A Study of Librarian's Identity in Digital Environment (디지털 환경에서 사서의 정체성에 관한 연구)

  • Information Technology is making a lot of changes in the library. Especially the library computerization made the business of librarians convenient and made an impact in outsourcing and job reduction. The number of library users is decreasing because they can find information easily in the internet instead of library. But librarians are suspended in traditional business; they are not carrying out new role in changed environment. So, their identity is shaken. If a job does not have their identity, the job can not but disappears. This paper wished to find the identity of librarians in digital environment. For research the author examined literatures about new role of librarians and compared with librarian's opinions. To collect librarian's opinions, the author took e-mail survey to librarians who are working more than 20 years at libraries. Questionnaire consists of open-ended question. As a result, librarians are feeling their professional rewarding in public service. But they do not have much opportunity to service as professional. In some case librarians have opportunity to secure their expert area in reading education, information literacy and computer program teaching. This means the information education and medium education. The information education means to and necessary information. The medium education means to approach at information. The ability that can utilize information and medium is very important in lifelong learning society. Librarians can achieve the role of information and medium education. Librarians can find their identity in information and medium education which make users as intellectual person.

A Study on the Research Trends in Library & Information Science in Korea using Topic Modeling (토픽모델링을 활용한 국내 문헌정보학 연구동향 분석)

  • The goal of the present study is to identify the topic trend in the field of library and information science in Korea. To this end, we collected titles and s of the papers published in four major journals such as Journal of the Korean Society for information Management, Journal of the Korean Society for Library and Information Science, Journal of Korean Library and Information Science Society, and Journal of the Korean BIBLIA Society for library and Information Science during 1970 and 2012. After that, we applied the well-received topic modeling technique, Latent Dirichlet Allocation(LDA), to the collected data sets. The research findings of the study are as follows: 1) Comparison of the extracted topics by LDA with the subject headings of library and information science shows that there are several distinct sub-research domains strongly tied with the field. Those include library and society in the domain of "introduction to library and information science," professionalism, library and information policy in the domain of "library system," library evaluation in the domain of "library management," collection development and management, information service in the domain of "library service," services by library type, user training/information literacy, service evaluation, classification/cataloging/meta-data in the domain of "document organization," bibliometrics/digital libraries/user study/internet/expert system/information retrieval/information system in the domain of "information science," antique documents in the domain of "bibliography," books/publications in the domain of "publication," and archival study. The results indicate that among these sub-domains, information science and library services are two most focused domains. Second, we observe that there is the growing trend in the research topics such as service and evaluation by library type, internet, and meta-data, but the research topics such as book, classification, and cataloging reveal the declining trend. Third, analysis by journal show that in Journal of the Korean Society for information Management, information science related topics appear more frequently than library science related topics whereas library science related topics are more popular in the other three journals studied in this paper.

A Study on Exploring Digital Information Service Method through Analysis of PISA 2018 Reading Literacy Assessment Framework (PISA 2018 독서 리터러시 평가틀 분석을 통한 디지털 정보 서비스 방안 탐색)

  • The purpose of this study is to derive the implications needed to improve reading and information literacy and provide information services for students and citizens through changes in the concept of PISA 2018 Reading Literacy and its Assessment Framework analysis. The findings of the study are as follows. First, meaning of PISA Reading Literacy concept has changed along with the changes of the social and technological environments. Second, concept and assessment framework included the whole process of reading. Third, the Assessment Framework included a number of factors similar to the cognitive process of the information literacy model like Big6 Skills, but also there were differences. Fourth, the digital reading is reflected in the Assessment Framework. The PISA 2018 Reading Literacy Assessment Framework provides implications for the standards and methods required for librarians to develop reading and information literacy models and assessment frameworks to improve citizens' reading and information literacy, and to provide information services to them.

A Study on the Mid- to Long-term Public Library Expansion Plan in Daegu City (대구시 중장기 공공도서관 확충방안 연구)

  • The purpose of this study is to suggest a mid- to long-term expansion plan to resolve the blind spot and alleviate the imbalance of public library services in Daegu City. The research methods for this purpose included literature review, related laws and statistical data analysis, case study, and opinion survey. As a result, the first service area was set as a total of 14 areas based on administrative districts(Jung-gu, Seo-gu, Nam-gu, and Dalseong-gun each have one, Dong-gu and Buk-gu each have two, and Suseong-gu and Dalseo-gu have three each). Second, the expansion scenario for public libraries in Daegu City was proposed to add 26 libraries by the final target year (2032) based on the trend of national library growth over the past 13 years (2008-2020) and the forecast for the next 10 years (2023-2032). Third, the construction scenarios for each basic local government, excluding the Daegu representative library, are as follows: One library each in Jung-gu, Seo-gu, and Nam-gu; two libraries in Suseong-gu; three libraries in Dalseong-gun; four libraries in Dong-gu; and seven libraries each in Buk-gu and Dalseo-gu. In terms of floor area, it is proposed to add a total of 17 branch libraries with a minimum legal standard of 330-2,499㎡, four central libraries with 2,500-4,999㎡ each, and four central libraries with 5,000-9,999㎡ each. On the premise of these conditions, Daegu City and public libraries should focus on creating an inclusive and open community space, creating a digital platform, strengthening the library operation and cooperation system centered on Daegu representative library, developing collections and specializing services for local hub libraries, enhancing various knowledge information and program services, managing key library indicators and improving social contribution.

