Spatial Characteristics and Driving Factors Toward the Digital Economy: Evidence from Prefecture-Level Cities in China

  • The digital economy is becoming an increasingly important source of regional competitiveness enhancement. The purpose of this research is to examine the spatial distribution characteristics of China's digital economy from 2016 to 2019. Moran's I analysis was performed to see if China's digital economy has spatial self-correlation. The Getis-Ord General G test was used to determine the clustering type of China's digital economy. In addition, we used OLS and GWR methodologies to figure out what drives China's digital economy level. The findings show that the digital economy is rapidly expanding throughout China; yet, there is a significant regional imbalance in the digital economy level in China, and the agglomeration of the digital economy is increasing over time. Furthermore, the findings reveal that human capital, information staff, telegram income, and Internet access are vital factors in the development of the digital economy. To close the digital economy gap, policymakers must invest in human capital and technology innovation. Simultaneously, the government must speed up the development and implementation of electronic information services.

A Study on the Reality of IoT Device and Service Information Gap in the Era of Digital Transformation (디지털 전환 시대에 IoT 기기와 서비스 정보 격차 실태 연구)

  • This study attempted to identify the information gap about Internet of Things (IoT) devices and services in the era of digital transformation. To this end, we analyzed differences in perception of predicting future issues about IoT devices and services, and analyzed differences in the need for digital technology and help in life according to perceptions and experience of using IoT devices and services. Also, the level of education and demand for education were analyzed. A survey was conducted from February 15th to March 7th, 2021 for residents in Gwangju Metropolitan City and Jeollanam-do, and 232 respondents responded. Analysis was performed using SPSS 21.0, and all statistical values were presented as average values. The results of the study are as follows. First, the future issues of the intelligent information society according to the recognition of the intelligent information society, the help of life provided by artificial intelligence devices and services, and the need for intelligent information technology were presented. Second, the difference in Life help provided by artificial intelligence according to the recognition and use experience of artificial intelligence devices was presented. Third, the difference in life help provided by artificial intelligence according to the recognition and use experience of artificial intelligence service was presented. Fourth, the difference in necessity according to artificial intelligence technology recognition and use experience was presented. Fifth, the educational level and educational demand of the intelligent information society were investigated and presented. Through the results of this study, a suggestion for resolving the information gap in the era of digital transformation was suggested.

  • 위성 DMB(Digital Multimedia Broadcasting)는 위성을 통하여 이동 흑은 고정 무선 가입자 수신기에게 비디오 방송 및 정지화상 CD 음질의 오디오 방송과 각종 데이터 서비스와 같은 Multimedia 서비스를 제공하는 서비스이다. 향후 새로운 사업으로 다양한 부가가치를 이끌어 낼 것으로 기대를 받고 있다. 우리나라의 경우 위성 DMB기술기준으로 System E방식이 선정되었다. 본 논문에서는 위성DMB 서비스 의 음영지역을 해소하기 위해 사용되는 재생중계방식의 중계기인 Gap Filler 개발에 대해 기술한다. System E용 Cap Filler용 보조 방송의 전송 방식 선정과 보조방송에서 주 방송으로의 변환 기법, Gap Filler 망설계시에 고려해야 할 사항 등에 대해 기술한다.

A Block-Based Adaptive Data Hiding Approach Using Pixel Value Difference and LSB Substitution to Secure E-Governance Documents

  • In order to protect secret digital documents against vulnerabilities while communicating, steganography algorithms are applied. It protects a digital file from unauthorized access by hiding the entire content. Pixel-value-difference being a method from spatial domain steganography utilizes the difference gap between neighbor pixels to fulfill the same. The proposed approach is a block-wise embedding process where blocks of variable size are chosen from the cover image, therefore, a stream of secret digital contents is hidden. Least significant bit (LSB) substitution method is applied as an adaptive mechanism and optimal pixel adjustment process (OPAP) is used to minimize the error rate. The proposed application succeeds to maintain good hiding capacity and better signal-to-noise ratio when compared against other existing methods. Any means of digital communication specially e-Governance applications could be highly benefited from this approach.

