Study on Reliability of New Digital Tachograph for Traffic Accident Investigation and Reconstruction (교통사고 조사 및 재현에서 신형 전자식운행기록계의 신뢰성에 관한 연구)

  • Recently Digital-TachoGraph(DTG) was mounted mandatorily in commercial vehicles(Taxi, Bus, etc.). DTG records accurate and detailed information of the running state of vehicles related to traffic accident, such as Time, Distance, Velocity, RPM, Brake ON/OFF, GPS, Azimuth, Acceleration. Thus those standardized data can play an important role in traffic accident investigation and reconstruction. To develope the accurate and objective method using the DTG data for the reconstruction of traffic accident, we had conducted several tests such as driving test, high speed circuit test, braking test, slalom test at Korea Automobile Testing & Research Institute(KATRI), and collision test at Korea Automobile insurance repair Research and Training center(KART) with the vehicle equipped with several DTG. Development of the program which enables the reading and analysis of the DTG data was followed. In the experiments, we have found velocity error, RPM error, brake signal error and azimuth error in several products, and also non-continuous event data. The cause of these errors was deduced to be related to the correction factor, the durability of electronic parts and the algorithm.

  • This study examines the status quo of Korean archives and records management from the Governmental as well as professional activities for the development of the field in relation to the new legislation on records management. Among many concerns, this study primarily explores the following four perspectives: 1) the Government Archives and Records Services; 2) the Korean Association of Archives; 3) the Korean Society of Archives and Records Management; 4) the Journal of Korean Society of Archives and Records Management. One of the primary tasks of the is to build the special depository within which the Presidential Library should be located. As a result, the position of the GARS can be elevated and directed by an official at the level of vice-minister right under a president as a governmental representative of managing the public records. In this manner, GARS can sustain its independency and take custody of public records across government agencies. made efforts in regard to the preservation of paper records, the preservation of digital resources in new media formats, facilities and equipments, education of archivists and continuing, training of practitioners, and policy-making of records preservation. For further development, academia and corporate should cooperate continuously to face with the current problems. has held three international conferences to date. The topics of conferences include respectively: 1) records management and archival education of Korea, Japan, and China; 2) knowledge management and metadata for the fulfillment of archives and information science; and 3) electronic records management and preservation with the understanding of ongoing archival research in the States, Europe, and Asia. The Society continues to play a leading role in both of theory and practice for the development of archival science in Korea. It should also suggest an educational model of archival curricula that fits into the Korean context. The Journals of Records Management & Archives Society of Korea have been published on the six major topics to date. Findings suggest that "Special Archives" on regional or topical collections are desirable because it can house subject holdings on specialty or particular figures in that region. In addition, archival education at the undergraduate level is more desirable for Korean situations where practitioners are strongly needed and professionals with master degrees go to manager positions. Departments of Library and Information Science in universities, therefore, are needed to open archival science major or track at the undergraduate level in order to meet current market demands. The qualification of professional archivists should be moderate as well.

Availability, Use and Constraints to Use of Electronic Information Resources by Postgraduates Students at the University of Ibadan

  • Availability, awareness and use of electronic resources provide access to authoritative, reliable, accurate and timely access to information. The use of electronic information resources (EIRs) can enable innovation in teaching and increase timeliness in research of postgraduate students which will eventual result into encouragement of the expected research-led enquiry in this digital age. The study adopted a descriptive survey design. Samples of 300 of postgraduate students within seven out 13 Faculties were randomly selected. Data were collected using questionnaire designed to elicit response from respondents and data were analyzed using descriptive statistics methods percentages, mean, and standard deviation. Results indicated that internet was ranked most available and used in the university. Low level of usage of electronic resources, in particular, full texts data bases is linked to a number of constraints: Interrupted power supply was ranked highest among other factors as speed and capacity of computers, retrieval of records with high recall and low precision, retrieving records relevant to information need, lack of knowledge of search techniques to retrieve information effectively, non possession of requisite IT skills and problems accessing the internet. The study recommended that usage of electronic resources be made compulsory, intensifying awareness campaigns concerning the availability, training on use of electronic resources and the problem of power outage be addressed.

  • In construction management the estimation procedure of construction expanses follows a series of submission phases: production of drawings, the assessment report, and the expanse report. In South Korea, it is a widely known issue that the expanse report only includes the net expanses at each construction phase and part, which makes it difficult to trace detailed basis from the records. This issue with inefficient record management should pose a number of problems, which result from discontinuation of construction record, unproductiveness for reproduction of records at each construction and submission phases for construction management, and failure to perform fair management among the contracting parties. Thus, the amendment in which the assessment report and the quantity estimation report reflect common codes to share throughout types of construction, space, and parts should be applied into practices so as to model production of acceptable reports and record.

