Development of a Methodology for the Analysis of the ASP-based Information Systems Performance Evaluation of Small-Sized Manufacturing Firms (ASP기반 정보시스템 투자 성과 평가 방법론 개발 : 소규모 제조기업을 중심으로)

  • While the demand for ASP(Application Service Provider) focused on small and medium enterprises who are fully aware of needs of ICT readiness has been increasing, those who consider to adopt ASP are wondering whether their performance would be actually successful if they did. These concerns can be an important standard of judgement, when introducing new information systems, by analyzing ROI(Return on Investment) on the current enterprises. Therefore, to review the feasibility of investing IT and measuring the performance, this study suggests a framework for ROI analysis which estimates IT investment performance, through multi-criteria approach on both financial performance index and non-financial one. We applied methodology on ASP-based IT investment performance evaluation to sample manufacturing companies under 50 employees and deduced the main implications to be considered when introducing the system.

  • Korean e-Government web site has been evaluating as a distinguished government, ranked 5th of the 119 countries in the "Global e-government readiness index report 2005" by UN in 2006. However we have to focus poor rate of utilization in proportion to its high evaluation of e-Government ranking. These reason probably did not reflect the requirements of user to build and operate e-Government web site. In this paper we will provide the important factors to consider to build and operate e-Government web site. For this, we analyze the relative importance for evaluation factors of e-Government web site using AHP(Analytic Hierarchy Process).

  • This study explores the significance of AI-driven smart cities and their geopolitical implications, focusing on efficient smart economies, social and environmental connectivity, and sustainability. France is leading in AI development and adoption within Europe, possessing the necessary infrastructure and technology for smart city implementation, yet it must address social inequality and the digital divide. Japan is leveraging AI for smart city development to tackle its aging population, excelling in technology innovation and infrastructure, but it faces challenges in social acceptance and data privacy. Ireland, as a European hub for major IT companies, is well-positioned for AI smart city construction, though it must overcome issues like housing shortages and infrastructure expansion. The Netherlands must address social conflicts and housing shortages caused by high population density and increasing immigration. For successful AI smart city development, it is crucial to integrate immigrants, expand housing, and create economic opportunities. South Korea's major platforms like Naver and Kakao, are poised to play a central role in the AI smart city era, leveraging their vast data analytics capabilities, robust telecommunications infrastructure, and strong user base to enhance global competitiveness.

  • The rapid increase in smartphone ownership underscores the importance of service delivery in the mobile environment. Accordingly, the public sector is allocating budget and effort towards providing services through mobile applications. While some have recorded high download numbers, contributing to the proliferation of public services, issues such as low user engagement and budgetary concerns have simultaneously been raised. This study aims to analyze factors influencing the intention to use public apps with the theoretical foundation of the Technology Readiness Acceptance Model (TRAM) to enhance users' acceptance of public apps. Previous research has primarily focused on system characteristics, but this study constructs the model with a significant consideration for user characteristics. Additionally, through a comprehensive examination of publicness, which has been lacking in existing research, the study integrates this aspect into the model. Ultimately, this research provides insights into the factors influencing users' intention to use public apps and suggests approaches to enhance usage intention for the successful implementation of a Digital Platform Government.

Unmanned Store, Retailtech and Digital Divide in South Korea

  • Purpose - A work way of 'face to face' or a work way of 'unmanned' is very meaningful trend in contrast of robot as a worker. This paper explored some cases of unmanned terminal and kiosk which has been quickly adopted to fastfood industry in South Korea and researched whether any inconvenience or trouble exists in the level of 'the poor' and 'the aged' or not at the time of 'touching' screen in unmanned store. Research design, data, and methodology -The authors examined a few previous studies in keywords of AmazonGo, kiosk, digital divide, information gap, deregulation, and analyzed some cases of 'unmanned terminal' defines restrictively as all kinds of unmanned device, terminal and equipment including kiosk regardless of any place and type. Results - Promotion strategy of the unhandy and retailers needs to offer 'expansion of education and learning', readiness for the law aspect, reform of kiosk industry and priority of sufficient budge and politic assistance by government side. Conclusions - This paper presented some strategies of eliminating 'digital divide' both for a 'the poor', 'the aged', and for a retailer, so that the former may easily purchase goods on unmanned terminal, and the latter may easily sell the more goods at unmanned store.

