological examination, digital infrared thermographic imaging[DITI], and repeated magnetic resonance[MR] image study, is reported. A 36-year-old female presented with intractable leg pain on left anterior thigh. Although she underwent lumbar MR image at other hospital, she was misdiagnosed as acute sprain. Neurological examination suggested the possibility of upper lumbar disc herniation, which was confirmed by DITI, MRI, and selective root block. After operation, her leg pain was significantly improved. It should be considered that upper lumbar disc herniation might be misdiagnosed as an acute sprain, as in our case. A high index of suspicion based on thorough neurological examination is most important in such cases. Then, multi-access such as DITI, MR image, and selective block, base on thorough neurological examination, are warranted.

  • The rapid innovation of information and communication technology and its sharp falling prices have brought about the expansion of the Internet, integrating the world as one space under converged space and time. This rapid expansion of the Internet and its application in the economy have spurred the emergence of the digital economy. The Internet has influenced strongly on the changes of not only economic activities but also political, social and cultural activities. In this context, a rapidly increasing Internet expansion renders the rhetoric about the death of distance and about the meaningless of geographical place. However, the development and expansion of Internet induces a growing digital divide among nations and also a spatial inequality in a nation as the supply of the Internet has concentrated towards demand-affluent large cities. A large gap of digital access has been occurred between high income and low income countries according to a measurement of the international digital access index. In a national level, the Internet backbone has been built around large cities which favor a large amount of the Internet demand, and the affordable accessibility of these cities for the Internet services has influenced strongly on the agglomeration of Internet related industries, further inducing the construction and investment of the Internet backbone into large cities as cumulative causation effects. As a result, the expansion of the Internet affects immensely on the changes of spatial structure in a nation resulting in the new spatial phenomena such as centralization, concentration and splintering in the digitalized space-economy.

  • This study examines the access index to the development of immersive contents suitable for elementary school users. The findings of this study can be used as a correct development guide for companies participating in the production of virtual reality sports room contents, by providing users with an effective content experience of education and physical exercise based on the immersive content of sports, physical education, and convergence learning linked with various sensor technologies. As for the research method, this study selected content developed based on the standardization guide of the supporting institution. Through research using expert advice, interviews with sports managers, and content experience survey, this study derived a content access standard index of the virtual reality sports room. Finally, the study verified the developed contents through advanced development applying the production standard indicators.

  • This study intends to present an effective and efficient development plan about the information protection of medical institutions, by establishing the improvement plan about Personal Information Management System(PIMS) appropriate to the characteristics of medical information focusing on medical institutions generating and using domestic medical information, and doing an empirical study on medical information protection plan. For this, in view of the medical characteristics of the existing Information Security Management System(ISMS), the study presented a study model appropriated to medical institutions based on Personal Information Management Systems index specialized for personal information, and through this, presented the vulnerability diagnosis and vulnerability improvement plan. Based on ISMS index, it designed an improvement index of personal information protection management about each index. The study conducted a survey for executives and employees about PIMS. Accordingly, it presented vulnerability diagnosis items of the current management system indexes from the viewpoint of the people who establish and mange the personal information protection about patients' medical information targeting executives and employees who serve at hospitals and can access medical information.

Measuring Impact of Scholarly Digital Archives : Analyses on Citation Indicators of PMC Journals (학술 디지털 아카이브의 영향력 측정에 관한 연구 : PMC 학술지의 인용지수 분석을 중심으로)

  • It is meaningful to develop the scholarly digital archives in a respect that it could preserve the research papers using digital media. The scholarly digital archives provide scientists with the information source with which scientists could actively accomplish research. This study measured based on the citation analysis to what extent PMC, which is life science scholarly digital archives, has an effect on the scholarly communication in the same subject field. The findings are as follows. First, the three citation indicators, impact factor, immediacy index, and half-life, have no remarkable difference in between pre and post-digital archives era. Second, there were more cases that the major citation indicators increased rather than ones decreased with the appearance of the scholarly digital archives, as a result of ranking the scholarly journals after classifying according to subjects.

A Study on Digital Divide and Household Income: Focused on PC-based environment (정보화 수준과 소득 수준과의 관계: PC기반 환경을 중심으로)

  • Depending on the degree of access to information, social inequalities, especially economic inequalities, can increase. The information gap can lead to an income disparity, leading to an economic disparity. Recently, as we have evolved into a smart environment, our society is in a more complex situation in the digital divide. In the smart environment, unlike the wired Internet based environment based on the existing PC, various media services that are not tied to the transmission means are emerging and the information gap in the smart environment is causing even more serious problems. The purpose of this study is to analyze the correlation between the informatization level and income of the Korean people based on the information gap index and the results of surveys conducted on the general public in Korea. If there is a difference in the level of income depending on the level of access, utilization, and utilization of information by the Korean people, a new approach or change is needed in the policy or strategy for resolving the digital divide of the Korean government.In particular, it should be accompanied by the consideration and concern for the information alienated group and efforts for the continuous support for the solution of the digital divide. The results show that the correlation between the informatization level of the Korean people and the household income is statistically significant (+). In addition, the correlation coefficient trend is positive, suggesting that the government needs various informatization policies to increase the informatization level of the general public in Korea.
