  • Due to COVID-19, the digital transformation centered on unmanned and non-face-to-face is accelerating. Like a digital civilization, it is changing into a digital age, but for those who cannot use digital, the inconveniences in daily life are falling to the level of digital illiteracy. There is a social gap between digital users and non-users, and digital non-users are separated from society. For the digital socialization of the digitally underprivileged, the transition to the digital world is accelerating, and the ability to use digital in everyday life is becoming more important. As the transition to the digital world accelerates, individual social and economic differences are occurring. These problems are hindering the sustainable growth of society. In this study, in order to receive digital education conveniently, we intend to design an education model with excellent accessibility as an education that can be received by all citizens. It is intended to propose a digital education model that can be used universally and solve the inconvenience of life through digital comprehensive competency education that can be received step by step and can be easily received.

Study on Current Status and Cause Analysis of Digital Divide for Low-Income Class in Korea

  • With the development of information and communication technology, modern people are receiving various benefits, and knowledge and use of information and communication technology are becoming essential qualities in modern people's lives. There are people who do not enjoy the rich benefits of this information and communication society, and the so-called 'digital divide' acts as an obstacle that prevents the information and communication from enjoying a rich life. Currently, there are four major information underprivileged classes in Korea, the disabled, the elderly, low-income class and farmers and fishermen, respectively. The purpose of this study is to identify the current status of the digital divide for the low-income class and to analyze the causes of the digital divide. To this end, in this study, we analyze statistics on digital divide at the national level and analyzed the digital divide of low-income class from three perspectives: information access, information capability, and information use. As a result of the analysis, it was found that the lack of information capability was the biggest cause of the digital divide, and in particular, information management ability was the most insufficient among information capabilities.

  • This paper proposes an improvement system for the marginalized digital underprivileged of these services due to the lack of intuition and usability for the recently increasing number of unmanned ordering devices' interfaces and device environments. The problem with kiosk service is that it lacks intuition among design principles and cannot be used by wheelchair passengers in environments that meet general standing standards. To solve this problem, we propose a service that can use kiosk-like environments on mobile devices by photographing QR codes with mobile devices. As a result of the experiment, people in their 20s did not experience difficulties in using the existing kiosk model, but in the case of the elderly, it was difficult to use the kiosk, so they asked for help. The improved kiosk model was carried out in their 20s without difficulty, and the results showed that it was carried out without difficulty even in the case of the elderly.

  • Voice interactions are particularly effective in applications targeting the digital underprivileged who are not proficient in the use of smart devices. However, applications based on open APIs are using voice signals only for short, fragmentary input and output due to the limitations of existing touchscreen-oriented UI and API provided. In this paper, we design a conversational voice interaction model for interactions between users and intelligent mobile/IoT applications and propose a keyword detection algorithm based on the edit distance. The proposed model and scheme were implemented in an Android environment, and the edit distance-based keyword detection algorithm showed a higher recognition rate than the existing algorithm for keywords that were incorrectly recognized through speech recognition.

  • In the era of digital transformation, the transportation underprivileged remains as an underprivileged class without the benefits of technological advances. Electric assist devices for the People with disability are inadequate to provide services suitable for the current traffic environment, although the mobility of the People with disability is improved. In this paper, we develop IoT smart mobility by deriving essential elements through user satisfaction surveys to efficiently move physical distances based on the experience of users using existing electric assistive devices. Based on the data collected through user satisfaction survey, quantitative analysis using TF-IFD and qualitative analysis based on QFD are performed to determine the importance of user requirements. For the evaluation of IoT smart mobility design results reflecting essential functions, usability verification is conducted by forming an expert evaluation team in various fields. In the future, we plan to conduct a service design study that can improve mobility convenience and provide mobility service solutions by designing to provide efficient public services by utilizing IoT smart mobility to the People with disability.