Transoceanic Propagation of 2011 East Japan Earthquake Tsunami

  • The 2011 Tohoku earthquake triggered extremely destructive tsunami waves which propagated over the Pacific Ocean, Atlantic Ocean through Drake Passage and Indian Ocean respectively. A total of 10 tide-gauge records collected from the UNESCO/IOC site were analyzed through a band-pass digital filtering device to examine the observed tsunami characteristics. The ray tracing method and finite-difference model with GEBCO 30 arc second bathymetry were also applied to compare the travel times of the Tohoku-originated tsunami, particularly at Rodrigues in the Indian Ocean and King Edward Point in the Atlantic Ocean with observation-based estimates. At both locations the finite-difference model produced the shortest arrival times, while the ray method produced the longest arrival times. Values of the travel time difference however appear to be within tolerable ranges, considering the propagation distance of the tsunami waves. The observed tsunami at Rodrigues, Mauritius in the west of the Madagascar was found to take a clockwise travel path around Australia and New Zealand, while the observed tsunami at King Edward Point in the southern Atlantic Ocean was found to traverse the Pacific Ocean and then passed into the Atlantic Ocean through the Drake Strait. The formation of icebergs captured by satellite images in Sulzberger in the Antarctica also supports the long-range propagation of the Tohoku-originated tsunami.

  • From the beginning of the digital age, the need for cultural heritage institutions to share information resources and integrate services has increased, causing many countries to make efforts for cooperation and integration. In line with this, this study examines the similarities and differences between the National Diet Library of Japan and the National Archives of Japan, seeking ways for further cooperation between the two organizations. Their websites, articles, and legislations were reviewed to analyze their histories, systems, laws, policies, and services. In conclusion, building an integrated database for materials in history and an archive for disaster information, as well as conducting joint exhibitions and learning programs, were drawn as viable ways for collaboration.

Proposal for an Inundation Hazard Index of Road Links for Safer Routing Services in Car Navigation Systems

  • Inundation of roads by heavy rainfall has attracted more attention than traffic accidents, traffic congestion, and construction because it simultaneously causes travel delays and threatens driver safety. For these reasons, in this paper, we propose an inundation hazard index (IHI) of road links, which shows the possibility of inundation of road links caused by rainfall. To generate the index, we have used two key data sources, namely the digital elevation model (DEM) and past rainfall records of when inundation has occurred. IHI is derived by statistically analyzing the relationships between the normalized relative height of the road links calculated from DEM within the watershed and past rainfall records. After analyzing the practical applicability of the proposed index with a commercial car navigation system through a set of tests, we confirmed that the proposed IHI could be implemented to choose safer routes, with reduced chances of encountering roads having inundation risks.

  • This study is to propose an archive management model based on cloud computing for preservation and utilization, as analyzing the characteristic of business model, electronic records and archival system. To achieve the goals this study classifies hardware and software resources by cloud computing models and redesigns business processes based on cloud computing. Adopting cloud computing technology in a central archives management system can be a exemplary case for other archives management systems to improve system and business performance.

  • The purpose of this study is investigate the research trend on digital humanities. Previous studies focused on analyzing representative cases and national policies, not overall research trends in the digital humanities field. To this problem, this study intends to identify the intellectual structure of the digital humanities by adopting bibliometric approach. In this study, 1,765 articles retrieved from Web of Science and 514 records from RISS were analyzed to investigate research trends. Structural topic models were applied to examine research topics and to grasp the time-series trend. The results show that humanities-based convergence studies and digitization were main research interests in both side. In Korea, research topics related to cultural contents and storytelling were prominent, while in terms of providing digitized data, library and information science field was one of the important research topic abroad.

A Proposal of Digital Photo-Biometry of MRD1 and New Levator Function Test (디지털 사진을 이용한 MRD1의 계측과 새로운 위눈꺼풀 올림근 근력 측정법의 제안)

  • Purpose: The history of biometry dates back to ancient Greek. The ideal body ratio from biometry is used as a guideline in many works of art. Biometry is also used as a medical standard to determine normal or abnormal. Since the biometry of face is so complicated, many surgeons tend to regard preoperative evaluation as a bother and substitute medical records with some photographs. We introduce a new method to measure $MRD_1$ and levator function using digital photographs, which becomes widely used lately. Methods: $MRD_1$ can be measured with the primary-gaze-view photo which is magnified by PhotoshopR 7.0.1. The distance from coneal reflex of ring flash to upper eyelid margin is converted to mm-unit using the piece of ruler attached on the patient's face. Levator function can be measured with up-gaze-view photo and down-gaze-view photo which are superimposed on another. The excursion distance of upper eyelid margin (a) and the excursion distance of eyebrow (b) are measured respectively. The levator function can be assessed through subtraction of two values (a-b). This method is simple and precise and can be applied directly to patient without photos. Results: Using magnified digital photos and computer, this method can reduce personal error and instrumental error. Taking some digital photos doesn't take long time, so it can reduce the effort of preoperative evaluation and discomfort of patients. Conclusion: Digital photo-biometry is useful for retrospective study. Especially reducing personal error, it is useful when the number of specimens is huge. New levator function test is much more useful for Asian-specific eyes than Berke's method allowing frontalis muscle compensation.