  • The purpose of this study is to develop conceptualization models of reading, information, ICT, and digital literacy through conceptual differences of these literacy by reviewing and defining the concepts of literacy as well as reading, information, ICT, and digital literacy. Computer literacy has emerged as a concept that explains the phenomenon of contemporary social, cultural, and information technology development, and since then, computer literacy has since changed to IT, ICT literacy, and digital literacy. As a result of the study, a conceptualization model of the reading, information, ICT, and digital literacy was developed. In this model, these literacy whose terms have changed according to the technological development of media, have been classified as medium-centered literacy. And reading and information literacy that focuses on the cognitive process of understanding, utilizing, and evaluating texts and information is categorized as process-oriented literacy. In the digital environment, reading and information literacy is a core competence to critically think and evaluate the texts that are on media, and further research is needed to reduce the reading and the information gap among readers.

The Impact of Development and Government Expenditure for Information and Communication Technology on Indonesian Economic Growth

  • Purpose - This research is aimed to investigate the impact of the Information and Communication Technology (hereinafter ICT) development index and ICT investment on Indonesian economic growth. Research design, data and methodology - The data used consist of ICT development index, government expenditure on ICT sector, and economic growth from 33 provinces in Indonesia from 2012 to 2015. Based on the Networked Readiness Index published by the World Economic Forum (WEF), Indonesia was ranked 80th among 142 countries in 2012 and had climbed 64th in 2014. This indicates that the businesses in Indonesia have adopted ICTs to increase productivity and expand their activities. Panel data regression analysis is performed to reveal the change of the impact over time in each of the provinces. Result - The ICT development index and government expenditure for ICT have a positive effect on the economic growth of all provinces, although the impact is different in each of the provinces. There is a digital gap between the provinces, especially the large digital gap occurring with DKI Jakarta. The provinces of Eastern Indonesia such as NTT and Papua are still relatively slow in development of ICT. Conclusions - ICT development index and allocation of local government expenditure for ICT have significant effect on economic growth. ICT development index has a bigger role in increasing economic growth.

The Potential of IPTV Service: Is It a Bridging or Gap-filling Telecommunication Service? (기존 신규 방송통신서비스 분석을 통한 IPTV 서비스의 성장가능성 연구)

  • This paper attempts to conceptually examine the potential of IPTV(Internet Protocol Television). First, this paper reviews the concept of a bridging telecommunication service and a gap-filling telecommunications service. Second, the current status of various emerging telecommunications services including mobile WiMax, called WiBro, and both satellite and terrestrial digital multimedia broadcasting service, called DMB are comprehensively analyzed. Based on those analysis, this paper analyzes whether IPTV is regared as a bridging telecommunications service or a gap-filling telecommunications service and examine the potential growth possibility of IPTV. Finally, the suggestions for policy makers are discussed.

Speed of Catch-up and Digital Divide: A Study of Three Information Communication Technologies for 44 African Countries.

  • Information system has been at center of economic development in several developed countries, and as Africa envision to improve its global economic competitiveness it is important to assess penetration rate the digital divide and catch-up effect over the years. This paper examined whether there exists digital divide and if so, is it narrowing over time and whether the ICT is converging with time in the African countries. Three technologies namely mobile-cellular, internet and fixed broadband were used to measure the digital divide and the catch-up effect. Gamma and sigma convergence methodology together with averaged penetration ratios were used to assess the cross-country performance of each technology. This study confirms both the narrowing of digital divide and convergence of ICT in all three technologies for both total group and subgroups. The digital gap was narrowing over time and the low-income countries were catching up faster to the middle-income countries in all three technologies. However, there are marked differences exhibited in the speed of narrowing digital divide and the speed of convergence between the total groups and the subgroups of countries. Some policy implications were discussed in the conclusion and they can be utilized in designing developmental ICT policies in each technology case for individual countries.

  • The ability to use ICT is now a prerequisite for living in the information age, and digital literacy, which can access and utilize various digital information such as online banking, shopping, news, and health care, is more important. It is increasing. Accordingly, the social inequality, or digital divide, related to accessing and accepting digital information and knowledge is also an important social issue. In particular, the digital divide by age is becoming a major issue, not only in terms of resolving social imbalances but also in resolving the structural problems of the economy in addition to the survival of the elderly. This study aims to find ways to resolve the digital gap of the elderly in terms of socioemotional selectivity theory and suggests the reasons for the elderly's less access to digital information acquisition and the implications for the solution.