Analysis and Solution of Small Libraries in Jeon-buk Province (전북지역 작은도서관의 현 단계와 기능 확대에 관한 연구)

  • Recently, small libraries have greatly increased by the support and interest of the central, or local government. Since 2004, 47 small libraries were established in Jeon-buk province. These libraries are equipping a new facility and collection with their support. Nevertheless, they still have many problems in operating process. This is causing degradation of the quality level of information service for local residents, further, this becomes the obstacle which solves a information divide and improves the cultural welfare. The purpose of this study is to analyze the status of small libraries in Jeon-buk province, and then, to propose solutions to problems.

Analysis on the Characteristics of Construction Practice Information Using Text Mining: Focusing on Information Such as Construction Technology, Cases, and Cost Reduction (텍스트마이닝을 활용한 건설실무정보의 특성 분석 - 건설기술, 사례, 원가절감 등 정보를 중심으로 -)

  • This study aims to improve the information service so that construction engineers and construction project participants without specialized knowledge can easily understand the important words and the interrelationships between them in construction practice. To this end, using text mining and network centrality, the frequency of occurrence of words, topic modeling, and network centrality in construction practice information such as technical information, case information, and cost reduction, which are most used in the Construction Technology Digital Library, were analyzed. Through this analysis, design, construction, project management, specifications, standards, and maintenance related to road construction such as roads, pavements, bridges, and tunnels were identified as important in construction practice. In addition, correlations were analyzed for words with high importance by measuring Degree Centrality and Eigenvector Centrality. The result was that more useful information could be provided if the technical information was expanded. Finally, we presented the limitations of the study results and additional studies according to the limitations.

Optimizing Innovative Tools for Dissemination of Information in Nigerian Academic Libraries During Post-COVID Era

  • In order to support the mission of the institution in which they are attached, academic libraries provide services in both manual and digital but COVID -19 pandemic that spanned between March and September, 2020 has changed the scenario. With particular reference to Nigeria, about 249,606 cases were confirmed and in order to curb the scourge of this deadly disease, physical academic activities were prevented by Nigeria Centre for Disease Control (NCDC). With this development, innovative tools became indispensable tools for successful delivery of library services in Nigerian academic libraries. Whether or not these tools are still in use for reformation of library service during post- Covid era remains unclear, hence, need for this study. This study examined librarians' use of innovative tools for information dissemination in Nigerian academic libraries during the post-Covid era using a descriptive survey design. Data were obtained both in quantitative and qualitative formats from one hundred and forty-four librarians as respondents. A total enumeration sampling technique was adopted because the population was minimal. Findings of the study revealed that innovative tools such as videoconferencing, WhatsApp, teleconferencing, Facebook, LinkedIn, and web-based learning applications are still in use by librarians for the dissemination of information during the post-Covid era. These tools are useful and beneficial to librarians during the post-COVID era, as they facilitate easy participation and engagement of library users in various discussions. Inadequate funding and lack of advanced technology skills were also identified as major impediments to the successful use of innovative tools for information dissemination. As a result, it was suggested that academic libraries throughout Nigeria prioritize staff training on the necessary digital skills needed to cope in this advanced technology era.

A Study on the Building Self-Publishing Repository for the Personal Digital Records (개인기록 전자출판 리포지토리 구축 방안에 관한 연구)

  • In this study, we propose a model for constructing a producer-centered self-publishing repository for the personal digital records and three operational process for practical application of the operational model. 1) As essential requirements for constructing a DSpace-based self-publishing repository, we propose producer-centered service provision, management subject, operation and management plan, how to activate the repository of digital personal records producers, copyright issues, development and dissemination process. 2) The repository model constructs a producer-centered circular structure considering these requirements. 3) Through a repository model with multiple agencies, it provides various services such as content distribution, keyword search, usage statistics, recommendation system, and open access to portal users and electronic publishers as well as individual users.

  • This study seeks to propose and develop library science courses required in the digital age by investigating overseas LIS courses and surveying field librarians. Such courses must help the future librarian develop familiarity and skill with emerging technologies. As a result, required courses in the digital era were found to be: 'Design and Management of Databases', 'Library Planning, Marketing, and Assessment', 'Understanding Information Technology for Managing Digital Collections', and 'Information and Communication in a Digital Age' in that order, and should therefore be offered as core courses. In addition, 'Service for Information Disadvantaged Users' and 'Organization and Utilization of Web resources' were derived. The study also recommends different required courses based on different librarian types and duties.

  • 최근의 전자도서관에서 문서영상 데이터베이스를 구축하여 사용자에게 원하는 정보의 원문을 그대로 서비스하고 있는데, 주로 200 dpi 문서영상에 대해 TIFF 영상포맷에서의 ITU-T T.6 압축방법을 사용하고 있다. 본 연구에서는, 문서영상 데이터베이스의 확장성, 지속성, 효율성 등을 고려하여, 문서 영상의 스캐닝 해상도의 600 dpi가 적당하며, 압축방법은 JBIG이 타당함을 제시하였다. 아울러, 모니터 및 프린터 기반 서비스의 특성을 분석하여 서비스 해상도를 차별화하는 방법인 단계별 서비스 방안을 제시함으로써 JBIG의 단점인 과다한 복구시간 문제를 해결하였다. 대표적인 문서영상들에 대한 실험을 통해, JBIG의 높은 압축율 및 제시된 단계별 서비스 방안의 타당성을 확인하였다.