  • We live in a digital age. Smartphones are used by everyone from children to the elderly. And many smart devices are pouring out and changing our daily life a lot. However, even in the development of this digital age, there are some marginalized groups. There are also those who are reluctant to expose their information in the digital age. They have difficulty making reservations on their smartphones, using payment systems, logging into the site using various authentication and verification procedures, and entering and leaving buildings. We still carry most IDs, seals, certificates, etc. in physical form. Those who use smartphones are enjoying the convenience of the times. However, among the underprivileged, the desire to pass everything with only one device is growing. In this study, the most suitable smart band model was proposed by collecting the Delphi survey and the opinions of the general public. Future research is required to improve practical usability and utility by developing cheaper and more convenient models.

  • This study aims to study non-rechargeable wrist-type smart bands for those vulnerable to the digital environment. The transition to the digital age means improving the efficiency of human life and the convenience of management. In the digital age, it can be a very convenient infrastructure for the digital generation, but otherwise, it can cause inconvenience. COVID-19 is spreading non-face-to-face culture. The reality is that the vulnerable are complaining of discomfort in non-face-to-face culture. The core of the digital environment is smartphones. Digital life is spreading around smartphones. Technology that drives the digital environment is the core technology of the Fourth Industrial Revolution. The technologies are lot, big data, Blockchain, Smart Mobility, and AI. Related technologies based on these technologies include digital ID cards, digital keys, and nfc technologies. Non-rechargeable wrist-type smart bands based on related technologies can be conceptualized. Through these technologies, blind people can easily access books and manage their ID cards conveniently and efficiently. In particular, access authentication is required wherever you go due to COVID-19, which can be used as a useful tool for the elderly who feel uncomfortable using smartphones. It can also eliminate the inconvenience of the elderly finding or losing their keys.

A Study on how to activate the Gwacheon National Science Museum's regional tour program (국립과천과학관의 지역순회프로그램 활성화 방안 연구)

  • This study was started to find a way to activate the regional tour program of the Gwacheon National Science Museum, which covers a relatively wide area among public service organizations with the theme of science. In addition to the permanent exhibition program, the Gwacheon National Science Museum has been conducting tour programs in Gyeonggi and Gangwon Province since 2018 for residents in underprivileged regions who are unable to visit the Science Museum for geographic and environmental reasons, but it lacks awareness and effectiveness compared to other areas such as culture, welfare for the elderly, and education. As a result of the study, the first was an opportunity for a very special experience. The second was the joy of the few, A total of 3 upper units and 5 lower units were derived. This has positive effects such as increasing interest in science and expanding opportunities for experience. but it can be seen that it is urgent to supplement such as systematic promotion and improvement of the quality level of contents through professional artists.

  • This study presented the direction of cultural welfare based on ICT. For this purpose, it examined the direction of government policies and the status of cultural welfare services and it analyzed art galleries and museums focusing on experiences of cultural welfare services in a home and abroad. As a result, the museum has many changes depending on the media environment, unlike art gallery. In the age of media 1.0, the audience has experienced in real museums. As time goes by, in the age of media 2.0, the customer has opportunity to experience in virtual museums. It seems that there are many differences factor of a media environment, target (exhibits), accessibility, consumption and information. Finally, this study suggested the environmental change factors of Korean ICT cultural welfare service through this. In the future, it will be necessary to continue research on the possibility of expanding cultural welfare services for cultural enjoyment to the underprivileged.

  • 4차 산업혁명과 메타버스와 같이 빠르게 변화하는 정보화 시대에서 디지털 사각지대에 놓인 '디지털 소외 계층'들이 존재하고 있다. 특히 고령자 같은 경우엔 빠르게 변화된 사회 속에서 보장받아야 할 디지털 교육을 받지 못하여 이제는 당연하게 누려야 할 편리함까지 놓치고 있다. 본 논문에서는 이런 문제들을 해결하기 위한 효과적인 디지털 교육 방안으로 '놀이'와 '게임' 그리고 '컴퓨터'를 융합시킨 'e스포츠'를 통해 디지털 치료제로서 제안하고자 한다. 이는 단순한 '교육'이 아닌 새로운 실버 콘텐츠로 접근하여 노인들의 또 다른 문화로 개척하며 디지털 소외 문제를 해결하는 것과 동시에 고령자들에게 'e스포츠'의 발전과 인식개선에도 기대해 본다.