Open Source Tools for Digital Forensic Investigation: Capability, Reliability, Transparency and Legal Requirements

  • Over the past decade, law enforcement organizations have been dealing with the development of cybercrime. To address this growing problem, law enforcement organizations apply various digital forensic (DF) tools and techniques to investigate crimes involving digital devices. This ensures that evidence is admissible in legal proceedings. Consequently, DF analysts may need to invest more in proprietary DF hardware and software to maintain the viability of the DF lab, which will burden budget-constrained organizations. As an alternative, the open source DF tool is considered a cost-saving option. However, the admissibility of digital evidence obtained from these tools has yet to be tested in courts, especially in Malaysia. Therefore, this study aimed to explore the admissibility of digital evidence obtained through open source DF tools. By reviewing the existing literature, the factors that affect the admissibility of the evidence produced by these tools in courts were identified. Further, based on the findings, a conceptual framework was developed to ensure the admissibility of the evidence so that it will be accepted in the court of law. This conceptual framework was formed to outline the factors affecting the admissibility of digital evidence from open source DF tools, which include; 1) The Availability and Capability of open source DF tools, 2) the Reliability and Integrity of the digital evidence obtained from open source DF tools, 3) the Transparency of the open source DF tools, and 4) the Lack of Reference and Standard of open source DF tools. This study provides valuable insights into the digital forensic field, and the conceptual framework can be used to integrate open source DF tools into digital forensic investigations.

Study on Digital Investigation Model for Privacy Acts in Korea (개인정보보호법 기반 디지털 포렌식 수사 모델 연구)

  • As recently Privacy Acts in Korea enforced in domestic companies' personal information management needs of a growing obligation for the safety measures and the right of personal information collection, use, limitations, management, and destroyed specifically for handling personal information. Such this regulations should be required technical and policy supports. Accordingly, for the enterprise incident has occurred, the personal information management system behave correctly operating to verify that the safety measures taken, and be determined by the specific preparation to be done. So the first, preparation phase corresponds to the upcoming digital forensic investigation model. On the other hand, the response team also carried these measures out correctly, it needs to be done to check the compliance of Privacy Act. Thus a digital forensics investigation model is strictly related with the implementation of the Privacy Acts and improve the coping strategies are needed. In this paper, we suggest a digital forensic investigation model corresponding to Privacy Act.

  • The current status of information management and information strategy of an enterprise may determine the future capability of the firm, thus the competitiveness in the market. Especially, in case of SME(small and medium enterprise), the level of information management and strategy gives the company readiness in the ever changing business environment. In this study, we investigate the information infrastructure of SMEs operating in Incheon Metropolitan areas whether they can meet the challenge in terms of network, software, IT education, IT finance, etc. We came up some suggestions which might be good alternatives and choices for IT decision makers in local and central government.

The Impact of Development and Government Expenditure for Information and Communication Technology on Indonesian Economic Growth

  • Purpose - This research is aimed to investigate the impact of the Information and Communication Technology (hereinafter ICT) development index and ICT investment on Indonesian economic growth. Research design, data and methodology - The data used consist of ICT development index, government expenditure on ICT sector, and economic growth from 33 provinces in Indonesia from 2012 to 2015. Based on the Networked Readiness Index published by the World Economic Forum (WEF), Indonesia was ranked 80th among 142 countries in 2012 and had climbed 64th in 2014. This indicates that the businesses in Indonesia have adopted ICTs to increase productivity and expand their activities. Panel data regression analysis is performed to reveal the change of the impact over time in each of the provinces. Result - The ICT development index and government expenditure for ICT have a positive effect on the economic growth of all provinces, although the impact is different in each of the provinces. There is a digital gap between the provinces, especially the large digital gap occurring with DKI Jakarta. The provinces of Eastern Indonesia such as NTT and Papua are still relatively slow in development of ICT. Conclusions - ICT development index and allocation of local government expenditure for ICT have significant effect on economic growth. ICT development index has a bigger role in increasing economic growth.

Empirical Analysis of Young Startup Project Digital Papers to Strengthen Entrepreneurship: Focusing on Readiness and Collaboration by Generation Z (기업가정신 강화를 위한 디지털 청년창업일지 실증분석: Z세대의 스타트업 준비와 협업을 중심으로)

  • Based on the analysis of 174 Young Startups Project Papers from university students majoring in entrepreneurship, this study aimed to identify the thoughts and characteristics of prospective entrepreneurs and derive their main agendas. Detailed information was collected on their preparation and ambitions for entrepreneurship, market research in their fields of interest, analysis of potential target users, requirements, and team management. We refined, categorized, and interpreted 84,818 words across 396 digital pages on LMS, and visualized using word clouds program. Additionally, interviews about peer learning were conducted by Zoom. The analysis revealed unique differences in students' perspectives on entrepreneurship based on their major, academic year, and gender. Also we could find that they actively utilize AI tech with a strong spirit of challenge in the startups. Interestingly, they emphasized horizontal communication and collaboration capabilities to improve productivity. This suggests the need to consider diversity in the design of entrepreneurship incubating content and programs for generation Z technically and academically.
